Judicial protection of several legitimate environmental interests as a way to prevent violations of environmental security

The article analyzes some aspects of the legal provision of fire safety in the forests of Ukraine as a component of environmentalsafety on the example of forest fires in Zhytomyr and Kyiv regions in the spring of 2020, the legislative regulation of subordinationand coordination of state and departmental fire protection units on prevention and elimination of forest fires is analyzed, identified someshortcomings of legal regulation in the relevant field. It is concluded that in order to increase the effectiveness of forest fire fighting, itis necessary to improve certain regulations on the interaction of fire departments of different authorities, strengthening their technicalsupport for timely detection of fires and their rapid extinguishing. It is emphasized that Forests play a surprisingly important role inensuring the human right to a safe environment for life and health. It is noted that provided that if fire safety in forests is properlyensured (resulting in the absence of fires or their prompt cessation) will ensure environmental safety, because the environmental risk offire (probability of causing damage to human health or life as a result of harm to human health and life due to environmental pollution(especially atmospheric air).It is concluded that current legislation regulates in detail the activities of the departmental fire protection of the State ForestAgency in the field of prevention and elimination of forest fires, while to the activities of fire departments of the SES of Ukraine aregiven less attention.
 According to the results of the analysis of regulations and the main problems that arose during firefighting in Kyiv and Zhytomyrregions in the spring of 2020, we consider it expedient to highlight the following main shortcomings of regulatory and legal regulationof fire safety in the forests of Ukraine:– lack of clear provisions on coordination and subordination of fire brigades of different authorities in the elimination of forest fires;– lack of clear provisions on the coordination of fire brigades and other stare authorities in terms of involving their equipmentfor forest fires.

Goal. To investigate the dynamics of processes of damage and loss of forests and forest plantations from pests and forest diseases, the dependence of these processes on the scope of protection forest, primarily biological, but also to determine the prospects of biological method of protection in the context of Ukraine’s transition to sustainable forest management. Methods. Analytical, economic and statistical, comparative analysis, graphics, mapping. Results. A study is carried out of the prevalence of diseases and injuries of forests in Ukraine caused by pests, methods of forest protection and the practice of their application showed a sharp increase in losses of trees from harmful insects and forest diseases. The proportion of losses was reached in some years (2013, 2015) 48–49% of the total loss of the forest. The vast areas of forest destruction are 4–5 times more as compared to 1995–2000, with a general decline in the use of means of forest protection from pests and diseases primarily biological. In 1995, the forest protection was carried out for 68.9% of the area of foci of pests and diseases of forests, of which with the use of biological agents — 78,9%, in 2000–2005 — just 39% of the affected areas. In 2010, the area in which such activities were carried out to protect the forests, did not exceed 12–18% of the area affected by pests and diseases. And in the last 3 years, they decreased to 4–5%. Moreover, the area of application of the biological control agents decreased by almost 7–8 times. Conclusions. Ukraine should return to a positive experience in the use of environmentally safe methods of plant protection based on the new technological and organizational basis. Scholars and practitioners must develop an effective and safe model of protection of forests from diseases and pests, as well as the overall long-term strategy for biological and integrated methods of plant protection, in particular on forests, support mechanisms and preferences for biological protection method for a gradual transition to environmentally sound technologies of forest tending and forest plantations.

Стан та основні проблеми лісорозведення в Україні

Ґрунтовий покрив України внаслідок надмірної розораності земель потерпає від деградації. Одним із основних шляхів призупинення та запобігання деградаційним процесам є оптимізація структури земельного фонду України, зокрема збільшення площі лісів. Стратегічним завданням лісового господарства на найближчу перспективу є доведення лісистості держави до нормативного рівня – 20 %. Для цього потрібно заліснити близько 3 млн га земель. Залісненню насамперед підлягають деградовані та малопродуктивні землі, виведені із сільськогосподарської експлуатації. Наведено аналіз статистичних матеріалів щодо лісорозведення в Україні упродовж 2010 – 2014 рр. ( у рамках виконання Державної цільової програми «Ліси України» на 2010–2015 рр.) та 2016–2018 рр., а також результати наукових досліджень щодо оцінювання лісорослинного потенціалу малопродуктивних земель, зокрема комплексу засолених ґрунтів, переданих під заліснення Полтавському ОУЛМГ. Показано, що в Україні загальна площа прийнятих, але незаліснених земель становить 44 777 га, причому 96,9 % цієї площі припадає на лісові підприємства степової зони. Приживлюваність та особливо збереженість створених під час лісорозведення 1–3-річних лісових культур є дуже низькими – 66,4 і 60,9 % відповідно. Доведено, що залісненню малопродуктивних земель, зокрема заплавних місцезростань, які з високою імовірністю представлені засоленими ґрунтами, має передувати обстеження з метою визначення рівня їхньої лісопридатності та загалом доцільності заліснення. Окреслено низку питань, вирішення яких дасть змогу підвищити ефективність лісорозведення та сприятиме доведенню лісистості України до оптимального рівня. Ключові слова: малопродуктивні землі, заліснення, лісопридатність ґрунтів, приживлюваність і збереженість лісових культур.

