Transformation of digital government services in the public sector in South Africa

Background: It is well-documented that the 21st century is providing digital technologies in an alarming rate. Their emergence promotes effectiveness, efficiency, accountability and transparency of public services and internal governance. This study was conducted within the government departments and state-owned agencies of South Africa.Aim: The aim of this study was to investigate the transformation of digital government services in the public sector in South Africa.Methods: This case study used qualitative approach where data were collected through semi-structured interviews from the national government departments and state-owned entities. The target population comprised information technology officers, investigators or analysts and administrative officers. Data collected were thematically analysed preceding the transcription of audio-recordings.Results: Some of the significant results of this study showed that the executives avoid playing their role to drive Information and communications technology (ICT) through Corporate ICT Strategy.Conclusion: Some of the challenges of adopting digital transformation are associated with low digital literacy, poor digital infrastructure, unreliable power supply, among others.Contribution: This study establishes that if the senior managers from ICT section become members of the executive committee, the government can have successful implementation of ICT projects without scepticism. This study also contributes to the awareness of considering digital literacy skills to support digital transformation.

Keeping to your lane

There has been a sharp rise in the use of electronic mail (email) in public organisations owing to its low cost, ease of use, and speed of transmission of information, among other advantages. This enhanced public service delivery in an era when clients are increasingly calling for public accountability and improved service delivery. While the use of electronic mail seems to be attractive in many respects, there is contention over who is or should be responsible for managing email records in an organisation. Informed by the skills theory, this study holds that acquisition of requisite skills and competencies is a necessary condition for excellence in job performance, productivity, and service delivery. This mixed methods research approach used a convergent research design where 240 records, administration, and information and communication technology officers from 12 government ministries completed questionnaires while 10 officers were interviewed. The interviewees comprised seven National Archives of Zimbabwe archivists, the director of the National Archives of Zimbabwe, one administration director, and one information and communication technology director from Zimbabwe’s central government. Data were further solicited using personal observation and document reviews. Ethical considerations such as seeking consent from participants, obtaining authorisation from organisations, and anonymising participants were observed in the study. The study established that information and communication technology officers were mostly entrusted with managing email records ahead of records officers, an arrangement which the study regards as rather misplaced. A collaboration matrix was proposed where records officers work as email records managers while information and communication technology officers work as email system enablers, thus emphasising the importance of each “keeping to their lane.”

Corporate Brahminism and Tech Work: Caste in a Modern Indian Profession

This article investigates caste dynamics within the information technology (IT) industry in Chennai. While there has been considerable commentary on the dominance of ‘upper’ castes within the industry, significantly less has been said about how ‘upper-casteness’ is retained and reinforced. In exploring everyday forms of upper-caste assertion, this article unpacks constructions of ‘corporate Brahminism’ on the IT office floor. Moreover, by analysing the experiences of employees from a broader range of caste backgrounds, it highlights spaces of resistance in the industry, underlining the relationality of caste in privileged sites of work within the modern economy.

The development of accounting in the Indonesian government can be said to be very slow to anticipate the demands of the times. The output produced by government accounting in Indonesia cannot be said to be accurate and not informative, so it cannot be used in decision making. Government Regulation No. 24 of 2005 describes Government Accounting Standards, hereinafter referred to as SAP, are accounting principles applied in preparing and presenting government financial reports. Based on this government regulation, the central and regional governments must apply full accrual-based accounting and no longer apply cash-based accounting. towards accruals. This research tends to determine the accounting treatment of software at the Office of Communication and Information Technology based on SAP No.14 regarding intangible assets. This research is quantitative research method with a descriptive approach with data collection techniques in the form of interviews, observation, and documentation. The results of the study show that the accounting treatment of software in the Office of Transportation Office which has 1 software, namely Simda BMD and Recognition and Measurement alone, there is no violence and termination of the software in this transportation service, there are also no disclosures related to the software.

