The Forms of Political Participation in Coastal Communities during the 2020 Mayoral Election in Makassar

This research aims to analyze the forms of political participation of coastal communities in the 2020 Local Election in Makassar City. The research method employed is qualitative and descriptive. The study is conducted in the Sangkarrang Islands Regency, with data collection techniques including observation, in-depth interviews, and document analysis. The research took place from February to March 2023. The selection of informants was done through purposive sampling, involving 6 (six) individuals, including representatives from district and sub-district governments, election organizers such as the Election Commission (KPU) and Election Supervisory Board (Panwaslu), youth leaders, community and religious leaders, as well as women leaders familiar with the political forms and participation of coastal communities. The research findings indicate that the forms of community participation in the Makassar mayoral election are reflected in political socialization, campaigns, voting, and the counting process. During political socialization, participation is notably low due to occupational factors. In political campaigns, some members of the community abstain from campaigning, considering it unproductive and a waste of time, while others view it as a communal endeavor. The voter turnout during the election is high, reaching a percentage of 66.84%. Simultaneously, the vote count also demonstrates significant participation, driven by the desire to assess whether the elected local leaders align with community expectations

Community Activity in Environmental Management Mangrove Forest in Pariaman City

The potential and unique natural resources in the Pariaman Mangrove Forest have a very significant role in the economic, social, cultural, and environmental development of coastal communities. Environmental management of the Pariaman Mangrove Forest is one of the efforts to support the development of coastal areas optimally, wisely, and responsibly, of course by involving community participation and various related parties and while still paying attention to the environmental carrying capacity of the Pariaman Mangrove Forest. This research aims to provide an overview of community activity in managing the Mangrove Forest environment in Pariaman City. Enthusiasm, desires, and hopes as well as the social concern of the local community are forms of community participation in efforts to manage the Mangrove Forest environment. Community participation is a supporting factor in efforts to develop the coastal area of Pariaman City. The description of community participation in the environmental management of Mangrove Forests is shown by the high level of community desire to protect and preserve them as well as their hope for efforts to protect or improve Mangrove Forests. The form of community participation is voluntary or self-directed participation.

Cultural Synergy: Participatory Innovation in Maintaining the Sustainability of Muaro Jambi Temple

Purpose of the study: This research aims to see how the community participates in efforts to preserve the cultural heritage of Muara Jambi Temple.
 Methodology: The method used in the research is a qualitative method with a naturalistic qualitative type. The locations in this research are the Jambi Cultural Heritage Conservation Agency as the manager and Muara Jambi Village, Maro Sebo District, Muaro Jambi Regency, Jambi Province. Qualitative methods rely on qualitative data, which can take the form of interviews, participant observation, field notes, or document analysis.
 Main Findings: The results of this research show that the community already has awareness in preserving the cultural heritage of Muarajambi Temple, which can be proven by the existence of a community founded by the people of Muarajambi Village with awareness of the importance of protecting the environment around Muarajambi Village and the Muarajambi Temple environment. Several forms of community participation, in this case the participation of ideas/thoughts, are considered to be still low because they are not channeled enough. This has not been fully implemented due to a lack of coordination or approach between the community and managers. Various efforts have been made by the management and the community, including protection in the form of restoration, development and utilization of cultural heritage, which can be done through direct promotion or through social media, and Muarajambi Temple is also a scientific, religious, social and cultural institution.
 Novelty/Originality of this study: The synergy between local culture, participatory innovation and the character of love for one's country is a strong pillar in maintaining the sustainability of Muara Jambi Temple, proving that preserving cultural heritage is a reflection of togetherness and unity in preserving heritage for future generations.

Community Participation Forms in Indonesian Villages to Support the Sustainable Development Goals Program

Objective: This article aims to investigate the various forms of community participation in supporting sustainable development programs in rural areas. It specifically examines the nature and extent of community involvement across different stages of program development, highlighting the key actors and categories of participation.
 
 Theoretical Framework: The theoretical framework for this research is grounded in the concept of community participation in development, which is a fundamental principle of sustainable development. The study draws on the works of scholars who have explored community engagement and its significance in achieving development goals, particularly in rural contexts. The Sustainable Development Goals (SDGs) serve as a backdrop to assess the alignment of community participation with global development priorities.
 
 Method: This research employs a qualitative approach to capture the nuances of community participation in sustainable development programs. Data is gathered through in-depth interviews with development participants and focus group discussions. The qualitative methodology allows for a deeper understanding of the forms, actors, and dynamics of community involvement.
 
