Abstract

This study is designed based on phenomenon that the implementation of regional regulation (Perda) in viewing Lombok halal tourism was not optimum but in the other hand several awards had achieved. This context existed a gap which needs to be investigated especially in the policy. Moreover, this study is aimed to analysis the implementation of Perda based on the principles of conduct and the scopes. The method used in this study is qualitative. The data gathered by in depth interview to panel experts. Hermeneutic analyses were employed to obtain comprehensive result. The result revealed that transparency, accountability, justice, and participative were identified as the basic principles in its implementation. Meanwhile, destination, promotional and marketing, industrial, institutional, controlling and budgeting were employed as the scopes of halal tourism development.
