CONFLICT FACTORS: INTERPLAY AND THEIR POTENTIAL : CONFLICT FACTORS AND CONFLICT MANAGEMENT

The study of conflict begins from studying its root causes, sources, or conflict factors, for its management and constructive resolution. Causes of conflict or conflict factors is the object of research. In the article the author considers the general concept of conflict factors, their interactions and potential. The work analyzes the potential of conflict factors and discusses their relationship, on the example of Kazakhstan. Conflict factors can be divided into internal and external factors. This work considers internal factors. The theoretical aspect is studied by a literature review to determine the conceptual basis of the conflict and the ways of resolution. During the study, the factors affecting the conflict are described and analyzed by comparative, historical and systemic-structural methods. Author analyzes the example of Kazakhstan and former Soviet countries. Moreover, potential of conflict factors in Kazakhstan and its peculiarities will be discussed.

Industrial-Innovative Paradigm of Social Sustainability: Modeling the Assessment of Demoethical, Demographic, Democratic, and Demoeconomic Factors

The article presents an analysis of tools for influencing the sustainable development of regions, considering their industry specifics, as well as ways to influence socioeconomic growth. The purpose of the article is to model the assessment of demoetic, demographic, democratic, and demoeconomical factors as the basis of the industrial and innovative paradigm of social sustainability. Achieving sustainability is possible only along the vector of harmony through the systemic combination 4D = “D + 3D”, namely, demoethics and demography, democracy, demoeconomy. Analysis of the existing processes of development and harmonization of society is implemented in the example of Kazakhstan. Research methods include integral analysis for ranking regions and correlation and regression modeling to assess the impact of factors on the process of sustainable development of society in a particular territory. The article hypothesizes that the creation of conditions for the development of the main regional industry will stimulate its sustainable and harmonious socioeconomic growth and provide the necessary level for the process of social harmonization. The findings show that the proposed approach made it possible to identify harmonious and disharmonious factors in the development of the region and to identify tools for influencing the process of sustainable development of society to increase the level of harmonious socioeconomic development of a particular region.

Evaluation of innovative development of transit economies: the example of Kazakhstan

Integration of Kazakhstan into world economic processes presupposes activation of innovation policy. The purpose of the article is to investigate the current problems of the country’s innovative development over the years of new industrialization, with an emphasis on the key role of the state in their regulation. The generalized results of the country’s innovative development made it possible to identify the main reasons that hinder the progressive innovation movement. The article shows that since a feature of the economy of Kazakhstan is a high level of technological heterogeneity, the new industrialization was designed to eliminate the technological backwardness of industries, to create new points of innovative growth. The authors come to the conclusion that for a technological and product breakthrough, for reaching radical innovations, enterprises need to learn how to build cooperative ties and strategic alliances between large entities with the participation of research organizations, small and medium-sized businesses. The role of the state in enhancing innovation policy in the medium term is shown, with an emphasis on mechanisms and tools that stimulate innovation activities of enterprises, promotion of state and corporate innovations.

Scientific Basis of Improving the Quality of Secondary Education: on the Example of Kazakhstan

The article draws attention to the current tasks of the Kazakh government KyrCEC in the field of creating an autonomous state publishing house. The methodological aspect lies in  the historical parallels between the tasks of preserving state identity and territorial integrity at the beginning of the 20th century and the national values ​​that the deputies of the State Duma made inquiries about. The continuity of the stages of Alash and Soviet Kazakhstan is unconditional. It is known that at the stage of statehood in the 1920s–1930s, journalism as a tool of mass communication occupied a special place. In the bibliography of the topic, there are no in-depth studies on the establishment of continuity in the practice of social inquiries, using the example of Kazakhstan. The purpose of the study is to reconstruct the conditions in which publicism of the Alash elite were created on the basis of interdisciplinary methods and sources. The article analyzes the contribution of A. Baitursunov, M. Auezov, A. Dosov, A. Ermekov, K. Satpayev, S. Sadvokasov and other Alash activists on topical issues. The research methodology is based on an interdisciplinary approach, analysis and synthesis of sources based on the principles of dialectics, verification of the reliability of sources. The scientific and practical significance of the study is concentrated on the topic of national-cultural and state identity in the interpretation of the Alash leaders. Their contribution to the promotion of informative messages is invaluable. The systematization of the views of the Alash elite in matters of mass communication will be the basis for building the content and methodology of the modern architecture of the media and book publishing of the Republic of Kazakhstan. Models and methods of digital mechanisms in anti-corruption, their advantages and disadvantages, and applications

