Refractive insensitive directional bend sensor based on specialty microstructure optical fiber with dumbbell shape core

With the development of information society, more and more special occasions are calling for a wide range of sensors with special properties. In this work, a refractive index insensitive directional bend sensor is proposed based on a specialty microstructure optical fiber with dumbbell shape core, which works as a dual core fiber (DCF). Firstly, this specialty microstructure optical fiber with dumbbell shape core has been fabricated with self-pressurised drawing technique. Then, it has been constructed as a Mach-Zehnder interferometer (MZI) sensor. Consequently, its bend sensing characteristics has been investigated from both theory and experiment. The response of the proposed sensor to the bending evidently displays the directional dependence. In the bending along x direction, the interference peak wavelength is almost insensitive to the curvature. But the transmission is sensitive, which almost obeys the exponential function. Correspondingly, in the bending along y direction the wavelength almost linearly varies with curvature, giving out an averaged sensitivity of 2.44 nm/m−1 in the curvature range of 0–3.79 m−1. But the peak transmission fluctuates without typical principle. In addition, the response of the proposed sensor to the refractive index variation has been checked. It is found that the peak wavelength is almost insensitive to the change of refractive index from 1.33 to 1.45, and the peak transmission fluctuates without clear principle. All these results demonstrate that the proposed sensor has great potential for future internet of things (IoT) applications.

THE ROLE OF SUCCESSFUL PUBLIC RELATIONS IN CRISIS SITUATIONS

This article analyzes the theoretical foundations of the emerging concepts of anti-crisis PR, in particular, the tasks and functions of crisis management services are considered. A comparative analysis was made using the example of large global companies. The integration of new communication PR technologies during a turning point has been studied. The role of the media in maintaining a positive image of organizations is specifically noted. A definition is given to the concept of “crisis” and crisis communications. The Current State and Ways of Improving Islamic Education in the Republic of Kazakhstan

The active development of modern information and digital society activates the issues of prospects and the search for ways of high-quality training of applicants for higher education in the speciality “Islamic Studies” in Kazakhstan and the creation of a modern system of methodological tools for such training as a guarantee of success and competitiveness of specialists in the field of Islamic studies in modern conditions on the labour market. The purpose of the study is to substantiate the need to improve the system of methodological tools used in the process of preparing applicants for higher education in Kazakhstan. In the course of a study conducted at the Egyptian University of Islamic Culture Nur Mubarak (Almaty) and the College of the Astana Madrassa, a methodological system for training applicants for technical and professional, post-secondary, and higher education in the speciality “Islamic Studies” is developed. In the course of the study, a survey is conducted among students and teachers to examine the level of Islamic education in the Republic of Kazakhstan for the following components of the survey: motivation for learning, development of professional competencies, use of innovative technologies and techniques, ways to improve Islamic education, problems of Islamic education, social interest of the population regarding Islamic education. Recommendations for improving the quality of Islamic education are formulated. This research identifies potential advancements in the methodology for educating candidates at technical, vocational, post-secondary, and tertiary levels, with a focus on incorporating aspects of preparedness for Islamic education. The study's practical contribution lies in its development of an enhanced methodological framework. This framework aims to elevate the education of candidates pursuing technical and professional, post-secondary, and higher education, particularly in shaping future experts during their academic journey in Kazakhstan's specialized higher education institutions.

Digital competence among pre-service teachers: A global perspective on curriculum change as viewed by experts from 33 countries

In the intensely developing information society, the education of pre-service teachers presents an organisational, methodological, and conceptual challenge. Recent years have necessitated reflection on the content and modalities of the formation of digital competence in pre-service teachers. This article – considers which components the digital competences of the new generations of teachers should contain and how this area can be effectively developed within academic education. The article is the result of interviews conducted with 35 experts (recognized scholars in the field of media pedagogy) from North and South America, Africa, Australia and Oceania, Asia, and Europe. Qualitative interviews using the Delphi methodology were conducted between June and September 2022. Using grounded theory principles, it was noted that there is a need to modify pre-service teachers' curricula in the following areas: creating, retrieving and managing digital content; integrating ICT into subject content; developing soft skills; enhancing interactivity in the classroom; social aspects of ICT; distance learning; new socio-technical processes; advanced digital competencies; predictive learning; analysing the impact of ICT on human life; data protection; e-risks; low digital competencies; understanding media messaging; and supporting people with disabilities.