 Result and Conclusion: The findings of this study reveal that community participation is integral to all stages of sustainable development program development: planning, implementation, monitoring, and evaluation. The research identifies two main channels through which community participation occurs: formal village institutional channels, including village community empowerment institutions and community representative bodies, and informal channels, which involve community leaders, religious figures, youth leaders, and professionals. Community participation takes three primary forms: contributions of ideas and thoughts, material contributions, and donations of energy.
 
 Originality/value: This research contributes to the understanding of community participation in the context of sustainable development in rural areas. It highlights the diverse ways in which communities engage in development initiatives and emphasizes their essential role in achieving the SDGs. The study's value lies in its potential to inform policymakers, practitioners, and academics about the significance of community participation and its implications for the success of sustainable development programs.

PENGELOLAAN AIR TERJUN UMA ANYAR SEBAGAI DAYA TARIK WISATA ALAM DI DESA KEMENUH KABUPATEN GIANYAR

Uma Anyar Waterfall is one of the tourist attractions located in Kemenuh Village, Gianyar Regency. Uma Anyar Waterfall is known as a natural tourist attraction with natural and cultural potential that is interesting to be visited by local and foreign tourists. Seeing the tourism potential of Uma Anyar Waterfall, this management can be seen from the potential owned, management management and forms of community participation from the management of Uma Anyar waterfall. The theories used in this research are tourist destination theory, tourism management theory and participation theory. The method used in this research is a qualitative research method with a descriptive approach. The results showed that the potential of Uma Anyar Waterfall as a natural tourist attraction applies the concept of tourist destinations which includes Attraction, Amenities, Ancillary, Activity, Accessibilities and Available Package. The management of Uma Anyar Waterfall applies tourism management functions, namely, Planning, Organizing, Actuating, Controlling and Motivation, in addition to applying tourism management functions, local communities are also involved in managing Uma Anyar Waterfall. Community participation is divided into three (3) forms, namely: the form of ideas, the form of material and the form of labor that is actively involved. Recommendations that need to be applied in the Uma Anyar Waterfall tourist attraction are in terms of maximizing the management of facilities and infrastructure to support the development of Uma Anyar Waterfall in the future.

The Polemic of Adding the Term of Office for the Village Head in View from the Perception of Constitutional Law

Village administration is the spearhead of national economic development and resilience. In its history, the Village has received recognition by passing Law Number 6 of 2014 concerning Villages. Before the existence of the Village Law, the basis for recognition by the Village Government was only found in Article 18B paragraph (2) of the 1945 Constitution of the Republic of Indonesia. This article tries to find out the forms of community participation in changing laws and regulations regarding Villages. In addition, it also examines the polemic over demands for an additional term of office for the Village Head, which has become the public spotlight from the perspective of Indonesian constitutional law. The type of research used in the preparation of this article is normative juridical with a statute approach and library research, by searching data and sources, which after that did a review and analysis until finally it was put in the form of writing of this article. Considering that Indonesia is a democratic country and not a communist country, where the communist government system seems authoritarian, and the term of office is long, the Village Law contains regulations regarding village authority and the term of office of the Village Head.

What are the Forms and Obstacles of Community Participation in Environmental Damage Prevention?

This research examines the national and international legal frameworks governing community involvement in environmental damage prevention and the challenges and various forms of community participation in environmental damage prevention efforts globally. This study uses a qualitative method to conduct normative legal research, which involves a literature review of various international legal instruments and field cases related to community participation in the prevention of environmental damage and uses Seherly Arnenstein's theory of community participation to examine community participation in environmental conservation. The results show that community participation in preventing environmental damage has a legal position at the national and international levels. At the international level, several agreements, such as the United Nations Framework Convention on Climate Change (UNFCCC), the Convention on Biological Diversity (CBD), and the Basel Convention, have established a legal framework for preventing environmental damage, including community participation. Meanwhile, at the national level, Law No. 32/2009 on Environmental Protection and Management (UU PPLH) has regulated the rights and obligations of the community in protecting the environment. Furthermore, this study found that community participation in preventing environmental damage can be done through various means, such as decision-making processes, access to environmental information, and participation in implementing environmental policies. However, there are still challenges and obstacles in its implementation, such as limited access to information, lack of public awareness, and lack of government and private sector support. Based on this, more significant efforts are needed to strengthen community participation in preventing environmental damage, including increasing access to environmental education and information and establishing more active and effective forums for community participation. The active involvement of the government, civil society organizations, and private institutions is needed to ensure that community participation in preventing environmental damage can be achieved.

