Профессионально важные качества психологов в современных зарубежных исследованиях

<p style="text-align: justify;">The article presents an analysis of modern foreign publications devoted to the study of professionally important personal qualities of psychologists, education psychologists and psychologists-consultants. Research has shown the complexity of the professional activity of a psychologist involving the solution of significant psychological issues, often not having clear work patterns. The key tasks that tackle psychologists are outlined: development and implementation of primary and secondary interventions, monitoring of educational and behavioral difficulties, counselling participants of educational environment, development and evaluation of psychological support programs, research activities, continuous improvement and validation of qualifications, work with critical situations. An attempt was made to analyze various approaches in the understanding of foreign researchers of the problem of professional identity. Professional identity is dynamic and variable, formed throughout life, unites emotional-will, value-semantic, personal features, begins with the choice of profession and continues throughout the professional life. The methods of diagnostics of professionally important personal qualities of psychologists developed by foreign researchers are described.</p>

VIETNAM’S COMPREHENSIVE EDUCATIONAL REFORM

This study evaluates the progress of Vietnam’s educational reform, initiated under Resolution No. 29-NQ/TW in 2013, which aimed to align the nation’s education system with socio-economic objectives such as industrialization, modernization, and global integration. Using a mixed-methods approach that combines quantitative and qualitative analyses, the research examines achievements, challenges, and limitations across key areas such as learner-centered education, digital transformation, teacher development, and internationalization. Significant progress has been observed, including the universalization of preschool education, improvements in teacher qualifications, and the integration of digital tools, positioning Vietnam as a regional leader in education. However, challenges remain, including insufficient preparation of financial and human resources, inconsistent policy implementation, and the lack of a cohesive educational philosophy. Persistent inequities, outdated teaching methodologies, and limited alignment with labor market demands further constrain reform efforts. The findings emphasize the importance of targeted investments in teacher training, infrastructure, and governance, alongside fostering stronger international partnerships. This study highlights Vietnam’s potential to establish a globally competitive education system and provides actionable recommendations for addressing systemic barriers. The results contribute to global discussions on educational reform in developing nations, offering lessons for sustainable and equitable transformation.

Implementasi Manajemen dalam Pengembangan Perpustakaan Sekolah di SMAN Kualuh Selatan Labuhanbatu Utara

This study aims to accurately describe how school management and library development are implemented at SMAN 1 Kualuh Selatan, with a focus on the library's role as part of the educational process. The research employs a descriptive qualitative method, collecting data through in-depth interviews, direct observations, and documentation. Information was gathered from various informants, including the principal, library managers, teachers, and students, to provide a deeper understanding of school and library management. For data analysis, this study follows the steps outlined by Miles and Huberman: data reduction, data display, and conclusion drawing. The findings indicate that management at SMAN 1 Kualuh Selatan focuses on human resource management, budgeting and financing, as well as facilities and infrastructure, including the library. It was found that the school’s human resources are well-managed, though there are challenges in library development that still require improvements, particularly in collection and staffing. Supporting factors for library development include stakeholder collaboration, literacy activities, and government policies, while the primary constraint is the limited number of professional staff. This study concludes that while significant efforts have been made in library development at SMAN 1 Kualuh Selatan, there is still a need for improvements in resource qualification and collection management to ensure the library can optimally support the school’s educational goals.

Social Networks as a Tool for Promoting Intangible Cultural Heritage of Ukrainian Regions (based on the materials of the information and communication content of Vinnytsia Regional Centre of Folk Art)