The impact of active social network sites use on depression: analyzing the sequential mediating role of social support and loneliness

With the continuous development of the modern information society, social networking sites are increasingly becoming an important part of people’s daily lives. The relationship between college students’ mental health and online behavior needs more research. This study investigated the multiple roles of perceived social support and loneliness in mediating the relationship between Chinese university students’ active use of social network sites and depression. A total of 684 college students ( Mage = 19.11, SD = 0.94) were recruited from a university in Shaoxing, China. The independent variable was active social network sites use; the dependent variable was depression; the mediating variables were perceived social support and loneliness. Controlling for demographic variables, active social network sites use significantly and negatively predicts students’ depression levels ( p < .01). Active social network sites use can influence depression through perceived social support ( p < .01). Perceived social support and loneliness played a sequential mediating role in the relationship between active social network sites use and depression ( p < .01).

Innovations in scientific communication: techniques for crafting distinctive textual content

The rapid globalization and integration of science-based information technologies have led to continuous transformation, significantly impacting socio-cultural processes. The presented concept of information space development focuses primarily on communication processes. This article aims to analyse the possibilities of technology in creating unique scientific communication within the modern information space. During the research, general methods such as generalization, comparison, systematization, abstraction, analysis, synthesis, and specification were employed. The study revealed the current stage of information society development and outlined trends in modern scientific communication models. The structure of scientific communication in the information space, which combines professional and personal components, is substantiated. The text focuses on identifying the characteristics and functionality of electronic publications within innovative technologies. It considers specific aspects of new and transformed existing variations of scientific communication in the context of digital optimization processes. The issue of the life cycle of electronic resources is also investigated. The article identifies vectors for improving scientific communication processes, focusing on quality information, digital and intercultural components of the communication process. It establishes that the optimization of scientific communication in the information space is necessary due to the specific requirements of forming a unique text based on the principles of honesty and originality.

Environmental information provision in the mechanism of environmental and information policy of Ukraine

The article analyzes the concepts of information society, environmental information provision, information policy, environmental policy, establishes the importance of environmental information provision in implementing environmental and information safety measures, determines the place and role of environmental information provision in the mechanism of environmental and information policy of Ukraine.
 The development of a high-quality information society is impossible without appropriate legal regulators and should not happen by itself, without state support. At the same time, the formation of a conscious information society is the key to the functioning of a democratic state and its institutions. Also, the developed institute of environmental information provision is the basis of not only environmental, but also informational, and therefore national security.
 In the conditions of growing environmental problems and challenges, which have significantly worsened as a result of the war, it is important to understand the value for citizens of the right to environmental information, its role in guaranteeing environmental safety in the country and the potential of its provision for the further development of the state in any spheres.
 Environmental information provision is a category that can be used not only in environmental, but also in informational and other legal relations. Moreover, the peculiarities of its legal regime are determined by the norms of constitutional, international, informational, administrative, civil law and are regulated in detail by environmental legislation.
 However, despite the fact that the regulation of environmental and informational relations is carried out by the norms of various branches of law and is one of the basic foundations of both environmental and informational policy of Ukraine, it is necessary to distinguish their essence and substantive meaning in the context of certain measures.
 The article concludes that within the framework of environmental policy, environmental information provision is an element of the legal mechanism (tool) for the implementation of this policy. Whereas within the framework of information policy, it is a type of information, access to which is guaranteed by the state, that is, rather, the object to which such a policy is directed.

INFORMATION AND COMMUNICATION TECHNOLOGIES AS A MEANS OF FORMING PROFESSIONAL COMMUNICATIVE COMPETENCE OF STUDENTS OF PEDAGOGICAL PHILOLOGY

This article deals with information and communication technologies (ICT), their classification and characteristics, as the creation and development of information society implies their wide application in education. The article reveals the concepts of forming ICT competence of a teacher in the system of professional and pedagogical education. The material reflecting the forms, methods and techniques of ICT use contributing to the effectiveness of teaching Russian language and culture of speech is given.

Трансформация политической идентичности в информационном обществе: пределы и противоречия

The article deals with the transformation of political identity and elite consciousness in the modern world. The dynamics of political identification processes in the conditions of development of information exchange of network type is problematized. The aim of the research is to study the peculiarities of the political identification process under the influence of the newest forms and practices of digital communication. Its achievement is connected with the solution of two main tasks: 1) exposition of the modern political process and its key components (identity of the political ruling “class”, its elite self-consciousness) in the context of the development of information society, multiply increased intensity of urbanization processes; 2) study of the transformation of the process of political self-determination in the conditions of involvement of political subjects and structure in the information interaction of network type, dominating at the current stage of civilizational development. The change in the practice of political thinking and political legitimization of elites is considered in the context of urbanization processes and the development of the corresponding type of network urban “chronotope”.

