XVIII International Conference of Students and Young Scientists “Prospects of Fundamental Sciences Development” (PFSD 2021) April 27–30, 2021, Tomsk, Russia conf-prfn.org The XVIII International Conference of Students and Young Scientists “Prospects of Fundamental Sciences Development” (PFSD 2021), held on 27-30 April 2021 in Tomsk, Russia, is an annual multidisciplinary conference gathering together students, young researchers, post-docs, and experienced researchers working in the different research areas in order to share scientific results and ideas for a better collaboration.PFSD 2021 was dedicated to the 125th anniversary of Tomsk Polytechnic University and was held within the framework of the Year of Science and Technology in Russia. Five Tomsk universities hosted the conference. 467 young researchers applied for the participation in the conference from 67 universities and academic institutes of Russia and foreign countries. The conference presented 20 keynote speakers, 10 interactive masterclasses and competitions for participants.This year the conference was organized partially by personal attendance of participants (mainly from Tomsk city), and many foreign participants took part in conference virtually using Internet communication technologies (Zoom, Adobe Connect). The conference attendance was organized in compliance with all sanitary standards and safety requirements. Full Conference Title: VIII All-Russian scientific-practical conference with international participation “Modern problems of reservoirs and their catchments” Date of the Event: 27th-30th May, 2021Location: Perm, Russia.The VIII international conference “Modern problems of reservoirs and their catchments” was dedicated to the memory of Honored Worker of Science and Technology of the Russian Federation, Doctor of Geographical Sciences, Professor Yuriy M. Matarzin.The conference has been organized by the Department of Hydrology and Water Resources Protection once every two years at the Perm State University since 2005.The conference was held in the following sections:1. Hydro- and geodynamic processes.2. Water resources management.3. Water quality. Geoecology.4. Hydrobiology and ichthyology.The conference was held 27th-30th May, 2021 and was attended by 213 participants from Russia, Kazakhstan, Kyrgyzstan, Ukraine, Bosnia and Herzegovina. 107 participants made a report. The actual number of foreign participants is 14. The aim of the conference is to discuss the methodological and conceptual aspects of the reservoirs study and their catchment areas, problems of water resources and their rational use. The lithium triangle – the importance of Bolivia

Bolivia is the largest world lithium reserve with brines for extraction at salt lakes, the main one being Uyuni. Policies for development were reactivated by 1997 with periodically revised plans. Specific projects have been implemented since 2007, including pilot plants and experimental exports. Only by the end of 2018 did Bolivia succeed in signing significant contracts with foreign participation. Internal political factors forced the termination of an important contract with ACY Systems GmbH - Germany. The government elected in 2020 renewed efforts, and are expected to re-initiate significant progress by 2021. Technological challenges remain (rainy seasons – magnesium brine composition). The state has active participation in agreements with foreign/national private parties.

Early Development of Chinese Sign Language in Shanghai Schools for the Deaf

The Shanghai variant of Chinese Sign Language (SCSL) is one of the main variants of Chinese sign languages, greatly influencing other sign languages, such as Hong Kong Sign Language and Singapore Sign Language. This paper is a first attempt to trace its origins and early history and deaf education in Shanghai until 1949. The data are collected in two ways: first, by delving into the archives, i.e., written records of deaf history and education in China during that time; second, by interviewing surviving deaf students who went to school before or around 1949. Our findings are as follows: (a) SCSL began in the 1920s and emerged as a distinct sign language in the 1940s. Two deaf schools were the power shaping its progress among several deaf schools established in Shanghai: Fryer deaf school and Group learning deaf school. The sign variants of these two schools form the backbone of SCSL. (b) Deaf teachers are one of the key factors that affect the early development of a sign language. Chinese deaf played a vital role in the rise and spread of SCSL in the 1930s and 1940s, as some deaf teachers opened deaf schools in Shanghai and other cities, even other countries or areas, thus helping SCSL to spread. (c) Arising in an international and multilingual environment, SCSL is characterized by traces of foreign sign languages, especially ASL, due to language contacts linked to deaf education at that time, e.g., some proper names, like XUJIAHUI, SHANGHAI-1 and some high-frequency words like water. (d) However, foreign sign languages' direct influence is negligible due to the lack of participation of deaf foreigners in deaf education in Shanghai and oralism advocated by foreign educators in relevant deaf schools. To sum up, deaf teachers for deaf schools are key to the early development and spread of SCSL.

