Optimization Analysis of Kindergarten Educational Environment Creation Path in the Field of Informatization Perspective

Abstract With the arrival of the informationization era, optimizing kindergarten education environment has become an important topic. This study aims to explore the optimal path of kindergarten education environment creation under the background of informationization, and to improve the quality and efficiency of education. A comprehensive evaluation method is used to establish an educational environment evaluation index system, combining the optimal and worst method and the minimal and great regret analysis method to evaluate 1044 kindergartens in City A. The results show that the educational environment of kindergartens in City A has been optimized since 2020. The results show that from 2020 to 2023, the kindergarten education environment has been improved in terms of infrastructure, information resources, informationization application, talent team building, and guarantee system. Especially in educational resources, it increased from 0.5384 in 2020 to 0.8964 in 2023.There is a significant difference between urban and rural kindergartens in creating educational environments, and urban kindergartens are significantly better than rural kindergartens in some indicators. The study’s conclusion shows that the application of informationization and the construction of human resources are the keys to improving the educational environment of kindergartens, and it is recommended to strengthen the supervision of academic quality, improve the evaluation system, and promote the integration of urban and rural education.

Research on Spatial Migration Patterns and Influencing Factors of Western Talents: Based on Data from "Double first-class" Universities in China

The western region's talent loss issue has received widespread attention. Promoting the construction of human resources in the west has become key to forming an important high-quality development pole in western China. This study analyzes the graduate migration data of first-class universities in western China between 2016 and 2020 and draws the following conclusions: Overall, the retention rate of college graduates in western China across seven provinces is high, with a relatively higher retention rate observed in the place of study in four southwestern provinces. The retention rate of different provinces' place of study showed different trends during the period of 2016-2020, and the retention rate of different provinces also showed different trends during the same period. In 2020, western college graduates continued to show a preference for employment in popular provinces such as Guangdong, Beijing, and Shanghai, while they showed a greater inclination towards choosing employment opportunities in the South and Central regions of China. The results based on the directed migration model show that economic factors and natural and educational resources in a city have a greater impact on employment decisions. Analysis of heterogeneity found that graduates from areas with a high sticking rate are more susceptible to population size, human resources, and economic factors, and that cultural resources and transportation resources also have a significant impact on talent migration. Policy recommendations include western provinces taking higher education as a key factor to utilizing employment retention advantages to attract and retain high-quality talents.

The concept of openness, equality, and success naturally is the jargon crushed by the acceleration. Globalization and digitalization are the machine of acceleration. Digitalization enables us to connect whenever and wherever. Learning process is impacted most with developed technology. On one hand, education got facility especially when Covid-19 virus hit when all process of learning starting to be conducted in digital facility. Education shifts from material reality to artificial reality. However the use of screen technology may slowly erode the value of human-to-human interaction. The main duty of legal education is to advocate justice, utility of law and legal certainty carried out, mainly, by the students and at the same time sensitizing their students to the social injustice happens in the society and hopefully is to produce lawyers with morality of reformer where this lesson is believed to be best gained when a real interaction of people involved, the in-person interaction. Legal education should participate more in the construction of human resources who are more sensitive to the social problems and more focused on creating job opportunity and care more to the marginalized community. Legal education, in particular, social justice education is the step to achieve the objectives in which community is involved (collaborative) in learning process. Their involvement should be full in the activity to generate common concern, and the fulfilment of the better life. High-quality human resources development based on the digital economy in Ho Chi Minh city

The country's industrialization and modernization and international integration in Ho Chi Minh City (HCMC) have the advantage of a large population and abundant working-age human resources. However, the quality is not high, and the improvement of the quality of human resources is still limited. The training and development of human resources in line with the socio-economic development process have been paid special attention by HCMC, identifying this as one of the five breakthrough programs of the HCMC in the period 2020-2025 to meet the current trend of international integration and competition with many challenges. Besides, the paper focuses on high-quality human resources development in the socio-economic development of HCMC. Moreover, HCMC attaches particular importance to the construction and development of high-quality human resources to meet the cause of industrial promotion requirements. Thus, the author uses descriptive statistics from a survey of 400 experts in human resource management from 400 enterprises. The main findings had more than 60.0 percent agree with improving the quality of human resources for HCMC in the digital economy based on the surveying. The article's novelty proposed some policy implications for high-quality human resources development.

