Agrotourism as a driver of rural development in russia: Experience in the development of facilities in the Krasnodar Krai

Subject. The article addresses agrotourism as an important tool for diversifying agriculture and stimulating regional economic development. Objectives. The aim is to analyze experience in developing agrotouristic facilities, using the case of farms in Sochi, Krasnodar Krai, identify key areas for improving the efficiency and sustainability of their operation, make recommendations for further development of this tourist destination to stimulate socio-economic growth in rural regions. Methods. The study employs abstract-logical, statistical, and dialectical methods of scientific cognition. Results. The analysis showed an increase in the gross value added of the tourism sector, an increase in the number of agrotouristic facilities and their development. The paper identified key factors influencing the efficiency of agrotouristic enterprises. Conclusions. The activity of agricultural producers demonstrates positive dynamics. However, there are problems, i.e. insufficient legal regulation and transport accessibility that hold back the potential of agrotourism. It is crucial to strengthen interdepartmental cooperation between agricultural producers, travel agencies, and government agencies, in particular at the regional level. This will contribute to synergistic effect formation, ensuring sustainable economic growth and improving the socio-economic condition of rural areas.

Iron deficiency anemia: A global public health concern

Iron deficiency anemia (IDA) remains a significant global public health concern, affecting populations across both developing and developed nations. The World Health Organization (WHO) estimates that in 2019, approximately 1.62 billion people were affected by anemia, with iron deficiency being the most common cause. This condition disproportionately impacts vulnerable groups, including women, children, and populations in low- and middle-income countries. In the United States, the Centers for Disease Control and Prevention (CDC) reports a substantial prevalence of IDA, particularly among certain demographic groups, including pregnant women and young children (CDC, 2020). The impact of IDA is particularly evident in regions like India, where the Indian Council of Medical Research (ICMR) highlights concerning trends and the need for targeted interventions to address iron deficiency, particularly among women and children. Studies suggest that improved iron status in populations is essential for reducing the prevalence of IDA and its associated complications, such as cognitive impairment, fatigue, and weakened immune function. Recent advances in diagnostics, including point-of-care testing, have improved the identification and management of anemia in primary healthcare settings. Addressing IDA involves comprehensive strategies such as iron supplementation, dietary improvements, and public health initiatives like the Weekly Iron and Folic Acid Supplementation Program in India. The global efforts to combat nutritional anemia underscore the importance of multifaceted approaches to prevention and control. Ultimately, tackling IDA in India will require a multi-sectoral approach, with collaboration between government agencies, healthcare providers, research institutions, and local communities to ensure the widespread success of interventions in reducing iron deficiency and improving overall health outcomes.

PENGARUH TRANSPARANSI DAN AKUNTABILITAS TERHADAP KINERJA INSTANSI PADA KANTOR PELAYANAN KEKAYAAN NEGARA DAN LELANG BANDUNG

In government agencies, accountability and transparency are the main principles for achieving good corporate governance results. The aim of this research is to analyze the relationship between transparency and accountability and agency performance at KPKNL Bandung. This research adopted a quantitative approach by collecting data through questionnaires distributed to 44 participants. A two-tailed test is used to test the hypothesis. Data were analyzed using descriptive statistical analysis, validity test, reliability test, normality test, multiple correlation analysis, multiple linear regression analysis, coefficient of determination, T test, and F test. From the results of this research, the T test analysis shows that transparency or accountability has an effect on performance agencies and the F test show that transparency and accountability have a significant effect on company performance simultaneously with a coefficient of determination of 47.7%.

Trypanosomosis and Transhumance: Contributions to Contemporary Conflicts Between Farmers and Herdsmen Along the Tsetse Fly Belts: Mathematical Modeling and Systematic Field Analysis Approach.

