Research on the Transformation of Local Government Economic Development Strategy for New Quality Productivity

In the context of economic globalization and increasingly fierce competition in key core technologies, it is of great practical significance to explore the impact of new quality productivity on local government governance and traditional industries. Through the analysis of the new quality productivity and the economic development strategy of local governments, this paper further clarifies the prominent problems faced by local governments in the governance work, and draws the conclusion that the formation of new quality productivity is conducive to promoting the transformation and upgrading of traditional industries of local governments and enabling high-quality economic development. Therefore, the local government and colleges should innovate the training methods of talents, and cultivate compound, applied and innovative talents. Actively build a digital government and enhance the digital governance capacity of local governments; Support enterprises to carry out green production, promote the optimization and upgrading of industrial chain and supply chain, and help achieve carbon peak carbon neutrality; Strengthen regional cooperation and intensive use of various factors to make industrial cluster development; Build a modern industrial system commensurate with the new quality of productive forces.

Sustainable-resilient seaport-dry port network design considering inter-modal transportation

This paper proposes a multi-objective mathematical model for designing an inter-modal transportation network that includes a seaport and multiple dry-ports in both export-oriented and import-oriented modes under sustainability and resilience criteria. A multi-objective particle swarm optimization algorithm is tailored to solve the large-sized instances. The model and its solution method are validated through several numerical examples in different sizes whose results demonstrate that the development and design of such a seaport-dry port network is a critical component of the government's economic development while its development is a challenging issue requiring proper financing.

Impacts of Economic Development on the Awareness of Cultural Preservation of Ethnic Minority People in the Border Region of Northern Vietnam

Purpose: The aim of this study is to examine how the Vietnamese government's economic development strategies affect ethnic minority people's knowledge of cultural preservation in the border area of Northern Vietnam. Theoretical framework: The study focuses on three main driven factors of the awareness of cultural preservation that are economic changes, societal changes, and environmental changes from three economic fields: agriculture, industry, and trade and services. Design/methodology/approach: The research sample was taken from ethnic minorities in Northern Vietnam's border area. For questionnaire administration, interviewees are selected at random from the population. Face-to-face, drop-off, and phone-calling approaches were used to disseminate the questionnaire. We received 544 completed returns out of 725 surveys sent out. The data was then cleaned and analyzed with SPSS 20 software using Partial Least Squares Structural Equation Modelling (PLS-SEM). Findings: The results of a study of ethnic minority communities in seven provinces in Northern Vietnam's border region show that the development of agriculture, industry, trade and service significantly impacts ethnic minority people's awareness of cultural preservation issues due to environmental changes. In contrast, economic and sociological developments appear to have little influence on ethnic minority people's attention to cultural preservation. This phenomenon may be due to the long-term effects of economic and sociological changes, which mostly affect intangible cultural heritages. In contrast, environmental impats are felt swiftly and primarily on physical cultural heritages that can be seen. Research, Practical & Social implications: The findings of the research provide policymakers with valuable insights on the effects of economic development on cultural preservation. The study's recommendations can inform policies that promote sustainable economic development while preserving the cultural heritage of ethnic minority communities. Originality/value: The research focuses on the border region of Northern Vietnam, which is an area of strategic importance for economic development and cultural preservation. The study's unique focus on this region provides insights into the cultural and economic dynamics of a specific area that has not been extensively studied.

INCREASING THE MARKETABILITY POTENTIAL OF CITIES

Cities promote and brand to attract residents and investors. Planners and officials must adopt these methods. Image matters. Strengthen every asset to boost city perception (residents but also potential residents and visitors). Today, a city's "image" can influence visitors, investors, and even its residents more than its actuality. Marketing helps cities become post-industrial tourist, culture, and redevelopment hubs. Urban tourism is also influencing local government economic development policies. Attracting tourists is harder in the globalised economy. City marketing and city branding matters here. This paper discusses city marketing's role in urban governance. It examines city marketing and urban tourism planning. The study concludes that city marketing is important in urban planning by examining its relationship to city time planning, participatory planning, and urban regeneration. Prediction Method of Government Economic Situation based on Big Data Analysis

In order to improve the forecasting accuracy of economic situation, a government economic situation forecasting method based on big data analysis is proposed. According to the hardware structure of the system, STC12C5608AD is used as the data acquisition terminal chip to simplify the circuit. The proposed forecasting method can give real-time early warning to the government's economic situation. The software part screens the influencing factors of government economic development, constructs a government economic development index system, collects government economic index data, cleans, clusters, classifies, and standardizes the government economic index data, and extracts the preprocessed government economic index data from the preprocessed government economic index data through data mining. The economic development features are extracted and then input into the neural network. After training and learning, the predicted value of the economic situation is output, and the economic situation level is classified. The experimental results show that the proposed method reduces the error rate of economic situation forecast, shortens the forecast time, improves the forecast accuracy and efficiency, with the peak error ratio not exceeding 15%.

