Korean Abstract: 기업의 연구개발투자는 제품개발 및 관련 기업으로의 기술전파 과정에서 부가적인 경제적 가치를 창출한다. 기업의 연구개발투자가 갖는 파급효과는 그간 다각도로 연구되어 왔는데, 기술의 종류, 산업, 국가 및 시기에 따라 연구개발투자 수익률의 크기가 달라지지만 대체로 긍정적인 파급효과를 갖는 것으로 알려졌다. 본 연구는 국내 제조업 기업의 연구개발투자 수익률 및 파급효과의 크기를 엄밀하게 추정하는 것을 목적으로 한다. 구체적으로, 본 연구는 총연구개발투자의 1% 이상을 차지하는 국내 제조업 중분류 산업 중 외부감사 대상이 되는 6,172개 기업을 대상으로 연구개발투자의 사적⋅사회적 수익률 및 경제적 파급효과를 추정한다. 이때 연구개발의 긍정적인 파급효과뿐 아니라 기업 간 경쟁적 요소로 인해 발생하는 부정적 파급효과도 반영하여 연구개발의 파급효과가 과대평가되는 것을 방지하였다. 2007년부터 2016년까지 10년 동안의 기업 재무자료 및 특허자료를 분석한 결과, 국내 기업 연구개발투자의 사회적 수익률과 사적 수익률의 평균은 각각 14.24%와 11.77%로 추정되었고, 연구개발투자의 파급효과는 약 2.47%p로 나타났다. 제조업 중분류 산업별로 살펴볼 때 연구개발의 파급효과가 큰 산업은 의료용 물질 및 의약품 산업, 의료⋅정밀⋅광학기기 및 시계 산업, 전기장비 산업 등이었으며 연구개발의 파급효과가 작은 산업은 기타 운송장비 제조업, 금속가공제품(기계 및 가구 제외) 등으로 나타났다. 기업의 특성별로 사회적 수익률의 편차를 살펴본 결과 고용규모가 클수록, 특허등록 규모가 클수록, 매출액 대비 R&D 투자 비중이 높은 기업일수록 R&D의 파급효과가 크게 나타났다. 우리나라의 민간 R&D 지원정책은 미래 성장동력 산업과 중소기업 위주로 이루어지는 특징이 있다. 이 과정에서 사회적⋅경제적으로 파급력이 높은 기술과 제품을 선정하여 성장동력 산업에 포함시키는 등의 노력은 매우 바람직하다고 할 수 있다. 그렇지만 R&D 지원의 목표 및 대상을 너무 넓게 설정할 경우 일반적인 정책금융이나 중소기업 지원정책과 차별되지 못하는 등의 이유로 R&D 지원정책의 효과가 반감될 가능성이 높아진다. R&D 지원정책의 효과성을 높이기 위해서는 원칙으로 되돌아가 사회적 최적 수준에 미달하는 지식 생산량을 끌어올리는 것을 R&D 지원의 기본 목표로 삼고, 보다 파급력이 높은 산업과 기술에 자원을 집중하는 것이 필요하다고 판단된다. 이는 비단 본 연구에서 분석된 기준에 근거하는 것뿐 아니라 R&D 지원의 파급효과를 더욱 정밀하게 파악하는 것에서 시작되어야 한다. English Abstract: Corporate RD although the size of R&D investment returns varies depending on the type of technology, industry across country and time. The purpose of this study is to accurately estimate the returns of R&D investment and the magnitude of the spillover effect of Korean manufacturing companies. Specifically, this study analyzed the private and public returns to R&D and spillover effects of 6,172 firms in industries where R&D investment was more than 1% of total private R&D investment in 2016. In particular, overestimations of the spillover effect of R&D was prevented by reflecting not only the positive effect of R&D but also the negative effect caused by competitive factors among firms. The results of the analysis on corporate financial and patent data for 2007-2016 revealed that the average for the social and private returns of domestic R&D investment was approximately 14.24% and 11.77%, respectively―making the spillover effect about 2.47%p. The industries with high R&D spillover effects are the Manufacture of pharmaceuticals, medicinal chemical and botanical products, Manufacture of medical, precision and optical instruments, watches and clocks, and Manufacture of electrical equipment. The industries with small R&D spillover effects are the Manufacture of other transport equipment, and Manufacture of fabricated metal products, except machinery and furniture. As a result of examining the differences in social return by characteristics of firms, it was found that the larger the employment size, the larger the patent registration, and the higher the R&D investment ratio to the sales, the greater the spillover effect of R&D. Korea's private R&D support policy is characterized by policies for future growth engine industries and small and medium-sized enterprise (SME) support policy. It is highly desirable if technologies and products with high social and economic impact are selected and fostered through such policies. However, if the goals and targets of R&D support are set too broadly without considering the R&D capabilities or influence of individual firms, the effectiveness of the policy may be diminished as it would be indistinguishable from non-R&D SME support policies. In order to enhance the effectiveness of the R&D support policy, it is necessary to return to basics and raise the amount of knowledge production which is below the social optimum level, and to concentrate resources on more rigorous industries and technologies. This should not only be based on the criteria analyzed in this study, but should also begin with a more precise understanding of the spillover effects of R&D support.