Conflicts within the tsetse fly belt revealed a strong correlation between the dynamics of bovine trypanosomosis and the insurgency involving farmers and herders in Nigeria and parts of West Africa. This study examined the history, causes and influence of farmers-herdsmen conflicts on banditry, terrorism and food security as it relates to the epidemiology of African animal trypanosomosis (AAT). A combination of literature database searches, semi-structured questionnaires, and mathematical modeling was employed. The study found that transhumance contributes significantly to conflicts between farmers and herdsmen. An average of 6.46 persons per attack were reported between 2005 and 2021. Only 8.4 (95 CI: 5.0 12.9) of farmers and 18.2 (95 CI: 12.4 25.4) of herdsmen have engaged in conflict resolution efforts. The study shows that both conflict and the spread of trypanosomosis can be effectively controlled when , ensuring that the sub-population remains in the basin of attraction of the trypanosomosis-conflict-free equilibrium ( ). The partial derivative of the basic reproduction number, , with respect to improved conflict resolution, suggests that halting transhumance can prevent a portion of the cattle recruitment rate ( ) from becoming infected with AAT. Climate change exacerbates these issues, leading to settlement and resettlement strategies within the fly belt regions. The model indicates that the basic reproduction number can only be reduced to less than one ( ) to become globally asymptotically stable if there is effective conflict resolution involving both farmers and herders. The study advocates for the establishment of ranching in tsetse-free zones with adequate social amenities, improved marketing strategies for animals and animal products led by government agencies through public-private partnerships, the banning of open grazing, and strict enforcement of policies against violators.

ANALISIS SISTEM INFORMASI KOPERASI SIMPAN PINJAM MENGGUNAKAN METODE WEIGHTED PRODUCT

In the rapidly developing digital era, information systems have become crucial in improving organizational efficiency and productivity. In XYZ Cooperative, information systems also play an important role. This cooperative, which is under a government agency, has a vision to improve the welfare of its employees through savings and loan services. However, in performing its business processes, this cooperative has not had applications and digital data storage, so there is a lot of work that is conducted redundantly. The aim of the research is to develop a cooperative information system (SIKOP) using the Weighted Product method. This research explains the analysis phase. The Weighted Product method is used to calculate the eligibility of an employee when applying for a loan at the cooperative, using 5 criteria. As a case study, the calculation was carried out on 20 current cooperative members. In the analysis phase, business processes were defined by using Porter Diagrams. The details of main activities were described by using Business Process Management Notation (BPMN). Software user requirements for application design features were measured by using the Kano method by distributing questionnaires to 30 respondents. The results of measuring software user requirements are the feature categories: 8 one-dimensional features, 3 must-be features and 3 indifferent features. The outputs of the research phase of the analysis of the savings and credit cooperative information system are software analysis documents and publication as knowledge dissemination and a basis for the next research phase.

Trends in InsurTech Development in Korea: A News Media Analysis of Key Technologies, Players, and Solutions

This study aims to understand how InsurTech has developed in Korea. To achieve this, we collected InsurTech-related news articles published in the Korean media over the past eight years. Using a relatedness analysis based on the TopicRank algorithm, a text-mining technique, we extracted the top keywords associated with InsurTech by year. The extracted keywords were analyzed and discussed in terms of development trends: which technologies gained prominence over time, who the key players were, and what solutions were introduced. The analysis revealed several key trends in InsurTech’s development in Korea. First, regarding changes in InsurTech technology, blockchain and the Internet of Things initially garnered significant attention, but artificial intelligence and big data later emerged as more critical technologies. Second, in terms of market players, government agencies and research institutes initially created forums for discussion, such as seminars to draw social attention to InsurTech. Over time, innovative startups entered the market, general agencies specializing in insurance brokerage gained prominence in the online marketplace, and the entry of Big Tech platforms further diversified the market. Finally, in terms of InsurTech-related insurance solutions, early attention was focused on developing new products. However, the trend gradually shifted toward improving the accessibility and convenience of existing insurance services. Additionally, asset management and payment settlement services—linked to financial services beyond traditional insurance—emerged, along with new concepts such as healthcare, which reshaped the approach to insurance services. This study contributes to understanding how InsurTech has evolved by identifying key trends in emerging technologies, leading market players, and innovations in the insurance value chain. The Korean case provides insights that may help explore similar patterns in other countries.

