Prospects for the Construction of Techno-Cities in Siberia

The article discusses the prospects for industrial development in the Siberian region and the Irkutsk region, in particular, and assesses the need to build new cities for the development of such industry. The research is based on a brief analysis of the development of the industrial sector in this region, as well as a more complete analysis of the idea of creating new techno-cities and clusters in Siberia. Relevance. The trend of economic growth allows us to emphasize the importance of ensuring the sustainable development of industry in the Russian Federation. Stable existence in such conditions is ensured by the mechanism of sustainable modernization. He is able to direct the activities of the organization taking into account all the features of the economic and financial system, as well as to ensure a long-term crisis-free existence. The novelty of the study. The creation of techno-cities and the full industrialization of this region occupies a small share in modern research. The purpose of the article is to identify the features of the sustainable development of industry in the Irkutsk region by the example of the implementation of the idea of creating techno-cities in Siberia. Materials and methods of research. The methodological basis of this research is: methods of deduction and induction, methods of comparison, analysis and synthesis. Results and conclusions. The conducted research shows that the creation of new industrial clusters and techno-cities on the territory of the Siberian region is a difficult task and has a huge number of nuances.

STRATEGIC SCENARIOS FOR SUSTAINABLE INDUSTRIAL DEVELOPMENT OF UKRAINE IN THE POST-WAR PERIOD

The purpose of the paper is to develop the most probable scenarios and to determine the strategic directions and effective tools for the Ukrainian industrial recovery, which will ensure the resistance of the economy in the conditions of military challenges. The method of strategic scenarios allows to find out how the industrial development in Ukraine will develop in the course of war and post-war recovery. Methodology. The methods of system analysis and logical modeling were used to describe the transition of the Ukrainian production from the current situation of military crisis to the target one; structural analysis was used to determine the system of indicators characterizing the resistance of the industry. For this purpose, national (State Statistics of Ukraine) and international (World Bank, Eurostat official website) databases characterizing the level and structure of industrial development in the last 5 years were used. The method of calculation takes into account the criteria of changes in indicators: direction (growth/decline occurred); rate of changes based on the cumulative annual growth rate for the period of 5 years. The study was carried out using analytical methods of the influence of trends in the formation of strategic scenarios in unpredictable situations (conditions of wartime uncertainty), to assess changes in the probability of occurrence due to the actual occurrence of one of them, which made it possible to identify trends, justify scenarios and take them into account when analyzing the prospects for industrial development to strengthen the defense capabilities and economic growth of Ukraine. The results of the survey showed that the strategic scenarios for the industrial development of Ukraine will be adjusted as necessary for the post-war industrial recovery in case of a long-term external military threat to preserve the state sovereignty. The achievement of the set strategic goals depends on the driving forces determining the industrial development in Ukraine. As the main indicators characterizing the tendencies of industrial development in Ukraine, the indicators reflecting the efficiency of the use of productive forces have been chosen: indicators of industrial production efficiency; labor productivity; indicators characterizing innovative development; performance indicators of foreign economic activity and investment development. Taking into account the influence of each of the driving forces of industrial development in the conditions of wartime uncertainty, three scenarios of industrial development were developed: a conditionally positive scenario, in which the economic system will gradually stabilize due to the cessation of hostilities and the recovery of production capacities; a conditionally negative scenario, which will be characterized by the disintegration of the economic system, the destruction of energy infrastructure facilities, where negative trends will dominate; a conditionally neutral (basic) scenario, in which the disintegration of the economic system will not reach extreme levels, and industrial production will develop in areas not covered by hostilities. Practical implications. The key problem of restoring economic stability in Ukraine is to create conditions for favorable development of industrial business, which depends on balanced strategic policy decisions. The transformation of industry into an effective force for the revival of the Ukrainian economy in the conditions of the war and post-war period requires a balanced strategic management of the future development, because it is crucial to meet the unprecedented demands of the war on the available resources of the country and to prevent a social, humanitarian, economic, financial, environmental, military crisis. At the same time, traditional methods of indicative planning cannot take into account all factors of wartime uncertainty, therefore, the rationale of future development vectors based on scenario planning makes it possible to create conditions for minimizing threats and realizing potential opportunities. Value/originality. Strategic scenarios provide for better economic recovery planning with long-term national priorities, development strategies of related industries and sectors for ensuring the Ukrainian manufacturing resistance.