The purpose of the article is to comprehensively investigate the materials of the informational and communicative content of the Internet site and Facebook page of the Vinnytsia Regional Centre of Folk Art and to reveal the essential aspects of the use of social networks in the conditions of a full-scale invasion as an effective tool for the presentation and popularisation of the intangible cultural heritage of Vinnytsia as a region of Central Ukraine. The research methodology consists of general scientific and specific cultural approaches, principles and methods of scientific knowledge. The systemic-structural approach was applied to the study of the organisational and methodological activities of the Vinnytsia Regional Centre of Folk Art, aimed at popularising the intangible cultural heritage of the region. The internal connections and interaction of various components of the cultural and educational activity of the Centre for Cultural and Educational Activities, aimed at the presentation and popularisation of intangible cultural heritage in the conditions of a full-scale invasion, are revealed by the results of monitoring the materials of the Internet pages of the Centre (the Internet site and Facebook pages). Formal and comparative methods were used to analyse the institutional features of work in the Vinnytsia region as a region of Central Ukraine. The method of content analysis was used to generalise the publications of the Internet site and the information of the Facebook page of the Vinnytsia Regional Centre of Folk Art, dedicated to the intangible cultural heritage of Vinnytsia, contributed to the objective determination of the main thematic trends related to the investigated problem. The scientific novelty consists in substantiating, revealing and proving the effectiveness of the use of social networks as a really effective tool for expanding the role of regional centres of folk creativity in the presentation and popularisation of the intangible cultural heritage of Vinnytsia in the information field, in particular in the conditions of a full-scale invasion. On the basis of a practical study of the materials of the informational and communicative content of the Internet site and Facebook page of the Vinnytsia Regional Centre of Folk Art, the traditional culture of Vinnytsia, which contains a preserved living folk artistic culture with a classical / traditional folklore paradigm. The interaction of the Vinnytsia regional centre of folk creativity with institutions, cultural institutions and the external environment in the matter of preservation and popularisation of the intangible cultural heritage of Vinnytsia region was revealed. Conclusions. Summarising the positive experience on the materials of the information and communication content of the Vinnytsia Regional Centre of Folk Art (website and Facebook page) demonstrated concrete achievements in the presentation, popularisation and preservation of the intangible cultural heritage of Vinnytsia in the conditions of a full-scale invasion. It is argued that the digital representation of the content of the intangible cultural heritage of the regions of Ukraine, in particular Central Ukraine, in social networks is a really effective tool for popularising the intangible cultural heritage in the information field. It is concluded that the traditional culture of Vinnytsia contains a preserved living folk artistic culture with a classical / traditional folklore paradigm. It was noted that the employees of centres of folk creativity need to have the skills to work in the spheres of SEO and SMM, which requires constant improvement of professional qualifications and stimulation of scientific and creative approaches in this direction and is a continuously relevant requirement of the time.

STRATEGIES TO IMPROVE THE ACADEMIC QUALIFICATIONS OF EDUCATORS AT THE AL FALAH FOUNDATION

This study aims to find out: 1) What is the Strategy for Improving the Academic Qualifications of Educators at the Al Falah Foundation for the 2023/2024 Academic Year? 2) What are the supporting and inhibiting factors in the implementation of the Educator Academic Qualification Improvement Strategy at the Al Falah Foundation for the 2023/2024 Academic Year? This study uses descriptive qualitative research. The research was conducted at the Al Falah Foundation. The subject of this research is the Chairman of the Foundation. The informants are members of the Foundation, teachers, and committees. Data collection was carried out by observation, interview, and documentation methods. The results of the study show that: 1) The strategy used by the Al Falah Foundation is to encourage teachers to continue higher education such as providing subsidies for teachers who continue their S2, in addition to including educators to be active in workshops/seminars and training to provide skills and provide rewards for creative, innovative educators in carrying out the learning process, 2) Every organization or institution will experience challenges or supporting elements, including the Al Falah Foundation, which at the Al Falah Foundation is supported by the Foundation's ease of allowing teachers to advance their studies, the existence of In House Training (IHT) activities at the beginning of each school year which aims to train educators to improve the performance of their teachers, and the existence of an agenda for school principals to supervise their educators.