The impact of local government economic development programs on city-level entrepreneurial activity: evidence from Southern California

PurposeThis paper examines the relationship between government economic development programming and entrepreneurial activity, by examining evidence in Southern California cities. While numerous studies explore this relationship between government institutions and entrepreneurship at the level of countries and states, significant questions remain at the level of city government, and the influence of local government economic development programs on city-level entrepreneurial activity.Design/methodology/approachThis paper uses regression analysis of data from all 215 Southern California cities to decompose the complex relationships between economic development programming and different types of entrepreneurial activity.FindingsResults suggest startups are attracted to cities with higher crime rates, more diversity, and older populations, yet not those with higher levels of economic development programming. There is evidence that some types of economic development programming may influence entrepreneurship, especially for the level of minority-owned businesses.Originality/valueThe paper makes three important contributions to the literature. First, it is among the first to use local (city-level) entrepreneurship as an outcome variable to measure the effect of government economic development programming. Many scholars have instead chosen to look at outcomes relating to general economic growth (e.g. new jobs) rather than outcomes specific to local entrepreneurship. Second, it explores city-wide entrepreneurial activity with respect to numerous measures, such as start-ups, minority and female ownership, and self-employment. Third, it examines the potential influence of economic development programming, both on aggregate and decomposed into economic development program clusters.

The influence of the ICT on the control of corruption in public administrations of the EU member states: a comparative analysis based on panel data

Developments in Information and Communication Technology (ICT) have led to major changes in public administration in all democratic states. The fact that information can be made public and accessible from anywhere, at any time, requires a new approach to the process of computerization of public administration. The objective of the research was to know the influence of ITC integration in the EU state administrations on corruption control in the period 2010 - 2019. We selected four relevant variables, which we integrated in a panel analysis including the 27 EU member states. Using STATA we made an econometric model on panel data and obtained interesting results from a scientific point of view. The results show that the integration of ICTs in the EU public administrations has significantly contribution to reducing corruption These results demonstrate the need to accelerate the digitization of administrations and create an integrated model of government cloud in the European administrative space. In addition, the results of the research highlight the differences between EU states in terms of the impact of ICTs on government efficiency and economic development.

Do constraints created by economic growth targets benefit sustainable development? Evidence from China

AbstractAn economic growth target is a declaration by policy authorities of commitment to that target and the corresponding allocation of resources. The constraints created by economic growth target are an important economic management method in China, which has helped China's economy to achieve remarkable achievements. However, it has also brought about serious environmental problems, threatening China's sustainable development. Using the data about economic growth targets in the work reports of 30 Chinese provincial governments from 2006 to 2017, this paper constructs several spatial measurement methods, such as the spatial Durbin model, to examine the constraints created by economic growth target's impacts on air pollution. The main conclusions are as follows. First, a significant “U‐shaped” relationship exists between the constraints created by economic growth targets and air pollution. Second, the spatial Durbin model analysis revealed that PM2.5across China's provinces display significant positive spatial spillover effects and spatial agglomeration characteristics. Third, the direct, indirect, and total effects of constraints created by economic growth targets on air pollution are all statistically significant and depict a “U shape.” Finally, the constraints created by economic growth targets have an apparent threshold effect on air pollution, and the inhibiting effects increase with human capital and industrial restructuring. However, with the increase in foreign direct investments, constraints created by economic growth targets may increase air pollution. The conclusions of this paper are of great significance for improving the management of local government economic growth targets and sustainable development.

