Evaluating social protection mitigation effects on HIV/AIDS and Tuberculosis through a mathematical modelling study

The global economic downturn due to the COVID-19 pandemic, war in Ukraine, and worldwide inflation surge may have a profound impact on poverty-related infectious diseases, especially in low-and middle-income countries (LMICs). In this work, we developed mathematical models for HIV/AIDS and Tuberculosis (TB) in Brazil, one of the largest and most unequal LMICs, incorporating poverty rates and temporal dynamics to evaluate and forecast the impact of the increase in poverty due to the economic crisis, and estimate the mitigation effects of alternative poverty-reduction policies on the incidence and mortality from AIDS and TB up to 2030. Three main intervention scenarios were simulated—an economic crisis followed by the implementation of social protection policies with none, moderate, or strong coverage—evaluating the incidence and mortality from AIDS and TB. Without social protection policies to mitigate the impact of the economic crisis, the burden of HIV/AIDS and TB would be significantly larger over the next decade, being responsible in 2030 for an incidence 13% (95% CI 4–31%) and mortality 21% (95% CI 12–34%) higher for HIV/AIDS, and an incidence 16% (95% CI 10–25%) and mortality 22% (95% CI 15–31%) higher for TB, if compared with a scenario of moderate social protection. These differences would be significantly larger if compared with a scenario of strong social protection, resulting in more than 230,000 cases and 34,000 deaths from AIDS and TB averted over the next decade in Brazil. Using a comprehensive approach, that integrated economic forecasting with mathematical and epidemiological models, we were able to show the importance of implementing robust social protection policies to avert a significant increase in incidence and mortality from AIDS and TB during the current global economic downturn.

Improving the level of corporate culture at the expense of the motivational component

In the article, the level of corporate culture has been improved due to the motivational component. It has been proven that the social policy at the enterprise should be aimed at meeting the needs of employees in high-quality work and creating the most favorable conditions for its implementation with the involvement of all employees in the development and evaluation of the implementation of theplan for the social development of the enterprise. Due to which, the dual goal of employee motivation is achieved: their involvement in social policy is realized and trust in its implementation increases as a result of evaluation of the obtained results directly by employees. To assess the level of satisfaction of employees’ needs in normal working conditions, including the microclimate in the team, an evaluation apparatus is proposed, which is a tool for the implementation of social policy aimed at improving the quality of employees’ work. Due to the use of special bilateral questionnaires, employees are attracted to participate in the formation of social policy and in the assessment of the results of its implementation.

Social transfer policies and child poverty in European countries: Evaluating policy alternatives through a multiobjective programming model

Child poverty remains a significant concern across Europe and citizens regard policy interventions that effectively address this issue to be of utmost importance. In this work, we analyse the potential of social transfer policy alternatives to alleviate child and overall poverty simultaneously in European countries. Using a logistic regression to define the objective functions and constraints, we rely on multiobjective programming to assess key features of national social transfer systems that can minimize child and overall poverty and tend to equal both levels downwards. Taking into account the starting levels of each country, the results underline the importance of finding an adequate combination of pro-child and pro-poor targeting of social transfer policies. For most European countries, an increase in the level of cash benefits for children is advisable – particularly universal benefits – except in Croatia, the Netherlands, and Norway. Nonetheless, in France, Greece, Italy, Ireland, the Netherlands, and Spain, the recommended proportion of GDP allocated to universal cash benefits is lower than the proportion allocated to means-tested benefits. In this regard, our research provides an innovative approach for policymakers to optimize poverty reduction strategies by contributing valuable insights for the design and implementation of effective social transfer policies to combat child and overall poverty in European countries.

