Russian industry intellectualization development: Strategic approach

The current stage of industrial production digital transformation consists in developing and integrating artificial intelligence technologies. Strategic importance of Russian industry intellectualization requires synchronous involvement of all industries in this process in order to ensure effective and proportional development of the country’s economy. In this regard, the purpose of the study is to develop proposals for coordinated and balanced strategizing in the field of intellectual development of the country’s industry. The subject of the study is the relationship of digitalization processes and the use of intelligent technologies with strategies implementation for developing all industries and the Digital Economy National Program. The hypothesis of the study is based on the problem of low efficiency of implementing existing strategies of sectoral development and production digitalization processes, the causal result of which is inconsistency and imbalance of their development in time due to the lack of common views, common standards, and common space of information and communication interaction. Research objectives are to study statistical materials and practical developments in the field of industry digitalization; to analyze the current strategies for developing industrial sectors up to 2035; to analyze the processes of industry digitalization on the basis of reports on implementing the Industry 4.0 concept, various digital platforms for production dispatching, predictive analytics, etc.; to develop the concept of intelligent industrial development and the mechanism of integrating all participants in the processes of digital transformation, including the state. The authors propose the CBS concept for the development of the strategy of industry intellectualization and the mechanism of integrating subjects of the strategic process in a single space of information and communication interaction for the purposes of systematic linkage of industry development strategies on the basis of end-to-end technologies and artificial intelligence.

Electric power industry in the conditions of foreign companies exit

The relevance of the study is due to the fact that there are problems with supply of foreign raw materials and goods to the Russian market for the uninterrupted operation of the energy system as a whole caused by modern complicated economic conditions and current international situation. Besides, there is need to develop and form new conceptual approaches to the strategy of energy systems development amid forced modernisation of the industry. The conducted research is aimed at identifying and analysing existing and new directions in the formation of these original conceptual approaches in conditions of efficient functioning of the Russian industry. Based on the conducted work, the materials of scientists who have studied this problem were examined, and according to the results of the assessment, the following conclusions were formulated. To begin with, non-standard approaches to the management component of the energy systems development within the frame-work of forced modernisation were named. Finally, the potential possibility of rational use of all factors through the synchronisation of processes in diversification production played the role of socio-economic orientation.

СОВРЕМЕННЫЕ ТЕНДЕНЦИИ РАЗВИТИЯ ТРАНCФЕРА ТЕХНОЛОГИЙ (НА ПРИМЕРЕ ЭНЕРГЕТИКИ)

The 20th century is the century of discoveries and new technologies. The following 21st century is characterized by the development of the economy due to the growth of investment in technology and the development of international technology transfer, i.e. technology exchange. The growth of knowledge is limited by the objective limitations of the existing means of research and experimentation, and is also limited by the financial budget. The COVID-19 pandemic has contributed to the improvement of business processes and the environment through innovation, the development of e-retail and high-tech products. The study determined that the United States is the leader in R&D spending, followed by other developed countries (Germany, South Korea, Japan), while China ranks first in terms of the number of patents and the level of innovation. Russia ranks 7th in the world in terms of the number of registered and protected inventions, and R&D spending is less than 1% of GDP in 2021. A study of nuclear industry projects led to the conclusion that it is not very susceptible to sanctions. Rosatom State Corporation cooperates with both Asian and European countries. At the same time, one can single out a trend towards a decrease in sales of technologies in embodied form due to sanctions rhetoric for other sectors of the extractive industry in Russia. An important constraint is the young legislation in the field of innovation. Against the backdrop of insufficient state support for the scientific sphere and sanctions pressure, market mechanisms do not ensure the strengthening of cooperation between Russia and other countries. For Russia, it is important to exchange developments between participants in the local market, with colleagues, at least in the industry. It is not advisable to expect the exchange of technologies with Chinese, Indian and other partners who are guided by TT with Western countries; active measures are needed to promote public-private partnerships, create conditions for “cultivation” and commercialization of domestic developments in technology parks and other clusters.