Моніторинг ландшафтних пожеж Транскордонної Рамсарської території «Ольмани-Переброди» за даними дистанційного зондування Землі

Зміни клімату, землекористування та зростання відвідуваності лісів населенням зумовили суттєве загострення проблеми охорони лісів від пожеж, зокрема на заповідних та суміжних територіях. Транскордонна Рамсарська територія «Ольмани-Переброди», в яку входить Рівненський природний заповідник, характеризується високим рівнем ландшафтного та біологічного різноманіття за рахунок видів птахів, тварин і рослин, які знаходяться під загрозою зникнення, тому задача охорони таких територій від пожеж є однією з пріоритетних. Зважаючи на те, що в останні роки на території України почастішали випадки великих лісових пожеж, слід бути готовим до можливих випадків таких пожеж і на території Рівненського природного заповідника, до якого входить українська частина Транскордонної Рамсарської території. У статті наводиться аналіз динаміки пожеж, які відбулися в природних ландшафтах Транскордонної Рамсарської території «Ольмани-Переброди» упродовж 2006–2016 рр., на основі даних дистанційного зондування Землі. Отримані результати щодо часового та просторового розподілу пожеж на досліджуваній території за багаторічний період дозволять у майбутньому спрогнозувати ймовірність виникнення та поширення пожеж.

LEGAL BASIS OF ACCESS TO ENVIRONMENTAL INFORMATION IN FOREST LEGISLATION OF UKRAINE

The purpose of this article is to analyze regulatory and legal regulation of access to environmental information in the field of forestry legislation of Ukraine. The list of normative legal acts and international agreements in this field is determined. The methodological basis of the research comprise general scientific methods of scientific knowledge, such as integrated and interdisciplinary. Results: the main preconditions and needs of the implementation of the human right to environmental information in the forest sector are determined. Discussion: the basis of national and international forest legislation in the field of access to environmental information. It is common knowledge that forests are unique complex natural objects of great importance for the preservation of the environment and the maintenance of ecological balance. Preservation and reproduction of forests in Ukraine is one of the topical and problematic issues for today. One of the main aspects is the prevalence of economic interests over environmental ones. Huge damage to the forests is caused by fires, unauthorized deforestation, misuse of natural resources, pollution, etc. Forest law plays an important role in integration processes. To date, there is no effective mechanism for the implementation of access to information on forest resources and their state - fires, deforestation, etc. Therefore, we propose to consider in more detail the issue of access to environmental information in the process of transformation of forest legislation. We can conclude that the current forestry legislation in Ukraine needs to be rethought and improved. There is a need for detailed study, analysis of historical and contemporary experience of Ukraine and foreign countries, clear regulation of regulatory legal acts of Ukraine in this area. We consider it expedient to create a single electronic system containing data, including scientific, biological, ecological research and activities in the respective territories. In the context of European integration resources, we believe that the Environmental Law requires incorporation and codification.

