Analysis Of Business Licensing Facilitation Policy For Msmes

In line with the progression of time, business licensing has also become a focus of the Central Government, especially with the opening of extensive investment opportunities through the enactment of Law Number 11 of 2020 concerning Job Creation, or the Omnibus Law. The Job Creation Law has led to adjustments in several laws, one of which is in the realm of licensing in Indonesia. One of the changes in licensing is the establishment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, referred to as the Business Licensing Regulation. This study aims to analyze how the implementation of risk-based business licensing policies is carried out by examining Regional Regulation No. 10 of 2021 of the City of Bandung on the Implementation of Business Licensing. The results indicate that the implementation of the OSS RBA-based business licensing policy for MSMEs in Bandung City is maximized in accordance with the theories of Edward and Van Metter Van Horn. The implementation results also align with Regional Regulation No. 10 of 2021 of Bandung City. Each indicator shows results with each implementation of Regional Regulation No. 10 of 2021 carried out by the DPMPTSP of Bandung City. The implementation is in accordance with Regional Regulation No. 10 of 2021 of Bandung City and also aligns with the theories of Edward and Van Metter Van Horn.

Implementation of NTB Regional Regulation Number 5 of 2021 concerning Prevention of Child Marriage in Lendang Nangka Utara Village, Masbagik District, East Lombok Regency

Child marriage is often considered normal by society. In fact, there are many risks or negative impacts that can arise as a result of child marriage. The increase in divorce and even domestic violence, both physical and psychological, is also one of the impacts of child marriage. The problem formulation in this thesis is how to implement NTB Regional Regulation No. 5 of 2021 concerning the Prevention of Child Marriage in North Lendang Nangka Village, Masbagik District, East Lombok Regency and what factors influence this implementation. The type of research used by the author is qualitative research, with research analysis including three stages, namely: data reduction, data presentation and drawing conclusions. This research method uses data collection techniques, namely: observation, interviews and documentation. The results of the research show that Lendang Nangka Utara village has implemented NTB Regional Regulation No. 5 of 2021 concerning Prevention of Child Marriage. In fact, the implementation of this regional regulation was able to have an impact on reducing the number of child marriages in Lendang Nangka Utara village. Form of implementation of NTB Regional Regulation No. 5 of 2021 concerning the Prevention of Child Marriage in Lendang Nangka Utara village includes: establishing Village Regulations, conducting outreach and forming a special youth forum. The factors that cause the NTB Regional Regulation to be implemented well are good cooperation with all parties and high public legal awareness.

The Problematic of Incompatibility of Rice Land Protected by the Jember District Spatial Plan

The discrepancy in the Regional Spatial Plan of Jember Regency related to the regulation of spatial patterns and the direction of zoning regulations with the Presidential Regulation on the conversion of rice fields raises legal issues, namely the difficulty of the community to allocate limited space use for land, causing conflicts of interest, namely causing juridical problems that the government applies LSD regulations with reference to RTRW which is no longer in accordance with spatial use. The theoretical problem is that there is legal uncertainty in having the latest legal legality with existing conditions that have developed. Sociological problems have resulted in a vacuum in legal norms related to spatial pattern rules and zoning directions for the RTRW of Jember Regency in taking policies for issuing activity permits, obtaining Land Rights, and determining LSD to be hampered. The results of this research include 1) Causes of non-conformity of Protected Rice Fields with the Regional Spatial Plan of Jember Regency,.2) Future arrangements regarding the non-conformity of Protected Rice Fields with the Jember Regency Regional Spatial Planning Plan. These efforts require the establishment and implementation of regional regulations on spatial planning which are carried out with strategic agricultural studies in accordance with the mandate of the Spatial Planning Law, the Basic Agrarian Law, the LP2B Law, the Presidential Regulation on Land Use Transfer, and the Jember Regency RTRW.

