Stakeholder involvement plays an important and critical role in project performance. In Guinea, the Administration and Control of Major Projects and Public Procurement (ACMPPP) has initiated a huge reforms and reorganizations of development projects implementation since 2014. This has involved different stakeholders who include: the Government through the operating Ministries, International Institutions such as United Nations Development Program, World Bank, Africa Development Bank etc., Construction and Manufacturing Companies as well as Non-Governmental Organizations. OPTIMALISASI BIAYA DAN WAKTU PELAKSANAAN PROYEK PEMBANGUNAN PERUMAHAN CITRALAND PALU MENGGUNAKAN METODE PROGRAM EVALUATION AND REVIEW TECHNIQUE (PERT) – CRITICAL PATH METHOD (CPM)

This study aimed to optimize the cost and time of implementation of development projects in residential homes Citraland located in the town of Palu subdistrict villages Mantikulore Tondo. Completion of construction of residential houses has been delayed time of completion of the construction. This leads to greater costs incurred in development projects. Therefore, to solve these problems is necessary to analyze the optimization of project time to determine how long a project is completed. Optimization of costs and project execution time is calculated using the Critical Path Method (CPM). The method is based on the results obtained, namely the normal completion time of the project for 69 weeks with a total cost of Rp. 297,887,212.00. Aftertime optimization through crashing eachthe implementation of the activities of the development to 48 weeks with a total cost of Rp. 350,261,175.00. The probability of completion of project design development using methods Program Evolution and Review Technique (PERT) is great opportunity to complete the project work for 48 weeks amounted to 93.19%

الملخص:- تعد مشارکة المواطنين العمود الفقري لتحقيق التنمية المرجوه للمجتمع خاصة في ظل التحديات المعاصرة التي تفرض نفسها علي الساحة المحلية والدولية، وتتضح أهميتها في تنمية المجتمع المحلي کونها تتيح الفرصة لمختلف فئات المجتمع للمساهمة الإيجابية في مساندة ودعم وتنفيذ المشروعات التنموية بجمعيات تنمية المجتمع المحلي، باعتبار أن هذه الجمعيات التعبير الحقيقي لمشارکة المواطنين في المجتمع. وهدفت الدراسة الحالية إلي تحديد الواقع الفعلي لإستخدام إستراتيجات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي، ثم التوصل إلي رؤية مستقبلية مقترحة منظور طريقة تنظيم المجتمع لتفعيل استخدام استراتيجيات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي، و أهم نتائجها أن مستوى استخدام استراتيجيات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي متوسط کما يحددها المسئولين والمواطنين المشارکين، کما أکدت نتائج الدراسة أن إستراتيجية العلاج التعليمي وإستراتيجية الامداد بالموظفين جذب المتطوعين من أهم استراتيجيات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي کما يحددها المواطنين المشارکين، أما وجهة نظر المسئولين کانت إستراتيجية العلاج التعليمي وإستراتيجية قوة المجتمع أهم استراتيجيات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي ، وانتهت بوضع رؤية مستقبلية مقترحة منظور طريقة تنظيم المجتمع لتفعيل استخدام استراتيجيات مشارکة المواطنين في دعم مشروعات جمعيات تنمية المجتمع المحلي. الکلمات الدالة : الاستراتجيات ــ مشارکة المواطنين ــ الدعم ـــ المشروعات ـــ جمعيات تنمية المجتمع المحلي . Abstract : Citizen participation is the backbone to achieve the desired development of the community, especially in light of the contemporary challenges that impose themselves on the local and international arena, and its importance in the development of the local community is evident as it provides the opportunity for the various groups of society to contribute positively to the support, support and implementation of development projects in the local community development associations, considering that these Associations are the true expression of citizens' participation in society. The current study aimed to determine the actual reality of using citizen participation strategies to support the projects of local community development associations, and then arrive at a proposed future vision from the perspective of how the community is organized to activate the use of citizen participation strategies in supporting the projects of local community development associations, And the most important results of its results are that the level of using citizen participation strategies in supporting the projects of local community development associations is average as determined by the officials and participating citizens. The results of the study also confirmed that the educational treatment strategy and the strategy of providing employees with attracting volunteers is one of the most important strategies for citizens' participation in supporting the projects of local community development associations. Aiming for emancipating humans from inequality and poverty, the concept of development has evolved to better define criteria for a higher quality of life in larger populations. Development scholars and practitioners consider people’s democratic participation in decision-making as a vital element in supporting equality and sustainability of projects. Nonetheless, in practice, due to imbalances in power relations, stratifications in community and different perceived benefits by stakeholders based on their cultural differences, participatory approaches are often deficient in achieving inclusivity and/or cohesion. After the presidential election in 2016 and the widening and deepening of the cultural gaps (“wars”) between different social groups, finding democratic approaches to negotiate meanings and addressing discriminatory behaviors is vital for sustaining both justice and economic productivity in the United States. Through case-study research, this paper investigates how Community Cultural Development (CCD) approaches, as an increasingly growing community-building strategy, can influence collaborative and inclusive processes in communities where social disparity hinders decision making and implementation of development projects.