Current Situation of Working Conditions of Female Workers in Export Processing Zones and Industrial Zones

Along with active participation and participation in the struggle of political systems, levels and sectors, especially the role of localities and businesses, up to now the company has developed social housing. has achieved some remarkable results. However, with the current number of completed worker housing of about 2.7 million m<sup>2</sup>, which only accommodates more than 340 workers, the set goal has not been achieved. The reason for not achieving the desired goals is that the mechanisms and policies for developing social housing and housing for workers still have some contents that do not meet practical needs and have not been supplemented or adjusted, timely amendment and completion, such as: participants, beneficiaries, automatic construction investment process, purchase and sale management. The implementation of preferential social housing policies must be done through many steps, so the time to carry out investment procedures is long, the space for innovation and development of social housing is limited as required; The reasonable costs for social housing development have not been calculated correctly or fully. Preferential policies for investors of social housing projects and worker housing are not attractive enough and not realistic enough. On that side, the state budget is still difficult and has not been able to arrange preferential capital for loans for social housing development; There is no mechanism to mobilize reasonable resources to achieve efficiency and system. This article aims to provide a comprehensive and systematic understanding of the current situation of working conditions of female workers in Ho Chi Minh City. The topic of employment conditions of female workers has been studied by many researchers, but certain limitations still exist. In this article, the author pays special attention to the current working conditions of female workers in Ho Chi Minh City. With that goal, it will open up a multi-dimensional view of the problem, thereby contributing to solving the problems that are being posed in practice for the working conditions of female workers in Ho Chi Minh City.

This article is devoted to the problem of civilizational society in the context of considering the socio-economic system. To date, there are a certain number of approaches to understanding this phenomenon. A classic example is the materialistic approach. Despite numerous attempts to criticize this approach, studying society through the prism of its socio-economic structure is largely possible due to the materialistic approach. The concept of K. Marx is considered and an analogy with modern realities is drawn. This approach has universal concepts and laws that can also be used in the analysis of all social systems. The article examines the conflicts of capital and labor, the place and role of the working class in the system of social relations, and also proves the importance of the proletariat class as the main driving force of modern society. The problems faced by the working class today are being studied. The types of socio-economic systems with individual criteria and the nature of property relations are considered. Goal. The article is devoted to the analysis of modern socio-economic systems within the framework of a civilizational society. The subject is the socio-economic system arising from the nature of public relations. The novelty lies in the fact that the working class is being studied in the context of modern scientific, technical and information breakthroughs, where competition for jobs increases with each new technology. The method or methodology of the work. The study is based on the teachings of K. Marx. Methods such as analysis, synthesis, comparative studies and historical and philosophical are also used. Results. The conducted research makes it possible to understand that despite the abundance of approaches to the concept of a civilizational society, the fundamental factor of studying remains its socio-economic sphere, as a result of public relations. The article reveals the Marxist approach, thanks to which it is possible to assess the position of the working class in modern civilizational society. Taking into account the growth of culture, the emergence of new technologies and the age of digitalization, the fundamental criterion for ensuring the vital activity of society was and remains – the worker. Different types of socio-economic systems and the methodology of the distribution of economic resources are given. The scope of the results. The results obtained can be used in the context of the implementation of state social policy, regulatory culture, as well as forecasting social and labor conflicts.

No Panic in Pandemic: The Impact of Individual Choice on Public Health Policy

Problem definition: Public health interventions, such as social distancing and lockdown, play an important role in containing infectious disease outbreaks, such as coronavirus disease 2019 (COVID-19). Yet, these interventions could cause significant financial losses because of the disruption to regular socioeconomic activities. Moreover, an individual’s activity level is influenced not only by public health policies but also by one’s perception of the disease burden of infection. Strategic planning is required to optimize the timing and intensity of these public health interventions by considering individual responses. Methodology/results: We use the multinomial logit choice model to characterize individual reactions to the risk of infection and public health interventions and integrate it into a repeated Stackelberg game with the susceptible-infected-recovered disease transmission dynamics. We find that the individual equilibrium activity level is higher than the socially optimal activity level because of an individual’s ignorance of the negative externality imposed on others. As a result, implementing lockdown and social distancing policies at moderate disease prevalence may be equivalently critical, if not more, compared with their implementations when the disease prevalence is at its peak level. To verify these findings, we conduct numerical studies based on representative COVID-19 data in Minnesota. Managerial implications: Our results call for policymakers’ attention to consider the impact of individuals’ responses in the planning for different pandemic containment measures. Individuals’ responses in the pandemic may significantly affect the optimal implementation of lockdown and social distancing policies. Political institutions in health and social policy of the state

