PARTICIPATION OF MIGRATION OF THE POPULATION IN THE SOCIO ECONOMIC DEVELOPMENT OF THE REGION (ON THE MATERIALS OF THE REPUBLIC OF TATARSTAN)

The article presents the main trends of migration development in Russia. The study reveals the importance of migration processes for demographic development of Russia. The emphasis is placed on the migration exchange of the Republic of Tatarstan with foreign countries. The main trends, associated with a decrease in the number of immigrants from almost all CIS countries, except Ukraine, are defined. Particular attention in the article is paid to the migration processes, and the importance of labor migration for the Republic of Tatarstan. Gender studies in modern migratory movements are presented. The main reasons why Tatarstan is an attractive territory for migrants not only from Russian regions, but also from other countries, are established. The features of the impact of foreign migrants, working in Tatarstan, on national security are disclosed.The issues, related to the influence of foreign labor migrants on the ethnic composition of the Republic of Tatarstan were defined. The State Program of the Republic of Tatarstan, promoting the sustainable social, economic and demographic development of the republic, due to the voluntary resettlement of compatriots living abroad, was analyzed.The data of the Federal Service - Territorial Body of Federal State Statistics Service in the Republic of Tatarstan, are widely used in work.

Foreign Labor Force in the Far East of Russia

The article analyzes the dynamics of spatial distribution, geographical structure and connection of the foreign labor force with a number of macroeconomic parameters of the development of the Far East in 2011–2016 on the basis of official statistics. It is determined that the total number of foreign workers attracted to the far Eastern regions was largely due to the size of their economy, which indicates the presence of a gravitational relationship between these parameters. Based on the analysis of foreign markets of goods and capital, it is assumed that the real values of the foreign labor force of the far Eastern regions may be near the number of foreign labor migrants reflected in the balance of labor resources.

Postcolonial polar cities? New indigenous and cosmopolitan urbanness in the Arctic

ABSTRACTThe arrival into geography, and especially urban geography, of a frame of questioning coming from postcolonial studies has contributed to a fascinating debate about what a “postcolonial” city is and how the urban duality between ethnically, socially, and spatially segregated “European” towns and “native” settlements is being reformulated and transformed. Obviously, Arctic cities are not postcolonial in the political sense of being independent from the former colonial centre – although this process may be under way in Greenland – but they have seen a progressive move from a Eurocentric culture toward greater hybridization. This article looks into two new trends that contribute to making Arctic cities postcolonial: first, the arrival of indigenous peoples in cities and the concomitant diminution of the division between Europeans/urbanites and natives/rurals; and second, the arrival of labour migrants from abroad, which has given birth to a more plural and cosmopolitan citizenry. It advances the idea that Arctic cities are now in a position to play a “decolonizing” role, in the sense of progressively erasing the purely European aspect of the city and making it both more local and rooted (through indigenous communities) and more global and multicultural (through foreign labour migrants).

Governing through support: Migrant women’s affective labor and government services for migrant workers in South Korea

ABSTRACTA central thread in migration studies is the various forms of state power that produce precarious conditions for migrants in favor of capital mobility and accumulation. The case of South Korea, which this paper pays attention to, shifts the analytical focus on overt state violence to explore heterogenous modes of governing foreign populations, namely, labor migrants and marriage migrants. Grounded in interviews and observational fieldwork in Ansan, South Korea’s ‘migrant city,’ the paper examines the policies, practices and political effects of everyday practices of government support: First, what kinds of governing rationality are embedded in South Korea’s bifurcated migration policy? Second, how does the affective labor of migrant women become entangled in practices of government support for labor migrants? Third, how and to what extent, does such support guide migrants, both the recipients (the labor migrants) and the service providers (the marriage migrants or staff members), to become governable subjects? The analysis obliges us to recast the analytical division between labor and marriage migrants often deployed in the literature of migration in the region. Furthermore, it highlights a pivotal role that gender plays to shape technologies and effects of governing for migrants.