Local Community Participation in the Development of the Oetune Beach Tourism Area in South Central Timor District, East Nusa Tenggara

Oetune Beach is located in Tuafanu Village, South Central Timor Regency, Nusa Tenggara. Oetune Beach has a stretch of cream-colored sand like the Sahara desert as far as the eye can see, rolling waves and a Japanese fort. This research was conducted to determine the forms of community participation, the level of community participation and community empowerment in the development of the Oetune Beach tourist area using qualitative data, primary and secondary data sources while data collection was through observation, documentation and in-depth interviews and literature study. This study also used descriptive qualitative data analysis and the determination of informants was carried out using a purposive sampling technique with 15 key informants. Based on the results of data processing from 15 indicators of community participation, it can be seen that the form of community participation shown by the people in the area is not optimal, because the form of community participation is only in organizing activities, the level of participation of the seven typologies of local community participation only fulfills the four participation typologies, namely consultation, material intensive, functional, and self-mobilization while the form of community empowerment through settlements is developing the potential of the Oetune Beach community by forming Pokdarwis, strengthening the potential of the Oetune Beach community, training in tourism area management, and community assistance by providing venture capital. Based on the results and analysis of the results of the study it can be concluded that the form of community participation in Oetune Beach is not optimal because the form of community participation is only in organizing activities, while the level of community participation is top down. Community empowerment includes structuring, strengthening and maintenance because community empowerment will be more independent involving the community from all aspects so that it can improve community welfare.

Partisipasi Masyarakat dalam Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) Tahun 2022 di Desa Batu Putih Kabupaten Konawe Selatan

Efforts to overcome the problem of the availability of clean water in Indonesia are by involving community participation in the planning, implementation and maintenance of clean water facilities and infrastructure in the community. This service aims to find out the form of community participation in supporting the clean water availability program in Batu Putih Village. The service uses a qualitative descriptive analysis. Forms of Community Participation in the PAMSIMAS Program in Batu Putih Village, East Kolono District, Konawe Selatan District are (1) Planning, forms of community participation appear in the planning, implementation and maintenance stages. In the planning stage, community participation in the PAMSIMAS Program is in the form of contributions; (2) Implementation, Pamsimas activities are carried out after the disbursement of funds, community participation is mutual cooperation when clearing land for the manufacture of clean water storage tanks; (3) Operational and Maintenance, community participation is to keep the Pamsimas infrastructure that has been built running well; and (4) Strengthening Sustainability, community participation is participating in bookkeeping training and training to repair damaged equipment and so on.

Community Participation in Sustainable Tourism: A case study in Balige, Indonesia

The current tourism industry always incorporates the concept of sustainability. Escalating the economy of a region is achievable by employing sustainable tourism. Balige is a priority destination on the national development agenda. Community participation may promote various aspects of sustainability, including the economy. This research aims to determine what forms of community participation can be employed to develop the economy. This study utilizes a mix of quantitative and qualitative methods. The data was collected through questionnaires, interviews, and observations. The research concludes with recommendations to develop the economy through community participation, helping to achieve sustainable tourism in Balige.

Community Participation in Agrotourism Development in Cibodas Village, Lembang District, West Bandung Regency

Community participation or involvement plays an essential role in developing tourism activities, from planning to implementation. Consequently, community participation plays a part in determining the success factor of tourism development conducted in Cibodas Village, an emerging community-based tourism village in Bandung, Indonesia. This study aims to identify several forms of community participation in developing agrotourism. The descriptive qualitative method is used for the research to collect data by observing, interviewing, and studying existing documentation. The study indicates that the strong relationship among local communities, farmers, and government primarily empowers community participation in Cibodas Village. Although the development of agrotourism in the village still faces challenges due to other farming preferences among the local communities, the farmers' participation in contributing to the development has significantly increased. Agrotourism activities offered by the community and farmers in Cibodas Village are in the form of educational tourism through visiting agricultural land to identify types of plants, learning how to pick and care for plants, and enjoying processed food and drinks from agricultural products.