Зміни лісового вкриття Українських Карпат за період 1984–2016 років

Масштабні зміни лісового вкриття негативно впливають передусім на гідрологічні та ґрунтові умови та загалом на екологічні функції лісів. В Українських Карпатах події, пов'язані з пошкодженнями лісового намету, зумовлені не тільки природними чинниками, такими, як погодні умови чи шкідники й хвороби, але і чинниками антропогенного впливу, такими, як збільшення обсягів вирубування лісу, основними драйверами яких є соціально-економічні потрясіння та зміна способів ведення лісового господарства й ефективність правозастосування в лісовому секторі. Метою цього дослідження було виявити обсяги порушень намету деревостанів у лісах Українських Карпатах протягом 1984–2016 рр. Для дослідження використано часові ряди зображень, отриманих із супутникових знімків проекту "Landsat" із застосуванням засобу візуалізації "TimeSync". Отже, на основі випадкової вибірки, 2000 ділянок було здійснено оцінку щорічного пошкодження намету лісу, які враховували як природні порушення, так і антропогенні. Відповідно до результатів вибірки, середня лісистість для всієї досліджуваної території протягом 1984–2016 рр. становила 65,50 %. Більше половини досліджуваного періоду значення лісових порушень коливались між 0,50–1,00 %, серед них було десять років, коли порушення були між 0,75–1,0 %. Загалом показники порушень лісового вкриття в Українських Карпатах сильно коливаються, причому значні помітні піки з'явилися після 1990 та 2012 рр. Більше того, антропогенні зміни, спричинені лісозаготівлями (зокрема суцільними та вибірковими), становили 92,07 % всіх порушень, тоді як лише 7,93 % порушень лісового намету пов'язані з природними чинниками. Аналіз піків коливань змін порушень лісового вкриття дає підстави вважати, що чинниками коливання щорічних показників, спричинених рубками, можуть бути політичні, пов'язані із зміною законодавства із часом та економічною ситуацією, спровокованою збільшенням і зменшенням попиту на ресурси деревини. Для природних порушень спостережено три різні хвилі на початку 1990-х, 2000-х та 2010-х років, які демонструють синхронізацію динаміки природних порушень з іншими помірними лісами Європи в субконтинентальному просторовому масштабі. Отже, результати здійсненого дослідження можна використати під час планування розвитку лісового господарства в Карпатах. При цьому варто приділяти більше уваги тренду зміни лісового вкриття, звертаючи особливу увагу на вразливість лісів до кліматичних змін, і розглянути вплив поточної нестабільної соціально-економічної ситуації на появу масштабних вирубок лісів в Україні.

A Review of the Genus Lipolexis Förster, 1862 (Hymenoptera, Braconidae: Aphidiinae) in the Fauna of Ukraine

Genus Lipolexis Förster, 1862 is represented by four species in the world fauna and only one species, Lipolexis gracilis Förster, 1862, in the fauna of Europe, and Ukraine as well. Data on the genus Lipolexis and its species L. gracilis are presented according to available published information and material from collection of I. I. Schmalhausen Institute of Zoology, NAS of Ukraine, identified by author. Lipolexis gracilis is distributed generally in Palaerctic and Oriental regions, where it prefers steppificated habitats. In Ukraine species is recorded in Cherkasy, Kirovohrad and Ternopil Regions, which are situated in Forest-Steppe Zone and Zone of Broadleaf Forests of Ukraine. Lipolexis gracilis is polyphagous species that parasitizes various aphid species mostly from subfamily Aphidinae, as well as aphids from subfamily Anoeciinae and subfamily Calaphidinaе. Data on tritrophic interactions of L. gracilis in the fauna of Ukraine is given and possibility of species application as a biocontrol agent is discussed. In Ukraine L. gracilis was reared from Aphis craccae L., Aphis craccivora Koch, Aphis fabae Scopoli, and Brachycaudus cardui L. Among hosts of L. gracilis, there are economically important aphids, and this species was previously used as biocontrol agent of soybean aphid, Aphis glycines Matsumura. On our opinion this aphidiine species could be considered as potential biocontrol agent of other economically important aphid species. To facilitate identification of L. gracilis a new morphological character is established: this is the ratio of the forewing length and the length of C+SC+R vein. This character will facilitate identification of broken specimens.

Eкоморфічний аналіз рослинного покриву територій електричних підстанцій

Досліджено рослинний покрив на територіях енергетичних підстанцій, вста-новлено особливості їх екоморфічної організації та визначено напрямки трансфор-мації рослинного покриву за умов забруднення ґрунту технологічною олією. У ре-зультаті проведеного дослідження встановлено, що на території ділянок електрич-них підстанцій видовий склад угруповань рослин представлений 118 видами. В кон-трольних умовах середнє значення проективного покриття рослинності становить79,68 %. За умов забруднення ґрунту технологічною олією проективне покриття рос-линності значно знижується до рівня 7,16 %. Основними трендами трансформаціїекологічної структури біогеоценотичного покриву за умов забруднення ґрунту тех-нологічною олією є збільшення частки однорічних рудерантів, аридизація режимувологості та збіднення ефективної родючості едафотопу.