Analysis of human capital in the region as a source of import substitution

As a basis for the growth of the modern Russian economy, we considered the indicator “human capital of the region”. The actualization of the modern import substitution policy, caused by Western sanctions against Russia, and the targeted growth in labor productivity have led to the special importance of the “human capital” indicator for the regions of the central part of Russia. The authors made an excursion into the historical period and the international aspect of the study of this indicator. The article concludes that the value of human capital is determined by the values of labor resources. The total number of labor resources in the Voronezh region, the number of the employed able-bodied population in the division into groups (adolescents, people of pre-retirement age, migrants, etc.) are analyzed. The groups and the number of economically active population, the main trends of increasing real incomes of the population in the Voronezh region are identified. The forecast of the labor market is formulated in the form of identified trends in the reduction of the main component of labor resources: the number of able-bodied working-age population from among the employed citizens of older working-age and foreign labor migrants, which will provide some compensation for losses in the number of labor resources. According to the results of the study period, in the social sphere, trends were identified to improve a number of indicators and a forecast was prepared for the development of human capital in the region and its stimulation by the state.

Entrepreneurial Activity of Foreign Labor Migrants in Russia: Оn the Example of Kyrgyz Migrants in Moscow and the Moscow Region

The article is on the entrepreneurial activity of foreign labor migrants in modern Russia in a case of Kyrgyz migrants in Moscow and the Moscow region. The study focuses on identifying entrepreneurial strategies of Kyrgyz migrants, which are formed as a result of the interaction of the structure of the host Russian society and some group characteristics. Conventionally, there are three stages in the development of entrepreneurship among Kyrgyz migrants: the 1990s through the early 2000s, the first half of the 2000s through the late 2000s, and the 2010s. Based on the analysis of the materials of 26 in-depth interviews with experts and entrepreneurs from Kyrgyzstan, an individual and group level of formation of entrepreneurial strategies was considered. At the individual level, most important are personal characteristics, age, satisfaction of the primary material tasks of the migrant’s family, and migration experience. A much more significant resource, especially at the initial stage, is not Russian citizenship but knowledge of the Russian language. At the group level, Kyrgyz migrant entrepreneurship is characterized by quantitative and qualitative accumulation of individual and group resources, entering the market through a free and, most importantly, accessible niche, and the transition from buying and selling to manufacturing. Particular attention is paid to the place and role of kinship and compatriot connections of migrants from Kyrgyzstan, which form the basis of ethno-migrant social networks. These ties acquire an ethnic dimension, primarily because they are a key, if not the only, resource, especially at the initial stage of business creation. Attracting these connections forms the basis of an “ethnic” entrepreneurial strategy and often leads to the creation of a business oriented primarily on “our own” or a migrant-oriented infrastructure. At the same time, entrepreneurs of Kyrgyz origin are not a homogeneous group. Depending on the clients on which the business is focused on and on “ethnic” entrepreneurial strategy, business is allocated in a way that focuses on both “our own” and the rest of the population, as well as mainly on the entire population of Moscow and the region.

Дети внешних мигрантов как источник трудовых ресурсов России

Objective: the article deals with the problems of adaptation and integration of the children of migrants arriving in Russia in order to get job. Discussion: The analysis of the flow of foreign labor migrants in Russia found out that migrants who come to the country to get a residence permit and who associate their lives with our country, come with their families, bring their children. For Russia in terms of the decline of population in the working-age the children of migrants may be an important factor in filling the lack of labor force in the working-age population in Russia. Results: It was found out that the Russian scientific research on migration skip that fact that children of migrant workers are also potential labor force. It is necessary to simulate and plan their professional orientation in school. For this purpose it is necessary to adapt the program of the integration of children and change strategies of the school educational system. At the present stage the multidisciplinary and civilized approach should be used to solve the problem of the migration. The author proposes to use the positive experience of Germany in this matter.

Migrants are Losing Interest in Russia

According to the split year data, in 2015 positive migration balance in Russia will be below 2013-2014 indicators. Herewith, mobility of the Russian population does not remain at a low level: the scale of internal migration captured by statistics will exceed four million persons. It will be higher than in the 2000s and will reach the 1980–1990s level. The number of foreign labor migrants starts to fall. This data can already be treated as a loss of interest in the Russian labor market emanating from a small part of labor migrants. Looking forward, the number of foreign citi zens from EEU member states will remain high in Russia and migration from other CIS member states will be falling. In the meantime, the procedure for foreign workers’ legalization on the Russian labor market is getting worse in 2015.