Garbage has become a national problem so that its management needs to be tried in a comprehensive and integrated way from upstream to downstream so that it provides economic benefits, is healthy for residents, and is safe for the area, and can change people's attitudes. Especially in the city of Pekanbaru, we hear about garbage cases. The condition of the environment in densely populated areas, especially Senapelan District, cannot be said to be clean because there are still piles of garbage on the side of the road or on vacant land, and there are still many Temporary Waste Storage Places that do not provide suitable containers. This research is to find out the implementation of Pekanbaru City regional regulations No. 8 of 2014 concerning waste management in the Senapelan District case study. The purpose of this research is to analyze the process of implementing waste management policies in the District of Senapelan. This study uses qualitative methods with case studies in order to investigate and examine phenomena that occur in real life. The results of the study show that the implementation of the Waste Management Policy in Senapelan District has generally been carried out, but it is still not optimal, as can be seen from 1. The behavior of the organizational relationship between self-management and privatization has been tried by establishing cooperation, commitment, and coordination with the Living Area and Cleaning Service, there are still obstacles in the waste management process. 2. The behavior of the implementor below has carried out waste management but there is still a lack of organizational control in the waste management process. 3. The attitude of the target group is that residents share positive reactions and support the existence of waste management in the Senapelan District. Because it is considered very helpful for urban residents, especially in densely populated areas.

This thesis research aims to examine and analyze the implementation of PERDA Number 8 of 2017 concerning Investment in Increasing Regional Investment in Bengkulu Province and to examine and analyze what efforts can be made in optimizing PERDA Number 8 of 2017 concerning Investment in Increasing Regional Investment in Bengkulu Province. Karimun Regency is an area that has abundant fishery resources. concerning fishery business has been regulated in the Karimun Regency Regional Regulation Number 10 of 2009 concerning Fishery Business. One of them is licensing. In this study, to find out about the implementation of regional regulations regarding fishery business licensing and the Government and regional fisheries business actors work together in finding solutions to the obstacles that occur in the fisheries business licensing process. By using descriptive-analytical method associated with the theory and practice of implementing positive law. In the implementation of licensing there are obstacles such as profile data, and inappropriate data matching by business actors. The conclusion in this study is that in implementing policies, obstacles and efforts to overcome government problems applying submissions for fishery business permits can be accessed online in the form of the ARAH-KAN application.

This study aims to describe and analyze the implementation of waste management policies at the Final Processing Site based on Regional Regulation No. 3 of 2012 in Probolinggo Regency, as well as to describe and analyze the factors facilitating and impeding the implementation of waste management policies at the Final Processing Site. This investigation employed a qualitative methodology based on Probolinggo Regional Regulation No. 3 of 2012. The results indicated that the implementation of Regional Regulation No. 3 of 2012 concerning Trash Management at the Environmental Service of Probolinggo Regency was successful, particularly regarding waste processing at the Final Processing Site. The execution of Regional Regulation No. 3 of 2012 concerning Waste Management in the Probolinggo Regency is driven by the availability of competent human resources, the application of good SOPs, and the use of functional waste processing devices. Inhibiting factors include the lack of public awareness regarding waste management, budgetary limits, and the requirement for the modernization of waste processing devices. POLICY ANALYSIS OF STREET CHILDREN, HOMELESS PEOPLE AND BEGGARSIN BANDAR LAMPUNG CITY

This research is motivated by the enactment of Regional Regulation No. 03 of 2010 concerning the Guidance of Street Children, Homeless people and Beggars. in the city of Bandar Lampung. The regulation has been in effect since 2010 but until now there are still many street children, homeless people and buskers in Bandar Lampung City. The purpose of this research is to analyze how the implementation of the Regional Regulation No. 03 of 2010. This type of research is descriptive research with a qualitative approach. This research was conducted using the method of collecting through interviews, documentation and observation. The data analysis technique used in this research is data reduction, data presentation and conclusion drawing. The results showed that the implementation of Regional Regulation No. 03 of 2010 concerning the development of street children, homeless people and buskers has not gone well because of the large number of street children and the lack of socialization and counseling carried out by the Social Service regarding the prohibition of giving money on the streets to street children, homeless people. and buskers so that people still carry out these activities. As well as the lack of ability of the Bandar Lampung City Social Service in fostering street children, homeless people and buskers who have been caught in raids.