The Importance of General Surgery Residency Program’s Online Presence Varies Among Applicant Groups

IntroductionThe COVID-19 pandemic necessitated an exclusively virtual 2021 residency application cycle. We hypothesized that residency programs’ online presence would have increased utility and influence for applicants. MethodsSubstantial surgery residency website modifications were undertaken in the summer of 2020. Page views were gathered by our institution’s information technology office for comparison across years and programs. An anonymous, voluntary, online survey was sent to all interviewed applicants for our 2021 general surgery program match. Five-point Likert-scale questions evaluated applicants’ perspective on the online experience. ResultsOur residency website received 10,650 page views in 2019 and 12,688 in 2020 (P = 0.14). Page views increased with a greater margin compared to a different specialty residency program’s (P < 0.01). From 108 interviewees, 75 completed the survey (69.4%). Respondents indicated our website was satisfactory or very satisfactory compared to other programs (83.9%), and none found it unsatisfactory. Applicants overall stated our institution’s online presence impacted their decision to interview (51.6%). Programs’ online presence impacted the decision to interview for nonWhite applicants (68%) but significantly less for white applicants (31%, P < 0.03). We observed a trend that those with fewer than this cohort’s median interviews (17 or less) put more weight on online presence (65%), compared to those with 18 or greater interviews (35%). ConclusionsApplicants utilized program websites more during the 2021 virtual application cycle; our data show most applicants depend on institutions’ websites to supplement their decision-making; however, there are subgroup differences in the influence online presence has on applicant decisions. Efforts to enhance residency webpages and online resources for candidates may positively influence prospective surgical trainees, and especially those underrepresented in medicine, to decide to interview.

Analisis Pengaruh Faktor-Faktor Teknologi Informasi Terhadap Kinerja Pegawai

The aim of this research are to examine and determine the factors of Information, Computer Network and Human Resource that influence the performance from Department of Information and Communication Technology Management Papua in simultaneously and partial and be known between those factor whose more in dominant towards it. The method used in this research is descriptive quantitative, with sample taking around 46 respondents. This research was using SPSS Verse 16.00 to see the issues arise and examine the truth of hypothesis from this research by using Testing data collection tool (test validity and reliability testing), Testing Linear Regression Model Analysis Tool (Test of linearity, Multikoilnearitas Test, Test heteroscedasticity, normality test), Data Analysis (Frequency Distribution Analysis, Multiple Regression Analysis, Hypothesis Testing F for the First and Second t-test for the hypothesis). The result of this research shown that simultaneous, information, Computer Networks and Human Resources have a significant effect on employee performance management of the Office of Information Technology and Communication Papua; Partially, information, Computer Networks and Human Resources have a significant effect on employee performance Department of Information Technology and Communication Management in Papua province, and Human Resources is the dominant factor that greatly affects the performance of the employee Department of Information Technology and Communication Management in Papua province.

Germanys Rearmament Plan: A Problem of Bureaucracy

The conflict in Ukraine that started on February 24th, 2022, had a transformative effect on the status of European security policy, with the most prominent outcome being Germanys break with its pacifist tradition and its policy of disarmament. The German governments plan to rebuild the Bundeswehr by raising its defense spending to 2% of its GDP, alongside the injection of a 100-billion-euro fund into its armed forces, was seen by many as the first step for Germany to a leading role in the new European Security Policy. However, increased funding is unlikely to be the deciding factor in whether Germany can successfully rearm, as the Bundeswehr is well funded in comparison to other standing armies of European states in similar economic circumstances. The main obstacle standing in the way of a successful German rearmament is Germanys bureaucracy. The Federal Office of Bundeswehr Equipment, Information Technology, and In-Service Support," or the BAAINBw, responsible for procurement of materials for the Bundeswehr, is fully anarchistic and understaffed. Germanys path to a reformed military thus hinges on whether the German government can successfully reform the BAAINBw into a more efficient federal agency.

Benefits and Barriers of Digital Procurement: Lessons from an Airport Company

Implementing a well-integrated procurement system and applying uniform practices to achieve the strategic goals of any company is a complex phenomenon. Navigating the digital procurement systems in achieving supply-chain resilience remains a predicament. Framed within the technology acceptance model (TAM), which is a key model in understanding the predictors of human behaviour toward the potential acceptance or rejection of the technology. This study explored the benefits and barriers of digital procurement at Airports Company South Africa (ACSA). A qualitative approach in a form of a single holistic case study design was adopted. The sample involved 18 employees and individuals who were supply chain management (SCM), information technology (IT), and programme management office (PMO) professionals. Semi-structured interviews conducted focused on those with extensive experience on procurement, digital technologies, procurement automation or the implementation of transformation programmes. Digital procurement is a value-adding function at ACSA with the possibilities of providing cost reduction in the supply chain. However, the participants highlighted job losses, cyber security, lack of interoperability, lack of skills and system downtimes as obstacles affecting the adoption of digital procurement and as organizational barriers. The infusion of digital technologies into various aspects of organisational processes and outcomes remains a complex, dynamic, fluid, and volatile phenomenon. A framework highlighting critical focus areas when it comes to the adoption of digital procurement of digitalization is presented.

