GOOD PUBLIC SERVICE PROFILE AND QUALITY IN THE SAMSAT OFFICE OF MALUKU PROVINCE

This research aims to analyze and describe the profile of good and quality public services at the Samsat of Maluku Province. The problems in this research are: (1) How is the profile of good public service at the Samsat of Maluku Province?. The respondents of this research were 59 people who were considered to have closeness and clear knowledge of the data and information needed at the research location. To collect the data needed in this research, a list of questions with a scale of 4 from Likers was used. The data collected from the field were processed and analyzed using non-parametric statistical techniques. The finding of this research shows that the Samsat of Maluku Province has practiced the good and quality public services. However, there are some notes that need to be considered in order to realize the maximum profile of good and quality public services.

Italians in Valencia: A New Lifestyle Migration in an Urban Context

Over the last two decades, scholars have paid close attention to South-North intra-EU migration. In contrast, intra-Southern Europe migrations have not received the appropriate interest. This qualitative study, conducted between 2017 and 2019, investigates an emerging, fast-growing phenomenon: Italian migration to Spain, focusing on the Italian community in Valencia. Participant observation (virtual and traditional) and in-depth interviews (42) were used to study this migration process. Exploring the motivations to migrate, the subjective representation of the search for a better life, the meaning of lifestyle and the role of work in the migration process, the research explores how far it could be interpreted as a new lifestyle migration (LM) flow. The analysis reveals a complex combination of interrelated factors — like the Mediterranean lifestyle, good public services, low taxes, and cost of living — depicting the urban context of Valencia as a representative setting for a better quality of life.

Pelayanan Publik dalam Pengurusan Izin Mendirikan Bangunan (IMB) Melalui Sistem Informasi Perizinan Satu Pintu Kabupaten Kediri (SIMPATIK)

This study discusses public services for the management of building permits through the Kediri Regency One-Stop Integrated Licensing Information System (SIMPATIK). In the management of IMB in Kediri Regency, there were community complaints because the process of obtaining permits to build complex buildings and took time. It should not take long when taking care of the building permit process. The Kediri Regency Investment and One-Stop Integrated Service Office launched an electronic-based service called SIMPATIK (Kediri Regency Integrated Licensing Information System). The theory used is the theory from Ratminto and Atik Septi (2005) which has 11 basic dimensions of licensing services. The method used in this study is a qualitative method, which is to observe aspects of criteria related to public services through building permits. Informant selection technique uses purposive sampling. Primary data collection is carried out by interviews and secondary data is obtained from documents related to the object of study. Data collection techniques by conducting observations, interviews, and documentation. Data analysis according to Miles and Huberman 1992. The results showed that the 11 basic dimensions of IMB licensing services through SIMPATIK in the Kediri Regency DPMPTSP produced good public services but there were still problems that arose, namely coming from the community.

Application Of Organizational Culture In Improving The Performance Of The State Civil Apparatus In Pekanbaru City

AbstractThe government is obliged to provide good public services for its people, but the low performance of the apparatus and the still complicated bureaucracy causes public services to be not optimal and it is not uncommon to receive complaints from the public. It happened in the city government of Pekanbaru as well. To effectively serve the public, it is necessary to cultivate the right mindset and attitude. This study's goal is to shed light on how organizational culture can be leveraged to boost the efficiency of Pekanbaru's government institutions. This study takes a descriptive, qualitative approach to presenting its findings. According to the findings, the performance issues of Civil Servants will be implemented and fulfilled if the organization maintains its organizational culture. Maintaining a positive climate is one way in which organizational culture can boost performance, so a high level of performance can be expected when the culture is strong. Conversely, a low level of performance can be expected when the culture is weak.Keywords: Organizational Culture, State Civil Apparatus, Public Service.

Development of Electronic Books (E-Books) for Supervision of Public Services to Increase Knowledge of PPKn Teachers

People have the right to get good public services and can also participate in the supervision of it. Community rights in public services can be included in learning materials in schools. Knowledge about public service supervision for high school Civic Education teachers has not been maximized enough. The teachers should be at the forefront of socializing these rights by integrating them into Civics subject matter in Senior High School or Vocational High School (SMK). This study aimed to develop an e-book on public service supervision to increase high school and vocational high school teachers' knowledge. The research method was R&D (research and development) using Borgg and Gall theory. The study analyzed the need for enrichment book references for teachers to increase their knowledge about public service supervision. The results showed that the experts gave a good and proper assessment of this enrichment book. The effectiveness test showed that this enrichment book effectively increased the knowledge of Civic Education teachers on public services supervision. The benefit of this e-book is giving proper knowledge to Civic Education teachers in Senior High School (SMA) or Vocational High School (SMK) regarding the supervision of public services so that their knowledge can be increased.