THERMOCATALYTIC DESTRUCTION OF HEAVY PETROLEUM FOODS IN THE PRESENCE OF A METAL COMPLEX CATALYST

The oil and gas refining industry in Russia and other countries is faced with the challenge of searching for new highly active catalytic systems and innovative methods for processing various types of petroleum feedstocks, including heavy petroleum feedstocks. One of the main tasks of this industry is to increase the depth of processing of petroleum raw materials to obtain more valuable petrochemical products.The purpose of the work is to study the dependence of the thermal destruction of heavy petroleum feedstock – heavy vacuum gas oil from the AVT-5 unit of PJSC «Bashneft-Novoil» in the presence of a new metal-complex catalytic system, where the active component is a chlorferrate complex (NaFeCl4) in an amount of 10 %, deposited on a carrier representing is a deeply decationized Ymmm zeolite of the acidic form (H-form), when varying process conditions, temperature in the range from 450 to 550 °C and volumetric feed rate of raw materials – 1,75–2,50 h-1. The physicochemical characteristics of the metal complex catalyst – 10 % NaFeCl4 / HYmmm zeolite were studied: characteristics of the porous structure, study of the phase composition, study of the morphology of the surfaces of catalytic systems.During experimental studies, it was established that the 10 % NaFeCl4/HYmmm zeolite catalytic system has a highly developed surface with a pore distribution of micro-, meso- and macropore sizes (total pore volume ~ 0,64 cm3/g); preserves the degree of crystallinity of the lattices relative to the original support Ymmm. It has been established that thermocatalytic destruction of heavy vacuum gas oil in the presence of a metal complex catalyst leads to its deep and selective conversion. The data obtained indicate that in the studied modes of the thermal destruction process, it is possible to achieve the formation of unsaturated olefinic hydrocarbons of the composition C2-C4 ~ 20 % wt., gasoline fraction ~ 45 % wt., total light ~ 68 % wt.

The digital maturity of the Russian metallurgical industry: drivers and growth challenges in the new geopolitical environment. Part I. Assessment of the innovation potential of digital transformation

The article examines the problems on implementing the strategy of digital transformation of industries in the Russian economy based on the metallurgical industry that determines the economic growth opportunities of the three industrial sectors which form the largest part of gross domestic income. The subject of the study is the level of digital maturity of metallurgical companies under economic sanctions. The purpose of the study is to determine the current level of digitalisation of metallurgical companies and to form the directions for possible development of digital technologies in the context of anti-Russian sanctions. The methodology of the study is based on system, indicative, comparative and statistical methods of analysis. The first part of the study is devoted to a comprehensive assessment of the industry’s digital maturity and identification of key trends in business digitalisation to characterise its innovation potential as a major resource provider in the Russian industry. A system of indicators for assessing digital maturity based on variable methodologies is considered a criterion for assessing innovation potential of digital business transformation. The results of the analysis show that the metallurgy complex has sufficient growth potential for business digital maturity and refers to the drivers of digitalisation.

In the Russian nursery industry, there are certain standards for planting material developed for all types of plants that dictating clear requirements for nursery products, in case of deviation from which, the competitive-ness of the nursery in the plant market decreases. In order to grow healthy planting material that meets all the required standards, it is necessary to apply modern cultivation technologies that provide all the conditions for the uniform development of the aboveground and underground parts of the plant, without any disease. This article discusses the experience of growing Thuja occidentalis ‘Smaragd’ planting material with a closed root system in containers. Observations on the condition of 180 containerized seedlings on three experimental sites in the nursery - an open area, a shaded area and a "Pot-in-pot" technology area were made. Measurements of substrate temperature in containers throughout the day, biometric indicators of seedlings – plant height, root neck diame-ter, root length and density were analyzed. All the advantages and disadvantages of the "Pot-in-pot" system, dif-ferences from the classical cultivation are shown, and the influence of this method on the physiology and productivity of plants is determined.