MULTILEVEL LATENT PROFILE ANALYSIS OF ESTONIAN SECONDARY SCHOOL STUDENTS' CAREER EXPECTATIONS WITH SCIENCE ACHIEVEMENT AND GENDER AS COVARIATES

Although much research has explored the personal, family, school, and social influences on adolescents' career expectations, little is known about the types of family-related career expectations of students and career expectation contexts in school. Using PISA 2018 test data, a multi-level latent profile analysis was conducted with indicators of parents' occupational status and children's career expectations. This research found that family-related career expectations of Estonian secondary school students can be divided into three types: enterprising, resilient, and disengaged. At the organizational level, contexts for career expectations in schools can be classified as enterprising, enterprising and resilient composite, and disengaged and resilient composite types. The research also found that science achievement and gender predicted latent profile memberships at the individual level. It is proposed that to value the science curriculum and its teaching is to invest in future human resources. It is suggested that families and schools should pay attention to stimulating male students' career aspirations. The career expectation types of secondary school students within and between schools are of great significance to the construction of national human resources, the development of schools, and the research of families. Development of the System of Customs Experts the Example of China Customs

In recent years, the ever-evolving internal and external environment has made the development and professional construction of human resources (HR) crucial to the realisation of Customs’ overall strategic goals. In this context, a customs expert system, is a policy arrangement that has received extensive attention from the members of the World Customs Organization (WCO). Here, the paper systematically reviews the contributions of the WCO and the best practices of its members in customs HR professional development. The paper analyses in detail the three reasons for the introduction of the customs expert system by China Customs and explain its content. The paper also emphasises the management model including methods to identify experts, their tenure and their regular assessment. After analysing the achievements of and problems faced by China Customs regarding the existing expert system, the author proposes the following five suggestions for the future development of the expert system: first, to expand the classification of customs experts; second, to learn from other countries’ customs expert systems through extensive international customs cooperation events; third, to conduct in-depth studies of the system’s connection between professional and technical civil servants and customs experts; fourth, to improve the relevant institutional arrangements for ‘expert-type leaders’, and further clarify the setting of expert levels; and lastly, to actively explore the utilisation of expert teams.

Factors Influencing Medical Personnel to Work in Primary Health Care Institutions: An Extended Theory of Planned Behavior.

In China, the primary health care institutions (PHCIs) have difficulty winning the trust of residents because of the shortage of medical personnel and the low level of skills. The government has advocated encouraging qualified doctors to work in PHCIs, but no obvious results are achieved. Based on the theory of planned behavior (TPB), this paper explores the factors affecting medical personnel seeking employment in PHCIs and then putting forward measures to improve the human resources construction of PHCIs. A three-stage survey was conducted to obtain the factors and a structural equation modeling (SEM) was applied to examine the relationship of the factors. We found that the factors affecting medical personnel to work in PHCIs include the specific conditions and work contents of PHCIs, as well as the family life and regional factors. Besides, there is a significant correlation and indirectness between these factors. Therefore, targeted measures can be proposed to improve the intention of medical personnel seeking employment in PHCIs. This study provides theoretical support for encouraging medical personnel to work in PHCIs and improving the primary health care system.

Construction and utilization of human genetic resources in large population cohorts.

In the era of big data and precision medicine, large population cohort studies are one of the preferred designs for studying the etiology of chronic diseases, and cohort genetic resources have become important strategic resources of China. Promoting the standardized construction and utilization of cohort genetic resources can effectively promote the original innovation of research and technological development in the field of biomedicine, and make full use of the rich genetic resources of China. To provide a reference for the construction and utilization of genetic resources in the cohort research in China, we took the Taizhou Longitudinal Study (TZL) as an example and introduced the principles, methods, standard system, and practical experience of the collection, preservation, and shared utilization of genetic resources in the process of the cohort construction.

Construction and application of human genetic resources in the China Kadoorie Biobank.

China is facing a heavy burden of chronic diseases, so it is urgent to promote the relevant researches for early prevention of chronic diseases. Large population cohorts are one of the primary study designs for etiology evidence of chronic diseases, which are helpful to explore feasible intervention measures. Moreover, clarifying the genetic associations between risk factors and diseases from the genetic level of large population cohort can also open up a new way to the exploration of causality. This article aimed to introduce the study "China Kadoorie Biobank (CKB)" jointly carried out by the Chinese Academy of Medical Sciences, Peking University and University of Oxford, with emphasis on the construction progress of genetic resources and the recent published genetic studies, in order to provide reference for the in-depth mining and utilization of genetic resources in large population cohort in China.