Service Quality for Banjarbendo Village Government

The Village Government is one part of the state administrators who have the task of providing good quality public services to the community based on five indicators of public services, namely tangible, reliability, responsiveness, assurance and empathy. The analysis technique in this study uses the service quality (Servqual) technique or a technique that produces a gap score derived from the results of service performance to the community with the expectation of service quality expected by the community. The results of this study indicate that the quality of administrative services for the Banjarbendo Village Government, Sidoarjo District, Sidoarjo Regency can be categorized as poor administrative service quality because it produces an overall average gap score (-0.3400) and a gap score on the five dimensions 1) Physical Evidence/ Tangible (-0,13809) with bad category, 2) Reliability (-0.3728) with bad category, 3) Responsiveness (-0.3356) with bad category, 4) Assurance (-0.3587) with bad category, and 5) Caring/Empathy (-0.2548) with bad category.

The Influence of Service Quality on Customer Satisfaction of Regional Drinking Water Company (PDAM) “Delta Tirta”

Good public services are services that can meet Servqual indicators, that’s tangible, reliability, responsiveness, assurance, and empathy. However, there are still many services that are not good. The problems that occur in PDAM "Delta Tirta" Sidoarjo Regency are still complaining about the quality of the water being cloudy, sandy, water turning off at certain hours and increasing the increasingly expensive tariffs that are not in accordance with the service, thus causing dissatisfaction by customers. This study aims to examine the effect of service quality on customer satisfaction at PDAM "Delta Tirta" Sidoarjo Regency either simultaneously or partially. This research method uses correlational quantitative. The focus of the research is the quality of service and customer satisfaction and the customers of PDAM "Delta Tirta" Sidoarjo Regency as research subjects. The sample is 400 respondents. Data derived from questionnaires were then analyzed using multiple linear regression analysis and classical assumption test. The results show that 1) the quality of service has a positive influence on customer satisfaction of PDAM "Delta Tirta" Sidoarjo Regency, 2) service quality has a significant influence on customer satisfaction of PDAM "Delta Tirta" Sidoarjo Regency, and 3) service quality has a positive and significant impact on customer satisfaction of PDAM "Delta Tirta" Sidoarjo Regency.

The Public Value of e-Government at The Village Level

The villages as a local government directly serve the public should always provide good public services. On this basis, this article analyzes how the implementation of e-Government by village governments can contribute positively to village`s governance and public service seen from a public values perspective. The research method used in this research is the descriptive research method with a qualitative approach. Sources of data come from secondary sources from books, journal articles and other relevant documents. The results of the analysis revealed that there are at least 3 (three) public values from the adoption of e-Government at the village level, namely: First, the commitment of the village government to provide technology-based public services would create good public services. Second, the implementation of e-Government ensures the public's right to participate in government administration in which the adoption of technology and information provides rights for open and collaborative governance. Third, the implementation of e-Government encourages the acceleration of a digital society which would contribute positively to village development and create public welfare.

IMPACT OF AGROFORESTRY SYSTEMS: A REVIEW

Agroforestry is a collective name of all agricultural processes related to the scientificmanagement of land that increases overall production under different manners. The security of our natural resources is decreasing every day, these processes will increase the pressure on natural forests andagriculture. We are staying on the stage where we have to take a hard decision to conserve our naturalresources and their sustainability. In this context, agroforestry makes sure a scientific solution to all theseproblems which provide a vast series of good public services. Under this review paper, we discussed variousenvironmental services and conclude that the incorporation of native tree species on farmland can diversifies the farm income and promote maximum use of land. While, Nutrient pumping is one of the best intangibleenvironmental services of the agroforestry system in which productivity of land can be utilized sharply, atthe same time agroforestry boosts the soil health in the course of decomposition of raw materials.Biodiversity and Carbon sequestration in agroforestry systems is typically higher than in conventionalagricultural systems. Two or more interacting plant species in a given area create a more complex habitatthat can support a wider variety of fauna. Tree cover accounts for more than 75% of the global carbon pool.Agroforestry can significantly contribute to climate change mitigation along with adaptation benefits.Adoption of agroforestry drove carbon storage and increased livelihoods simultaneously among small-scalefarmers. Agroforestry has a wide range of systems and practices, with their selection and use-dependent onecological, biophysical, and social factors. The main focus of agroforestry is to meet the needs of rural peoplein developing countries in a sustainable manner. Its growth and implementation have been closely linkedwith social and community forestry programs in developing countries.