Establishment of Regional Regulations DPRD in Surabaya City as a Means of Realizing a Development, Humanist and Sustainable

The research used in the process of this article uses a type of legal research, the way it works is researching library or secondary materials that have been collected. The vision of Surabaya City government is to make Surabaya an advanced, humanist and sustainable city, so regional regulations that are legal umbrella in achieving this vision must be able to achieve indicators of an advanced, humanist and sustainable city. Indicators of sustainable cities are improvement of environment quality, the development of integrated facilities and infrastructure, and implementation of quality local government. If these indicators can be achieved, then city of Surabaya will become an advanced, humane and sustainable city in accordance with city vision of Surabaya. For this reason, in accordance with its function, the Surabaya City DPRD plays a role in formation of regional regulations starting from its role in proposing, which regional regulations that are result in proposal are usually referred to as DPRD Initiative Regional Regulations, then ratify regional regulations both those originating from the proposal of the Mayor or local government ranks as well as those originating from DPRD members themselves, as well as a supervisory function in the implementation of regional regulations that have been valid as part of realizing the vision of Surabaya City. In addition to formation of regional regulations, the effectiveness of achieving the mission is closely related to implementation and supervision in its implementation, Surabaya City of government can be optimal in carrying out its implementation and together with the DPRD to supervise its implementation.

This article aims to analyze public participation in the payment of motor vehicle taxes in the city of Jayapura. Then the supporting and inhibiting factors in community participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. As well as analyzing the efforts made in increasing community participation in the implementation of PKB policies in the city of Jayapura. The research method is descriptive research using a qualitative approach. The phenomenon observed in this research is how the implementation of Regional Regulation No. 7 of 2016 in increasing public participation in the implementation of motor vehicle tax payment policies in the city of Jayapura. The results showed that . All officers and employees follow the rules or legal basis of the police and their main duties and functions (duties, principals and functions) according to applicable regulations. However, in collecting motor vehicle taxes there are problems, but all of them must be normally resolved by the UPPD Samsat Kota Jayapura office. Supporting factors include supporting factors internally and externally from the support of the community and other relevant stakeholders. while the inhibiting factors are the level of compliance of the policy target groups, both supporting resources and HR personnel owned. Then, the efforts that need to be done are Optimizing socialization, Optimizing advertising / promotions, Maximizing services, Revitalizing traffic orderly areas, Conducting raids, Increasing infrastructure support, and Providing officer allowances.

The Implementation of Regional Regulations in the Process of Filling in the Village Civil Service

The purpose of this study, firstly, is to describe the process of filling in the Village Civil Service Officer in Sleman Regency, Yogyakarta Special Region and secondly to find out whether the mechanism for filling out the Village Civil Service Officer is in accordance with Regional Regulation No. 10 of 2019. This research is an empirical legal research, namely legal research that examines and analyzes people's behavior in relation to the law. The approach method uses a juridical, sociological approach. Methods of data collection through literature study, interviews and observations, then the data were analyzed by qualitative descriptive method. The results of the study concluded that the process of filling in the village civil service in Sleman Regency: The village head formed an appointment committee to conduct screening and screening through the selection of administrative requirements and administering the exam. Furthermore, the results of the selection of candidates for village civil service at least 2 (two) candidates based on the highest score are requested for consultation with the sub-district head to obtain a recommendation to be appointed as village administrator. 10 of 2019 can be applied according to the rules, namely the formation of a committee, administrative selection, exam materials, a team of examiners, but there are still weaknesses, including the requirements for candidates who are considered burdensome, must be supported by at least 15% of the population, lack of socialization, the existence of several villages that are less open in the process of filling the village civil service.

IMPLEMENTASI PERDA WISATA HALAL NOMOR 2 TAHUN 2016 DI PULAU LOMBOK

This study is designed based on phenomenon that the implementation of regional regulation (Perda) in viewing Lombok halal tourism was not optimum but in the other hand several awards had achieved. This context existed a gap which needs to be investigated especially in the policy. Moreover, this study is aimed to analysis the implementation of Perda based on the principles of conduct and the scopes. The method used in this study is qualitative. The data gathered by in depth interview to panel experts. Hermeneutic analyses were employed to obtain comprehensive result. The result revealed that transparency, accountability, justice, and participative were identified as the basic principles in its implementation. Meanwhile, destination, promotional and marketing, industrial, institutional, controlling and budgeting were employed as the scopes of halal tourism development.