A Generalized Linear Mixed Model for Data Breaches and Its Application in Cyber Insurance

Data breach incidents result in severe financial loss and reputational damage, which raises the importance of using insurance to manage and mitigate cyber related risks. We analyze data breach chronology collected by Privacy Rights Clearinghouse (PRC) since 2001 and propose a Bayesian generalized linear mixed model for data breach incidents. Our model captures the dependency between frequency and severity of cyber losses and the behavior of cyber attacks on entities across time. Risk characteristics such as types of breach, types of organization, entity locations in chronology, as well as time trend effects are taken into consideration when investigating breach frequencies. Estimations of model parameters are presented under Bayesian framework using a combination of Gibbs sampler and Metropolis–Hastings algorithm. Predictions and implications of the proposed model in enterprise risk management and cyber insurance rate filing are discussed and illustrated. We find that it is feasible and effective to use our proposed NB-GLMM for analyzing the number of data breach incidents with uniquely identified risk factors. Our results show that both geological location and business type play significant roles in measuring cyber risks. The outcomes of our predictive analytics can be utilized by insurers to price their cyber insurance products, and by corporate information technology (IT) and data security officers to develop risk mitigation strategies according to company’s characteristics.

A Successful Patient Blood Management System Implemented during the COVID Pandemic Based on Daily Blood Inventory Levels in a Single Large Oncology Institution

Introduction: The recent pandemic brought to light the fragility of the US Blood Collection system and supply chain disruption. As blood donations declined, blood donor centers (BDC) and blood banks (BB) worldwide reported a significant blood shortage. Our blood donor center had challenges from imposed COVID precautions (social distancing, contact restrictions, donations by appointments only, wearing of PPEs, etc.) to increase blood collections to replace the units transfused daily. The study was to review our Institutional process for development of Covid-19 risk levels-based dashboards which tracked the pandemic and provided risk levels in real time to faulty/staff employees. Methods: As the Blood Inventory decreased daily during the start of the pandemic and ultimately became critical, the Transfusion Service/Blood Bank (TS/BB) would reset and lower the triage Hgb level from 7.0 gm/dl to 8.0 gm/dL based on O pRBC units in inventory. The challenge was to disseminate the blood inventory to all stakeholders, decrease the number of calls/pages to TS/BB/Transfusion Medicine Physician (TMP) on call and be consistent in setting Hgb triage levels. Surgery/Anesthesia required daily inventory to predict cases that would have to be cancelled and rescheduled for possible increased estimated blood loss. As the national/local blood supply shortage became critical especially for O RBC Units, a Blood Shortage Decision Matrix was created in collaboration with our Chief Patient Safety Officer, Chief Administrative Quality Officer and Chief Information Technology Officer teams with a color-coded legend (RED - Hgb <=7.0 gm/dL [Emergencies only], ORANGE- Hgb <=7.0 gm/dL, YELLOW -Hgb <=7.5 gm/dL and GREEN <=Hgb 8.0 gm/dL) illustrating how blood would be triaged based on the O red cells units available in Inventory for transfusion each day (See Table ). Minimal/critical numbers for each blood product/blood group were derived based on logistic regression/machine learning/manual counts from historic usage within the past 2 years. A similar color-coded diagram was used for Platelet Inventory. The blood inventory continues to be reported at the daily morning Department/Divisional (Operations) Tier Readiness Briefings (Institution's Pathway leading to a High reliability Organization) for institution wide dissemination. The TS/BB Information System is linked to real time blood inventory of all blood products entered into the system and provided us with real time inventory except for units that required a second ABO Rh and irradiation. Computer queries were performed for the latest inventory by blood product available and received, total number of Inpatient and Emergency Medicine patients by blood types and their latest hemoglobin values with transfusion orders and transfused currently, patients who were not transfused currently with no active orders and patients who were transfused since last day of transfusion by blood types. Supply Estimates were made for blood products from donors collected at our BDC and blood products that would have to be purchased from outside suppliers. This was to guide decision making for both the BDC to provide blood products to the TS/BB and for the TS/BB to assess how many products needed to be ordered from outside suppliers. Demand estimates were made from historical data, current inpatient census from the EMR inpatient dashboard, number of current inpatients (ICU, Hematologic Oncology, Acute Cancer Care Center etc.) who were O pos (Per Webi query with a real time report run each morning), by location, blood type, hemoglobin level and days since latest hemoglobin level. Data was used to assess how many of the patient groups already met hemoglobin levels designed by the color code chart described above between 7.0 and 8.0 gm/dL which assisted the TS/BB to triage pRBC orders based on Hgb levels set for the colors. Results: The Blood Shortage Decision Matrix since its implementation in October 2021 has allowed clear organizational-wide ownership across all levels of the organization, use of a standardized Blood Inventory management by the TS/BB, improved communications with primary care teams, better understanding of the challenges maintaining an adequate blood supply by the Executive/Administrative Leadership leading to allocation of additional needed resources to the Blood Donor Center/TS/BB and also helps the Institution on its path toward a High reliability Organization. Lending Rate Practices and Financial Performance of Commercial Banks in Rwanda. A Case of I&amp;M Bank Plc