Innovation of KAU DATANG on Fish Quarantine Center Quality Control and Safety of Fishery Products Semarang City

The COVID-19 pandemic has resulted in demands for the provision of public services by minimizing face-to-face services. BKIPM Semarang in its efforts to provide good public services to the community continues to strive for innovation. One of the innovations created by BKIPM is the KAU DARANG (Fish Quarantine is for You Now) innovation. This innovation is a public service innovation where people can get a certificate of fishery quality in physical form without having to come to the BKIPM Semarang office because the certificate will be sent to their respective homes even for people whose homes are difficult to reach. The purpose of writing this article is to analyze how the process of the innovation is because the innovation is new and has never been studied before. The research method used in this study is a descriptive qualitative method with library research data collection techniques. The results of the study indicate that this innovation is a process innovation that is reinforcing or reinforcing in nature, which seeks to improve previous innovations because previous innovations only facilitated the delivery of certificates to producers which only covered certain areas. With this innovation, people do not need to crowd at UPT BKIPM Semarang to get a certificate according to their needs, but only need to submit an application online for processing and then wait for the certificate to come to their house.

Pengaturan Penyelesaian Tindakan Maladministrasi Dalam Perspektif Peraturan Perundang-Undangan

This study aims to identify and analyze the maladministration settlement system in Indonesia in the perspective of the applicable laws and regulations with the existence of two institutions that have the authority to settle maladministration actions, namely the PTUN and the Ombudsman. This research is a normative research with a statutory and conceptual approach that is structured descriptively to produce solutions based on the problems studied. The results of this study indicate that the settlement of maladministration actions in Indonesia can be reached by 2 (two) systems, namely the litigation system and the non-litigation system, in which the litigation system is in the PTUN based on articles 51, 52 paragraph (2) of Law Number 25 of 2009 concerning Services. Public Jo Article 1 point 4 of Law Number 5 of 1986 concerning the State Administrative Court Jo Article 87 of Law Number 30 of 2014 concerning Government Administration. Meanwhile, the non-litigation settlement system is resolved by the Ombudsman as regulated in Article 1 point 1 of Law Number 37 of 2008 concerning the Ombudsman in conjunction with Article 46 of Law Number 25 of 2009 concerning Public Services. However, there are no clear rules regarding the limits of forms of maladministration that can be resolved by each institution, so the authors suggest that the creation of legal certainty in the settlement of maladministration acts in Indonesia and the creation of good and quality public services, it is very necessary to have clear legal rules governing the boundaries regarding types of maladministration that can be resolved by the PTUN or the Ombudsman.

The Notary Role in Making a Deed of an Electronic Sale-Purchase Agreement

The purpose of this research is to analyze and find out: 1). The role of the Notary in making the deed of the sale and purchase agreement based on Act No. 25 of 2009 concerning Public Services. 2) Constraints and solutions in making a Notary Deed electronically. The method used in this study is the juridical-normative method, the specifications in this study are descriptive analysis, the data used are primary data and secondary data, using data collection with library studies and field studies, qualitative data analysis, problems analyzed by authority theory and legal certainty. The results of this study indicate that: 1) The role of a notary in making a deed of sale-purchase agreement based on Act No. 25 of 2009 concerning Public Services is to authenticate electronic-based documents, which authentication documents can be printed out anywhere, anytime. Notaries also play a role in providing certainty to the parties when conducting transactions completely on their own consciousness and without any coercion or threats to sign electronic-based documents. In this cyber notary, the difference is in terms of facing. So far, facing is done by being physically present but facing in relation to a cyber notary is done by using electronic media, such as teleconference or video call. 2) Obstacles and solutions in making Notary Deeds electronically, namely the absence of laws governing cyber notaries in Indonesia such as in developed countries, is an obstacle for Notaries to take one step further in order to create good, effective, efficient, and safe public services.

Upaya Merealisasikan Good Governance melalui Pelayanan Publik di Indonesia

In the implementation of public services in Indonesia, it is considered ineffective because there are still many problem phenomena that often arise in its application, for example problems regarding convoluted service procedures, lack of uncertainty given to the community, and high costs. The method used is descriptive qualitative research which explains the realization of good governance, public services, and efforts to improve the quality of public services in Indonesia. the results of this study indicate that the implementation of good governance is still not going well so that the role of the government, the community, and the private sector is needed in implementing improvements to the quality of public services in order to realize good governance. , namely transparency, conducting supervision to avoid various forms of irregularities that occur in the implementation of public services, increasing the role and participation of the community in public services.