Unraveling the Impact of Collaborative Competency on Collaborative Governance in Public Sector Organizations

Objective: The study investigates the influence of collaborative competency on collaborative governance, with innovative governance serving as a mediator, in the provincial government agencies of Aceh Province, Indonesia. Theoretical Framework: the application of innovative governance to mediate the influence of collaborative competency on collaborative governance in the public sector. Method: The research utilizes the Amos software as a data processing instrument to employ the Structural Equation Modeling (SEM) quantitative model. The investigation was conducted with 242 government officials from 54 Provincial Government Working Agencies (SKPA) in the province, representing top, middle, and operational management. Data of respondents were collected by disseminating closed-ended questionnaires in the form of Google forms via email and the provincial agency's WhatsApp group. Results and Discussions: The findings indicate that collaborative competency has significant direct effects on both innovative and collaborative governance, as well as a direct effect of innovative governance on collaborative governance. Additionally, the relationship between collaborative governance and collaborative competency is mediated by innovative governance. Research Implications: This research suggests that the quality and efficiency of public service delivery can be improved by enhancing collaborative competencies within government agencies, which can result in more effective and innovative governance practices. This emphasizes the necessity of creating policies and training programs that encourage the development of innovative approaches and collaborative skills among government officials. Originality/Value: In contrast to prior literature, which has primarily examined human resource competencies, effective governance, collaborative governance, employee productivity, and organizational performance. Nevertheless, the comprehensive investigation of the role of innovative governance in mediating the relationship between collaborative competencies and collaborative governance, particularly in the provincial government context, has not yet been completed.

Stages of managing the structural transformation of regional entities based on the mechanism of public-private partnership

Purpose: of the presented article is to formulate the main stages of solving the key tasks of managing the structural transformation of production and economic systems based on the specifics of modern conditions and trends in their changes.Methods: within the framework of this study, the set of methods was used: factual, causal, structural analysis, generalization, comparison, logical method.Results: based on the analysis of the specifics of modern environmental conditions, changes in the subjects of industrial and economic activity and the system of their interactions, three key tasks of managing their structural transformation were formulated. The proposed stages of the implementation of the structural transformation management process at the present stage, priority for each of these management tasks, are described. The implementation of the identified tasks in the conditions of the described specifics is proposed to be carried out on the basis of the mechanism of innovative public-private partnership.Conclusions and Relevance: analysis of the specifics of modern industrial and economic entities, their communication systems and relationships, as well as trends in their changes has shown an increased need for targeted coordinated innovative development of domestic industrial production due to the sanctions restrictions. At the same time, the impossibility of expediting these structural transformations is justified without mobilizing the efforts of all participants in the regional production and economic system. The coordinating and guiding role of government agencies as active participants in these changes is highlighted. To ensure the implementation of innovation processes localized within the country, it is proposed to rely on the mechanism of innovative public-private partnership. Relying on the results of the intellectual activity of such a mechanism will contribute to the alignment of the system participants. This requires a transition from the one-time operational practice of creating innovative solutions to the organization of their creation, implementation and diffusion as a single cyclical flow.

Strengthening research preparedness for crises: lessons from Norwegian government agencies in using randomized trials and quasi-experimental methods to evaluate public policy interventions

During public health crises such as pandemics, governments must rapidly adopt and implement wide-reaching policies and programs (“public policy interventions”). A key takeaway from the coronavirus disease 2019 (COVID-19) pandemic was that although numerous randomized controlled trials (RCTs) focussed on drugs and vaccines, few policy experiments were conducted to evaluate effects of public policy interventions across various sectors on viral transmission and other consequences. Moreover, many quasi-experimental studies were of spurious quality, thus proving unhelpful for informing public policy. The pandemic highlighted the need to continuously develop competence, capacity and a robust legal–ethical foundation for impact evaluations well before crises occur. It raised a crucial question: how can governments in non-crisis times develop capabilities to generate evidence on the effects of public policy interventions, thus enabling a rapid and effective research response during public health crises? We conducted a mapping to explore how government agencies in Norway use RCTs and quasi-experimental methods to strengthen the evidence base for public policy interventions and to identify barriers and facilitators to their use. Contributing to the study were 10 government agencies across sectors such as development assistance, education, health, social welfare, statistics and taxation. Many of these agencies have conducted or commissioned RCTs or quasi-experimental studies in the past 5 years, with evaluations ranging from 1 or 2 to more than 15 per agency. The measures evaluated included organizational, educational and financial interventions and interventions for oversight and sanctions. Some agencies have internal capabilities for designing and conducting evaluations, while others commissioned such studies to universities and other research institutions. Agencies reported examples where enhanced communication among implementers, researchers, ministries and political leaders facilitated impact evaluations, and these lessons offer opportunities for cross-sector knowledge-sharing to help strengthen rigorous evaluations of public policy interventions. Despite their potential, various government agencies report that randomized and quasi-experimental studies face legal, ethical, political and practical barriers that affect their use. For instance, the urgency of politicians to implement policies at scale has led to the discontinuation of trials and hindered learning from their effects. The surveyed agencies stressed the importance of legislation providing clear guidelines on when differential treatment can be justified and when informed consent requirements can be waived, as well as faster and clearer processes for managing privacy concerns related to data access. Crucially, greater political acceptance for systematically and gradually implementing reforms, including using randomization, could strengthen evidence-informed public policy, enhancing the scaling-up of effective interventions and deprioritizing ineffective ones.