ПРОВЕДЕННЯ ГЕОСИСТЕМНОГО МОНІТОРИНГУ ВИРУБКИ ЛІСІВ У ЧЕРНІГІВСЬКОМУ РАЙОНІ

Urgency of the research. The process of constructing modern forest monitoring systems, the development of technical facilities, high frequency, efficiency and availability of remote sensing materials allow realize the tasks the tasks of effective control of the modern environment. The experience gained by domestic experts allows us to use the results of processing these images to calculate changes in forest areas, determining the types of forests, their species composition and age mainly at the regional level. The deterioration of forests in Ukraine today is one of the most pressing problems, the solution of which is quite effective with the use of modern systems of geosystem environmental monitoring. Target setting. At the current stage of Ukraine's development, there is a problem of monitoring the country's forests, since at the same time, illegal deforestation has increased, which carries threats to the country's ecology and increases the level of corruption and financial losses of the state budget. The estimation of the number of forests of the Pukul village council of Chernihiv oblast was estimated from 2000 to 2017 using the Global Forest Watch service as well as using the ArcMap geodetic software product. After the performed measurements, it is possible to estimate the state of the forest complex of the research site and to propose measures for elimination of the revealed problems. Actual scientific researches and issues analysis. The latest publications on this topic, which are presented in open access, including scientific journals, study guides and data from the global Internet network, were reviewed. Uninvestigated parts of general matters defining. The processes of organization and monitoring of forests should be considered as a single information complex, which makes it possible to assess the state of the country and determine the size of forest plantations and, most importantly, illegal logging, which will affect the environmental and financial situation in the state. And in order to prevent the negative impact of deforestation on the environment, it is necessary to use modern geoinformation software complexes, which allow to estimate the scale of forest areas fairly quickly and precisely and to decide on environmental measures for effective management in forests of Ukraine. The research objective. It is quite effective to use the open system of "Global Forest Watch" for monitoring of forest areas in Ukraine because it enables to determine the chosen site in a certain territory, but the systems do not give data on the areas of each cut area, therefore to get such parameters it is suggested to use the software ArcMap on the basis base map, which enables the data from attribute tables to determine the area of each individual cutting area of the forest. The statement of basic materials. The area of forest plantations with an area of 6200 ha was chosen for forest monitoring in the Chernihiv district of the Pukulsky village council. The monitoring was carried out using the open system "Global Forest Watch", since it enables to determine the amount of forest plantations in the selected area, and then for obtaining more accurate data on the area of forest plantations, the parameters were adapted to the ArcMap software based on the base map, which makes it possible to estimate the area forest areas of cut and planted forest for the selected period of time. Conclusions. Based on the performed researches, it was established that for monitoring of forest plantations in Ukraine it is quite effective to use the open system "Global Forest Watch", which combines data from different sources. This system helps to determine forest areas in the country and their location in the regions of the state. However, in order to improve the accuracy of determining the areas of cuttings and re-planted, it is recommended to use the ArcMap software package, which enables to increase the monitoring of the forest and prevent illegal felling of forest areas.

Екологічні засади ведення лісового господарства в Україні в контексті євроінтеграції

Збереження екосистемного різноманіття лісів і ведення лісового господарства на засадах, наближених до природи, має бути основним пріоритетом лісової політики сьогодення. Для виконання цих завдань потрібні чіткі уявлення про те, що ми маємо зберігати і які ліси формувати. Першим кроком у цьому напрямі в Україні повинна бути класифікація усіх лісових екосистем за єдиним принципом і встановлено всі типи лісів, які потребують збереження. Для цього необхідно врахувати існуючі в лісівництві підходи, наявність науковців і фахівців лісового господарства, які здатні здійснити таку роботу. Наступним кроком має бути критичний аналіз отриманого масиву даних для всієї території України для встановлення типів лісу, які вже перебувають під певними формами заповідання, а яким ще варто надати природоохоронного статусу. Важливим є повна інвентаризація природоохоронного фонду в межах держави і встановлення лісів, які потребують активних форм охорони з метою відновлення їх первинної структурно-функціональної організації, а також лісових ділянок, що мають бути вилучені із заповідних територій як вторинні екосистеми, які не мають цінності для збереження екосистемного різноманіття, а подекуди є потужним джерелом розмноження та розселення фітопатологічних організмів.