Functioning features of industrial enterprises and complexes in modern economic conditions: structural changes and industrial development prospects

The article presents an analysis that contains functioning features of industrial enterprises and complexes in the conditions of transformation of their activities caused by the fourth industrial revolution. The purpose of the study is to determine the significance of structural changes in industry and the role of industrial policy in the implementation of structural transformations that contribute to the sustainable development of the economy. During the set goal, the objectives of the study were identified, which are necessary to coordinate industrial development programs in related sectors of the economy, modernization of infrastructure that promotes industrial development on a platform basis and the effectiveness of industrial policy implemented at the state level. When studying the task, methods of system and structural analysis, a structural-functional approach to the analysis of structural change problems were used. As a result of the study, it was revealed that the currently implemented programs of enterprise development should be coordinated with the strategies for the development of industries, which will allow them to coordinate and determine the levels and ways of interaction of economic entities. The directions of structural changes are proposed as a response to the digitalization of production processes and a way of rational organization of economic activity of subjects.

Classification of Shrinking Cities in China Based on Self-Organizing Feature Map

Since the 1980s, China has been experiencing shrinking cities as part of a massive urbanization process. In recent years, the Matthew effect of factor accumulation has led to an increasingly substantial divergence in population concentration and sparseness in China. The pattern of shrinking Chinese cities has become increasingly severe. Accurate classification of shrinking cities is important for formulating policies and achieving the rational development of shrinking cities. In this study, the data of the 6th and 7th population censuses are used to investigate the shrinking Chinese cities, and prefecture-level cities are utilized as the scale of administrative units. The resident population in 130 cities decreased during the last decade. The population, economy, society, and space indicators are selected to cluster the shrinking cities through the self-organizing feature map neural network. Results show that China’s shrinking cities can be divided into four categories: (1) Sixty-two cities are characterized by a high degree of transfer dependence on the economy due to a chronic lack of population. (2) Twenty-eight cities are characterized by high urban expansion but with population loss. (3) Fourteen cities are characterized by obvious transportation and location advantages and with relatively slight population loss. (4) Twenty-six cities have good industrial development prospects but with serious urban pollution and “siphoning” effects from other cities. The shrinking cities are mainly concentrated in the western, central, and northeastern regions of China, which are represented by the old industrial and resource-depleted cities. The shrinking cities in the eastern region are fewer and less severe, which is mainly related to the high population concentration and developed economy in the region. This study provides solutions from different perspectives for four types of shrinking cities and serves as an empirical reference for policymakers and urban planners.

Current Situation and Prospects of Hydrogen Energy Utilization under “Dual-Carbon” Situation

Hydrogen energy development of high quality is critical for optimizing energy structure and guaranteeing national energy security. The hydrogen energy business has grown rapidly as a result of the continued support of government policy. The rate of industrial technology independence has been continuously improved, the construction of supporting system has been accelerated, the application fields have been expanded, and the industrial pattern has been optimized. With policy support, government promotion, large-scale action of enterprises and other measures adopted around the world, as well as cost reduction driven by continuous technological progress, hydrogen energy utilization will have broad development potential. Many governments and organizations are working hard to produce hydrogen energy in order to address current energy and environmental issues. As a result of the research into hydrogen production, this article analyzes the status of hydrogen energy use in hydrogen fuel cells, hydrogen energy vehicles, and hydrogen for aerospace, and anticipates the hydrogen energy industry's development prospects.

Bacterial Diversity and Lactic Acid Bacteria with High Alcohol Tolerance in the Fermented Grains of Soy Sauce Aroma Type Baijiu in North China.