Risks in supply chains directly affect the security of these chains and their continuity, the main possible consequences are increased costs and reduced profits. Methods. The research is based on general scientific methods of cognition — historical, analysis, systematization, comparison method, partially-scientific methods and dialectical method Results. The concept of “risk” is considered from different points of view: customs control and state standards. The classification of risks is proposed, which includes the risks of delay in the release of goods, non-payment of customs duties, bringing to administrative responsibility, confiscation of goods, the risk of depriving a foreign trade participant of the status of “bona fide”, failure to fulfill the terms of the contract for the delivery of goods. Their indicators that allow identifying risks are given. A method is proposed for calculating the probability of occurrence of risks in the international supply chain of goods containing intellectual property objects, which is necessary to determine the risk category and assign it to a high, medium or low level. Discussion. The proposals put forward are the basis for further research in the field of forecasting the risks of moving goods containing OIS. The main problem in risk forecasting is the lack of information and statistics. In this connection, it is not always possible to make the necessary calculations. For example, statistics on the accounting of license fees in the customs authorities are not kept, although this information could allow: on the one hand, to qualitatively improve the effectiveness of the application of the RMS, in terms of the possibility of replenishing funds to the federal budget at the expense of the added value for the use of the IPR by the customs authorities, and on the other — to participants of foreign trade will allow to predict and minimize risks.

Criminal proceedings and intercultural competences

The author of the article discusses the issues associated with the specifity of the situations where procedural acts with foreigners are conducted in criminal proce- edings. The author pays attention to participation of persons from other cultural environments. The article addresses some issues associated with such activities as search, interrogation, confrontations and so on. The author stresses a necessity of proper behaviour of officers in situations causing a conflict of values values shared by persons representing different cultures. Furthermore, the article analyses some problems which may occur at the level of verbal and non-verbal interpersonal communication during procedural actions with the participation of foreigners.

Implementation of Kupingan Method in Javanese Karawitan Music Training for Foreigners

The present work explores the implementation of kupingan method in the karawitan music training process to foreign participants with written tradition background. Moreover, it aims to identify, analyze, and elaborate the strength and weaknesses of kupingan method in transfer knowledge of gamelan skills. The present study employed a descriptive-qualitative method and class-action research design. The research objects involved the training of Javanese karawitan music to Tlaga Madu group from the University of Michigan in 2019. The data were obtained through observation of participation, interview, and document study. The data were further validated by triangulation technique and analyzed by steps as follows: identification, classification, verification, reduction, and explanation. The results indicate that kupingan method is applicable in the karawitan music training for foreigners, yet, to a very limited extent. By implementing the method, the training participants can master simple gending (colotomic structure) instrumental of learning materials, such as basic technique and patterns of instruments in the small-format gending lancaran form. On the other hand, the materials of complex gending with larger formats than lancaran are more effective to be disseminated by karawitan notation that is written in detail and elaborated with a demonstration of the song play.

Case for Review of Laws on Foreign Business Participation in Nigeria

In Nigeria, the question is whether laws on foreign business participation are simple, clear and coherent in relation to implementation and the ability of a foreign company to navigate the process? This article advocates the review of laws on foreign business participation in Nigeria. Foreign businesses, unless exempted, are required to be registered under the Companies and Allied Matters Act (CAMA), 2020 in addition to registrations and obtaining of permits, licences and approvals under several laws and agencies of government. The paper argues that the laws pose large and unclear compliance requirements and peculiarities and thus produce administrative and bureaucratic bottlenecks. The lack of cohesion among the agencies in implementation creates a cumbersome, lengthy process and an inadequate environment resulting in navigation challenges for foreign companies. There is a need for the development of a simple and clear digitized process automation for registrations, applications and approvals. The recent development of a digital process at the Corporate Affairs Commission (CAC) must be clear, seamless and in existence in all agencies, especially in the era of the Coronavirus diseases 2019 (COVID-19) pandemic. Results of the Scientific and Practical Conference 'Scientific and Technological Development of the Russian Federation: Resources, Results, Prospects' with Foreign Participation