Evaluation of Integrated Business Licensing System in Indonesia Using HOT-fit Model

Purpose: In an increasingly interconnected global economy, there is a growing recognition among governments of the importance of fostering an environment for businesses to thrive. Indonesia has introduced an integrated business licensing system that centralizes and automates the licensing and permitting processes, simplifying the journey for entrepreneurs, business owners, and government agencies. To multiply the benefits and effectiveness of the system, the government must assess the system to establish a firm basis for its ongoing advancement and enhancement. Methods: The evaluation of integrated business licensing system was conducted using the HOT-fit framework with the perspective of government agencies. Their involvement is crucial for effective licensing and supervision processes. Data was gathered through questionnaires and analyzed using the PLS-SEM method. Result: The findings revealed that system quality and service quality significantly influenced user satisfaction, whereas information quality, user satisfaction, organizational structure, and organizational environment positively impacted system usage. The results also showed that system usage and user satisfaction influenced net benefit. These results can be used to improve the system to match the government agencies’ expectations. Novelty: The novelty of this study lies in its research object which is an integrated system. This research provides insights for targeted improvements in technological, organizational, and human aspects of integrated system implementation.

Stakeholder dynamics on green port transformation: A socio-technical regime approach

The green port concept offers a sustainable approach to port management aimed at reducing environmental damage while maintaining efficient operations. This study examines the transformation of Teluk Lamong Terminal in Indonesia into a green port using a socio-technical regime approach. Employing stakeholder analysis and content analysis, the research identifies key actors involved and assesses their roles and influences in the transformation process. The study concludes that effective collaboration among government agencies, port authorities, and local communities is essential to achieving sustainable port development. The insights provided can guide policymakers and practitioners in enhancing the green port initiatives in Indonesia and similar contexts.

This study analyzes the regulation and enforcement of cryptocurrency-related money laundering in Indonesia compared to the United States. Through normative legal research method and a comparative approach, regulations in both countries are evaluated. In the United States, government agencies such as FinCEN, IRS, and SEC play roles in law enforcement, while Indonesia relies on BAPPEBTI. Although the United States has more comprehensive laws, Indonesia has also taken steps to address this issue, including through the "Travel Rule." However, the main challenge is the anonymity of cryptocurrency, which makes investigations difficult. To address this, more detailed regulations are needed, along with international cooperation to prevent money laundering through cryptocurrency.

Identification and Mitigation of Risk Factors in the Implementation of the Probolinggo-Banyuwangi Toll Road Project Package 2

This study focuses on identifying and mitigating risks associated with constructing the Probolinggo-Banyuwangi Toll Road Project Package 2, a vital segment of Indonesia's Trans-Java Toll Network. The background highlights the project's significance in enhancing regional connectivity and supporting economic growth alongside the challenges it faces from technical, managerial, financial, social, and environmental factors. This research aims to identify critical risks and develop effective mitigation strategies. The methodology involves data collection through interviews, surveys, and document analysis, prioritizing risks based on their probability and impact. Key findings reveal that delayed delivery, rising material prices, and lack of skilled labor are the most significant risks, demanding targeted mitigation strategies. The conclusion emphasizes the importance of implementing real-time risk monitoring systems, improving logistics coordination, and fostering stakeholder collaboration, particularly with government agencies. By prioritizing critical risks and developing comprehensive mitigation strategies, this research contributes valuable insights for managing complex infrastructure projects, ensuring project sustainability and success.