Soy sauce aroma type baijiu (also known as Maotai-flavor baijiu) is one of the most popular types of baijiu in China. Traditionally, it is mainly produced in Southwest China. However, in recent decades, some other regions in China have also been able to produce high-quality soy sauce aroma type baijiu, but their microbial flora characteristics during fermentation are still unclear. Here, the bacterial microbial community structure of fermented grains in different rounds of Lutaichun soy sauce aroma type baijiu produced in North China was studied by high-throughput sequencing technology, and the potential probiotics strains with good characteristics (alcohol tolerance, etc.) were screened. The results showed that lactic acid bacteria were the main bacteria in the process of baijiu fermentation. However, as the number of repeated fermentation rounds increased, the proportion of lactic acid bacteria decreased. Firmicutes (96.81%) were the main bacteria in baijiu fermentation at the phylum level, and Lactobacillus (66.50%) were the main bacteria at the genus level. Finally, two strains with high resistance to alcohol stress, Lactiplantibacillus plantarum LTJ12 and Pediococcus acidilactici LTJ28, were screened from 48 strains of lactic acid bacteria in the fermented grains. The survival rates of L. plantarum LTJ12 and P. acidilactici LTJ28 under the 8% alcohol stress treatment were 59.01% and 55.50%, respectively. To the best of our knowledge, this study is the first to reveal the microbial succession of fermented grains in different rounds of soy sauce aroma type baijiu from North China, and has the benefit of explaining the deep molecular mechanism in the process of baijiu fermentation. In addition, the obtained lactic acid bacteria strains with high alcohol tolerance could be conducive to the development of new products such as active probiotic alcoholic beverages and may have important industrial development prospects also.

Phenotype correlation analysis and excellent germplasm screening of herb Bletilla Rchb. f. based on comprehensive evaluation from thirty-three geographic populations

BackgroundThe Bletilla genus of Orchidaceae includes plants with great economic value, among which B. striata is the main traditional medicinal plant, and its pseudobulb, known as BaiJi, was first recorded in Shennong’s Classic of Materia Medica. However, there has been little systemic evaluation of the germplasm quality of Bletilla plants in China. In order to comprehensive evaluate the Bletilla resources in China and screen out the candidate phenotypic traits determining yield and/or quality of Bletilla, the variation of phenotypic indicators (pseudobulb, leaf, stem, inflorescence, flower) and active ingredients contents (polysaccharide, total phenolics and militarine) in different populations of B. striata and B. ochracea were investigated through 4 years’ common-garden experiment.ResultsThere were abundant phenotypic variations and significant differences among different populations in the morphological phenotypes, pseudobulb weight and main active ingredient contents. AHBZ, HBLT and HBSN populations showed good prospects for industrial development, presenting higher quality in terms of yield and main active ingredient content. Pseudobulb yield, polysaccharide and total phenol content are positively correlated with phenotypic traits. Militarine content is negatively correlated with almost all indexes. Plant height, leaf width and stem diameter may be important indicators of potential excellent germplasms.ConclusionsBletilla is not strictly geoauthentic medicinal plants. B. ochracea could be accepted as an alternative resource to B. striata. The best harvest period of Bletilla is the third year after cultivation. Plant height, leaf width and stem diameter may be important indicators of potential excellent germplasms. These results provide important information required for the efficient screening and utilization of Bletilla germplasm resources.

Problems of industrial development of the Arctic regions of Yakutia in the scientific discourse of the 1980s - early 1990s.

The historical analysis of the research conducted during the 1980s - early 1990s by the staff of the USSR Academy of Sciences / Russian Academy of Sciences in relation to the problems of industrial development of the Arctic regions of Yakutia is presented. At the same time, the main attention is paid to those materials that allow the most representative to show the changes that have occurred in the assessment by scientists of the practices and consequences of intensive industrial development of the region during the Soviet period, as well as the prospects for industrial development in new socio-economic realities. The source basis for the development of the topic was the materials identified by the author in the archives of Yakutsk, published documents and data from scientific literature. The work carried out made it possible for the first time in Russian historiography to show that during the period under review, there was actually a profound shift in the paradigm and the problems of studying the issues of industrial development of the Arctic regions of Yakutia. If at its initial stage industry was viewed through the prism of its contribution to the positive development of the region, then at the turn of the late 1980s - early 1990s, the focus of research shifted to assessing the negative consequences of forced industrial development of the Arctic regions of Yakutia during the Soviet period. Radical changes in the socio-economic situation and socio-political attitudes in the country have led to the emergence of new research issues related to the cessation of the development of a significant part of mineral deposits and the liquidation of a number of industrial settlements in this regard.