The Implementation of Human Resource Management in Improving Teacher Professionalism at MadrasaJunior High School

This research aims to analyze human resource recruitment at Madrasa Junior High School Al-Faaizun Watang Palakka Bone Regency, the selection of human resources at Madrasa Junior High School Al-Faaizun Watang Palakka Bone Regency, human resource development program at Madrasa Junior High School Al-Faaizun Watang Palakka Bone Regency. This research is qualitative research with the research location at Madrasah Tsanawiyah Al-Faaizun Watang Palakka Bone Regency. Data was collected through interviews, observation, and documentation. Then, data processing and analysis techniques are carried out through three stages, namely data reduction, presentation, and drawing conclusions. The results of the research show that human resource recruitment was carried out at Madrasa Junior High School Al-Faaizun Watang Palakka, Bone Regency, namely, firstly, preparation for the recruitment of educators, secondly, the distribution of announcements regarding the acceptance of educators was carried out in a closed manner, and thirdly, accepting teacher applications. Human resource selection was carried out at Madrasa Junior High School Al-Faaizun Watang Palakka, Bone Regency, namely administrative selection to determine the completeness of applicant files according to predetermined qualifications and interview selection to obtain in-depth information about applicants. The human resource development program at Madrasa Junior High School Al-Faaizun Watang Palakka is carried out through teacher qualification improvement programs, supervision programs, subject teacher deliberation empowerment programs (MGMP), and participating in scientific meetings such as workshops, seminars, good training held at madrasas and outside the madrasah. This research implies that the distribution of announcements on teacher recruitment should be done openly through brochures, advertisements, and other social media so that it is easier for the public to get information on teacher recruitment from these institutions, with needs.

Specific Technologies of Aviation Rescue and Firefighting Operations over the Years

The twentieth century was a period of rapid development in aviation. It was a time of great progress in the construction of aircraft, the development of ground infrastructure and the improvement of qualifications of aviation personnel. Over the years, aviation has gone from cruise flights in simple aircraft to transatlantic flights, complex aircraft with hundreds of passengers on board. Military aviation can operate at speeds exceeding the speed of sound and in all weather conditions. The infrastructure of large airports has reached the size of cities. Over the past century, the development of aviation has been followed by changes in the organization and equipment of rescue and fire-fighting services. The public does not accept the loss of human life or large-scale material damage and environmental damage. In the search for effective extinguishing agents and methods of administering them, people began to look for ways other than field fire services. Specialized firefighting units have appeared at airports, which are designed for specific rescue and firefighting operations on aircraft and infrastructure. For many years, attempts have been made to select special rescue and firefighting technologies capable of improving the effectiveness and safety of operations. Quite quickly, the car was chosen as the means of transport for airport rescue services. But over time, the need was recognized for it to have different characteristics and equipment than a vehicle for village and town safety units. As a result of various experiments, unusual technical solutions designed to solve basic problems specific to airports were developed. Equally interesting was the path to determining the best fire extinguishing agents and their means of administration. From hand-held fire extinguishers to remote-controlled cannons administering thousands of liters or kilograms of extinguishing agents over a long distance. The publication provides information on the history and development of basic firefighting technologies specific to aviation and some pointers to the future.

Organization and methodology of stress testing of banking risks

The paper identifies stress testing as an important tool that helps the NBU and banking institutions effectively manage risks. The importance of stress testing is determined by the possibilities of: assessing the stability of banks, identifying vulnerable places, increasing transparency and trust, preparing for crisis situations, improving policies and procedures. It has been proven that the effective conduct of stress testing allows: to ensure the stability of the banking institution, to identify vulnerabilities, to increase transparency and trust, to prepare for crisis situations, to improve policies and procedures. It was determined that the NBU plays a key role in conducting stress testing, providing supervision of the banking system and determining general approaches to assessing the stability of banks by establishing regulatory requirements, analyzing the results of stress testing, developing policies and recommendations for banks. It is shown that the main aspects of credit risk stress testing are: assessment of the impact on the credit portfolio, analysis of financial indicators, sensitivity to risks, development of preventive measures, capital planning, systematic approach to credit risk monitoring. The banking institution uses the results of stress testing to develop a strategy and business plan, risk management policies and procedures, and business recovery plans. The methodology of stress testing of credit risk, liquidity risk, interest rate risk of the bank book, market risk, and operational risk has been formalized, which should be carried out at least once a quarter. The purpose of stress testing and assumptions for developing stress scenarios for each type of risk are defined. Recommendations for improving the organization of the stress testing process have been developed. A set of measures to improve the mechanism of stress testing of banking activity risks is substantiated: development of unified methods and algorithms of stress testing, harmonization of national approaches with international standards, integration of stress testing into the risk management system, technological support and automation of processes, improvement of personnel qualifications.