Economic analysis of the performance of Russian manufacturers of equipment for the dairy industry

The collapse of the USSR led not only to the formation of 15 independent republics, the emergence of the CIS, but also to the rupture of those complex long-term stable cooperative ties between the countries that have been formed and developed for more than half a century. The manufacturing industry, as in many countries, accounts for a large share in the structure of the Russian gross domestic product: according to Rosstat, in 2020, the weight of manufacturing industries in the output structure was 26 %. One of the most significant types of production is the production of equipment for the dairy industry. In this regard, the authors raised the question of the level of development of this industry in Russia and its indicators. Currently, the Russian dairy industry is one of the industries with a high share of imported equipment, which is about 70 %. The purpose of the study is to identify and prove that, despite the high degree of dependence on imports, this category of products is also produced by domestic enterprises, which, respectively, account for about 30 %. Basically, Russian manufacturers of equipment for the dairy industry satisfy the demand of small and medium-sized businesses, while the demands of large businesses are replenished by imports. The authors analyzed the financial condition and efficiency of dairy machinery enterprises using the example of the following companies: Ice water generators, “SOMZ”, TD “Russian Armor”, MNPP “Initiative”, “PROTEMOL”, “Vologda machines”, “Dairy machinery Plant”, “Dagprodmash”, “BLS Engineering”, The plant of capacitive and food equipment “Grand”, “KFTEHNO”, “AGROS”, “Plant Aggregate”, “Selmash Dairy Machines”, “Color”, “KULTEK”, “Lenprodmash”, “Russian meal”, “Kolaks”, ICP “TECHNOCOM”, JSC “Plant Molmash”, “KR-Tech”, “NPO GIGAMASH”, Elf 4M “Trading House”, “VKP Signal-pak”, “PLANT TECHTANK”, “SLAVUTICH”, “NMZ”. Based on the data for 2016-2020, the future financial indicators of the companies in question for 2021-2022 were predicted. The short-term nature of the forecast compiled by the authors is related to the fact that budgets for the next year are formed at the end of the calendar year, and the analysis did not take into account the current conditions of Russian-Ukrainian relations.

Key problems of the foreign medicines contract production organization in developing countries

Contract manufacturing is gaining momentum in the pharmaceutical industry. Many pharmaceutical companies that do not have enough time and financial resources to build a fullfledged drug development chain transfer some or all phases of development and production to outsourcing. Today, many even large pharmaceutical companies transfer production to developing countries on a contract basis in order to reduce costs. However, despite a number of advantages of outsourcing, it is worth considering the rather significant barriers to the organization of contract manufacturing of medicines in developing countries. The article discusses the main difficulties in organizing contract manufacturing, primarily on examples from other science-intensive and capital-intensive industries. The study shows the similarity of the difficulties that arise when transferring this practice to the pharmaceutical industry. It is also emphasized that in the world of pharmaceuticals there is a growing trend towards the use of generic drugs. One of the undeniable advantages of their production is their economic availability compared to the originals, however, it imposes increased requirements on the contract manufacturer due to the importance of not deviating too far from the original recipe. The research revealed that countries such as China, India and Japan occupy significant shares of the pharmaceutical contract manufacturing market, including generics - primarily due to various combinations of low labor costs, capital and overhead costs (compared to the United States and Europe), tax incentives and, as a result, underestimated production costs. This circumstance is extremely important for the current situation in the pharmaceutical industry in Russia, which must simultaneously make up for the dropped import volumes of finished drugs, and at the same time speed up the stalled import substitution of a number of the most critical products. As a result and purpose of the study, it is possible to identify the identified barriers to speeding up the organization of pharmaceutical contract manufacturing of drugs necessary for the domestic market, to take them into account in the process of developing appropriate government measures.