The prospects for industrial development are shown.

Assessment and Forecast of Operating Efficiency of Power Generation Industry in the Context of Electricity Marketization

The current research on the impact of electricity market reform on the power generation industry lacks comparative studies and targeted measures under the expected scenario. To fill this gap, this paper presents a micro-level analysis of 62 power generators from both static and dynamic perspectives based on the DEA-BCC model and the Malmquist index. In addition, on the basis of China’s macro energy data collected, the TIMES model was used for scenario prediction, and a comparative analysis was made with the benchmark reference scenario, thus exploring the main factors affecting total factor productivity and making reasonable predictions on the energy structure and industry development prospects under the two scenarios. It can be seen from the results that carrying out the electricity marketization reform will effectively reduce the average electricity cost and share of coal power generation. Finally, on the basis of the analysis of the results, policy recommendations and development strategies have been proposed in a targeted manner.

Урбанизация российского Дальнего Востока: Амурская область в 1989–2019 гг.

Introduction. Accelerated development of the Far East has been — and still is — one of the main priorities of Russia’s regional policy in the 2010s. The cities and urban agglomerations of the region are proclaimed by the Russian government as key basic points of further economic growth in this part of the country. At the same time, despite the efforts of the federal and regional authorities, the processes of urbanization in most regions of the Far East are still in crisis. Goals. The study aims to analyze the results of the Soviet urbanization in Amur Oblast and the dynamics of urbanization processes in the region over the past three decades. Materials and Methods. Analyzing official statistical data, as well as statutory instruments at the national, regional and local levels, the paper uses a set of general scientific methods, the statistical method, and special methods of historical research, in particular, the problem-chronological one. Results. The entire system of urban settlements in Amur Oblast experienced a dramatic socioeconomic, infrastructural and demographic crisis in the 1990-2010s. Even the first half of the 1990s witnessed a weakening of urbanization processes and an outflow of population from the region caused by the restructuring and crisis of production, the weakening of state social policy, a decrease in investments in the engineering and household development of territories, and insufficient solution of housing problems. In the structure of urban settlements, the greatest changes have affected workmen’s settlements most of which have lost the prospects for industrial development. In the early 2010s, the development of urban settlements in the region was still constrained by a number of economic factors (the regional budget deficit and its dependence on federal subsidies, the ongoing production crisis of most of the city-forming enterprises, etc.). Large infrastructure projects in the region (construction of the Vostochny Cosmodrome, Power of Siberia gas pipeline, Eastern Siberia–Pacific Ocean oil pipeline, creation of advanced development areas) have supported urban settlements of the region’s industrial center in the 2010s. However, cities and towns in the north of the region have not received tangible sources of growth as a result of the Baikal–Amur Mainline project crisis. Conclusions. By the end of the 2010s, the general crisis of urbanization processes in the region resulted in that the network of urban settlements acquired more linear features — along the Trans-Siberian railway line — that be accompanied by concentrate resettlement towards Blagoveshchensk.

Study on the Visual Cognition of Laminated Bamboo Furniture

Abstract Laminated bamboo furniture is high in ecological value and low in overall cost, exhibiting broad prospects for industrial development. Studies have been conducted on human visual cognition of wood and textiles but not of glue-laminated bamboo materials. This study employed a subjective questionnaire and eye-tracking technology to explore the effect of the laminated bamboo furniture surface characteristics on human visual cognition. The results indicate that the fixation count and total fixation duration of caramelized glue-laminated bamboo materials were higher than those of natural colors; participants tend to pay more attention to the colors of glue-laminated bamboo surfaces than to their textures. Although no significant differences have been identified between the overall evaluations attributed to various types of glue-laminated bamboo, within specific cognitive dimensions, participants evaluate natural and caramelized colors differently. Natural glue-laminated bamboo furniture is associated with a greater sense of usability and cultural design in participants' visual cognition, whereas caramelized glue-laminated bamboo furniture is associated with a greater sense of beauty. Total fixation duration and fixation count for the surface characteristics of laminated bamboo furniture are positively correlated with participants' subjective visual appraisals. The longer it takes for participants to notice a laminated bamboo furniture product and the more frequently they fix their gaze on it, the more favorable their evaluation of the product is. These research findings provide a reference to designers for the design of laminated bamboo furniture.