One study, four cities: information impact in neighborhood economic development

PurposeThe purpose of this study is to create a theory on how a commissioned study impacts the decision-making of local government officials.Design/methodology/approachThis study uses comparative case studies via the “Knowledge Cycle,” which is a method of examining information use for four distinct decision-making environments’ development (Baltimore, Maryland; Louisville, Kentucky; Detroit, Michigan; and Tampa, Florida).FindingsThis study reports significance in three factors that may explain information impact: the presence of an “information champion” who directs the application of the study toward initiatives that are important to them, the length of time that one can use information before it becomes outdated and the ability to use the study to spur dialogue with development stakeholders outside of local government.Research limitations/implicationsThe limitation to this study is that it is limited to the observation of a specific population (local government economic development bureaucrats) and their use of a specific package of information. The debate is open to whether the findings of this study are relevant to actors using other types of information within other levels of government and within other fields of inquiry.Practical implicationsAdvances in information technology and the proliferation of data intermediaries who can use sophisticated analysis warrant the understanding how government officials interact with the studies that they commission.Originality/valueTo date, there are few studies that have examined how a singular package of information is used in multiple decision-making environments. This paper adds to this dearth of scholarship while creating theory to how and why local decision-makers may use information.

Market orientation and poverty reduction: A study of rural microentrepreneurs in Ghana

ABSTRACTWe draw on the quality of life theory and government economic development policies that focus on entrepreneurship for a theoretical backdrop to investigate the consequences of market orientation among microentrepreneurs in Ghana. We use qualitative data from 28 microentrepreneurs involving participant observation techniques and the storytelling approach to elicit rural microentrepreneurs’ oral accounts of their business practices and relationship with rural customers. Overall, we find evidence that rural microenterprises use market orientation strategies, albeit indigenous and informal that contribute to livelihood development, poverty reduction, higher quality of life, and rural economic development. The results yield rare examples of how microentrepreneurs in rural areas nurture customer loyalty by developing friendship with their customers. Also, competitor orientation is accomplished through customer-initiated intelligence-gathering efforts while inter-functional coordination occurs informally and ad hoc. Furthermore, microentrepreneurs attribute their business performance to their innovative strategies in surviving a competitive environment. The study concludes by identifying additional avenues government can take to alleviate poverty in rural areas and improve the quality of life, such as improving infrastructure.

Local government, multilevel governance, and cluster‐based innovation policy: Economic cluster strategies in Canada’s city regions

AbstractThis article examines the relationship between local government economic development policy and multilevel governance, and investigates whether multilevel governance can be effectively implemented in key sectors, using two case studies of the aerospace and fashion sectors. This article seeks to answer the following questions: What inhibits the formation of multilevel collaborative governance institutions in these sectors? What implications does this have for urban economic development policy for the City of Toronto, and by extension, other cities across Canada? The case study evidence suggests that these institutions are forming in other cities such as Montreal and contributing to their success. So why is Toronto different?

Teaching tax increment finance: A policy simulation approach

ABSTRACT This article presents a policy simulation related to the logistics of establishing a Tax Increment Finance (TIF) District. It has been developed to be flexible in its delivery, and it is designed as a framework in which the complexity can be adjusted to meet the needs and knowledge level of the classroom in which it is being administered. The goals of the simulation are to convey a basic understanding of how tax increment financing can operate in the context of a local government economic development plan and provide the participants a simulated experience that requires planning, forecasting, and negotiation. The simulation stresses the collaborative nature of implementing sound public policy initiatives. Master of Public Administration or upper level undergraduate courses in budgeting, finance, public-private partnerships, or similar public management classes are ideal courses for using the simulation

Analyzing the Historical Development and Transition of the Korean Health Care System.

ObjectivesMany economically advanced countries have attempted to minimize public expenditures and pursue privatization based on the principles of neo-liberalism. However, Korea has moved contrary to this global trend. This study examines why and how the Korean health care system was formed, developed, and transformed into an integrated, single-insurer, National Health Insurance (NHI) system.MethodsWe describe the transition in the Korean health care system using an analytical framework that incorporates such critical variables as government economic development strategies and the relationships among social forces, state autonomy, and state power. This study focuses on how the relationships among social forces can change as a nation’s economic development or governing strategy changes in response to changes in international circumstances such as globalization.ResultsThe corporatist Social Health Insurance (SHI) system (multiple insurers) introduced in 1977 was transformed into the single-insurer NHI in July 2000. These changes were influenced externally by globalization and internally by political democratization, keeping Korea’s private-dominant health care provision system unchanged over several decades.ConclusionMajor changes such as integration reform occurred, when high levels of state autonomy were ensured. The state’s power (its policy capability), based on health care infrastructures, acts to limit the direction of any change in the health care system because it is very difficult to build the infrastructure for a health care system in a short timeframe.