Current state and prospects for digitalization of the Russian coal industry

Background. Innovative robotic systems for mineral extraction and processing are increasingly changing the core operational principles of mining enterprises, thus making the creation of an intelligent mining enterprise a reality.Aim. To develop a set of proposals for promoting the digitalization of the coal industry in Russia by carrying out an analysis of the current state of implementation of innovative equipment and digital technologies within the Industry 4.0 state initiative in Russian coal companies.Materials and methods. The research was conducted using the methods of systems approach, value chain theory, expert evaluation, technological foresight, logical and comparative analysis, economic and statistical processing of information, including its tabular interpretation. The research materials included the data of coal companies, JSC “Rosinformugol”, Internet sources, and open publications.Results. The proposal is made to develop five groups of key technological digital industry platforms(TP), as follows: 1) TP “Prospecting and exploration works”; 2) TP “Underground mining technologies”; 3) TP “Open-pit mining technologies”; 4) TP “Technologies for processing coal and industrial waste”; 5) TP “Technologies for transporting rock mass”. It is proposed to implement the innovative digital potential of the coal industry in two stages, thereby completing the structural and digital transformation of the coal industry.Conclusion. The proposed TPs of the Russian coal industry should solve the following tasks:determination of the basic requirements and functional properties of the Russian coal industry based on the Industry 4.0 state initiative, along with the principles of their implementation;determination of the main technological directions for the main sectors (processes) of technological development of the coal industry, including prospecting and exploration; underground and open-pit coal mining; upgrading and processing of coal and industrial waste; transportation of coal;identification of the main components, technologies, information and management solutions in all the above processes;diversification of the activities of coal mining companies in the creation of products with high added value;overcoming the technological gap and import dependence by implementing phased import substitution and innovative development of the Russian coal industry and mining engineering with the achievement of technological sovereignty.The research results can be used when creating a unified network of scientific and educational centers on the principles of public-private partnership for the development and industrial implementation of innovative technologies in the coal, mining, and exploration industries, as well as in the training of highly-qualified personnel on the basis of Sergo Ordzhonikidze Russian State University for Geological Prospecting.

Practical training model for students in tourism and hospitality：Description of the elements of the practical training system at the university

The article discusses the actual problems of practical training in the tourism and hospitality industries in Russia and identifies the main problems of training specialists at Russian specialized universities. The main focus is on building partnerships between universities and employer organizations in order to train highly qualified specialists. Purpose: The research is aimed at creating an effective model of practical training based on the interaction of the university with employer organizations within the framework of the training of specialists in the tourism and hospitality industries. Design/Methodology/Approach: The work is based on scientific publications devoted to evaluating the effectiveness of the existing system of personnel training for the tourism and hospitality industries, studying its features, building models of vocational education, and using practice-oriented programs in the training of specialists. To study the problems of practical training of personnel for tourism and hospitality, systematic and structural approaches were used as a methodological basis, as well as methods of analysis and synthesis, the study of models of cooperation between universities and employers, and methods of monitoring and evaluating the quality of training specialists. To obtain empirical data, an analysis of the needs of the labor market for specialists in the hospitality industry was carried out, as was the study of models of cooperation between universities and employers. Results: In the course of the work, the author has formed a model of practical training for specialists in the tourism and hospitality industries, including the purpose and objectives, process requirements, organization conditions, and requirements for the results of the process. The innovative nature of the proposals lies in the development of new models of practical training based on gamification technology. The direction of further research may include the development of a methodology for the organization of the university’s interaction with employer organizations in the framework of practical training. Conclusion: The results of the study can be used by professional educational organizations to organize the process of practical training of students, which will effectively solve the problem of training personnel for tourism and hospitality. The social consequences of organizing the process of practical training for students will include increasing the competitiveness of graduates in the labor market, improving the quality of tourist and hotel services, introducing innovations into the tourism and hospitality industries, and developing startups.

Impact of sanctions on the development of the gas industry in Russia

The relevance of the study is conditioned by the following facts. The gas industry is an important structural component of the Russian economy. It not only contributes significant funds to the federal budget, but also affects economic growth rate, production potential, and development of scientific and technological progress. In the situation when anti-Russian sanctions are imposed, it becomes necessary to preserve the revenues received, projects underway and switch to new markets, analyzing the totality of risks that companies may face. In this regard, it is particularly important to study impact of sanctions on the Russian gas industry development and prospects for it in the current realities. The subject of the article is main trends in the gas industry development under sanctions. The purpose of the research is to study the specifics of the sanctions impact on the Russian gas industry development. The methodology used was the analysis of Internet resources corresponding to the research topic, statistical data, its synthesis, and generalization. The main results of the research are studying trends, specifics and prospects for the gas industry development in the context of introducing anti-Russian sanctions and defining the sanctions risk as one of the most important ones. The results obtained can be applied in assessing future development trends of the Russian gas industry considering the current situation, as well as in educational process. The prospects for further research on this topic include studying specifics of various risks impact on the Russian gas industry development and forming recommendations for hedging and managing them.