Applying the Regulatory Report Card to Tax Regulations

Abstract An invited contribution to an issue of the Journal of Benefit–Cost Analysis honoring the work of the late Dr. Jerry Ellig, this essay recognizes and draws upon the Regulatory Report Card methodology developed by Ellig and Dr. Patrick McLaughlin to evaluate the quality of regulatory impact analysis published by federal government agencies in conjunction with notice-and-comment rulemaking. The essay anticipates a forthcoming study of changes to tax regulatory practices as a result of a 2018 Memorandum of Agreement between the Treasury Department and the Office of Information and Regulatory Affairs – a study the authors discussed and hoped to conduct with Ellig before he passed away. The essay summarizes the Regulatory Report Card methodology, offers a brief typology of tax regulations, addresses why regulatory impact analysis and the Regulatory Report Card methodology are appropriate for the tax context, but also documents a few tax-specific adjustments to the Regulatory Report Card methodology.

The Paradigm of Fiqh Maqasid in Islamic Campus Da’wah Amidst Multicultural Society

This qualitative study with a case study approach aims to identify the dimensions of maqasid sharia values in the role of da'wah of the academic community of the Fattahul Muluk Papua State Islamic Institute in a multicultural society. The contemporary maqasid sharia theory conceptualized by Jasser Auda becomes the theory of analysis. Data collection uses observation, interview, and documentation techniques. This study confirms the dimensions of maqasid sharia values in the paradigm of da'wah by the academic community of the Fattahul Muluk Papua State Islamic Institute in building religious harmony in a multicultural society, including the value of hifz ‘irdh in disseminating tolerance and anti-radicalism through the activities of majelis taklim, community organisations, and scientific research publications. Then, the value of hifz waton in disseminating attitudes of national commitment through cooperation programmes between government agencies in strengthening nationalism. Third, the value of hifz ummah in the dissemination of an accommodating attitude towards culture through cooperation programs between government institutions in preserving local cultural wisdom. The findings of this study confirm the expansion of the dimensions of maqasid sharia values can be a paradigm of fiqh da'wah in the midst of multicultural society.

An Enigmatic Wild Passerine Mortality Event in the Eastern United States.

The ability to rapidly respond to wildlife health events is essential. However, such events are often unpredictable, especially with anthropogenic disturbances and climate-related environmental changes driving unforeseen threats. Many events also are short-lived and go undocumented, making it difficult to draw on lessons learned from past investigations. We report on the response to a mortality event observed predominantly in wild passerines in the eastern United States. The event began in May 2021 when wildlife rehabilitators and private citizens reported large numbers of sick and dead juvenile birds, mostly presenting as single cases with neurologic signs and/or ocular and periocular lesions. Early efforts by rehabilitators, veterinarians, state and federal wildlife agencies, and universities helped gather public reports and fuel rapid responses by government agencies. Collective efforts included live bird and carcass collections; submission to diagnostic laboratories and evaluation; information sharing; and coordinated messaging to stakeholders and interested parties. Extensive diagnostic evaluations failed to identify a causative pathogen or other etiology, although congruent results across laboratories have helped drive further investigation into alternative causes, such as nutritional deficiencies. This report highlights the strengths of a multi-agency, interdisciplinary investigation while exposing the need for an operational framework with approaches and resources dedicated to wildlife health.

Mobile e-Service Carrier (e-Car): Innovating Public Service Delivery in Bangladesh

This study aims to identify effective and efficient methods for enhancing e-governance initiatives in Bangladesh, specifically focusing on improving e-services by simplifying delivery processes. It proposes a Mobile E-Service Carrier (eCar) model to facilitate seamless public service delivery. The main activities of this prototype include raising awareness, organizing exhibitions and fairs, facilitating birth registrations, publishing public examination results, setting up mobile photo labs, showcasing sports matches, providing access to land records, organizing drama exhibitions, and supporting human resource development. The study explores the potential for transforming governance by improving accessibility for the poorest segments of the population and seeks to raise awareness among government agencies about citizens' needs. It suggests a paradigm shift in public service delivery by bringing services directly to citizens' doorsteps and connecting people in rural areas. In this model, service providers or agencies are expected to reach out to citizens instead of requiring citizens to visit the agencies. This approach could empower individuals while making government agencies more attuned and responsive to the needs of the people. Finally, this could lead to more effective e-governance and inspire a new era of public service delivery.

