The goal of emergency management is not only to secure the safety of the people, territory, sovereignty, and core infrastructure, but also to minimize damage by managing the emergency situations well. Methods to achieve this goal include the establishment of an integrated management system and emergency operation center, governance, and integrated command & control. Situation management requires specific legal reservations because it has urgency, importance, and the possibility of infringement of civil rights and interests.