Organizational and functional fundamentals of public administration mechanisms of road development

The article is devoted to the study of the organizational and functional principles of the mechanisms of public management of the development of the road industry in Ukraine. The topicality of the topic is due to the strategic importance of high-quality road infrastructure, especially in the context of post-war reconstruction and European integration. The article analyzes the current state of the researched problem, reveals key systemic shortcomings of the existing management model, such as fragmented approaches, insufficient coordination, and limited public involvement. The research was conducted using an interdisciplinary approach and a set of methods, including the analysis of scientific literature, regulatory and legal acts, statistical data and modeling. The article examines in detail the structural and functional features of public management of road development at the central, regional and local levels, as well as the role of non-state actors in this process. On the basis of the conducted research, scientifically based recommendations for optimizing the institutional structure of management were formulated, which include measures for decentralization, simplification of the structure of management bodies, strengthening of coordination and control mechanisms, activation of public involvement and improvement of personnel qualifications.

Rethinking European immigration waves and conclusions for the modernization and corporatization of Ukrainian large state-owned enterprises

The paper is dedicated to rethinking European immigration waves and drawing conclusions for the modernization and corporatization of large state-owned enterprises in Ukraine. This is significant for developing effective strategies for integrating migrants, enhancing management transparency, and ensuring sustainable economic development in Ukraine, as well as for implementing European practices and developing new digitalized Ukrainian practices of transparency and accountability in managing state-owned enterprises. The article begins with a review of the European experience of two immigration waves over the past 30 years, which created “immigration shocks” and contributed to a sharp increase in public attention to immigration issues, as well as structuring political competition on both the supply and demand sides of democratic representation. Based on this, the author’s vision is proposed on how this European experience can be applied to the not very popular among scholars and politicians in Ukraine and the EU, but economically significant for Ukraine, theme of promoting broad modernization of Ukrainian society and, in particular, supporting the corporatization of large state-owned enterprises, such as JSC “Ukrzaliznytsia”. The conclusion is made that state-owned corporations in Ukraine, facing a shortage of labor due to war and migration, can adapt the EU’s experience in managing migration to solve their staffing problems: a) develop targeted programs to attract qualified personnel from abroad, including the Ukrainian diaspora; b) create attractive working conditions and social packages to retain existing employees and attract new ones; c) invest in training and qualification improvement programs for local employees; d) implement more automation and digitalization processes to reduce dependence on manual labor; e) cooperate with the government to develop special visa programs for attracting foreign specialists in critically important sectors.

