The uphill task of managing solid waste has influenced the Ludhiana city of Punjab. To investigate the current scenario and to carry out the implementation analysis of solid waste management (SWM) in the city, the present study was undertaken. This study focusses on analysing the factors that are responsible for hindering successful policy implementation of SWM in the city. For research purposes, a mixed methodology of quantitative and qualitative analysis was adopted to collect primary and secondary data from various sources. Structured Questionnaires were framed for household survey in the city in accordance with the variables of the study. Discussions and interviews were held with selected officers of municipal solid waste departments of the city. This research found out various financial, human resource, political and logistical constraints affecting the successful implementation of SWM program in the city. The data was analysed using importance performance analysis in order to evaluate the factors that need to be addressed to improve the solid waste management in the city. At the implementation stage of solid waste management, administrative constraints such as lack of modern technology and equipments, insufficient land for dumping and disposal and lack of integrated solid waste management (ISWM) program provide hindrances to the successful implementation. Based on the analysis, the study proposes various policy recommendations in terms of administrative challenges to improve SWM in the city.