This scientific work examines the role of political institutions in the formation of the state’s social policy, with a focus on the part that concerns issues of protecting public health. Next, politics on protection of health of population (or health policy) is considered in the prism of global processes. Purpose. The purpose of this work is to study issues of social policy, in particular, its part relating to health care, in the context of global politics and to analyze the role of political institutions in the process of its formation and implementation. Methods. During the research, works devoted to the issues covered in the topic of the work were studied, in particular, the very concept of political institutions and the meaning of social policy were analyzed. A literature review was conducted and results were generated based on methods of generalization and comparative analysis. Main results and conclusions. Based on the materials studied, a conclusion is made about the key role of political institutions in the development and implementation of social policy, which on a global scale influences global health issue. The conclusion is made about the need for a more detailed study of the importance of the involvement of political institutions in the formation of policies to protect public health.

Purpose: The aim of this study is to examine the impact of globalization, international integration, and the application of science and technology 4.0 on the social security policy implementation in Ho Chi Minh City. Specifically, the focus is on improving the effectiveness of social security measures to ensure the material and spiritual well-being of vulnerable social groups in the city. Theoretical Framework: The theoretical framework for this study is rooted in the works of Smith (1973), Dang Ngoc Dinh (2013), Nguyen Hai Huu (2007), Nguyen Huu Dung (2010), and Phan Xuan Bien (2007). These scholars have emphasized the significant role of social security policies in the context of globalization, international integration, and technological advancements. The theoretical approach will be structured to address key issues related to social security policy, considering both material and spiritual aspects of individuals' lives. Design/Methodology/Approach: The research adopts a comprehensive approach, combining qualitative and quantitative methods. The analysis involves an examination of the current social security policy implementation in Ho Chi Minh City, utilizing data and insights from Dang Ngoc Dinh, Nguyen Hai Huu, Nguyen Huu Dung, and Phan Xuan Bien. Interviews, surveys, and case studies will be employed to gather data, and statistical analyses will be conducted to assess the effectiveness of existing policies. Findings: The results of the study reveal the strengths and weaknesses of the current social security policy implementation in Ho Chi Minh City. The link between residential stability and youth substance use: Role of stressful life events and behavioral problems

IntroductionResidential stability is increasingly recognized as a significant factor influencing youth positive development. While the existing body of research provides valuable insights, gaps remain regarding the determinants of residential stability and how its outcomes may vary by gender and race. This study aims to investigate the relationship between residential stability, substance use, and behavioral issues among children aged 9–10 years, with a focus on the mediating role of trauma exposure. MethodsThis research utilizes data from the Adolescent Brain Cognitive Development (ABCD) study, a longitudinal project initiated in 2016 with a sample of 11,849 participants. It explores the links between residential stability, socioeconomic factors, stress, and emotional and behavioral outcomes using the Child Behavior Checklist (CBCL). Structural equation modeling was employed to analyze the data. Results findingsindicate that higher household income, living in a household with married parents, and residing in areas with greater household incomes correlate with residential stability. In turn, residential stability is linked to lower levels of life stress and reduced substance use in the future. Furthermore, the impact of residential stability on substance uses and CBCL scores was entirely mediated by trauma exposure. ConclusionsThe findings advocate for the implementation of economic, social, and public policies aimed at fostering stable living environments for children and families to mitigate the emotional and behavioral challenges future generations may face. Enhancing socioeconomic status and supporting structures that promote married family living arrangements emerge as effective strategies to improve residential stability and the well-being of young people in the United States.

Spatial Patterns of Nonprofit Founding: Toward a Local Ecology

Nonprofit organizations are vital to the implementation of social policy and provide myriad benefits to those nearby, yet few studies consider founding patterns in small areas. Conceptualizing ecological processes at the local level and in the context of developmental regimes, this article investigates nonprofit founding events among neighborhoods with a unique data set aggregated by census tract from 2010 to 2016 in one northeast Ohio county (United States) using a hierarchical Bayesian model. The results broadly support the density dependence hypothesis, however, suggest high density is required to reduce founding rates in small areas. The results indicate nonprofit founding rates are lower in tracts with higher levels of economic disadvantage and higher shares of Latino residents. The paper calls for further research into nonprofit population dynamics among small areas and for policymakers to closely consider nonprofit founding events, as founding determines the future of a region’s nonprofit infrastructure.