Main problems in natural seed regeneration of pedunculate oak (Quercus robur L.) stands in Ukraine

Abstract The literature review article sums up research experiences in natural seed regeneration in oak forests. In the past, the natural habitat for pedunculate oak (Quercus robur L.) was considerably wider than now. The downward trend in the area of oak stands is observed both in Ukraine and other European countries. In Ukraine, the area of natural oak stands of seed origin is decreasing by 2.0 thousand hectares each year. The most significant environmental factor in the emergence and normal growth of young oaks of seed origin is the light amount, which should reach at least 20% of the full sunlight. In addition to the light, the main factors contributing to the emergence of oak seedlings under forest canopies and in cutting areas are the oak fruiting and the litter and soil moisture. On the contrary, the excessive development of forest live cover with sedge and cereal vegetation, root competition from the parent trees, and a dense undergrowth were the hindering factors. In the forests of Ukraine, the largest number of natural seed reproduction of oak (more than 100 thousand stems ha−1) after the harvest year was recorded under the canopy of mature and overmature oak forests with a stocking of 0.6–0.7 and with 70 oaks in the stand species composition, growing in conditions of fresh and moist oak forests of Polissya and Forest-Steppe zones. Scientific and methodical guidelines for using natural reproduction of valuable species during the natural seed regeneration of oak stands were improved.

PROBLEMS OF FORMATION AND DEVELOPMENT OF LAW COMMUNAL PROPERTY ON THE FORESTS IN UKRAINE

The article deals with the problems of the formation and development of forests of communal property in Ukraine. It was stated that the defining feature for the formation of communal property forests is territorial, that is, their stay within the settlements. In the course of the study, it was determined that the formation of a significant area of forests in Ukraine of the ownership of territorial communities was carried out as a result of the reform of collective agricultural enterprises on the basis of private ownership of land and property, resulting in the forests that were in their use were transferred to the permanent use of forestry enterprises of communal property. As a result of the analysis of the current legislative acts, a comprehensive list of possible grounds for the acquisition of community communal property rights by forests by territorial communities is identified and characterized.

Condition, protection and maintenance of age-old pedunculate oak trees in Feofania forest

Large old trees are significant elements of forests, arboretums, botanical gardens and parks and perform a number of unique functions contributing to ecosystem integrity and biodiversity. At the same time human activities such as compaction of topsoil layers, deterioration of soil permeability and soil aeration drive the decline of large old trees. The human impact is also exacerbated by plants inevitable physiological age-specific changes. The presence of such old trees in urban environments brings great scientific promises enhancing a social, cultural and historical forest value, although these benefits increase responsibility for trees maintaining. Regarding old-growth trees historical, cultural, and environmental significance and their overall vulnerability, the individual-by-individual tree protection measures are required. Pedunculate oak (Quercus robur L.) is among the most widespread long-lived species in Europe, in particular in Ukraine. In Feofania (or Theophania) forest, that is an oak-hornbeam forest located in southern part in Kyiv, the age of the oldest oak trees reaches about 300 years. In this article, we aim to estimate vitality, overall condition, and recreational digression stages of pedunculate oak trees and to develop the recommendations to maintain and extend trees longevity in Feofania forest. We estimate the stages of recreational digression and vitality using an approach of Hensiruk et al. (1987) and Sanitary Regulations in forests of Ukraine (1995) respectively. The dendrochronological analysis is performed on core samples from sixteen age-old pedunculate oaks in order to determine their exact cambial age and to evaluate their growth rates. We use at least two cores per tree extracted at a height from 0.5 m to 1.3 m above ground level with an increment borer. The tree-ring widths are measured using AxioVision (Carl Zeiss) software to the nearest 0.01 mm. To identify false rings we employ stereomicroscope MBS-1. The individual tree-ring series are cross-dated, standardized and checked using the COFECHA program. Then we determine exact cambial age of oak trees as number of tree-rings in individual series. To estimate the age of trees with cores without pith we use a graphical method. The analyze is performed on 42 increment cores containing 7335 annual rings formed in the period from 1746 to 2016. Measured diameter of the age-old oaks ranges from 57.6 cm to 165.2 cm. The longest chronological series contains 271 years. The age of studied trees varies from 202 to 275 years averaging 175 years and radial growth ranges from 1.07±0.400 mm to 2.85±1.487 mm averaging 1.95±0.792 mm. In recent years the reduction of radial growth isn’t observed, although in a long time interval in five studied trees the rings width not exceeds the individual series average value. However, the growth rate reducing could not be regarded as critical for trees vitality because it is above 10 % of the average value yet. The evaluated mean increment coefficient is 5.13±1.482 years in cm that allows to estimate the age of dominant and codominant oaks in the association of Galeobdoloni luteae-Carpinetum in other forests. The estimated vitality is mostly of 6–7 points. Five oaks are in «satisfactory condition», nine oaks are «weakened», one oak is «very weakened» and one tree is «dying». «Weakened» trees are with mechanically damaged stem and are often suffered from leaves defoliation caused by Acrocercops brongniardella and Microsphaera alphitoides. Regarding wood samples maintenance, the «dying» oak stem is found rotted in its center. The recreational digression is at the stage 1–4. For eight oaks it is at the first stage, for four oaks at the second stage, for two oaks at the third stage and for two oaks at the fourth stage with 60 % destruction of the understorey. The number of age-old Q. robur trees is limited, thus measures to care could consider individual tree-specific features. Given trees vitality and stages of recreational digression, we develop the guidelines to preserve and extend trees longevity. We also propose to include four old-growth oaks in the list of monumental plants.