Legal security of digital transformation in Ukraine

The article presents a theoretical and legal analysis of the legal support of the process of digital transformation in Ukraine, which is an integral element of digitalization of all spheres of social life and a requirement of modernity.
 It was established that the formation of a digital state should be recognized as an activity aimed at systematically improving the legal basis of the organization and functioning of public authorities, with the aim of simplifying the system of public administration and significantly increasing its efficiency.
 It is emphasized that digitalization is not limited to the exclusive use of technologies; it is characterized by a change in culture integrated into all spheres of human activity.
 It has been established that legal provision in the context of digital technologies and digital transformation in Ukraine is a state-legal process. The types and range of documents constituting legal support for digital transformation in Ukraine are outlined. Issues of digital technologies that affect not only the law, but are directly reflected in the rule-making and law-enforcement processes are considered. It was determined that modern legal studies of the legal support of the use of digital technologies in the conditions of the transformation of society are usually determined unsystematically and superficially.
 Urgent issues of legal support of strategic national priority areas of information society development in Ukraine and digital transformation were raised.
 It was found that the need for effective regulation of legal relations regarding the management and application of digital technologies in the conditions of the transformation of society requires a clear solution to many practical and theoretical problems, as well as appropriate regulatory and legal support.

A Reflective Study of Computerized Database Application Technology and Maintenance

In the era of digitalization, computer databases have become an indispensable technological support across various industries. They not only house a vast amount of data but also enable efficient management and swift retrieval of this information. Concurrently, advancements in database application technology and maintenance have become crucial in ensuring the stable operation of information systems. However, contemporary computer database technology still faces numerous challenges such as data compatibility, automation levels, and flexibility in data transmission. Therefore, this study focuses on the key application techniques and maintenance mechanisms of computer databases, exploring measures to enhance data compatibility, improve production automation, strengthen the flexibility of data transmission, and bolster technical support. These efforts aim to drive the development of computer databases towards efficiency, stability, and security, thus laying a solid data foundation for the sustainable development of the entire information society.

A Study on the Constitutional Meaning of the Right to Pursue Happiness in Intelligence Information Society

The meaning of happiness in human life depends on what each individual thinks of as happiness and what one pursues due to differences in personalities and values. An important value and ideology of modern constitution is the guarantee of human rights to ensure that all human beings can live the life they want. Therefore, the meaning of the right to pursue happiness can be seen as very important not only at the time of the modern human rights declaration, but also in modern society, where technological breakthroughs and artificial intelligence are emerging at ever-higher rates.
 The role of law is also very important in an intelligent information society, and it is also necessary to find out what fundamental rights the state should protect more actively through the interpretation and guidelines of the Constitution and include the necessary legislative direction or outline in the constitutional amendment. It is crucial to prepare for risks caused by the emergence of new technologies and the development of an intelligent information society, to protect the fundamental rights and safety of the people, and to review constitutional countermeasures. If successful, it may be possible to establish a normative framework for pursuing safe and sustainable development and human happiness.

Government Policies and Programs for Rapid Ageing in China: Review of Recent Developments in System Integration and Digital Services

Background: China is facing the challenge of an increasingly ageing population. The proportion of people aged 60 and above increased from 10% to 21.1% between 1999 and 2023 and is projected to reach 28% by 2040. In response to this demographic shift, the Chinese central government has implemented a series of policies that have evolved over time. The rapid advancement of information technology and science has accelerated these changes. However, there is still a research gap in understanding the digital service policies for elderly care. Methodology: Based on research literature and policy texts, this study specifically focuses on policy development between January 2019 and January 2024. Seventy traceable national policy texts were categorized and analyzed, gathered from the State Council's policy document database and the official websites of national ministries. Result: The 70 policies were interpreted and categorized into three major aspects. Firstly, the policies on the improvement of traditional elderly care aimed to meet diverse needs by focusing on health and medical care, the management and standards of serving institutions, service improvements and standardization, and the development of the service workforce. Secondly, the policies on system integration between elderly care and other industries included the integration of finance and elderly care, the construction of the insurance system, long-term care institutions and insurance, hospice care, and the silver economy. Thirdly, the policies on digital services comprised the smart healthcare industry, information accessibility, elderly-friendly digital technology and empowerment, and the creation of elderly-friendly communities and societies. Conclusion: The development concepts and contents of China's elderly care policy have evolved. The acceleration of transformation and promotion of the silver economy has become a new comprehensive and universal measure. Despite recent policy developments indicating a growing trend towards integration, there remains considerable room for improvement in actual implementation. This should focus on the uneven development of the "three pillars" of the pension system, insufficient innovation in financial products, and inadequate industry financing channels. It is important to be alert to the persistent problems and obstacles, which widen the gap in elderly welfare, create new forms of social inequality and exclusion, and hinder the development of a friendly information society. An improved method of detecting false information