Various things can occur in a construction project that can lead to increased processing time so that the project becomes hampered. The purpose of the research is to discuss and classify the factors that cause delays in the implementation of development projects in the Trenggalek Regency and to accept factors of delay related to the use of costs.This data processing uses the SPSS (Statistical Product and Service Solution) computer program version 17.00. The data analysis technique uses validity, reliability, factor analysis, classical assumption and multiple linear regression.The results of the study are 3 new factors obtained from the extraction of factor analysis are: Changes in scope and employment documents (Xb1), Coordination and transportation of resources and expertise of manpower (Xb2), Evaluation and planning systems (Xb3) and produce one model of equation multiple linear to explain the relationship of the three factors above with costs. Targeting Ordinary Voters or Political Elites? Why Pork Is Distributed Along Partisan Lines in India

AbstractA key finding in the political economy literature is that political elites display partisan biases when allocating public resources. While previous studies posit that such biases are driven by politicians' motivations to target benefits directly to certain groups of ordinary voters, this article develops the argument that national politicians also target pork along partisan lines to win over politicians at lower levels of government whose cooperation they need to ensure the successful implementation of development projects. Using a quasi‐experimental design, the argument is tested with data on thousands of public works projects sanctioned by MPs in North India. The results show that, even controlling for unobserved differences in voter characteristics, MPs systematically favored the constituencies of co‐partisan state legislators when allocating pork specifically under conditions implied by the argument and not otherwise. These results shed new light on the reasons for partisan biases in resource allocation in multilevel systems.

Organizational Aspects of Development Projects Implementation at the Real Estate Market in Ukraine

The article is dedicated to the issues of improving a system of organizational providing of investment constructional activity at the real estate market of Ukraine. The authors suggest modern approaches to organizing different stages of investment and construction process. In particular, legal bases for organizing real estate development project concept design stage are analyzed and the ways of permissible procedures simplifying in construction are defined. Suggestions concerning choice of approaches to evaluating real estate projects development effectiveness of realization are made, where an important place belongs to development land improvement estimation. Real estate development project estimation methodology for various real estate types considering special aspects of conducting marketing research is offered. The article conclusion contains means recommended for implementing by real estate development organizations while designing their strategy of development.

Analysis of the Link between Central Government and Local Government in Bangladesh: A Case Study of Union Parishad

<p><em>Local government is one of the most significant parts of the central government. In the past, the control of central government over local government was minimal. Afterward, several presidential orders were notified to raise the power of local government. However, power and authority of local government were increased with pen and paper but not in practice. In this study, the scenario of the Union Parishad was analyzed as a part of local government, since it has to perform many activities with the scarcity of resources. The objective of this analysis is to investigate the nature of the relationship between the effects of limited resources to the activities of Union Parishad. In this research, data was collected from some local government representatives and some personnel of Ishwardi Upazila, Bangladesh through questionnaire and interview. First, the study reveals that local government always faces several particular problems due to lack of resources in case of distribution of relief cards to the poor villagers, a donation in disaster and exceptional circumstances, a contribution in educational and religious institutions, etc. The graphical analysis demonstrated the scenario between the requisitions of the Union Parishad to the central government and the percentage of those requisitions actually fulfilled. The outputs of this study summarized that the actual supply from central government was minuscule than the demand of Union Parishad. Hence, it could not deliver services accurately. Some recommendations have been provided to overcome the problems of a Union Parishad, which include that the government should enhance Annual Development Programme (ADP) allocation to ensure people’s participation in formulating and implementing development projects, and the control of the Union Parishad over the local resources has to be increased.</em></p>

When Romania met the Cohesion Policy. Regional governance in-between national conventions and European ideals

This article is about the practice of territorial governance emerging at the junction of European Union-sanctioned ideals and Romanian development-planning traditions. On the one hand, the European agenda emphasises a smart, inclusive, sustainable model of economic growth. However, the persisting centralised workings of the Romanian state significantly alters the scope of regional interventions. As such, while core cities grew their economies swiftly, peripheral places were left in an unrelenting stagnation. My first aim is to provide a theoretical ground for a practicecentred approach to understanding territorial governance. Second, by drawing on Romania’s regional policy context as an example, I give an insight into how practices of partnership and competition fare in a context of ongoing territorial polarisation. I conclude by emphasising the need for a regional redistributive policy mechanism, one which should enable and assist non-core areas to access capacities for defining and implementing development projects.