The objective of the research project was to assess lending rate practices and financial performance of commercial banks in Rwanda. The specific objectives were to assess effect of loan to deposit ratio on financial performance of commercial banks in Rwanda, to evaluate the effect of loan to value ratio on financial performance of commercial banks in Rwanda and to determine the effect of credit policy on financial performance of commercial banks in Rwanda. In this research project, theories were used to draw their implications on the current study and a conceptual framework showing the link between the study variables was established. During data collection, researcher used a descriptive research design using two-mixed approach such as quantitative and qualitative approach. The research information were collected from chief Executive officers of I&amp;Mbank, Board staff members of I&amp;Mbank, Information technology officers of I&amp;M bank, Risk and audit officers of I&amp;Mbank, accounting and audit officers as well as customer service. The total targeted population was 132 from whom a sample of 99 was selected by use of stratified random sampling technique. To analyze data, SPSS version 21 was used to get frequency tables, pie charts and their related percentages. Findings of this research project revealed that loan to deposit ratio is a measure of lending interest rate and contribute to the financial performance with the mean of 2.02 and standard deviation of 0.751.As indicated, findings revealed that loan to value ratio is a measure of lending interest rate and contribute to the financial performance of commercial bank with the mean of 3.41 and standard deviation of 0.66.The study findings also showed that credit policy contribute to the financial performance of commercial bank at the standard deviation of 0.649 and p-value0.000. The overall conclusion is that there is significant relationship between lending interest rate and financial performance at 0.798 based on Pearson correlation. As recommendations, based on different problems encounter by I&amp;M bank, there is a need to put more efforts on proper management system of credit and lending throughout monitoring and evaluation, using credit limits and using credit recovery experts. Historical buildings contain elements of art in the city of Tangerang, which have good potential to become a tourist destination, but they must be appropriately managed to generate a source of income for the region. The diversity of ethnicities, races, and religions is an important supporting factor in influencing the diversity of artistic values. One of them is the Lenggang Cisadane Dance which is typical art of Tangerang City. And many historical buildings such as the Thousand Doors Mosque, Fortress Museum, Kalipasir Mosque, Al-Adzhom Mosque, etc. Every historical asset needs to be introduced to the public, and this is the authority of the Communication and Information Technology Office (DisKomInfo). However, the information media used is still very minimal. Therefore, a study was conducted using the KPM method, which outputs video using the Adobe Creative Suite. The media needed to maximize promotion and information is the Video Art, Tourism, and Historic Buildings, with an informative and practical display. The beauty of Tangerang City holds history and high artistic value, so it is hoped that this research can increase public interest in studying history and doing tourism.

Sistem Informasi Log Book Harian Peserta Magang Pada Dinas Kominfo Kota Semarang

Log book is a record book of important events in the management, operation, and navigation of ships. In simple terms, the log book is used by apprentices to record daily or daily / time activities carried out during internships. It can also train apprentices to be disciplined and orderly to record information related to improving the skills of apprentices in the field. The use of the daily log book of apprentices within the Ministry of Communication and Informatics is intended for daily reporting of the activities that have been carried out by apprentices as well as a data recap for the Office of Communication and Information Technology in evaluating whether the learning activities provided are in accordance with the needs of the apprentices or not. By utilizing the website application as an online medium, it will help the reporting process go faster. The electronic log book system has the advantage that research activities can be monitored at any time. The software development method used is waterfall which is built using the PHP programming language, CSS and Bootstrap Framework, as well as database processing using MySQL. The method of testing is done by blackbox, namely testing is done by testing the software in terms of functionality. The results of the research, namely the Internship Diary Log Book Information System at the Semarang City Communication and Informatics Service can help interns to make reports quickly.