Currently, there is a complex system of science governing in Russia, which incorporates programs and goals defining mechanisms and documents, as well as government tools of support for science for selected challenges and risks. However, Russian science has an issue of low mobility and scarce essential resources. For example, the amount of funding of science and research in Russia does not allow for the technological breakthrough if compared to figures of the countries, leading in scientific and technological development. With the state budget providing two thirds of the gross expenditure on R&D, it remains the main source of funding for science and research. The Government of Russia has still not reached the goals of making research, development, and engineering in Russia attractive to investors, and creating the financial basis of technological breakthrough with the significant ratio of non-budgetary funds. To analyze the existing problems in the field of science and technology in Russia, The Russian Research Institute of Economics, Politics and Law in Science and Technology (RIEPL) hosted a scientific and practical conference "Scientific and Technological development of the Russian Federation: Resources, Results, Prospects." The discussion pertained to topics of science popularization and improvement of the status of science; development of the shared scientific infrastructure; cooperation between universities, scientific organizations, businesses, and government; science diplomacy; regional development of science in Russia; the usage of international scientometrics databases, and statuary and regulatory basis of scientific work. Following the conference, the list of proposals for the development of state policy in the field of science and technology has been prepared. This list can be used by the Ministry of Science and Higher Education of the Russian Federation to determine transformation directions for the governance system of scientific and technological development.

We are honored to introduce the Proceedings of the 4th International Conference on Informatics, Engineering, Science, and Technology (INCITEST 2021). With its main theme on “A Future Road Map, Encouraging Optimism and Technology to Face Post Covid-19 Era”, this event is hoped to serve as a platform of gathering for anyone interested in exploring optimism, potential solutions, and answering issues and challenges in the era Covid-19 Pandemic”. Unlike the 1st and 2nd INCITEST, the 3rd and 4th INCITEST was carried out in the virtual conference due to the impact of COVID-19. Universitas Komputer Indonesia (UNIKOM) held this online conference on 10 March 2021 to gather experts and scholars worldwide to continue disseminating the latest advanced research in the field of Informatics, Engineering, Science, and Technology and developing the academic exchange among researchers.Following the success of INCITEST 2018, 2019, and 2020, the enthusiastic responses to the call-for-papers in the fourth INCITEST were increasing. More than 150 papers were submitted to the organizing committee from both local and foreign participants. A peer-review process has been conducted to check paper originality and quality, resulting in 120 accepted papers being presented. The papers have been presented via Zoom in 10 minutes for each paper.It is an honor for us to have four renowned experts as our keynote speakers : Prof. Minoru Terano and Prof. Hiroyuki Iida from Japan Advanced Institute of Science and Technology (JAIST), Dr. Siva Kumar Sivaneshan from Taylor’s University, and Dr. Salmon Priadji Martana from UNIKOM. The keynote speech is presented in the plenary session in online format (via Zoom) and lively broadcasted on UNIKOM Youtube official channel. Each keynote presented their address in 45 minutes duration, including the discussion session. After completing the plenary session, the schedule continued with a parallel session held in an online format. The participants were divided into several classes, which a moderator chaired. Each presenter should present their paper within 5 minutes via Zoom. Beyond diplomacy: making sense of foreign participation in the French wars of religion

Abstract The French Wars of Religion, generally conceived as a series of civil wars, saw the participation of a wide range of different actors from outside the kingdom of France. Using the language of international relations, historians who have touched on this subject have tended to draw clear lines between the motives and experiences of French and foreign participants in the conflict. By studying Protestant German princes who became embroiled in the wars in France this article will demonstrate that actors from beyond the borders of the kingdom did not see themselves as outsiders interfering in its domestic affairs. Though ideas about sovereignty and nationhood were beginning to take shape, the princes viewed their role in France through the lens of the older system of patronage. These networks were essentially transnational and caused the German princes to become entangled in the same structures that shaped the political process inside France.

Digitalization of customs control of cultural properties in international trad

The development of international trade and the growing influence of visual images on the consciousness of modern society have led to a steadily growing demand for art objects. However, the art market is a gold mine for professional thieves. Every month, more than a thousand works of art are stolen in the world. The criminal art business ranks third after drug trafficking and the arms trade. The level of detection of crimes related to the theft of art objects is still negligibly low (only 1.5 % of court cases end in favor of the owners), the amount of money is colossal (according to general estimates, the global value of stolen works is 3.7 billion pounds), and the interest of the internal authorities of different countries in training specialized search personnel is scanty. The relevance of the presented topic lies in the fact that the globalization of international trade in cultural values and the high corruption component require improving customs administration and improving the quality of customs activities. Today, innovative technologies are able to automate the process of control over cultural values, speed up and simplify the process of interaction between foreign trade participants and customs authorities, as well as ensure complete safety of transportation of cultural heritage objects. Objective: to develop proposals for improving customs control over the movement of cultural property, in particular, by creating an information interdepartmental system for monitoring the movement of cultural property using blockchain technologies and the Internet of Things, which can provide greater transparency in the movement of art objects. Object of research: ensuring customs control over the movement of cultural heritage objects. Subject of research: cutting-edge technologies as a means of improving the effectiveness of customs control over the movement of cultural property.