Under the conditions of the rapid development of the global information society, the widespread use of information and communication technologies in all spheres of life, the problem of information security acquires special importance. Technology, a double-edged sword in this battle, also has the potential to solve the problem. Fact-checking algorithms, while imperfect, can act as sentinels by flagging suspicious content. Transparency and collaboration between platforms, researchers and independent fact-checkers are critical to improving these tools and ensuring responsible use. However, technology alone cannot win this war. The battlefield goes beyond algorithms and code, reaching into the very fabric of our societies. Current methods of detecting false information take into account only the content of the data source, that is, the data itself, without paying attention to the context of the data. Taking into account that data is becoming more complex, it is becoming more and more, it becomes important to develop and improve algorithms and methods for detecting false information, taking into account the modern features of information dissemination. Therefore, the purpose of the work is to develop an improved method of detecting false information based on the synergy of the proposed additional methods. The improvement of the method consists in the synergy of the five components. Each of which has the ability to detect false information with some probability. It is the synergy and combinatorics of these methods that improve the overall method and detect false information with greater efficiency than existing methods.

The Study of TPACK Ability Training for Student Teacher Specializing in English— A Case Study of Huainan Normal University

It is a necessary requirement to enhance the information literacy of university teachers and students in an all-round way to adapt to the development of information society. At the heart of the work is an understanding of the framework Matthew J. Koehler and Punya Mishra proposed, TPACK—Technological Pedagogical Content Knowledge. This study takes student teacher specializing in English of Huainan Normal University as an example and aims to understand the current situation of developing the TPACK ability of the student teachers specializing in English through a survey. To investigate the relevant factors affecting the development of English teacher trainees’ TPACK ability, and to explore new ideas for revitalizing the TPACK ability of English teacher trainees to contribute to higher levels of teacher education accreditation and to cultivate higher quality student teachers specializing in English education.

Peacebuilding strategy in training of young scientists In conditions of information risks

The relevance of the topic of this paper is determined by the transformation of information society which creates both benefits and risks. Hybrid wars are one of the information risks consequences. In the scientific theory the informational challenges of hybrid warfare include informational occupation of regions, spread of disinformation and propaganda. The strategic information confrontation is a real instrument which is used by Russia in its previous hybrid war against Ukraine as well as in its current real aggression in Ukraine. In conditions of the real war in Ukraine this instrument is continued to be used by Russia and creates new social challenges for the whole world. The subject of the study is an overview of scientific publications in the field of development of information society, information risks, peacebuilding strategy in the training of young scientists etc. The aim of this study was to conduct a thorough analysis of the publications and legislative documents devoted to the countermeasures of Ukraine in hybrid war with Russia on the information sphere, especially in the work with young scientists. The analysis revealed that the formation of peacebuilding strategy with countermeasures against information risks should be implemented by higher education establishments in the training of young scientists such as PhD students and closely connected with both national legislative documents regulating PhD studies and international legislation in the field of human rights protection.

СЛОВО «RUMOUR» КАК КОНСТИТУЭНТ ЛЕКСИКО-СЕМАНТИЧЕСКОЙ ГРУППЫ (НА МАТЕРИАЛЕ СЛОВАРНЫХ ДЕФИНИЦИЙ)

The target of the research is the word rumor, with the primary research question focusing on its relation to a lexical-semantic group. The relevance of addressing this problem is driven by the growing scientific interest in the category of uncertain knowledge, encompassing various products of mass communication, including rumors. This interest arises from the current stage of information society development characterized by an abundance of often unconfirmed information and its rapid dissemination. The multidimensional nature of the phenomenon of rumors attracts the attention of various scholars, particularly linguists. Linguistic aspects of rumors can be examined from different perspectives, including the approach and methodology of lexical semantics across different languages. The paper aims to identify the core elements of the lexical-semantic group to which the word representing the studied concept in the English language belongs, based on dictionary definitions. The research tools employed include a combination of classical methods such as logical-semantic analysis, utilizing the dictionary definition chain method, step-by-step identification method, and partial componential analysis. The research findings demonstrate that the studied lexical-semantic group comprises a minimum set of lexical units, including gossip, hearsay, and rumour. The primary identifier and keyword within the lexical-semantic group under investigation is the word rumour, serving as an integral componentof the lexical meanings of the constituents studied. The obtained results are considered foundational for subsequent semantic differentiation of the identified adjacent elements within the lexical-semantic group