MOBILE TECHNOLOGIES IN THE DEVELOPMENT OF PROFESSIONALLY ORIENTED ENGLISH SPEECH INTERACTION COMPETENCE IN INFORMATION SYSTEMS AND TECHNOLOGY MILITARY STUDENTS

The purpose of learning a foreign language by future information systems and technology officers is the development of practical skills to the extent that is necessary for communication in various professional situations. The intensive integration of mobile technologies into the higher education system encourages research of the challenges of their use for the development of professionally oriented English speech interaction competence in future information systems and technology officers. The study describes the officers' survey results regarding their needs in professional foreign language communication. It analyzes the use of mobile technologies (the uniquely designed mobile application "English Speaking Skills", the YouTube channel "Military Speaking Skills in Use" and the group chat "English Speaking" in the Telegram mobile messenger) during experimental training in professionally oriented English communication conducted for information systems and technology cadets and officers from a higher military education institution. The study showed that a specially created mobile learning environment for the development of professionally oriented English speech interaction competence in future information systems and technology officers provides opportunities for interactive communication between all participants of the educational process. It develops speech skills and increases the effectiveness of mastering the specific terminology of the military industry. Further use of mobile technologies (didactic educational material) can facilitate the perception of new information in English, motivate to study, and become a learning tool for the development of practical speech skills in the process of verbal and nonverbal communication of information systems and technology cadets with native speakers.

Readiness of Smart City Implementation in Klaten, Indonesia

This study described the readiness of the Office of Communication and Information Technology to realize the Klaten smart city program. Qualitative methods were used. The data were obtained through interviews with several employees at the Communication and Information Office of Klaten Regency and with the local population of Klaten Regency. The study results indicated that, based on Mutula and Brakel’s e-readiness theory, the Department of Communication and Information of Klaten Regency is ready to realize the Klaten smart city program. Error evaluation in the laboratory testing process and laboratory information systems.

BackgroundThe laboratory testing process consist of five analysis phases featuring the total testing process framework. Activities in laboratory process, including those of testing are error-prone and affect the use of laboratory information systems. This study seeks to identify error factors related to system use and the first and last phases of the laboratory testing process using a proposed framework known as total testing process-laboratory information systems.MethodsWe conducted a qualitative case study evaluation in two private hospitals and a medical laboratory. We collected data using interviews, observations, and document analysis methods involving physicians, nurses, an information technology officer, and the laboratory staff. We employed the proposed framework and Lean problem solving tools namely Value Stream Mapping and A3 for data analysis.ResultsErrors in laboratory information systems and the laboratory testing process were attributed to failure to fulfill user requirements, poor cooperation between the information technology unit and laboratory, inconsistency of software design in system integration, errors during inter-system data transmission, and lack of motivation in system use. The error factors are related to system development elements, namely, latent failures that considerably affected the information quality and system use. Errors in system development were also attributed to poor service quality.ConclusionsComplex laboratory testing process and laboratory information systems require rigorous evaluation in minimizing errors and ensuring patient safety. The proposed framework and Lean approach are applicable for evaluating the laboratory testing process and laboratory information systems in a rigorous, comprehensive, and structured manner.