Development of Community Participation-Based Tourism Village in Genggelang Village, Lombok Utara District

The problems studied in this research are related to the development of the Genggelang Tourism Village, North Lombok Regency, regarding the forms of participation carried out by the community. The research method used is descriptive with a qualitative approach. Data collection techniques included observation, interviews, and documentation with informants comprising the Tourism Awareness Group of Penjor Hamlet, Tourism Awareness Group of Kertaraharja Hamlet, and Tourism Awareness Group of Gangga Hamlet. The results of this study indicate that the forms of community participation are divided into four forms of participation, the so-called the participation of money, assets, labor and skills. This form of community participation is based on the supporting and inhibiting factors that exist in Genggelang Tourism Village. The supporting and inhibiting factors are divided into three hamlets, where each hamlet has a tourist destination. Thus, the form of community participation in Genggelang Tourism Village is also divided in each related hamlet. The information contained in this research is expected to be able to help increase community participation in Genggelang Tourism Village, North Lombok Regency.

Community Participation in the Environmental Management of used Battery Smelting Activities in the District of Ciampea Bogor According to Law Number 32 of 2009 Concerning Environmental Protection and Management

Article 70 of Law Number 32 Year 2009 provides concrete directions, instructions and forms of community participation in environmental protection and management. The participation includes forms of efforts that can be done by the community so that they can participate in protecting and managing their environment. The manifestation of such participation can be in the form of social supervision, giving advice, opinions, proposals, objections, complaints, submitting information and reports. The manifestation of community participation in the Cinangka village is related to the smelting of used batteries which has the effect of environmental pollution which greatly disrupts the life of the Cinangka village community in various ways as directed in Article 70 of Law Number 32 Year 2009. The form of participation was carried out with the submission of complaints to the Village Government to the Bogor Regency Environmental Agency, demonstrations, deliberations with business actors for the use of smelting used batteries, conducting legal proceedings against business actors, and participating in the success of the Eco-Friendly Village program. Because the legal awareness of the community is still low which is influenced by low educational factors, so not all people participate in participating in environmental management.

Participatory Principles in Forming the Regional Parking Regulations in Makassar City

Considering the importance of community participation in the process of forming local regulations, which are sometimes overlooked by the local government and the Regional House of Representatives, this study was conducted to analyze the forms and implications of community participation in forming the regional parking regulations in Makassar City using an empirical research type. The approaches in this study were the statutory approach, the stratification approach, and the sociological approach. The data analysis used a qualitative method in the form of descriptive analysis. The results of the study showed: 1) the forms of community participation in forming the regional regulations in Makassar City could be divided into three stages. First, community participation in the ante-legislative stage included 1) Research; 2) Discussions, Workshops, and Seminars; 3) Initiative proposals; and 4) Draft Bill. Second, public participation in the legislative stage included 1) Audience; 2) Alternative Draft Bills; 3) input through print media; 4) input via electronic media; 5) demonstrations; and 6) discussions, workshops, and seminars. Third, people's participation in the post-legislative stage included 1) demonstrations, 2) law review, and 3) socialization of the law. The implications for forming regional regulations that do not use participatory principles can be seen from two sides, namely public legal awareness and community legal compliance. The community and parking attendants are aware but disobedient due to several factors, namely accessibility, legal knowledge, understanding of the law, patterns of legal behavior, and factors of the long-standing legal culture of the community. As a result, the effectiveness of forming regional regulations has not been effective because they still need to fulfill the principles of forming laws, namely the principles of efficiency and effectiveness, as well as the principle of openness.

Community Participation in Developing the Pesona Golempang Natural Tourism Attraction

Siti FadjarajaniThis study aimed to determine an inventory of objects in the Golempang Charm Area of Darmaraja Village, in Darmaraja District, Sumedang Regency, as well as the forms of community participation in the development of these tourist attractions. Descriptive methods were used. This study used observations, questionnaires, interviews, a literature review and documentation analysis as data collection techniques. Households in the area of RW 10 in Darmaraja Village were included in the study and these were selected using random sampling. The results showed that in the tourist attraction Pesona Golempang there was: natural scenery from the top of Mount Golempang with an excellent natural panorama, which included the Jatigede Dam; extensive camping grounds; the potential for selfies; and opportunities for paragliding. Meanwhile, the forms of community participation in the development of Pesona Golempang tourist attraction took the form of labor, including for road construction, devotional work and tree-planting, and forms of material participation in road construction activities.