Moving towards developmental regionalism? industrial cooperation in the Eurasian Economic Union from an Armenian and Belarusian perspective

ABSTRACT After two decades of meagre results in post-Soviet regionalism, the Eurasian Economic Union (EAEU) is the first gleam of hope. However, research on the EAEU is mostly Russia-centred and focused on trade issues, which leaves the small states’ perspectives and developmental aspects, such as the EAEU’s industrial cooperation agenda, understudied. The small states might disproportionately benefit from a shift towards developmental regionalism, but there are also many challenges associated with this issue. Thus, this paper examines Armenia’s and Belarus’ industrial development prospects in the framework of the EAEU. Based on Regulation Theory, the paper triangulates data from national, supranational and international organisations, official EAEU documents and reports with insights from 10 expert interviews with policy makers, policy advisers and management consultants. The paper identifies diverging (and sometimes conflicting) interests regarding the relevance and concrete arrangement of industrial cooperation, which has particular implications for smaller member states like Armenia and Belarus.

The Method of Assessment Mineral and Raw Capacity of Fields Kaolinic Ores of Russia

To carry out an effective policy of rational use and development of kaolin mineral resource base, to solve strategic and operational tasks in the field of subsoil use of these raw materials, it is necessary to provide the subsoil fund government with economic and analytical materials in the mode of current time and forecast. The basic element of these materials is the economic assessment of the mineral and raw material potential of kaolin ores based on analyzing the market conjuncture for mineral raw materials, taking into account the determination of their mineral and raw material potential. The article discusses the natural types of kaolin, the main industrial types of kaolin deposits, analyzes the prospects for industrial development of kaolin ore deposits, the main indicators of kaolin production, the parameters of estimated conditions for eluvial kaolin deposits (exploration and appraisal stage), industrial classification of technological types of kaolin raw in Russia. In conclusion, proposed measures to improve the efficiency of using the mineral potential of kaolin ores are proposed.

INDUSTRY OF RIVNE REGION: CURRENT STATE AND STRATEGIC TARGETS OF DEVELOPMENT

Topicality. Increasing attention to the development of industry and industrial policy is one of the main tendencies in the development of the modern world global economy. Wide recognition of the important role of industry in solving current problems has been reflected in new challenges for rapid development of the domestic industry. It is a generator of scientific and technological progress and innovation and an important factor in the competitiveness of national economies and it serves as a driver for economic growth. Purpose and tasks. The purpose of the article is to identify the situation, problems and prospects of industry development in the Rivne region. Results. It is established the leading role in the economy of Rivne Oblast is famous for industry and agriculture. It was revealed the leading industries of the Rivne region including production and supply of electricity and gas; Chemical Industry; manufacture of building materials and glassware; Food Industry; manufacture of wood products; engineering. The results of the research on the development of industry in the Rivne region, problems and tasks of its development, SWOT-analysis of the strengths and weaknesses of industry in the Rivne region, opportunities and threats of its development are presented. The primary directions of industry development in the Rivne region have been formed. In particular, modernization of production; introduction of energy-saving technologies; promotion of production of industrial products, competitive in the domestic and foreign markets; an increase in the total volume of foreign direct investment attracted to the regional economy; establishing cooperation with international companies; regulation of the legislative framework on consumer rights protection, advertising, unfair competition, registration of patents and inventions, registration and protection of trademark rights for goods and services.Conclusions. The following problems of the regional industry must be considered and urgently addressed: moral and physical depreciation of fixed assets, high dependence on world market conditions, high energy intensity of production, production of products with low added value, etc. Instead, key drivers need to become its competitive advantages as a strong raw material base, advantageous geographic position, close proximity to the EU markets, a relatively low share of labor costs in the structure of the cost of industrial products, and a significant unrealized potential of domestic demand for industrial products.