APPLICATION OF OFFICE INFORMATION TECHNOLOGIES TO SOLVE THE PROBLEMS OF OPTIMAL STRUCTURAL RESERVATION OF SYSTEMS

Problem statement. The problems of optimal structural redundancy of systems are usually formulated as a nonlinear problem of mathematical programming with integer variables, and to solve them, usually, various optimization methods are used, which requires the development of special algorithms and appropriate software. However, in the case of clarifying the original task of optimal redundancy, there is often a need to adjust the developed algorithms and software. All this greatly complicates obtaining the desired results. Another approach to solving problems of optimal redundancy of systems is the use of office information technology, the tool environment of which is adapted to solve mathematical problems, including optimization problems. This approach does not require the development of special algorithms and software. However, issues related to the effectiveness of the information technology used to solve this problem require further scientific and practical study. This article formulates a model of optimal design of redundant systems according to the criterion of minimum cost while ensuring the required level of reliability during a given time. This model is written in terms of a nonlinear problem of mathematical programming with integer variables and is numerically implemented in the operating environment of an Excel spreadsheet when the main object of the designed system consists of 6 elements. The optimal options for reserving this object according to the schemes of "hot" and "cold" redundancy are obtained. The purpose of the article is to show the effectiveness and efficiency of the MS Excel spreadsheet to solve problems of optimal structural redundancy of systems. Conclusions. This article discusses issues related to the problem of solving problems of optimal design of redundant systems in the tool environment of the MS Excel spreadsheet. Examples of solving the problems of separate "hot" and separate "cold" redundancy of a 6-element object prove the effectiveness and efficiency of the MS Excel spreadsheet to solve this problem. In addition, the developed optimization model can be successfully used in practical tasks to ensure the reliability of technical systems in the early stages of their design.

IMPLEMENTASI KINERJA UU NO 14 TAHUN 2008 TENTANG KETERBUKAAN INFORMASI PUBLIK PELAYANAN INFORMASI DAN KOMUNIKASI

This study aims to explore public information services for the community. The method used is qualitative. Research data obtained through interviews, observations, and documentation. Informants of this research, the Head of the Office of Communication and Information Technology, employees and the public. The results showed that public information disclosure at the Toba Regency Communications and Informatics Service still lacks communication in cooperation, especially OPD, is still classified as very relaxed in providing the latest news for employees who work in the information sector, and journalists are concerned with personal interests, so that the government in despise society. In terms of resources, especially the Diskominfo facilities, it is still very lacking, as well as the staff / staff who are experts in the program field, so the staff is very lacking in providing important information to the public, in terms of the bureaucratic structure, Diskominfo has provided supervision and implementation of the Act. Public Information Disclosure has at least been accepted by the people of Toba Regency, and in terms of the disposition of the Toba Regency Communication and Information Office, it has tried well to respond to all the complaints experienced by its people because it is the main priority of Diskominfo in providing openness to the community.

Factors influencing the adoption of free and open-source software for electronic records management by municipalities in Gauteng Province, South Africa

The South African cabinet adopted policy recommendations from the Government Information Technology Officer's Council pertaining to Free and Open-Source Software (FOSS). Even though the South African Cabinet has shown support for the use of FOSS through the enactment of a policy, the adoption of open source software in electronic records management seems to be slow. Proprietary software continues to be adopted and used by most public institutions, including local and provincial municipalities in South Africa. Therefore, this study aimed to investigate factors that may influence the adoption and use of FOSS for electronic records management by South African municipalities. The study adopted a qualitative research approach to collect data from 10 purposively selected municipalities in Gauteng. Data were analysed and presented thematically to address the research question. The findings of this study suggest that municipalities in Gauteng are not adopting FOSS for electronic records management as expected. This study established that top management support, reliability, affordability of the software, inadequate capability, contracts with proprietary software providers, organisational culture and organisational support are some of the factors that contributed to the low uptake when it comes to the adoption of Free and Open-Source Software by the municipalities.

Impacts of the Use of ICT in English Language Pedagogy in English Language Department in University of Jos, Jos Plateau State, Nigeria

The purpose of the study was to establish the Impacts of the Use of Information Communication Technology on English Language Pedagogy in University of Jos. This study adopted a mixed approach; both quantitative and qualitative methods were used to collect data. The study targeted 200level and 300level students totaling 2,851, 82 teachers of English, as well as one Information Technology Officer (ITO). The researchers sampled 285students out of 2,851 and 82 teachers. The researchers used both descriptive and inferential statistics regression analysis to establish the relationship between the independent and dependent variables of the study. The study established that most students in study area enjoy computer assisted lessons. ICT influence learning of English skills in reading, writing, speaking, listening thereby improving vocabulary. The study is comprehensive hence it x-rayed teachers’ perspective on impact of use of ICT in English Language pedagogy with empirical evidence depicting white students use of ICT and results in a similar study. It reveals ICT as critical tool to pedagogy of English as a subject, stating its important resource and most effective when embedded in the curriculum and integrated into units of work. The key recommendations for the study were that there is a need for teachers to be well trained to enable integration of ICT on pedagogy of not only English Language but other subjects. The government should enhance the TETFUND and NUC towards enabling more universities access ICT infrastructure since it is the major challenges among the tertiary institutions and that there is need to examine other factors affecting adoption of ICT like lack of support from the community and understaffing.