The Menace of Insecurity by Herdsmen Attack and its Implication on Tourism in Southwest Nigeria

The objective of this research is to assess the effects of herdsmen menace on tourism. Secondary data about insecurity caused by herdsmen attack were collected from news media using Google search and were subjected to descriptive statistics. The classical theory of structural functionalism and Marxian theory of historical materialism were used to explain and predict the implications of herdsmen attack on tourism. Findings of the study identified farmland destruction, attack on villages, murder of victims, kidnap and clash with farmers, injuries, rape, stealing of farm produce, robbery, and terrorism as menaces perpetrated by the herdsmen. The dysfunctional part of Nigerian societal structure which the theories used in this study identified that the contradiction between Nigerian economy and social control which was unstable leads to insurgency, and could affect the participation of Nigerian citizens and foreigners in tourism. Safety and security concerns for international and local travelers occasioned by terrorist attacks on highways in southwest Nigeria could make tourism destinations and businesses suffer from low patronage. Due to issues of insecurities along highways in southwest Nigeria, the future of family tourism, agri-tourism and rural tourism could be affected in capturing heterogeneity and mobility of the family market.

Chinese Investment in the UK: Structure, Dynamics, Prospects

The article analyzes China’s investment in the UK. Sectors of the British economy, in which the largest Chinese investments are concentrated, have been recounted. Large British enterprises, acquired by Chinese companies in 2005–2020, have been identified. The dynamics of the expansion of Chinese capital is examined in the context of the political, economic and technological risks that it generates. The article focuses on the study of the argumentation of experts who question the advisability of the active participation of Chinese capital in the development of the UK economy. There are three factors that will negatively affect investment cooperation between the two states. Firstly, there is considerable concern among British politicians about the rise of China’s influence. Secondly, London’s decision to bar Huawei from building 5G networks has worsened UKChina relations. Thirdly, National Security and Investment Bill, now progressing through UK Parliament, will give the authorities additional powers to block investment projects with foreign capital participation on national security grounds. The author concludes that all these factors will lead to a decline in China’s investment in the United Kingdom.

Analysis of new product development between product innovation and product financial performance assessment: a case of Doosheh Dairy Company

Recent supply and innovation literature emphasizes the importance of foreign participation in product development. Based on this work flow, this study distinguishes four novel interagency new product development strategies (NPDs) based on two dimensions: the external source “supply chain supplies [SCS] and non-supply chain resources (NSCS)” and the form of interaction (united and purchasing). Using theoretical arguments from a knowledge-based perspective, we compare the effects of these four strategies on product innovation and product financial performance. Therefore, multi-criteria decision-making models are used to find the best inter-organizational strategy for developing a new product conducting a case study. The results indicate that some strategies are more effective to enhance product innovation, while others are more effective in improving product financial performance. In addition, this study shows that there is no distinction between the supply chain and the supply chain effects on product innovation. We also show that interdependence of technology plays an important role in increasing the positive relationship between product innovation and product financial performance. In general, the study suggests that companies need to carefully design their interagency NPD strategies with the various needs of innovation projects.

Interdependence between International Investment and Profitability of Indian Private Sector Banks: A Pragmatic Review

