Primary and secondary $\ensuremath{\gamma}$ rays in $^{237}\mathrm{U}$ from resonant neutron capture in $^{236}\mathrm{U}$ have been measured with the fast chopper facility, the neutron monochromator, and 2- and 24-keV neutron beam filters. A level scheme was constructed including 27 levels with spin and parity assignments. Rotational band members of the Nilsson configurations [631\ensuremath{\downarrow}], [622\ensuremath{\uparrow}], [624\ensuremath{\downarrow}], [631\ensuremath{\uparrow}], [633\ensuremath{\downarrow}], and [501\ensuremath{\downarrow}] and of the vibrational bands {[622\ensuremath{\uparrow}] - ${2}^{+}$} and {[631\ensuremath{\downarrow}] + ${0}^{+}$} were identified. There are more levels below 800 keV, in particular, $K=\frac{1}{{2}^{\ensuremath{-}}}$ bands, than expected from comparison with $^{235}\mathrm{U}$ and $^{239}\mathrm{U}$. The neutron binding energy in $^{237}\mathrm{U}$ was determined to be 5125.9\ifmmode\pm\else\textpm\fi{}0.5 keV.NUCLEAR REACTIONS $^{236}\mathrm{U}$($n$,$\ensuremath{\gamma}$), ${E}_{n}=5\ensuremath{-}125$ eV, 2 keV, 24 keV measured ${E}_{\ensuremath{\gamma}}$, ${I}_{\ensuremath{\gamma}}$, deduced $^{237}\mathrm{U}$ levels, transitions, $J$, $\ensuremath{\pi}$, photon strengths, Ge(Li) detector, three crystal spectrometer, enriched targets, nuclear structure, Nilsson model, vibrational excitations.