Formation of Radiology of forest ecosystems in Ukraine

The accident at Chernobyl NPP led to a radical change in the radiation situation in forests of Ukraine and caused the need to develop scientific fundamentals of forestry and forest management in the territories contaminated with radionuclides. The study of the migration of radioactive elements in forest ecosystems and their redistribution between the components in time became the basis for solving the above noted problems. The study data helped researchers to develop conceptual schemes of 137Cs migration in forest ecosystems on the basis of forest typology. Years-long research allowed revealing and helped to characterize quantitatively the direction and speed of radionuclide migration in forest biogeocenosis, which in turn provided scientific justification of forest management in the contaminated territories. The obtained results not only enabled researchers to solve applied problems of forest management in conditions of radioactive contamination, but made a significant contribution to the knowledge of the migration of chemical elements in the biosphere.

This scientific article deals with the integral estimate of the effectiveness of performance of indices of the state target programs for protection of the natural environment in Ukraine, namely – the subject of the research is quantitative indices of the State target program “Forests of Ukraine” for 2010–2015 and their estimate. Methodology. The methodological basis of the study is the system of indices for the estimate of effectiveness and performance of the state target programs for the protection of the natural environment that include the following indices (indicators): an integrated index of financing the program actions and indicators of co-financing. The author applies integrated indicator of financing the program tasks and actions to assess the actual level of financing the program from various sources through the entire period of the program implementation and to carry out a comparative analysis of financial support for various programs implemented at the expense of the budgetary funds and other sources. The author uses indicator of co-financing for calculating the ratio of actual and planned indicators of the attraction of the funds from other sources (public borrowings, extrabudgetary funds) per 1 UAH of the budget funds. Results. Proceeding from the analysis of quantitative indices of the State target program “Forests of Ukraine” for 2010–2015, it was established that for all 5 years of activity, the planned level of budget financing of the Program has not been achieved. In particular, in 2010–2011, operations and tasks of the Program had been financed from the budget funds by 77% and in 2014–2015 by 33% and 27% respectively. During the entire period of the Program implementation, the average annual rate of actual financing from all sources attained 147%, including 53% from the state budget and 206% from other sources of financing. The author has proved that the said indices of the performance of the Program’s operations remain to be at a high level R2 6 = 70. Practical application. The author has come to the conclusion that the calculated indicator of co-financing of the State target program “Forests of Ukraine” can be used for the approval of managerial decisions on the assessment of performance of the public contracting authority in terms of attraction of funds from the local budgets and extrabudgetary funds as an important component of organization of the program implementation process. Value of the study results. Application of multidimensional quantitative indices in the process of assessment of effectiveness of the State Target Program “Forests of Ukraine” that, according to the developed algorithm, are calculated proceeding from their numerous parameters, provided the possibility to assess the combined impact of different effects by way of constructing a single quantitatively determined integral parameter for the program – the performance index.