MEDICAL PERSONNEL AS THE KEY TO SOCIALLY RESPONSIBLE GREEN TRANSITION IN THE HEALTHCARE SECTOR

To implement the socially responsible green transition in the Healthcare sector, it is essential to involve competent and educated personnel/staff. Article 48 of the Medical Treatment Law (Ārstniecības likums) of the Republic of Latvia stipulates that a medical practitioner has a duty to regularly improve his or her professional qualifications. Article 1 also defines improvement of professional qualifications as part of post-graduate education in a specific profession or specialty, which occurs in accordance with a freely selected education program, though the content and time of acquisition of which is not regulated. However, it must be noted that almost all programs offered by the Ministry of the Health of the Republic of Latvia for the improvement of practitioners’ professional qualifications refer to the acquisition of skills and knowledge necessary to improve the process of treating patients. Although various international and national regulatory acts determine the obligations of state institutions to include the green transition into their operations, the involvement of the institution’s employees is not discussed. This study aims to analyze and reflect on the competence of medical personnel and students regarding patient treatment and to analyze the compliance of the regulations of the Cabinet of Ministers with international and national regulations related to the creation of a socially responsible and sustainable state. UN Sustainable Development Goal Nr.4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” includes the necessity to ensure that all trainees acquire the knowledge and skill needed to promote sustainable development, including education regarding sustainable development and sustainable lifestyle. Within the scope of the research examples of positive foreign green transition practices will be evaluated. The results obtained within the framework of the research indicate the need to develop specific guidelines for the education of medical personnel, regarding the implementation of a socially responsible green transition in the healthcare sector, ensuring quality education in terms of promoting sustainable development.

SYSTEM OF STATE REGULATION OF PROFESSIONAL TRAINING OF MANAGING STAFF OF HIGHER MEDICAL EDUCATION IN UKRAINE

The article addresses the topical issue of public administration of professional training for higher medical education management personnel in Ukraine. It explores the current state and development prospects of the training system for managers of higher medical education institutions, and identifies priority areas for its improvement. The relevance of the research is determined by the need to provide the Ukrainian healthcare system with highly qualified managers capable of effectively managing higher medical education institutions in the context of dynamic changes and integration into the European and world educational and scientific space. The article defines the main approaches and mechanisms for implementing state policy in the field of healthcare and higher medical education. It identifies the directions for improving the organizational, legal, and economic mechanisms of state regulation of professional training for management personnel of higher medical institutions in Ukraine in terms of clarifying the content of the key research concepts "management personnel of higher medical education institutions" and "state administration of professional training for management personnel of higher medical education institutions". It is determined that the reforming and development of the healthcare and higher medical education sector of Ukraine in the context of integration into the European and world educational and scientific space requires the preparation of a new generation of managers - healthcare managers. It is determined that this category of managers includes vice-rectors and heads of relevant scientific, educational-methodological and educational commissions, deans and vice-deans of faculties, heads of departments and other structural units. The formation of a comprehensive mechanism of state administration of professional training for management personnel of higher medical education institutions should be carried out on the basis of such principles as scientific justification, legality, common interests and values, consistency, comprehensiveness, systematicity, subsidiarity, transparency, innovation, adequacy, efficiency, and responsibility. The article analyzes the features of the system of state administration of professional training for management personnel of higher medical education institutions in Ukraine and abroad. Based on a comparative analysis of management training systems in 6 developed countries of the world, it is proved that the system of professional training and advanced training of management personnel of higher medical education institutions should function in accordance with the current trends in the healthcare sector and the field of higher medical education, comply with the implementation of state policy principles, and be systematic. Statistical analysis of the dynamic changes in the indicators of provision with higher medical education institutions and medical institutions over the years of Ukraine's independence demonstrates the need for joint coordination and cooperation to coordinate the efficiency of the healthcare system. Thus, the article reveals the essence and features of state administration of professional training for management personnel of higher medical institutions, analyzes the regulatory framework governing this area, and identifies the main areas for improving the training system for managers of higher medical education institutions, namely: Updating the content and forms of training; Introduction of innovative teaching methods; Improvement of teachers' qualification; Strengthening the practical focus of training; Development of international cooperation.