This conference proceedings includes original and peer-reviewed research papers from the 7th International Conference on Advances in Materials, Machinery, Electronics (AMME 2024), and it was held on November 29-30, 2024 in Wuhan, China. The aims of the conference are to provide an interactive platform for the academicians, R & D organizations, industries, innovators, entrepreneurs, government agencies and policy-makers etc., from both China and abroad to exchange ideas on recent researches and advances in the domain of materials, machinery, electronics with its prospective application in the various interdisciplinary domains of engineering. This two-day conference is being organized in technical association with Research Center of Engineering and Science and include invited keynote talks and oral paper presentations from both academia and industry to ignite our young minds, to initiate them in the field of meaningful research and thereby enrich their existing knowledge. All full paper submissions to the AMME 2024 must be written in English and were sent to at least two reviewers and evaluated based on originality, technical or research content, correctness, relevance to conference, contributions, and readability. The full paper submissions were chosen based on technical merit, interest, applicability, and how well they fit a coherent and balanced technical program. The Committees of AMME 2024 invest great efforts in reviewing the papers submitted to the conference and organizing the sessions to enable the participants to gain maximum benefit. Fisher-Centric Methodology: Psychosocial Risks in Fishing Sector of Aotearoa NZ

ABSTRACT Objective Our paper focuses on the psychosocial risks faced by fishers in Aotearoa New Zealand, a sector with limited existing research on this topic. Using a culture-centered approach (CCA), we aimed to develop “voice infrastructure” to capture and present the voices of fishers, addressing the structural inequalities that can often leave fishers (like other marginalized groups) unheard. This paper focuses on the methodology of our pilot project that used a collaborative effort between academics, fishers, government, and non-government agencies, with the goal of understanding and mitigating the psychosocial risks within the commercial fishing industry. Method Phase 1 focused on building trust and personal relationships within the fishing community. We organized a day-long hui (meeting) in Nelson, a key fishing port, to facilitate open and flexible interactions. This setting allowed us to co-create the research design and instruments with the fishers, ensuring their perspectives were central to the study. The Copenhagen Psychosocial Risks Questionnaire (COPSOQ) was adapted in consultation with the fishers and piloted as survey (in phase 2) through a support network. Results Fishers acknowledged the need for wellbeing research and supported using the adapted COPSOQ. Data collection was inherently challenging in the fishing sector, due to the nature of the work with long shifts, limited communication, and minimal downtime. Trained mentors and counsellors administered the survey and ensured the process was fisher-centric and sensitive to their needs. Following data collection, a second hui (phase 3) was held to provide feedback to fishers about the survey results and review the process. This workshop aims to refine the methodology for potential national-scale implementation. The fishers emphasized the importance of sharing findings with them to ensure data accuracy before public reporting, aligning with the principles of CCA and co-creation of “voice infrastructures.” Conclusion Our study demonstrates the feasibility and importance of using a culture-centered approach in the fishing sector. By involving fishers in every step of the process, we aimed to create a more accurate and comprehensive understanding of the psychosocial risks they face, ultimately contributing to their wellbeing and the sustainability of the industry.

Quarantined Justice, Compromised Diversity: Barriers to Disability Inclusion in China’s Public Sector Employment

Under the advocacy for diversity and inclusion within Chinese society, the judiciary has become a significant institution for the protection of marginalized groups, especially disabled people. Through proactive power expansion, the Supreme People’s Court has played a crucial role in scrutinizing employment discrimination in the private sector. However, the judiciary has paid less attention to the fact that government agencies failed to consider the value of workplace diversity and maintained ableist standards that preclude many disabled candidates from public sector positions. Due to the intrinsic political embeddedness within Chinese judicial systems, courts tended to adopt a strategy known as “quarantined enforcement” when confronted with discriminatory recruitment clauses issued by government‐tied entities. Social and political factors collaboratively shaped the intersectional marginalization of the disabled community in China. This article attempts to move beyond traditional legislative‐centric approaches and emphasize the judiciary’s role in minimizing the marginalization of disabled people. It argues that eliminating political barriers within the judiciary is crucial for achieving workplace diversity and employment equality.