Environmental Communication System in TPA Tamangapa Waste Management in Increasing Community Participation In Manggala District, Makassar City

This study aims to: examine environmental communication in increasing community participation in waste management at TPA Tamangapa and forms of community participation in waste management. The research method used in this research is descriptive qualitative and data collection techniques are observation, interviews, and documentation. This research lasted for one month with 10 (ten) informants, namely the Environment Service staff, TPA Tamangapa officers, and the surrounding community. The results of the study indicate that environmental communication in increasing community participation uses communication strategies in the form of programs such as direct socialization, indirect socialization, and Waste Banks. While the form of community participation is divided into four levels, namely participation in decision making, implementation, utilization of results, and evaluation.

Individual Social Capital and Community Participation: An Empirical Analysis of Guangzhou, China

A social capital framework has been widely adopted to interpret participatory behaviors. While there is substantial literature regarding the effects of community-based social capital on grassroots participation, less attention has been paid to the relationship between different sources of social capital and community participation. This is particularly relevant for understanding community development undergone restructuring of individual social capital, such as China. To address this deficiency in the literature, this paper integrates both individual and social capital that is accessed within and outside a community to analyze their relation to different forms of community participation. Multilevel analysis is based on a large-scale community survey conducted in Guangzhou at the end of 2012. The results reveal a shift in social relations such that personal social resources are now mainly accessed outside the community. They further reveal that social resources outside communities are consistently and significantly related to all forms of participation. This implies that although residents’ personal networks have gradually diffused out of their communities, this has not only not reduced their enthusiasm toward the communities themselves but also facilitated participation in community affairs.

Community participation in disaster management in Gondoriyo village administration, Ngaliyan sub-district, Semarang city

Indonesia as a disaster-prone country demands the active role of the community in disaster management. So, the perspective that focuses on handling during and after a developing disaster must be changed. In this matter, the government establishes the Desa Tangguh Bencana (Destana)/Disaster Resilient Village Policy. With various activities with the community involvement, the risk and impact of disasters can be eliminated because the community has been trained to prepare for disasters. The research aimed at determining the types and forms of community participation in disaster management in Gondoriyo Village Administration, Ngaliyan Sub-District, Semarang City. Gondoriyo Disaster Resilient Village is one of the pioneers in Semarang City, which started from the volunteers of the Disaster Preparedness Group. The research results show that the type of community participation is direct; either in a kind of money, support or their involvement in decision making. Their participation is in the form of thoughts, energy, skills, and property as well. It indicates that the awareness of Gondoriyo community to actively participate in prevention, preparedness, disaster risk reduction and capacity building efforts for the post-disaster recovery. It is proven later that Gondoriyo Village Administration has received the title as the Intermediate Disaster Resilient Village. However, what must be improved is how the disaster management programs are integrated into village administration development plans; particularly in relation to assistance to increase capacity and funding as well. Therefore, its existence can be maintained and sustainable.

Community Participation in The Successful Community Empowerment Program (Prodamas) In Ngronggo Village Kediri City

This study aims to describe and analyze the implementation of the Community Empowerment Program (Prodamas), forms of community participation and also the role of the government in increasing community participation in Ngronggo Village. This research is a qualitative research with a case study approach and uses data collection techniques through interviews with several informants who are considered to be able to provide clear information regarding the effectiveness of Prodamas in Ngronggo Village, Kediri City. In addition to interviews, data collection techniques are also in the form of observation, documentation and triangulation. The results of this study indicate that Prodamas has been running in accordance with the regulations of the City of Kediri and community participation is a very influential factor in the success of the Community Empowerment Program

ANALISIS PARTISIPASI MASYARAKAT DALAM PENGEMBANGAN KAMPUNG WISATA KREATIF DESA SEKIDA KECAMATAN JAGOI BABANG

Sekida Village as a Creative Tourism Village is an embryo for the community's economic development. The Creative Tourism Village has provided a space for participation for the community through various activities. Thus, this study aims to determine forms of community participation in supporting the development of the Creative Tourism Village in Sekida Village. The research approach used is phenomenological with qualitative descriptive method. The research stages consisted of data collection, data reduction, data presentation and drawing conclusions. The results of the analysis concluded that the largest form of community participation was manpower and expertise with a percentage of 82% and 72%, respectively. Based on their characteristics, the people who are dominant in contributing to supporting the development of the Creative Tourism Village through their participation are the older adults with an elementary education level.Keywords: Community Participation, Creative Tourism Village, Sekida Village.