Short Term Vocational Skill Test in Nepalese Context

This paper assesses the possible contribution of short term vocational skill tested graduates and labour migration in foreign employment and remittances to Nepalese economy. An attempt has also been made to assess the role of effective skill testing system that can be provided even in local level as for equal accessibility to all skilled workforces throughout the country. Producing skill tested graduates is known to be a process of human capital formation that is equally benefitted to self and society. Due to easy access of government policy, Nepalese youths are working in international labour market and at a time when the country's major economic indicators are not favorable, the remittances have played a vital role in national economic growth. Though remittances earning is a boon to the economy, the facilities are inadequate to back up the increasing trend of migration. Inadequate knowledge on skill testing system and lack of skill training and poor opportunities to involve in trade specific work are some of bottlenecks to Nepalese youths. This paper suggests that formulation and effective implementation of short term vocational skill testing system in local level is the need of today so that most of foreign labour migrants can grab semi-skilled employment opportunities through specific vocational skill tested certification. The government needs to play a proactive role to promote foreign employment by inducting and adhering to the policy of socio-economic development and human capital formation. Replicating the status and impact of short term vocational skill tested graduates and migrated labour in foreign employment, state mechanism has to be endorsed in our national context for development and promotion of skill testing mechanism in local level and regularization of foreign employment. In such a situation, majority of youths could get opportunities to take skill tested certificate that can encourage them to become a vocational skill and trade occupation specific. Conditions of Labour Migrants in the Republic of Serbia: Preliminary Perspective

Issue of foreign labour migrants in Serbia does not occupy very prominent place in Serbian governmental policies. These policies are mainly focused towards Serbian Diaspora and Serbian labour migrants working abroad. Conversely, national policies on foreigners in Serbia are mostly concentrated on suppression of illegal immigrants and inclusion and readmission of Serbian refugees. The development of Serbian migratory policies represents part of national Euro-integration strategy. Therefore we find relevant to draw attentions to this topic. In this paper we outline basic national legislation procedures, laws and migratory strategies and give review of basic national and other bodies. Furthermore, we focus on gaps in processing problems of labour migrants in Serbia.

Influence of Intrinsic Culture: Use of Public Space by Filipina Domestic Helpers in Hong Kong

In line with the process of globalisation, large numbers of foreign labour migrants, who live and work across national boundaries, have created unique, cultural landscapes on foreign soil through their use of public space. Some scholars see this use of public space by foreign labour migrants in the main as a response to external challenges, the result of political economy, gender struggle, body politics, and cultural resistance. However, little effort has been made by scholars to examine the influence of the particular intrinsic cultures in which the aforementioned migrants were born and raised, cultures that they endeavour to sustain in alien environments, e.g. their religious beliefs, family ties, languages, and modes of social contact. In this article, the writer examines the use of public space by Filipina domestic helpers in Hong Kong and argues that foreign labour migrants’ intrinsic cultures could be among the driving forces that shape the cultural landscapes of countries or regions in which they undertake overseas employment. The aforementioned religious beliefs, family ties, languages, and modes of social contact are major elements of these forces. The writer trusts that this article will demonstrate a new approach to the study of foreign labour migration‐related cultural issues and landscapes.

The WTO/GATS Mode 4, International Labour Migration Regimes and Global Justice

Introduction: labour migration and global justice The WTO's General Agreement on Trade in Services (GATS) “Mode 4” is currently the only internationally-agreed legal instrument with the potential to become a functioning multilateral regime regulating temporary labor migration. It is an international mechanism aimed at liberalizing service-related labor mobility on the basis of qualified negotiated commitments by states to accept non-permanent foreign labor migrants, subject to substantive rules that regulate and constrain states' unilateral temporary labor migration policies. International trade and migration specialists query whether Mode 4 is effective as a global economic regime, and what may be done to make it work better. In this chapter I ask, rather, if GATS Mode 4 is just : does the model of international labor migration regulation that it represents conform to principles of global justice? This question is closely related to evaluations of the morality of autonomous national migration policies, but is independent of them, going one step beyond and considering an international legal and institutional migration arrangement from a global justice perspective. The exercise clearly holds lessons for the design of any future labor migration regime, but it is also important in the more general WTO context. To the extent that the WTO purportedly represents a global economic “constitution” for globalization, as is sometimes suggested, it must be sensitive to conflicting political and philosophical visions of global justice and the way that they relate to international economic disparity.

Germany and its immigrants: A socio‐demographic analysis

Germany is today, along with the USA and Russia, one of the three most important immigration countries worldwide. The authors examine how the immigrant population of Germany has risen despite the fact that the German government has sought to restrict it. They analyse six major streams of migration: refugees and expellees who came immediately after World War II, German resettlers from Eastern Europe ('Aussiedler'), emigration of (West) Germans, migration between East and West Germany, foreign labour migrants and asylum seekers. The dynamics of immigration within each of these channels was remarkably different. As far as absorption and integration are concerned the authors argue that different groups of immigrants should be treated more equally.