Investigating Factors Causing Delay In The Implementation Of Urban Development Projects In The Slums Of Sari City

The present study was conducted in order to investigate factors causing delay in the implementation of urban development projects in the slums of Sari city. The present research is descriptive correlational in terms of method and applied in terms of objective. The statistical population of the study consists of mayors and deputies, departmental officials and all related experts of the central municipality as well as members, deputies, unit managers and experts in areas 1, 2 and 3 of Sari Municipality, the total number of whom surmounted up to 500 subjects. Based on the standard sampling table of Cohen et al., 217 individuals were selected as the statistical sample and a mixed, integrated method was used to provide access to the study sample. Required data was collected through a researcher-made questionnaire, the reliability of which, 0/86, was calculated using Cronbach's alpha coefficient. In order to test the hypothesis of the research, given the normality of the data, one-sample t-test and the Friedman rank test were used to rank the variables. The results of the research showed that organizational factors, time constraints, legal factors, contracting factors, credit and financial, accounting system, and executing projects are effective factors causing delay in the implementation of urban development plans in marginal areas of Sari. Also, the results of Friedman test have shown that organizational factors, time constraints, legal factors, respectively, have the most impact on the delay in the implementation of development projects and urban development in marginal areas of Sari

Algorithm for evaluating the effectiveness of a high-rise development project based on current yield

The article is aimed at the issues of operational evaluation of development project efficiency in high-rise construction under the current economic conditions in Russia. The author touches the following issues: problems of implementing development projects, the influence of the operational evaluation quality of high-rise construction projects on general efficiency, assessing the influence of the project’s external environment on the effectiveness of project activities under crisis conditions and the quality of project management. The article proposes the algorithm and the methodological approach to the quality management of the developer project efficiency based on operational evaluation of the current yield efficiency. The methodology for calculating the current efficiency of a development project for high-rise construction has been updated.

Funkcje partnerstwa lokalnego w rozwoju obszarów wiejskich

Local partnership acts as a platform for cooperation between the three key sectors of the rural economy: public, social and economic. One of the tangible manifestations of local partnerships are local action groups. The local action group is an example of a local partnership striving to design and implement development projects in a given area. The essence of the undertakings concerned should flow from the interests of the whole community and of the individual partners forming the group. Cooperation between local government representatives, entrepreneurs and the local community offers a variety of benefits. Literature mentions in particular the integration of local communities, development of public-private partnerships, development of economic and social initiatives, activation of local communities, economic development of local government units. A local development strategy is based on the local community driven development instrument in the form of local action groups. Developed and implemented in a bottom-up way through integrated and multi-sectoral actions, is to contribute to the visibility of local factors. The multiplicity of opportunities to apply for action support points to many functions that a local action group performs while implementing a local development strategy. These are primarily business, ecological and cultural functions.

The main objective of this study is to investigate the major social and economic consequences entailed by the Tekeze Dam on local populations inhabiting  Wag Hemra Zone. To achieve this objective, the study primarily used qualitative techniques of data collection. Primary data collecting methods like participatory observation, unstructured, semi-structured and in-depth interviews, focus group discussions and case studies were employed in primary data. Secondary sources were also consulted and reviewed, and integrated to give the primary data a better picture to show the impacts of the dam on the affected communities. To analyze the economic and social impacts entailed by the Tekeze Dam on the local populations, this study has reviewed the literature on the development (specifically dam)-induced displacement and impoverishment. It challenges the notion that displacement entails physical relocation. That is, displacement has been painted on a narrow wall so it was difficult to see the extent of displacement in societies which are affected by development projects, but where there is no resettlement or physical relocation effected. This study asserts that displacement has to be viewed as a holistic and integrative concept. As long as the affected people have faced constrained access to livelihood insurances, the study stresses that the affected people of the Tekeze Dam have become displaced, though not physically relocated. The impoverishment risks-turned impacts faced by local populations correspond with almost all the impoverishment risks included in the Impoverishment Risks and Reconstruction (IRR) Model. The study as thus, has applied the IRR Model to see the extent of impoverishment process the people of the Tekeze dam-affected communities have been exposed to. The failure to adopt appropriate mitigating measures and coping mechanisms has resulted in the  actual manifestation of the impoverishment risks. Most importantly, the study shows that the dam has robbed the local population the fertile and most productive, “diffa” land. The study thus departs from its analysis by suggesting that when development projects like dams are to be implemented in Ethiopia, an acceptable cost-benefit analysis has to be worked out by which the gains and losses of development projects could be distributed in an equitable manner. The process of making a section of a society impoverished for the sake of realizing the needs of the larger society has to be replaced by the process of empowering the would-be-affected people through the process of pre-emptive attacks on the looming over impoverishment that will be brought by the implementation of development projects like dams. Understanding community development in Sekyere Central District, Ghana