Improvement of professional preparation of public servants, as a condition of sustainable development of territorial communities in process of interaction with pledges of higher education

Relevance. At an important stage in Ukraine�s foreign and domestic policy, the country is actively seeking its place in the international community and building new European relations. In this context, it is vital to implement state policies for training public servants, enhance pledges of higher education (PHE), and improve collaboration between PHE institutions and territorial communities (TC). Purpose. The purpose of the article is to develop a system for improving the training of public servants in the context of organizing the educational process, as a guarantee of the development of TC in the process of interaction with PHE. Methodology. The experimental research methodology involves developing a training system for public servants in PHE, assessing their readiness for professional activities, and identifying interaction methods between TC and PHE. Empirical methods include observation, surveys, diagnostic conversations, questioning, and experiments. Mathematical statistics methods are used to process final indicators of public servants' readiness, ensuring sustainable development of territorial communities through their interaction with higher education institutions. Results. The study defined the concepts of �public administration�, �competence of public servants�, and �training of public servants�, and identified promising directions for improving public servant training. After conducting an experimental study, promising directions for improving the training of public servants for the introduction of professional activities were formed, as conditions for the sustainable development of TC in the process of interaction with PHE. Conclusions. It was found that public servants' training, professional competencies, and standards were at low to medium levels. This highlights the need for pedagogical conditions to improve readiness, including quality training systems, retraining, specialization, qualification improvement, and self-education activities. The practical value of the work lies in the training of a highly qualified specialist capable of realizing the professional potential for the benefit of the state. Инвестиции в человеческий потенциал и капитал как ведущий фактор развития экономики

The relevance of the article is determined by the fact that human potential and human capital are the leading factors of socio-economic development of the state. On the one hand, the level of human capital and potential determine the productive force of the country’s economic growth, on the other hand, the human being is the main consumer of the results of this growth, the highest aim, and the main criterion of the quality of economic growth. The article presents the results of theoretical analysis of the categories of “human capital” and “human potential”. As a result of the analysis, it is determined that to date there is no unified methodology of categorical and conceptual apparatus of “human capital” and “human potential” in the aspect of increasing the efficiency of human resources utilization both for individual economic entities and for the state as a whole. It is established that human capital, based on economic theory, is a phenomenon that is already directly used in the production process, while human potential is a category that involves the potential acquisition of higher professional quali-fications (competencies, knowledge, skills and abilities of labor activity) by an employee. It has been proved that in order to develop the level of human potential and capital, individual business entities and the state as a whole, implement various investment programs that ensure the improvement of professional qualification of the country’s personnel. However, this investment is accompanied by a number of risks, and one of the main risks is the lack of scientifically-based criteria for assessing the effectiveness and efficiency of investment pro-grams. The article presents possible reasons for this problem and formulates proposals for its solution. The practical significance of the article lies in the fact that the obtained results of theoretical analysis and the identi-fied problems of investment can be used in the practice of public management and administration in the im-plementation of measures aimed at the development of human potential and human capital.

Separate principles of the employer’s motivation for digitization in the field of work

Under today’s conditions, every third employee uses digital technologies at work. In order to be competitive on the labor market, a modern worker must possess knowledge in the field of using information and communication technologies in the course of performing his/her work function, and increase the level of his/her digital literacy in the process of professional development.
 The definition of digitization in the field of labor is given as a process of introducing information technologies into the activities of an enterprise, institution, organization, thanks to which there is interaction and communication between the employee and the employer, between the employer/employee and state bodies; between the employer/employee and the trade union; between the employer/employee and consumers, suppliers, etc.
 The employer’s motivation to introduce modern innovative technologies in the field of labor is outlined. The generalized goal of digitalization in the field of work is formulated and the specific goals of digitalization of work processes are highlighted. So, in general, the goal of the digitization of the labor process is to modernize the format of the relationship between the employee and the employer, between the employee and state institutions, between the employer and state bodies, taking into account the global challenges of the digitalized society.
 The advantages of digitization are listed: 1) thanks to modern software, the productivity of the employee increases significantly; 2) saving time; 3) reduction of production costs; 4) positive image of the enterprise, which works on modern innovative technologies; 5) loyalty of customers, visitors; 6) innovativeness in production and management processes; 7) improvement of digital qualification, digital literacy of employees.
 It lists the specific skills and abilities of workers in almost all industries that are becoming in demand in a digitalized society.
 It was established that the employee’s digital skills should be constantly improved during trainings and professional development courses.
 Certain circumstances are outlined that are essential for establishing a balance between the employee’s right to privacy at the workplace and the employer’s right to video surveillance of a subordinate.