ИМИТАЦИОННЫЕ МОДЕЛИ В ИССЛЕДОВАНИЯХ ПЕРСПЕКТИВ РАЗВИТИЯ УГОЛЬНОЙ ПРОМЫШЛЕННОСТИ ВОСТОЧНЫХ РЕГИОНОВ РОССИИ

When studying the development prospects of coal-mining regions, the use of a computational experiment is rather labor-intensive, moreover, it is difficult to formalize. This is due to the features of coal industry as an object of research. The article presents the simulation models constructed at Melentiev Energy Systems Institute SB RAS in order to study the development prospects of Russian coal industry as a whole and the eastern regions of Russia in particular. The models are implemented in the framework of the information and model complex (IMPC) Coal. PURPOSE. The purpose of the paper is to consider the possibility of implementing the simulation models in order to study the development prospects of the coal industry. MATERIAL AND METHODS. The study uses the methods of system analysis, evaluation of investment projects, decision-making under conditions of uncertainty. Official statistical data and forecasts of regional economy development are used for model verification. RESULTS. The paper presents the simulation models being implemented including the models designed to evaluate investment projects of enterprises and groups of enterprises and 3 types of balance models. The models can be used independently or together with optimization production and transport models. CONCLUSION. The complex structure of the research object, the complexity of formalizing the dependencies of coal industry development indices on individual, most significant factors, the prevailing role of an expert in research do not allow to use the computer models with the fixed input and output. Simulation modeling is an effective tool for studying coal industry development prospects in the regions of Russia. The repeated computer experiment on the basis of the presented models has proved the rationality and feasibility of their use.

Tourist Industry Development Prospects in Vladivostok under the Launch of “Primorye” Integrated Entertainment Zone

For recent years in Primorye (Russia) there has been a significant increase in the flow of inbound tourism. One of perspective trends in the tourism development is the direction related to development of the gambling zone in its territory. This article deals with the problem of the gambling business development as one of four gambling zones wherein this activity is permitted in territory of Russia - the integrated entertainment zone “Primorye”. It considers potential prospects and threats to create the gambling zone in Primorye, with evaluation of possible competitors and consumers for the newly created tourist product. With extension of benefits to conduct the business and due to adoption of the Federal law “On the free port Vladivostok” there are new opportunities to realize major projects of Primorye tourist complex. The work indicates the need to link the gambling business activity with the tourist complex in the region for the effect of synergy and development of the regional tourist infrastructure. Specific tourist objects are considered that can be used jointly with the gambling zone objects.

Should Ethiopia and least developed countries exit from the Paris climate accord? – Geopolitical, development, and energy policy perspectives

In this study, it is argued, Ethiopia should in principle agree with the World in international climate change agreements (such as the Paris climate accord), purely to avoid any political and economic sanctions from “Earth friendly” nations and institutions; however, she should avoid becoming carbon neutral at the expense of adding costs and slowing her industrial development prospects. In fact, since CO2 emission (energy consumption) is directly correlated to economic prosperity and industrialization (see Table 1 and Figure 1), Ethiopia should plan to increase her CO2 emission per capita as much as possible.Ethiopia should understand that climate agreements such as the Paris accord are designed and destined to fail. Hence, Ethiopia should avoid carbon-tax, different form of financial aid, poverty-trap; instead she should plan on how to live with the inevitable global atmospheric CO2 concentration increase. The same is true for majority of least developed countries (LDCs).Global climate change issue could be a neo-colonialism and neo-cold-war instruments designed by neo-liberal institutions; hence, if Ethiopia is willing to confront any political and economic burden from “Earth friendly” nations and institutions, Ethiopia should lead other Africans’ towards the mid-way solution; and if “Earth friendly” countries does not agree with such just and simple solution; then, Ethiopia should lead Africa, in following USA, and exit from the Paris climate accord. In doing so, Ethiopia may repeat the leadership role she played during African decolonization struggle.

The conclusion is substantiated that in order to ensure their attractiveness, comfort of living, increasing the population density, creating conditions for long-term sustainable social and economic development of the territories, it is necessary to deal more with the infrastructure of land transport and, above all, the railway, which would be of a supporting nature and would strengthen the position of the transport complex in the north. It requires strategic planning for development of each type of transport, taking into account the prospects for industrial development of low-income arctic regions and long-term needs of people in creating a comfortable environment and favorable conditions for active and full-fledged life, in conjunction with the natural and climatic features of the region and their projected changes.