ИСПОЛЬЗОВАНИЕ ЦИФРОВЫХ ТЕХНОЛОГИЙ В ПИЩЕВОЙ И ПЕРЕРАБАТЫВАЮЩЕЙ ПРОМЫШЛЕННОСТИ

An important condition for the development of the food industry is the use of digital technologies in calculations to reduce the time and cost of production. The relevance of the topic is due to the importance of studying the prerequisites for ensuring the digital development of food industry enterprises for the food security of the state. An analysis of advanced foreign experience in the digital development of the food industry was carried out. The directions of digital development of the food industry based on the use of robotization technologies for sorting raw materials, digital twins, computer vision, artificial intelligence, analysis of a large volume of data, visual systems for machine assessment of the quality of finished products and others are noted. The introduction and development of automated programs in technological processes and modeling of recipe compositions has become very relevant in recent years. This is due to the complexity of the calculation due to the large number of main and auxiliary raw materials used, which increases the volume of calculations and production costs. To solve such problems, it is necessary to use modern computer technologies and digitalize processes. The analysis of literature data has shown that the modeling of food products using digital technologies is carried out in the chosen direction: vitamin and mineral composition and energy value. Particular attention is paid to the design of food products and the creation of optimal formulations from plant raw materials that meet the specified requirements of target groups of consumers. The most popular software products for the processing industry in Russia are of a specialized nature, which allow automating and combining the development of technological and production documentation at each stage of the process into a single system for managing the quality and safety of food products from the input quality of raw materials to the sale of finished products. The use of digital technologies in the calculation of food formulations will allow solving the problems of multi-corrective optimization. It is concluded that it is necessary to form a digital format for the development of the food industry in ensuring the quality and safety of food products.

ANALYSIS OF KEY DIRECTIONS AND PROPOSALS TO MINIMISE THE ECONOMIC IMPACT OF THE GLOBAL ENERGY TRANSITION ON LARGE ENERGY-INTENSIVE INDUSTRIAL CONSUMERS OF ELECTRICITY AND CAPACITY

Over the past decade, the global energy sector has undergone major fundamental and structural changes as part of the global energy transition. The energy industry of the Russian Federation, as a key player in the global energy market and the world economy as a whole, is undergoing similar changes. In this case, in terms of ensuring high competitiveness and long-term energy security of the state, it is crucial to set priorities and build models of sustainable development for each of the industries related to the energy sector. Indeed, the process of replacing carbon-intensive energy sources with a systematic increase in the share of new, renewable energy sources (RES) should be gradual and consistent to avoid imbalances in energy systems and maintain equity for all stakeholders. In this context, the search for advanced, low-carbon energy sources is a priority for the vast majority of countries around the world. In addition, the development of renewable energy is one of the goals of Russia՚s energy strategy until 2035. At the same time, despite the obvious advantages of the Russian power industry such as the absence of dependence on budget funds, the overwhelming majority of private investment in the industry, the availability of effective mechanisms for attracting investment and the basic principle of balancing the interests of all market participants, there are also negative consequences of this approach. The nationwide task of developing the energy system and increasing the availability of electricity on the territory of the Russian Federation in terms of financing is becoming an exclusive burden on electricity consumers themselves; even insignificant risks in their operation can turn into a threat not only to sustainable development, but also to their very existence. In this context, the analysis of key directions and proposals to minimise the economic impact of the global energy transition on large energy-intensive industrial consumers of electricity and capacity is of particular relevance.

Actual problems of legal regulation of the development of the aviation industry in the context of the transformation of global markets

The article highlights the problems of legal regulation of the aviation industry in Russia, caused by both external (critical dependence on imported technologies and components, damage from sanctions imposed by unfriendly foreign states and their unions) and internal factors (long time for aircraft production, outdated production infrastructure, lack of an aftersales service system). The author comes to the conclusion that the further development of the Russian aircraft industry depends on a balanced state policy, the effectiveness of the state support measures aimed at import substitution and localization of production, as well as on the use of legal instruments that meet the goals of state regulation to attract private investment, including foreign ones.