Social policies and the life course – a complex relationship re-visited

Abstract Social policies structure individual life courses, cushion individual life course risks, and provide normative orientation. The paper brings together literature from life course sociology and welfare state research in order to provide an updated systematisation of the relationship between individual life courses and social policies. The modern life course regime and its welfare regulation are described as centred around individual actors, and as part and parcel of modernisation processes and the institutional arrangement mediating between the modern (democratic) state and the capitalist economy. Furthermore, the paper discusses these structural roots of life course policies, their resulting characteristics and their normativity. Key aspects in this are individualisation and its limits, the multilevel implementation of social policies and their life course effects with regard to inequalities.

This study analyzed government detailed project budgets by combining AI, big data, and expert judgments. Instead of traditional classifications, the study used the 27 social policy agendas from the announced '2023 Core Social Policy Implementation Plan' to categorize government projects. Additionally, the life cycle was used as a classification criterion. Natural language processing(NLP) technology was employed to understand and classify textual data describing detailed projects, successfully classifying government projects and budgets from 2020 to 2023 according to the 27 agendas. Public data from 'NKIS' and 'Open Finance' were utilized in the classification, and KeyBERT was used for NLP. The classification results allowed the identification of annual changes in the number and budget of government projects according to the 27 agendas, as well as the degree of imbalance in detailed projects for each agenda. Furthermore, the classification results by life cycle provided insights into who the detailed projects and budgets are intended for. While NLP played a key role in the results, expert knowledge and judgment were crucial. The research findings suggest evidence for making judgments on efficient budget execution and interagency cooperation. The study also hints at the potential for more in-depth, field-specific research on the 27 social policy issues and life cycle.

Main drivers of dragonflies and damselflies (Insecta; Odonata) metacommunities in streams inside protected areas in the Brazilian Amazon.

The evaluation of environmental and spatial influence in freshwater systems is crucial for the conservation of aquatic diversity. So, we evaluated communities of Odonata in streams inside and outside sustainable use areas in the Brazilian western Amazon. We predicted that these streams would differ regarding habitat integrity and species α and β diversity. We also predict that environmental and spatial variables will be important for both suborders, but with more substantial effects on Zygoptera species, considering their nature of forest-specialist. The study was conducted in 35 streams, 19 inside and 16 outside sustainable use areas. The streams outside presented high species richness, abundance, and number of exclusive forest-specialist species from Zygoptera and higher scores of habitat integrity. In contrast, one sustainable use area presented the lowest values of these metrics. Besides, we found that environmental and spatial variables were significantly associated to Zygoptera species composition, but not with Anisoptera, which can be explained by their cosmopolitan nature. Our results indicated that an interplay between environmental and spatial processes determines the structure of the metacommunities of Zygoptera. The less effective dispersal rates and narrow ecological tolerance of Zygoptera species make them more influenced by local conditions and dispersal limitation, and more sensible to habitat modifications. We highlight the importance of improving the local management of the sustainable use areas by environmental agencies, mainly on areas that are losing their capacity to maintain the aquatic fauna, and implementation of social policies toward traditional people.

It’s the state, indeed! How state capacity facilitates social equality in authoritarian regimes

ABSTRACT Empirical evidence suggests that contemporary authoritarian regimes face several incentives to redistribute social policy concessions to their citizens. Yet autocracies differ extensively in their capacity to implement policy decisions. In this article, we identify three distinct but interrelated mechanisms through which state capacity determines a more equal provision of social benefits and services in healthcare and education sectors. Administrative capacity allows the regime to manage the implementation of social policy, extractive capacity ties in with more resources and information to be used for the provision of social benefits and services, and coercive capacity permits the state to effectively enforce policies. Using static and dynamic regression models for over 120 countries from 1960 to 2016, our findings show that state capacity enhances social equality in authoritarian contexts through these three interrelated mechanisms. Further analysis though suggests that the overall effect of state capacity dissipates in the long run.