Education Funding and Human Capital Development in Nigeria

The paper establishes how the Nigeria fiscal federalism impact education funding and human capital development indicators, and provides long-time policy proposal to raise long-run economic growth through fiscal federalism. Economic theories that link government income, expenditure, human capital and economic development exist. Important is the relationship between tiers of government in terms of revenue – sharing and expenditure for economic development. Recommendations put forward are, the need to review the expenditure assignments as well as the fiscal jurisdiction of the three tiers of government. Each unit must justify whatever it is getting from the national purse.

Small and medium-sized enterprises in Thailand: government policy and economic development

This article examines the role of the Thai government in economic development through the promotion of small and medium-sized enterprises (SMEs). It explores the interaction between the government and the private sector, with the challenges facing SMEs and the effectiveness of the SME promotion policy being considered in terms of implications for future policy. The government has played an important role in supporting the development of SMEs as a means of achieving sustained and healthy economic growth. A committed SME promotion policy from the government and closer cooperation between the state and the private sector are needed for the further development of SMEs. The integration of the government agencies related to SME promotion should be enhanced in order to have a whole-of-government approach. More focus on the quality of SMEs is necessary for their sustained development.

The transnationalisation of the Indian coal economy and the Australian political economy: The fusion of regimes of accumulation?

The Indian government's economic development program is predicated on increasing electricity generating capacity. Coal fired power and removal of obstacles to private corporations investing in generating capacity are core elements in this program. With difficulties in boosting national coal production, the state-owned Coal India Limited and energy corporations have spearheaded a range of global coal sourcing endeavours, including investing in offshore deposits. Energy security has become reflected in engineering global supply chains, securing control of coal, with two of the largest projects involving Adani and GVK proposing to develop mines in the Galilee Basin in Queensland, Australia. These investments become the institutional and organisational architecture that locks in demand, a global demand which helps to explain successive Australian governments support for and approval of the projects. Notwithstanding considerable environmental opposition, and questions about the economic merits and commercial viability of the projects, Australian governments are wedded to the conviction that expanded development of the economy is tied to extracting and exporting fossil fuels, to consolidating Australia as an ‘energy superpower’.

Professors Ma. Teresa Gravino, Princy Luga, and Lucila Lupo deal on measures to prepare the communities to future disasters by measuring the climate literacy of the people in near the shores in their paper entitled Climate Literacy of Davao City Residents in Coastal Areas and there is also collaboration of Engr. Ruben Ruiz and Dr. Renan Limjuco who suggest a faster way to travel from Toril to the city proper in their study A Coastal Road as an Alternate Route for the Decongestion of Traffic from Toril to Downtown of Davao City.</p><p>Aiming for greater heights in the research track, the Section Three includes articles from the graduate and post-graduate programs. To supplement the need to better the communication skills of students, Prof. Wilvena Pernia in her study Communication Skills Needs of Technical English I Students: Basis for the Development of Instructional Materials aimed to make an effective instructional tool for students enrolled in English 1. Unveiling the power of print media to persuade people to buy beauty products, Prof. Edroslyn Fernandez analyzed the use of persuasive language in advertising in her paper Discourse Analysis of Persuasive Language in Philippine Print Advertising. Ms. Joan Natad in her study entitled Exposure to the English Linguistic Environment, Affective Filters and the Writing Competence of Students examined the influence of exposure to the English linguistic environment and affective filters on the writing competence of students enrolled in an English Proficiency Program while Dr. Rhodora Ranalan using thematic analysis in her article Trends and Themes in Graduate Research Papers in UIC: Towards a Compendium of Research Outputs from 2007 to 2012 ventured on unveiling the trends and themes of researches in the graduate school. Bridging the gaps and strengthening the bonds with fellow researchers in other institutions, this section also features two studies from a neighboring school in Davao region. Dr. Nelia Pacaña in her study entitled Professional Image, Anger Management and Instructional Leadership of Non-Sectarian School Administrators determined whether professional image and anger management influence leadership of the administrators in non-sectarian schools in Region XI while Dr. Prescila Baquerfo in her paper Competing Standpoints of Code-Switching in Classroom Instruction of the Pre-Secondary Teachers discussed the standpoints of teachers in code-switching in classroom instructions.</p><p>Section Four displays the unfolding of new insights in the field of health. Prof. Kenny James Merin assessed the toxicity of a mangosteen xanthone capsule available in the market in his investigation entitled Preliminary Acute Toxicological Analysis and Profiling of a Commercially Available Mangosteen (Garcinia mangostana) Xanthone Capsule while Ms. Ma. Azeneth Josol-Jagape compared the heavy metal loads of both locally and imported manufactured food supplement capsules. Ms. Regina Joy Malonzo, Dr. Thelma Alderite and Ms. Maribeth Galindo measured the level of awareness, attitude and openness of the students of UIC as well as their parents on the issue of HIV/AIDS.</p><p> </p><p><strong>Renan P. Contract Archaeology and Indigenous Peoples: Reflections on the Brazilian Context