Corruption is one of the main problems in many developing countries. However, the complexity of measuring corruption and its consequences does not allow for its complete study and implementation of measures. The factors and indicators currently known worldwide cannot measure corruption on time scales and depend on a narrow circle of experts in this area. Thus, corruption is easily confused with institutional gaps. In modern society, where the technologies such as Data Science and Predictive Analytics play a huge role, corruption is still omnipresent. The article examines the priority areas of combating corruption using new digital technologies. The main direction of the article is defined as an analysis of the advantages and disadvantages of the digitalization in the areas of solving social conflicts. The article presents the comparative analysis of technologies of digital anti-corruption compliance in developing countries, on the example of Kazakhstan. At the same time, according to the results, the article discusses the disadvantages of using proposed models due to the peculiarities of the legislation.

Inclusion of universities, enterprises, and regions of Kazakhstan in the process of technological upgrading of the mining industry: a triple helix approach

This paper investigates universities with educational programs in mining specialties, mining enterprises, and regions with a developed mining industry in developing countries on the example of Kazakhstan. The analysis showed that universities are the weakest link in the chain of universities-enterprises-regions, since their structure is poorly balanced in relation to business: though to a smaller extent, science does cooperate with education, while business in universities remains an alien element and does not generate income on its own. The creation of a mining cluster around a university with mining majors can help multiply collaborative efforts. The involvement of universities in the extraction of mineral resources and the accompanying processes within such a cluster will significantly change the type and role of the regional industry, and as a result, will become a driver of economic growth in the region.

Współczesne praktyki upamiętniania Wielkiej Wojny Ojczyźnianej w Kazachstanie

The history of the Great Patriotic War has now become a hostage to political games and the ambitions of a national power. The collapse of the Soviet Union not only led to the development of the republics, but also transformed the politics of memory concerning Soviet history. This article analyses contemporary practices of commemorating the Great Patriotic War in Kazakhstan. It is one of the few Central Asian republics that continues to celebrate 9 May. The author analyses cultural memory in the post-Soviet area using the example of Kazakhstan and shows how contemporary practices of commemorating the Great Patriotic War developed. She also shows the state practices of the social and communicative transmission of the history of Kazakhstan’s participation in the Great Patriotic War.

Talent management in the conditions of public service (on the example of Kazakhstan and Russia)

The process of improving the quality of public services directly depends on the professionalism of the public service personnel. In this regard, it is necessary to constantly engage in their professional training and increase the level of development of their professional competencies, to strive for the formation of maximum productivity and efficiency of their activities. All these issues are components of direction that has become popular recently – talent management, designed to use effectively the qualities of employees, which will allow them to make a significant contribution to the development of the organization. The article considers examples of the application of the talent management system both from the point of view of the direction of the development of the organization’s human capital, and from the point of view of designing competencies, improving the efficiency of activities, as well as a method of forming a personnel reserve. The article presents the experience of applying the talent management system in Russian science, analyzes the state and options for using various models of talent management by scientists and practitioners of Kazakhstan. The authors describe their own experience of participation in various research projects aimed at finding, developing and supporting talents in the conditions of public service. The article gives an example of such a project for the selection of talented young people (graduate students), who want in the future to enter the public service in the Republic of Kazakhstan and Russia. Finally, the authors draw conclusions about the impact of trends in the modernization of the public service in Kazakhstan and Russia on the development of the model of talent selection and management in this system of professional activity.

РАЗВИТИЕ АНТИМОНОПОЛЬНОГО ЗАКОНОДАТЕЛЬСТВА В СТРАНАХ СНГ

The article provides a brief analysis of the stages of formation of antimonopoly legislation in the CIS countries on the example of Kazakhstan, the Republic of Belarus, the Kyrgyz Republic and the Russian Federation. The main tasks of legal regulation of entrepreneurial activity in the conditions of a market economy are highlighted. The article shows the similarity and peculiarities of approaches to solving the problems of development and protection of economic competition in the above-mentioned states, which are reflected in the adopted laws and other legislative acts. It is shown that the antitrust prohibitions formulated in the laws are based on the norms of the Constitution and the Civil Code. The expediency of making changes and additions to the antimonopoly legislation in accordance with the real state of the competitive environment in the economic sphere of this state is shown.