Impact of CPNS Latsar on Changes in Behavioral Attitudes of Latsar Participants for the 4th Kerinci District in 2021

Basic Training (Latsar) for Prospective Civil Servants is important to prepare civil servants who have integrity, professionalism, neutrality, independence, and are free from political interference, as well as the ability to provide good public services to the community. For this reason, this study aims to see the impact of the CPNS Latsar on the attitudes and behavior of Latsar Batch 4 Kerinci Regency participants in 2021 which is measured through the basic values of civil servants (ANEKA). The research method used is a mixed research method, namely qualitative and quantitative. The subjects of the study were CPNS Latsar participants who were appointed to 4 Kerinci districts in 2021 with 181 participants and the head of the Latsar work unit within the Kerinci district. Instruments of data collection were done through interview guide sheets, observation sheets, questionnaire sheets, and test sheets for CPNS Latsar participants. Quantitative data collection techniques were carried out through pretest and posttest activities. Furthermore, qualitative data was collected through open questionnaires and interviews with the leaders of the Latsar participants after they returned to their respective work environments. Quantitative analysis was carried out by analyzing before and after the implementation of Basic Training (Latsar) through the independent simple t test method. Meanwhile, qualitative data analysis was carried out through triangulation which consisted of data collection, data reduction, data presentation, and drawing conclusions. To see how much influence Latsar activities have on changes in participants' attitudes and behavior, the N-gain test is carried out. The findings of the study indicate that there is a significant effect on the implementation of CPNS Basic Training (Latsar) on the attitudes and behavior of Latsar 4 Kerinci Regency participants in 2021. This is confirmed by the t-test values for the 5 ANEKA values variables which show scores below 0, 05. CPNS Latsar activities have a good impact on the potential, attitudes, and behavior of civil servant organizations or agencies.

The Effectivity Of Public Services Based On Smart Goverment In Bukit Raya Distric Pekanbaru City

The Bukit Raya District in Pekanbaru City is the first sub-district to implement one of the pillars, namely E-Government, from the realization of the Pekanbaru City Vision, also known as the Smart City Madani concept. The Bukit Raya District Government of Pekanbaru City, based on Pekanbaru Mayor Regulation Number 56 of 2019, has made a transformation in the form of various public service innovations by utilizing the use of IT technology to facilitate services as one of the indicators of the pillars of smart government (Smart Government) with the vision of working hard, being disciplined, creative, innovative, and having an entrepreneurial spirit and spirit. This is intended to create clean governance and the realization of good governance in order to provide quality, fast, precise, cheap, and good public services. The research problem that will be answered is how effective the transformation of public services based on Smart Government is applied in Bukit Raya District, Pekanbaru City. The theory used refers to the opinion of Bryson (2002) about hexagonal services, which rests on the assumption that services that are considered effective must go through a market test in the Service Management System. The research method used is qualitative with a case study approach. Relevant analysis methods are performance analysis techniques, individual experiences, and institutional behavior (Moeleong, 2006; Bugin, 2011). The results showed that the effectiveness of the transformation of public services based on "Smart-Government" carried out by the Bukit Raya District Government in Pekanbaru City was classified as less effective. This is due to, the service management system factor, which has relatively many application menus and makes it difficult for users; limited human resources in the field of information technology; limited smartphone ownership; data and information that is less continuous and transparent about development programs; and others. In addition, the online-based service designs are not supported by a database of community needs, so that people still feel less satisfied, less fluent, and less able to do business. Research recommendations include simplifying the standard standards of smart-government-based public service systems into one internet website application with a comprehensive menu of applications according to the needs of the community.