Philanthropic donor agencies and social policy in sub-Saharan Africa – New perspectives to the “welfare mix”

Abstract The role of external actors has now been widely acknowledged in shaping social policy processes in sub-Saharan Africa. Yet, the social policy roles and influence of philanthropic donors have been less recognised and examined. As various countries in the region seek to expand social policy implementation and delivery and revitalise the development of national welfare systems, it is important to better understand the roles and functions of philanthropic donor agencies in the processes of agenda-setting, financing, and delivery of social policy. This article discusses the complex social policy functions held by philanthropic donor agencies in sub-Saharan Africa through the lens of the “welfare mix,” drawing attention to the divergencies and convergences between Western philanthropic donors and their African counterparts, while reflecting on the direction of future research agendas.

<p>The study aims to clarify the status of state support measures for children and families with children and the role of organizations of the non-profit sector in providing comprehensive support to families. The purpose of the article is to summarize the data and theoretically analyze various measures to support families with children. The main research method is theoretical analysis. Results of the study demonstrate the main directions of state support and activities of organizations of the non-profit sector, as well as controversial issues and contradictions in access to data, were identified. In the course of the theoretical analysis, a number of diverse factors have been identified that influence the process and result of supporting families with children. It is noted that the involvement of NGOs in the system of proactive preservation with the preservation of health status would increase the strengthening of the effectiveness of the implementation of social policy in the Russian Federation and double care for those who need it.</p>

Tanzanian social policy in the new millennium – a cross-sectoral analysis from a gender perspective

PurposeMainland Tanzania has seen two decades of significant social policy reforms and transformations in its social and economic structures, whilst the country continues to grapple with persisting gender inequalities. This article examines Tanzania's social policy developments from a gender perspective. The authors analyse the level, reach and quality of social policy delivery to working-age women across the areas of health policy, social protection and employment policy during 2000–2021.Design/methodology/approachThe article draws on qualitative research deploying the scoping review method. The data consist of diverse secondary materials, including academic publications, government policy documents, relevant statistics and other types of “grey” literature.FindingsTanzania has made significant advancements in the legal frameworks around welfare provision and has instituted increasingly gender-responsive government policy plans. The health and social protection sectors, in particular, have witnessed the introduction of large-scale measures expanding social policy implementation. However, social policy delivery remains two-tiered, with differences in provisions for women in the formal and informal sectors.Originality/valueSocial policy delivery and implementation have increased and diversified in Sub-Saharan Africa (SSA) during the new millennium, with a growing integration of gender-specific policy objectives. However, limited social policy scholarship has focused on the gendered effects of broader social policy models in SSA. The article remedies the concomitant knowledge gaps by examining various social policies and their impacts on working-age women in Mainland Tanzania. The authors also engage with the theoretical welfare regime literature and present an analytical framework for gender-sensitive assessment of emerging social policy models in the Global South.

Features of the Concept for the Development of Pension Legislation of the Kyrgyz Republic

The article is devoted to the generally significant legislative policy of the state in the field of social security; The legal, organizational and financial foundations of the functioning of the system and the reform of pension legislation as a special area of social protection of citizens’ pension rights are considered. The purpose of the authors’ research task is to attempt to assess certain aspects of the legal policy pursued by the Kyrgyz Republic in the context of promoting structural reforms in the field of pension legislation, in particular the development of phased conceptual programs to improve well-being and maintain a decent standard of living for citizens applying for and possessing pension rights. The object of the study was social relations related to the implementation of the state’s legal policy in the field of pension legislation. The subject of the study is a set of rules regulating the legal mechanism of the activities of state and partly non-state mechanisms for the implementation of social policy in the field of pension rights. The research methods represent a dialectical method of cognition of socio-legal phenomena, formal-logical and structural-functional. The authors conclude that the measures taken in the republic in the field of optimization of pension legislation have a certain positive effect on the state of personal security, including increasing a decent standard of living, the well-being of the state, and the social and legal activity of citizens.