Innovative mechanisms for designing the system of public administration of the industry

Subject. This article discusses the development of wind energy in Russia. Objectives. The article aims to identify a set of key management objects and develop a process model for the functioning of the State management system of the electric power industry. Methods. For the study, we used a systems analysis. Results. Based on the analysis of the regulatory legal acts governing the development of the electric power industry in Russia, the article designs a single control loop for the industry. It finds that the problems of the existing system of governance lie in the fragmentation and disparity of its elements with each other. For the received projects of the federal system of public administration in the energy sector, the article offers complete lists of elements that eliminate the identified problems. Conclusions. The results of the study can be taken into account when developing projects for the use of renewable energy sources in Russia.

From sickle to hammer: the decline of production frictions and the industrialization of Russia

Cheremukhin et al. (2017) suggest that a reduction in frictions in the production process accounted for most of the structural change experienced by the Russian economy in 1885– 1940. Yet, what was responsible for this reduction? In this paper, we first reconstruct an annual time series of production frictions in 1885–1940, complementing the data provided by Cheremukhin et al. (2017). Then, we verify whether the trends in such frictions are consistent with the set of policies implemented by the different governments (Tsarism, War communism, The New Economic Policy, and Stalin’s policies) by using a decomposition and regression analysis. Our findings, though speculative, indicate that the reduction in production frictions correlates with the implementation of Stalin’s industrial policies, i.e., high level of investments, lax provision of bank credit to the heavy industry state-owned enterprises, and high production objectives.

Data-Driven Machine Learning Methods for Nontechnical Losses of Electrical Energy Detection: A State-of-the-Art Review

Nontechnical losses of electrical energy (NTLEE) have been a persistent issue in both the Russian and global electric power industries since the end of the 20th century. Every year, these losses result in tens of billions of dollars in damages. Promptly identifying unscrupulous consumers can prevent the onset of NTLEE sources, substantially reduce the amount of NTLEE and economic damages to network grids, and generally improve the economic climate. The contemporary advancements in machine learning and artificial intelligence facilitate the identification of NTLEE sources through anomaly detection in energy consumption data. This article aims to analyze the current efficacy of computational methods in locating, detecting, and identifying nontechnical losses and their origins, highlighting the application of neural network technologies. Our research indicates that nearly half of the recent studies on identifying NTLEE sources (41%) employ neural networks. The most utilized tools are convolutional networks and autoencoders, the latter being recognized for their high-speed performance. This paper discusses the main metrics and criteria for assessing the effectiveness of NTLEE identification utilized in training and testing phases. Additionally, it explores the sources of initial data, their composition, and their impact on the outcomes of various algorithms.

Digitalization of Russian industry: the state and prospects of development in the conditions of sanctions and restrictions

The article presents an assessment of the main statistical indicators related to the efficiency of industrial production growth in various regions of Russia over the past few years. The inclusion of digital achievements in the context of the negative consequences of the recent pandemic and sanctions on the production of industrial enterprises is also considered. The research is devoted to the application of digital technologies in industrial production in Russia in several regions under current circumstances and the potential of their future development. The introduction contains an overview of the scientific literature of economists and researchers dealing with industrial production and digitalization. This section also outlines the goals and objectives of the study. The purpose of the study is to study the current state of industrial production growth in Russian regions, depending on the development of the regional economy under sanctions. The assessment of industrial growth indicators of the main economic indicators of industrial enterprises is carried out. There was also a study of methods and researchers who contributed to the consideration of this issue both at the national and international level. The article considered indicators illustrating the growth of Russian industrial production and its regional variations, as well as evaluating the use of digital technologies in industrial production. At the conclusion of the article, based on the scientific work carried out and a review of the literature of researchers who studied this issue, the result was summed up. The essence of this conclusion suggests that the reorganization of industrial production at the level of regional management should continue in the foreseeable future. Additionally, a long-term forecast for the development of industrial production has been compiled.

The industrial landscape of Russian pharmaceutical industry in 2010-2018

The article presents interim results of large-scale experiment on organization of pharmaceutical clusters in Russia in the 2010s. For the pharmaceutical industry, organization of clusters marked transition from spontaneous market to development of technological production complexes with full cycle of development, testing and production of medications. For the first time such first "star clusters" as the Kaluga, Yaroslavl and St. Petersburg and "Northern" pharmaceutical clusters are described, including their nascence, institutional formation and encountered problems.
