Abstract

Oetune Beach is located in Tuafanu Village, South Central Timor Regency, Nusa Tenggara. Oetune Beach has a stretch of cream-colored sand like the Sahara desert as far as the eye can see, rolling waves and a Japanese fort. This research was conducted to determine the forms of community participation, the level of community participation and community empowerment in the development of the Oetune Beach tourist area using qualitative data, primary and secondary data sources while data collection was through observation, documentation and in-depth interviews and literature study. This study also used descriptive qualitative data analysis and the determination of informants was carried out using a purposive sampling technique with 15 key informants. Based on the results of data processing from 15 indicators of community participation, it can be seen that the form of community participation shown by the people in the area is not optimal, because the form of community participation is only in organizing activities, the level of participation of the seven typologies of local community participation only fulfills the four participation typologies, namely consultation, material intensive, functional, and self-mobilization while the form of community empowerment through settlements is developing the potential of the Oetune Beach community by forming Pokdarwis, strengthening the potential of the Oetune Beach community, training in tourism area management, and community assistance by providing venture capital. Based on the results and analysis of the results of the study it can be concluded that the form of community participation in Oetune Beach is not optimal because the form of community participation is only in organizing activities, while the level of community participation is top down. Community empowerment includes structuring, strengthening and maintenance because community empowerment will be more independent involving the community from all aspects so that it can improve community welfare.