ТЕОРЕТИКО-МЕТОДОЛОГІЧНІ АСПЕКТИ ФОРМУВАННЯ ІНТЕЛЕКТУАЛЬНОГО ПОТЕНЦІАЛУ ПІДПРИЄМСТВА

The article updates the problem of intellectual potential formation, emphasizes its role in creating competitive advantages and achieving market leadership. But human resources are recognized as its basis. The purpose of the article is to review the processes and develop methodological recommendations regarding the organizational aspects of human resources management in the context of the formation of intellectual potential in order to increase competitiveness and bring the enterprise to leading market positions. In the framework of the article, we used general scientific methods of analysis and synthesis for the theoretical generalization of the studied materials. This made it possible to formulate the author's approach to the specified problem. As a result of the research, the authors developed and schematically presented the process of intellectual potential formation, where the impact on the development of human resources at the internal and external levels is considered. When supplementing the conceptual apparatus, the authors singled out the concept of "intellectual reaction" as the speed of application of management measures aimed at developing the intellectual capabilities of the company's human resources. For the same purpose, in terms of capital-forming and resource components, it is proposed to review the structure of the system of intellectual potential. The resource component involves the combining of intellectual and innovative activities. The capital-generating component combines human resources and intangible assets. Considering the fact that human resources provide an enterprise from 40% to 80% of economic growth, the authors concluded that they are the most significant component of both intellectual and innovative potential. So, the primary task of management should be the development of measures aimed at the formation of quality personnel characteristics enterprises. In this context, the expediency of continuous education, the concentration of necessary resources on qualification improvement, professional retraining, participation in professional and career trainings, measures to exchange experience are essential. But they do not underestimate the importance of the social component. On the basis of research, it is possible to form a practical human resource management apparatus at a defined enterprise, creating favorable conditions for increasing the intellectualization of the enterprise.

ФИНАНСОВОЕ МОДЕЛИРОВАНИЕ КАК ИНСТРУМЕНТ ПРОЕКТНОГО ФИНАНСИРОВАНИЯ: МЕЖДУНАРОДНЫЙ ОПЫТ И ПЕРСПЕКТИВЫ РАЗВИТИЯ В РОССИИ

The article examines the significance of financial modeling in project financing, used for implementing large-scale projects in energy, mining, metallurgy infrastructure, trans-portation, and high technology. It discusses the stages of building financial models, including data collection, sensitivity analysis, and the calculation of key performance indicators (NPV, IRR, DSCR). The paper also presents examples of successful international projects, such as Hornsea One in the UK and the Sydney Airport expansion, which demonstrate the role of financial mod-eling in managing complex projects. Additionally, the article provides recommendations for Rus-sian practice, including the development of standards, improvement of specialist qualifications, and the implementation of software solutions. It concludes that financial modeling enhances project investment attractiveness and serves as a critical tool for risk management in uncertain conditions.

Enhancement of clinical skills through virtual reality: a proposal for training certified nursing assistant

Introduction: integrating virtual reality (VR) in education is emerging as a transformative tool to improve practical learning. This proposal asks about its application within the training of certified nursing assistant to improve students' practical skills in training. Objectives: the main objective is to assess whether VR technology can improve understanding of complex concepts and skills in nursing education. This involves evaluating the effectiveness of VR in fostering meaningful, self-directed learning experiences that potentially prepare students more effectively for the health workforce. Methods: implementing a pilot VR program within a controlled educational environment is proposed. The impact of this integration will be assessed through surveys and analysis of academic performance, focusing on the acquisition of professional skills and competencies. Results: expected outcomes include greater student participation and better learning outcomes. The work highlights the benefits of VR in improving in-depth understanding of procedures and concepts through immersive experiences. Conclusions: the expected benefits after the incorporation of VR in nursing training include an improvement in the professional qualifications of students and an innovation through the introduction of immersive learning methodologies. Despite the potential challenges of its implementation, the results are expected to support the integration of VR as a complementary educational tool, reducing the gap between traditional learning and technological advancement in nursing education