Kebijakan Pelayanan Publik Pemerintah Daerah di Era Disrupsi

Openness in the development of policy making is a must in local governments to carry out good public services in accordance with Good Governance. The purpose of this research is to see the development of the concept of administration to public administration in implementing local government decisions. So that the openness of a policy by involving community participation results in satisfaction with public services for the wider community. The research methodology uses a qualitative descriptive approach to the problem of openness to policy developments in public services by local governments. As a result, the community can enjoy and feel the involvement of participation in a decision-making process carried out by the local government. The legal basis for making public policy implementation by the government is the principle of decentralization, namely the granting of regional autonomy to local governments. Good Uptake of the COVID-19 Vaccine among Patients with Rheumatic Diseases in the United Arab Emirates (UAE)

Background: Many patients with rheumatic diseases are immunosuppressed and take forms of immunomodulator medication. Hence, these patients might be at a heightened risk of Covid-19 and have special concerns in regard to vaccines, such as safety and efficacy. Vaccines have been available for the population of UAE as of January 2021, these being Pfizer (the United States and Europe), Sinopharm (China), and AstraZeneca (United Kingdom). The aim of our paper was to examine the rate of vaccine uptake among our patients with rheumatic conditions in the United Arab Emirates. Methods: A questionnaire was distributed among patients with rheumatic diseases attending a rheumatology specialised clinic in the United Arab Emirates. We collected data on 149 consecutive patients who were seen during a one-month period from 10/06/2021 to 10/07/2021 in Dubai. Results: The mean age of the patients was 45.9 +/- 41.3. The majority of the patients had underlying rheumatic diseases (86.9%), the rest having conditions such as soft tissue pain or to rule out rheumatic conditions. 48.5% were taking immunomodulators. 41.7% of respondents had other chronic diseases. It was also found that 18.9% had Covid-19 previously, all of whom recovered, with the average duration of the illness being 11 days. 99.1% of individuals reported that receiving the Covid-19 vaccine was extremely important, and 95.0% had already received the vaccination. Their reasoning for receiving the vaccination varied from medical advice (17.5%), general worry about infection/ reinfection of Covid-19 (65.3%), in order to travel (8.4%), employee requirement (5.6%), and other reasons (3.2%). Specifically, 48.3% chose the Pfizer vaccine, 39.8% had Sinopharm, and 11.9% had AstraZeneca. These decisions on which vaccine to choose were influenced by the availability of the vaccine (35.1%), medical advice (16.9%), effectiveness (15.5%), safety and side effect profile (18.2%), age restrictions (2.7%), experience/ advice from friends and family (8.1%) and other reasons (3.4%). Conclusion: Overall, an overwhelming majority of our patients (95.0%) with rheumatic diseases in the specialised muscular-skeletal clinic in the UAE have received the Covid-19 vaccine. This reflects good public health service messaging and concentrated efforts from the medical community, UAE government, and the patient’s rheumatologists.

The Role of Comparative Public Administration in the Development of Public Institutions: The Nigerian and Britain Example

Comparative Public Administration and Public Administration are identified as branches of Political Science. While public administration is more attached to the action part of government policies and Implementation, comparative public administration dwells more on research endeavors as a practical field of assessing regular patterns and differences of cross-cultural administrative structures among countries. The paper is a descriptive and comparative analysis of Nigeria and Britain Public Administration to develop critical institutions for better performances. Thus, selected institutions in Britain were made the flagship of comparison with Nigeria, to discover the pattern of similarities and differences that can help to retool Nigeria’s public institution for better effective service delivery. It was discovered that good governance and public service delivery would be unimpressive due to the weakness of Nigeria's institutions that have been perverted by corruption, selfish idiosyncrasies of leadership, ethno linguistic sentiments, and lawlessness among other challenges which are not entrenched in Britain. In solutions, concerted efforts towards building strong institutions, advocacy for due process in policy formulation and implementation, the entrenchment of patriotism in public service, and encouragement of research in Comparative Administration are recommended

OPTIMALISASI DESAIN RESTROOM PADA BANGUNAN PUBLIK DI SURAKARTA

Abstract Restroom is as a supporting facility in a public building functioning to be a room for such activities as washing hand, washing face, urinating, and defecating. This room is equipped with a variety of toilet sets including washtafel (was basin), and some forms of closet, bidet and urinoir and other room facilities such as tissue paper and rubbish basket. Surakarta as a cultural, business, and trading business have many public buildings. Attention should be paid to how those buildings can have supporting facilities such as restroom with good sanitation, comfortable, and cultured as the form of good public service to children, adult, and disabled. This applied research aims to answer the problem related to the function of sanitation and restroom form existing in Surakarta and to give design-related solution based on field and literature data. The research procedure included identification, design experiment, and design trial. To explore data of artifact, literature, and informant, observation, literature study, interview, and documentation techniques were used. Design experiment was conducted using design approach and confirmed with evocative, educative, psychological, and social-cultural approaches. SWOT analysis model was used to formulate the restroom design. Design trial was conducted through such activities as design realization (experiment product) and its implementation (design implementation), evaluation, design concept perfecting, and recommendation formulation.