The condition of the use of the logistics workforce in the development of human resources of the TNI can still occur imbalances resulting from the aspects that’s not synergized well affecting the improvement of the quality of human resources of the TNI. The purpose of this study is to gather information related to the implementation evaluation results of the use of the logistics workforce in the construction of Human Resources in TNI with its evaluation by using William Dunn policy evaluation with evaluation criteria such as effectiveness, adequacy, alignment, responsiveness and accuracy. The qualitative method is used under the design of case study research.
 This research shows that from the evaluation of the implementation of the logistics workforce usage in the construction of TNI Human Resources in supporting the main tasks of the Indonesian National Army Headquarter with the findings: (1) The effectiveness of the use of logistics workers has a strategic function in achieving the performance of the TNI logistics workforce (2) The efficiency of the use of logistics workforce with diverse contributions, starting from planning, implementation and evaluation of logistical support, (3) Adequacy is interpreted to achieve conducive policy results, (4) Alignment/Justice leads to the issue of balance of results obtained will be comparable to the contribution given, (5) Responsivity cultures optimal service as TNI Logistics Staff, and (6) Accuracy of carrying out work by the respective task areas is in lined with the objectives of the implementation of activities to support the main tasks of the TNI

Human Resource Architecture Transformation Case Study in Construction Company

This study focuses on the transformation of the architecture of human resource construction services companies into toll road development companies, to get the right model in the implementation of the Human Resources system towards employee engagement and satisfaction which is reflected in the improvement of company performance. The study used a qualitative approach through case studies in construction service companies with data collection methods using observation, interviews, document observation and surveys of company employees by questionnaire. Research informants are the management of the Human Resources construction services company. The results of the case study show that the implementation of a human resource system in a company that is transformed from a construction services company to a toll road development company includes establishing the company's vision and mission from a construction company to a toll road developer, changing company organizations from a construction services business organization to a road development organization toll road, employee recruitment system, employee development and training, career management, reward system and termination / retirement system have been well applied in the process of transformation from construction service companies to toll road development companies. This has an effect on increasing the value of employee engagement and satisfaction and is reflected in the improvement of the company's performance over the past 4 years from 2015 to 2018.

Information Support Control by Human Resources Construction Cluster Region

In the present paper, effective factors in the imbalance between labor markets and educational services in the construction industry were identified on the basis of expert assessments. A model was developed as a system of equations that made it possible to determine the direction of influence of selected factors with subsequent graphic interpretation. Graphical visualization of models was also presented in the form of graphs. On this basis, scenarios of socio-economic development of region were defined in this area (optimistic, realistic and pessimistic scenarios).

Unintended consequences of management strategies for improving labor productivity in construction industry

Introduction: Labor productivity and safety are important topics in the construction industry. Even so, the literature provides little information for project managers trying to determine how management strategies designed to improve labor productivity impact safety. Method: This research addresses the gap by measuring the impact of two groups of management strategies that involve human resource related management strategies and construction related management strategies related to safety performance in construction projects. Data were collected from 111 general construction projects through the survey. Results: The results show that the relationship between the implemented management strategies and safety performance is nuanced with ‘Communication’ harming safety performance while implementation of ‘Labor Management,’ ‘Supervision and Leadership,’ ‘Planning’ and ‘Management of Construction’ strategies improve the level of safety performance. This study took a further step by measuring the impact of the interactions between the two groups of management strategies on safety performance. The results show that the interactions of construction and human related management strategies are not always in the favor of safety. Practical Applications: This paper adds to the literature on the relationship between productivity and safety in the construction industry. The research findings can assist project managers to improve labor productivity without harming the safety of laborers unintentionally.

Human resource related factors and engineering, procurement, and construction (EPC) project success

PurposeThis paper aims to assess the impact of human resource-related factors, including human resource development (HRD) and human resource competency (HRC), on engineering, procurement and construction (EPC) project success (PS), and explore the interrelationship among these factors.Design/methodology/approachStructural equation modeling with the application of SPSS and AMOS software is used to test three hypotheses in the conceptual framework and analyze interrelationships among HRD, HRC and PS. A survey of 800 participants involved in EPC projects throughout Vietnam was conducted.FindingsResults showed that HRD affects PS directly. HRC has a direct impact on PS; HRD has a direct impact on HRC, and thus, HRD also affects PS indirectly through HRC.Originality/valueThe study indicates that the development of a competent human resource for EPC project implementation plays a considerable role in EPC PS. The findings also give project professionals tools for improving HRD and HRC to increase the possibility of EPC PS.