Appraising the Monetary effectiveness is one of the authoritative barometers to gauge the performance of private banks and it supports to conquer over the fierce & cut throat competition which in turn helps for sustainability in the long run. Through this study attempt has been made to evaluate the influence of Overseas Investment Strategy on the Financial Efficiency of Indian Banks (Private) and bring to light whether Foreign Participation has notable impact on it or not. The existing study is analytical and explanatory in nature and used both primary as well as secondary data from different sources like Govt. Body report, RBI annual report, Different Journals and on line data base. The collected data were analyzed through inferential statistical techniques like correlation, Multiple regression, f-test, t-test and Analysis of Variance (ANOVA) with the help of SPSS (18.0 versions). The study winded-up with remarks that there is no significant association among FDI and overall Financial efficiency of private sector banks including all the sub parameters like ROA, ROE, NII & NP This Study will helpful to the Authority, Indian private banks, RBI and Govt to take the remedial measures how the increased amount of FDI will be beneficial in inflating the profitability position of Indian Banks and to detect the underlying cause of non-effectiveness of FDI on Indian Banks (private).With more and more FDI inflows the Indian banking business may rise to a greater position and can achieve a better financial stability. FDI helps to achieve better profit making capability which can enhance the interest of investors and in turn reflected in more returns on equity investment in this sector. Hence, it is recommended that more & more FDI inflows should be encouraged in Indian banking sector (private) to place it a better position in the global ranking and to assure fiscal strength in India. The giveaway of this study can be perceived along three strands like Research, Policy and Practice and it is a modest attempt to apprehend the role played by offshore investment on the financial efficiency of private sector Banks of India.

Does Foreign Institutional Equity Participation Instigate Sustainable Corporate Investment Efficiency? Evidence from Emerging Economies

This study examines the impact of overall foreign institutional equity participation and its two types—foreign institutional pressure-resistant and pressure-sensitive—on firm sustainable investment efficiency for non-financial listed domestic firms of three emerging economies over the period of 2009–2018, using an unbalanced panel of 733 firms with 4468 firm-year observations. It also investigates the impact of varying levels of foreign equity participation on investment efficiency. We used the regression estimation technique with robust standard errors clustered at the firm level. We also used the second-stage instrumental variable (IV) method to control potential endogeneity. Empirical findings reveal that overall foreign institutional equity participation and foreign institutional pressure-resistant ownership have a positive and significant impact on corporate investment efficiency, whereas foreign institutional pressure-sensitive ownership has a positive but insignificant impact. When we divided the overall institutional foreign equity ownership and its two types into five levels, we found a positive and significant impact of overall foreign institutional ownership at all levels. The foreign institutional pressure-resistant ownership has a positive and significant impact on investment efficiency when it is greater than 10%. However, we found a weak relationship of foreign institutional pressure-sensitive equity ownership with investment efficiency at all varying levels of investments. These results are robust when we controlled for endogeneity. Our results have implications for policymakers, regulators, academicians, and potential foreign equity participants. These results can be generalized to those emerging economies that have the potentials for attracting foreign equity inflows.

Frontier Markets, Liberalization and Informational Efficiency: Evidence from Vietnam

This paper examines the equity market opening in Vietnam, a frontier market that has taken gradual steps of relaxing capital control, by analysing whether liberalization policies in the period 2009–15 have had an impact on informational efficiency. We applied time-varying Hurst exponent during the liberalization period and tested Adaptive Market Hypothesis. The results confirm the role of foreign investors in improving the local market’s efficiency, however, the findings show that the liberalization does not always result in the increase of foreign participation, which then has a limited impact on the efficiency. The study also indicates the importance of governance policies, along with liberalization policies, in completing market structure and market dynamics, that promote equity price reflects truly firm’s intrinsic value.

INNOVATIVE MINING TECHNOLOGIES IMTech 2020 Scientific and Technical Conference 2 – 6 November 2020 Due to severe pandemic restrictions, caused by the SARS – CoV2, an electronic form of the conference was offered. The conference covered a broad spectrum of scientific, research and technical subjects, enabling an exchange of knowledge and professional experience among representatives of academia, research institutes, producers of mining machines and equipment as well as end – users from mines.The IMTech 2020 Conference was oriented mainly onto innovative mining technologies in the aspect of safety, reliability and efficiency.During twelve conference sessions forty – four papers, concerning work safety in the mining industry, minerals’ extraction systems, state–of–the–art control, monitoring and diagnostics systems of machines and equipment, cyber – security, new solutions of hydraulic systems, new generation, highly efficient haulage assemblies for longwall systems, hoisting machines, recovery of minerals, preparation systems, an improvement of mining personnel’s qualifications and an internationalization of the Polish circum–mining sector were presented.In total about 4000 on-line participants took part in the conference. It is worth mentioning that 830 people followed the session simultaneously translated into English. Foreign participants were from Australia, Chile, India, Romania and Slovenia.