The Brazilian government economic development program has intensified the disrespect for indigenous peoples in Brazil. In reaction they are mobilizing to ensure their self-determination in managing their lands and cultural heritage. At this conjuncture the collaborative research with indigenous peoples has increased especially within the context of contract archaeology. I will examine how some of these researches have been performed and the context in which they operate. I will reflect on these practices with regard to the notion of collaboration in a context where conflicts of interest are the reason of the archaeological research.

Partnership between the State and the Church: Contextualizing Nigerian Faith-Based Vehicles as Poverty Reduction Tools in the Millenium

Social scientists studying African development have found themselves in a “paradigmatic crisis” (Ake, 2003: p. 17) in recent years, especially in the face of new challenges of development arising from the millenium development goals adopted by the United Nations. They have often posed the question—How can African development benefit from the MDGS, so that the African poor can attain the goals before 2015? This crisis needs to be properly contextualized so as to understand the dilemma facing the African poor in the new millenium. For example, at the end of the day, we should be in a position to know the answers to such questions such as “who defines what is development in africa; what is under development; how do we develop ourselves; Who develops; who benefits from development and how do we measure development?” The Catholic Social Teachings have a recognized and documented role in alleviating the socio-economic and political development challenges facing the people. It was part of the thoeritical framework of this paper that the best strategy of incorporating the needs of the family is for the state to partner with the state to answer the challenges of development in Africa but also to embark upon practicable Family economic empowerment development strategy. But government in Nigeria fails to take this partnership seriously but came out with NEEDS—National economic empowerment development strategy; SEEDS—State economic empowerent development strategy; and LEEDS-Local government economic empowerment development strategy. In designing these development documents government solidly avoided the involvment of the church which is pro-people and pro-poor institution that had been committed to development concerns as part of its christian mandate. This paper, using the Catholic development chain model will seek to explain how the Church can increase the pro-people impact of its development programs, to reduce poverty in Africa. To solve this dilemma, the paper introduces a new concept of Faith-based vehicles (FBVS) as the modem that will drive this partnership in development.

How the Macroeconomic Theories of Keynes influenced the Development of Government Economic Finance Policy after the Great Depression of the 1930’s: Using Australia as the Εxample

How the macroeconomic theories of Keynes influenced the development of Government Economic Policy after the Great Depression of the 1930’s: Using Australia as the example. Keynes’ economic work, The General Theory of Employment, Interest and Money, was first published in 1936. The General Theory was written as a response to the human tragedy caused by Great Depression. Keynes’ General Theory was written with a view to challenging the economic orthodoxy of the times and not written with a view to practical application. The prevailing economic orthodoxy was the classical theory of economics in the Ricardian tradition. Keynes’ theory became, for a time, the new orthodoxy and profoundly affected economic policy especially in the post-World War 2 period, in the Western World. Keynes prescribed a number of measures that governments should undertake to provide economic stability that could not be left to the unfettered operation of the market. For example, he explicitly proposed that taxes could be used to redistribute wealth and thus increase the propensity to consume and that taxes could be used as a form of forced corporate savings, to reduce national debt, and so, reduce the propensity to consume. In other words, taxation policy, in a package of policy measures, could be used to stimulate or slow down an economy as required. Prior to Keynes, taxation policy was more about raising funds for essential government expenditures. Keynes also propounded that interest rates in an economy be kept low so that investment in productive assets, as opposed to non-productive investment, be encouraged. This paper starts by examining Keynes’ General Theory of Employment and will then illustrate how Keynesian economic theory influenced Australian government economic policy development from 1930, the pre-Keynesian era, to 1949 the height of the Keynesian era.