ГРАНТИ USAID ДЛЯ СТВОРЕННЯ ТА ВПРОВАДЖЕННЯ ЕФЕКТИВНИХ МОДЕЛЕЙ ЕКОНОМІЧНОЇ РЕІНТЕГРАЦІЇ ВЕТЕРАНІВ В АГРОСЕКТОРІ

The article examines in detail the USAID Program for Agrarian and Rural Development (AGRO) in the direction of "creation and implementation of effective models of economic reintegration of veterans/women in the agricultural sector". The study demonstrated that the grants offered by the program will contribute to the intensification of the process of involving the veteran community in employment in the agricultural sector, as well as the development of self-employment, starting and expanding/restoring one's own business in the agricultural sector. The specifics and priorities of the Program have been demonstrated, namely: project measures should contribute to the improvement of qualifications, retraining for further employment in the agricultural sector, as well as the development of self-employment, starting and expanding/restoring one's own business in the agricultural sector. It is emphasized that the grantor plans to support projects that will be planned in such a way that as a result of their implementation, support will be provided to both male and female veterans, as well as those with disabilities. It was emphasized that the AGRO Program aims not only to support with grants projects that will contribute to the process of reintegration of veterans, but also to the development of the agricultural sector of Ukraine. It is emphasized that the USAID AGRO Program encourages applications from Ukrainian commercial and non-commercial organizations that meet the eligibility criteria, that demonstrate an innovative approach, leadership and competence to create and implement effective models of economic reintegration of veterans/women in the agricultural sector, as well as those that did not receive USAID grant funding. Based on the results of the research, a number of recommendations have been developed for applicant organizations, the consideration of which will contribute to obtaining grant funding. In particular, it is demonstrated what the project's reasoning should be so that applicants can claim high points according to the following evaluation criteria: "Realism of the design and technical approach and the potential impact of the project", "practical relevant work experience of the applicant", management and program potential", "economic efficiency and project budget".

СТАН РИНКУ ПРАЦІ ТА МОТИВАЦІЯ ПЕРСОНАЛУ В УКРАЇНІ В УМОВАХ ВОЄННОГО СТАНУ

In the article, the current state of the labor market in Ukraine and employee motivation are analyzed, existing problems regarding these issues are identified, and ways to address them are outlined. Materials prepared by the Razumkov Center, administrative data from the State Employment Service, data from recruitment agencies and job search resources, as well as information from the European Business Association, and the results of surveys of HR specialists from various sectors of the country's economy were used for the analysis of the Ukrainian labor market in wartime conditions. Based on the works of Kolot A.M., Nazarova G.V., and others, the practical significance of increasing work motivation in crisis conditions is revealed. The interest of scholars and researchers in the chosen topic confirms its relevance and the need for further analysis. The following methods were used for the analysis of the labor market and work motivation: mass statistical observation, comparative and abstract-logical methods to formulate conclusions and proposals. As a result of the research, the authors concluded that the labor market in Ukraine has undergone significant influences in wartime conditions, significantly altering its structure and dynamics. Currently, it is characterized by the following specific features: instability and uncertainty, rising unemployment, changes in the sectoral structure, mass migration of labor force from Ukraine abroad, increased demand due to military needs for specialists in defense and medical fields, etc. Identifying current problems in the Ukrainian labor market allows identifying ways to stabilize it, including rapid restoration of destroyed objects, creation of new jobs, providing support to the unemployed and displaced persons, as well as implementing retraining, qualification improvement programs and work motivation to ensure population adaptation to changed conditions. Measures to stabilize the labor market and increase work motivation in wartime conditions are of great importance both for the effectiveness of solving military tasks and for supporting stability and development in all areas of the country's life.