ANALISIS SISTEM DAN PROSEDUR PEMUNGUTAN PAJAK DAERAH DALAM UPAYA PENINGKATAN PENDAPATAN ASLI DAERAH PADA BADAN PELAYANAN PAJAK DAERAH

The implementation of regional autonomy has spurred the Pandeglang district government to be creative in finding sources of regional revenue that can support regional financing. Regional Tax is one source of regional income that can be extracted in the context of increasing Regional Original Income. The purpose of the study was to determine the implementation of local tax collection systems and procedures in an effort to increase PAD, to determine the implementation of the Pandeglang Regency Regional Regulation Policy Number 3 of 2018 concerning Regional Taxes, to determine the increase of Pandeglang Regency's PAD in 2016-2020. The method used is descriptive qualitative method. The type of data used is primary data in the form of interviews and secondary data in the form of targets and realization of regional taxes, targets and realization of PAD in 2016 - 2020. The procedure applied to local tax collection consists of 9 main activities, registration, determination, deposit, application for installments, bookkeeping and reporting, objections and appeals, collection, correction, and collection of overpayments. The implementation of Regional Regulation No. 3 of 2018 concerning Regional Taxes has not fully implemented the Government's Internal Control System. The increase in PAD from year to year has increased fluctuations. Conclusion The system and procedure for collecting local taxes at the Regional Tax Service Agency of Pandeglang Regency are in accordance with existing regulations. BP2D of Pandeglang Regency uses Perda No. 3 of 2018 as one of the guidelines in making decisions and determining policies. Overall in five years the components of local taxes that contributed the most to the increase in PAD were PBB P2 Tax, BPHTB Tax and Street Lighting Tax

Evaluasi Kebijakan Pembangunan Wisata Religi di Kabupaten Gresik (Studi Wisata Makam Sunan Giri dan Situs Giri Kedaton)

Data collection data in research using interview techniques, observation, and documentation. To evaluate or assess the success of this religious tourism development policy using several theories from Daniel Stufflebeam: context evaluation, input evaluation, process evaluation, product evaluation. From the results of this study notes that the success of religious tourism development policies in Gresik Regency, especially in the Sunan Giri Tomband Kediri Giri Site has not been fully successful optimally because of differences in visits and tourism interests between the Sunan Giri Tomband Kedaton Giri Site due to the lack of promotion of Giri Site tourism Kedaton. One solution that can be recommended by researchers at the Gresik Regency's Office of Tourism and Culture is to increase efforts to promote the Giri Kedaton Site as anattractive destination in Gresik Regency.

Factors Affecting The Effectiveness of Application Local Regulation of Cigarette Free Areas in Puskesmas Balangan District

Indonesia is the third country of smokers in the world. It increases disease and death by 50% in developing countries. WHO launched "No Smoking Areas" in public places. The purpose of this study was analyzing the socialization, budget, policies, and compliance in the effectiveness of implementing the Regulation on KTR in Balangan Regency. The research subjects were male health services officers in 10 accredited Puskesmas in Balangan Regency with total of 59 people, which determined sample size of 42 people. The method used cross-sectional. Data were analyzed by chi square and logistic regression. The results are there is an effect of socialization on effectiveness of implementing the Regional Regulation on KTR (0.008); there is an influence of budget on effectiveness of implementing Regional Regulation on KTR (p = 0.080); there is a policy influence on effectiveness of the implementation of Regional Regulation on KTR (0.003); there is an effect of compliance with effectiveness of implementing Regional Regulation on KTR (0.016); The most dominant influence is policy with a value of p = 0.004 and exp (B) = 43.530. The conclusion is there is an effect of socialization, policy and compliance with the effectiveness of implementing the Perda KTR with the dominant variable is policy.