Community development is fundamentally about the development of community involving a sense of common identity, capacity and purpose. It can take the form of unpaid active citizenship with community members organizing themselves and taking on leadership roles. Community development emphasizes empowerment, equality, social justice, participation and representation. This means that community development is fundamentally concerned with decision-making processes affecting users, community-based agencies and services. It is premised on a ‘bottom-up’ approach, which means enhancing the capacity of communities to determine goals and to pursue issues of importance to them, and to make decisions affecting their lives, for example, the direction of services and the allocation of funds. In Ghana, governments under the various regimes, the community members themselves, and NGOs have promoted the CD practice in several ways since independence in 1957. Preceding governments in Ghana through the Department of Community Development have played a central role in the exercise of CD work. Community development has not been thoroughly investigated in SCDA. This paper gives a clear understanding of CD in SCDA. This paper seeks to assess how the local communities take part in the siting, planning and implementation of development projects in their communities. Further it explores community development projects in the district and how projects are financed in the district. Finally, investigates the obstacles that impede the realization of community development process. This paper was carried out using a mixed method approach. Four area councils in SCDA were randomly selected for this work. These were taken from a total of 10 different local communities spread across the four area council. The study reveals that facilities in terms of education, health, potable water, roads rehabilitation, sanitation and rural electrification have improved tremendously (Fieldwork 2015). The study recommends that policies should be geared towards agriculture to improve the lives of the people in the district since the district is agrarian in nature.

Participatory rural appraisal as an educational tool to empower sustainable community processes

In response to attempts to establish unsustainable projects (fracking and hydroelectric plants) in an indigenous community in the Mexican humid tropics, this study aims to empower its citizenry using knowledge about the local biophysical and social environment and its associated problems, raising awareness of how to help solve these problems, and actively working towards their solution. Action Research and Community Problem-Solving was used to design a participatory rural appraisal workshop to analyze the situation from a cultural, biological and legal perspective in order to promote sustainable development on a human scale. The results of this research show that the Totonac community in the municipality of Huehuetla has deep knowledge about their environment and a close relationship with the land and the natural world. Despite this biological and cultural wealth, there are problems with disturbance and marginalization in the region, with a big part of the problem being a lack of autonomy in the community's management of its own resources. The final outcome of the workshops was a community action plan that managed to stop the implementation of development projects that threatened the native culture and its biocultural heritage. The educational model proposed proved to be useful in empowering the citizenry to confront the development of unsustainable projects. It also provided insight as to the formation of a new social base in which coexistence between indigenous and non-indigenous people is possible.

Hope, Politics and Risk: The Case of Chinese Dam in Nigeria

The rise of Chinese infrastructure investment in Africa has raised a set of questions about whose development agendas are being fulfilled by such projects, where the power lies in these negotiations, and how local communities are impacted by the projects. Current assumptions see China as holding the power in these relations and that its state-backed transnational corporations unilaterally get their way. This paper challenges these simplistic assumptions by examining the case of a ‘failed’ Chinese project - the Zamfara Dam in Northern Nigeria – and in doing so makes a case for the role of African political agency in brokering Chinese engagement. The dam project was initiated in 2008 between the Zamfara State government and the China Geo-Engineering Corporation; funding was supposed to come from the Chinese ExIm Bank. After the initial assessment and community consultations that spanned three years, the project failed to take off. Primary data is used to understand the process of failure and shows that the dam was initiated based on political expediency rather than the actual drive for development. It was brokered between the elites of China, Nigeria and Zamfara state and so failed to gain wider legitimacy and accountability. Also, in the drive to see the project initiated statutory shortcuts were taken. Critically, consultation was not broadbased even among the state government officials and the communities. The initiation of the project did not follow the laid down procedure of the Federal Ministry of Water Resources. Given that largely political factors played a significant role in the failure of the project, it is suggested that motivation for and implementation of development projects of this nature should transcend political whims and caprices of politicians and ensuring more transparency and broad consultation.