Design and optimization of the Teaching evaluation system based on artificial intelligence

Abstract In today’s highly developed information society, the construction work of educational informatization has become the focus of the future development of major universities. This paper combines artificial neural networks and UML software modeling technologies to design a teaching evaluation system using artificial neural network technology. The system requirements are analyzed from three aspects: system feasibility, functional requirements, and neural network evaluation function. The proposed system performance requirements are based on these three aspects. The neural network approximation problem can be solved using the gradient descent method based on the BP neural network model. After a series of operations, such as data preprocessing, the Design of the teaching evaluation system is completed, realizing the joint role of teaching and neural network evaluation module, and at the same time, proposing a system optimization decision for the teaching quality aspect. The teaching evaluation system designed in this study passed the test as the average response time of the whole system was 94.366 seconds when the number of users was 100, and there was no phenomenon such as transaction unresponsiveness. After the use of the teaching system, the feedback from the students’ use shows that the number of computer science students who mastered more than 80% of the system concepts is 42, and the rest of the knowledge is concentrated in the number of people who mastered 40% to 80%.

Ensuring the employer's right to information protection: problems of legal regulation

In the context of the rapid development of information and communication technologies and the proclamation of the constitutional right of everyone to freely search, receive and disseminate information, it is becoming increasingly difficult to restrict access to information of various kinds. Meanwhile, the confidential information at the disposal of the employer, access to which he restricts either in his own interests (commercial secret), or in the public interest or in the interests of third parties (information that has a secret regime, personal data of individuals) needs protection. The subject of the study is the provisions of the legislation, including labor legislation, which allow the employer, as the owner of confidential information, to build a system of limited access to it and take measures against employees who violate the established rules for protecting information. An analysis of the relevant norms leads to the conclusion that in the rapidly developing information society, which provides ample opportunities for the instant transmission (distribution) of a significant amount of information, the current legal regulation does not fully meet the requirements for balancing the rights and legitimate interests of the employee and the employer, since it allows the employer to stop the employee's access to protected information only by dismissing him on a disciplinary basis, which forces the employer to make such decisions even in cases where there are no grounds for this fixed by law (disclosure), thereby violating the rights of the employee. In this regard, it is proposed to introduce a legal mechanism for depriving an employee of access to confidential information when he commits actions that create a threat of its dissemination, which, on the one hand, will exclude him from working with such information, and on the other hand, will allow him (under certain conditions) to continue work for this employer. Such a mechanism, being aimed at optimal reconciliation of the interests of employers and employees, will ensure the right of the employer to the protection of information and at the same time will not allow excessive restriction of the rights of the employee.

THE INFLUENCE OF GRAPHIC TRAINING ON THE FORMATION OF INFORMATION AND COMMUNICATION COMPETENCE OF FUTURE TECHNOLOGY TEACHERS

The article carefully examines the influence of graphic training on the formation of information and communication competence of future technology teachers. The key aspects of the need to integrate information and communication technologies into the educational process of graphic disciplines are analyzed, pointing out the limits of traditional teaching methods in the context of a dynamically developing information society. It is emphasized that the content of graphic disciplines must have an applied, professionally oriented character, which requires educational programs to take into account the specifics of the graphic activity of a modern technology teacher and involves the application of a complex of knowledge and skills to solve engineering and graphic tasks. The influence of the use of information technologies on the learning process is discussed in detail, which contributes not only to the optimization of the knowledge acquisition process, but also to the development of critical thinking, student independence and their ability to analyze and forecast. It is highlighted that computer technologies, as a modern tool of didactics, significantly expand the possibilities of visualizing educational material, which has a significant impact on the formation of basic graphic competencies. The research defines the prospects for further scientific work, which include the development of a theoretical and methodological basis for graphic training in the conditions of the information society, the creation of educational and methodological support that meets modern requirements, the formation of an information and communication educational space, as well as the development of effective control and diagnostic tools. This approach will ensure deep and comprehensive assimilation by future technology teachers of the necessary knowledge and skills that meet the requirements of modern education and the labor market, contributing to the formation of highly qualified specialists capable of effective use of innovative technologies in their professional activities.