Features of digitalization of political processes in Kazakhstan

The digitalization process in Kazakhstan has its own brief history, achievements and results, which are noticed at the level of the UN, the World Bank and other international rating organizations. The most interesting is the process of digitalization of the political sphere in Kazakhstan, which can be considered a completely new process and trend. It is for the first time manifested and discussed in Kazakhstan in comparison with other countries of the Central Asian region. Theoretical studies show that digitalization of the political sphere has the main directions as “digital democracy”, “digital bureaucracy” and “digital diplomacy”. The modern example of Kazakhstan shows that the digitalization of the political sphere is developing and strengthening. This is directly related to the development of Internet technologies, the availability of the Internet, the growth of the political culture of population. The political power in Kazakhstan pays attention to several directions of process of digitalization of the political sphere. However, there is no clear and unambiguous choice between the options for supporting "digital bureaucracy" or "digital democracy". The latest processes and tendencies in the actions of officials, deputies of Kazakhstan related to the adoption of new laws on "media", on "social networks" show that there is a search for administrative, legislative ways and methods of managing and control of the process of politicizing social networks.

Educational development in a period of transition: the case of Kazakhstan

The development of education in the post-socialist space is one of the most interesting objects for comparative research. Countries that had similar or even identical education systems before the fall of the socialist regime can today serve as a research platform for testing modern theories of social development. According to modernization theory, the “underdeveloped” post-socialist countries had to catch up with their more “advanced” Western counterparts. Due to the fact that in all countries the goals of the reforms were similar, the expected result should have been more or less the same. However, despite the recommended reforms of Western consultants, different trajectories are observed in the educational system. Obviously, the prevailing tendencies in the educational system are divergence instead of convergence. According to the theory of dependence, the world is a single economic system, and countries, in turn, perform different roles and functions. On the example of Kazakhstan, we see that over 30 years of independence, the education system of independent Kazakhstan has received a worthy international recognition. During the years of Independence, a national model of education has been formed, aimed at improving the quality of training of human resources, meeting the needs of the individual, society and the state. A regulatory legal framework has been formed. The role of SME s in water supply and sewerage: a case of Kazakhstan

The article examines the problems and features of the state of the life-supporting infrastructure, namely the water supply and wastewater disposal sector on the example of Kazakhstan. The role and prospects for the development of small and medium-sized businesses for the development of this sector are also determined. The results of the SWOT analysis of the development of the water supply and sanitation sector in Kazakhstan (taking into account the implementation of state investment programs) are presented, as well as the analysis of existing problems and a number of recommendations on the results of the study.

Redefining global citizenship education: a case study of Kazakhstan

One of the most important challenges in the educational system is effectively engaging young people to become educated and concerned citizens actively working on finding solutions to today’s pressing issues, from Sustainable Development Goals (SDGs), climate change and environmental pollution, to maintaining peace and security through development and communication. Recent work (UNESCO, 2015) suggests that global citizenship education (GCE) is increasingly becoming one of the tools not only for educating youth on global challenges, but also for involving them in implementation of SDGs, volunteership, and civil society activities. The purpose of this article is to analyze the evolving approaches in conceptualizing GCE, and incorporating it into curricula and extracurricular activities, using the example of Kazakhstan. The article addresses three research questions: First, how are researchers and educators conceptually redefining GCE in the learning environment of national higher education institutions (HEIs), educating youth on globalization and global challenges, and harmonizing the concepts and perceptions of national and global citizenship? Second, how do educators perceive the place of GCE in the traditional education programs within universities, and define the conceptual focus of different aspects of globalization and GCE within their teaching practice? And third, how do educators in the developing world integrate GCE into the existing traditional educational programs within universities, specifically in the case of Kazakhstan? This research offers a nuanced approach to the introduction of GCE in higher education institutions in the context of developing countries. The article deals with the problem of resilience and life-meaning orientations in students on the example of Kazakhstan and Russia. The data of the study are presented. It is shown that the overall positive indicator of resilience and its components prevail in the sample of students in Russian.

THE ROLE OF AL-FARABI AND ABAY KUNANBAYEV IN THE FORMATION OF THE IDENTITY OF THE KAZAKH PEOPLE IN THE XXI CENTURY

Historical figures, cultural values and historical memory play a huge role in the formation of the identity of every nation.In determining any national identity, every individual tries to find a decent response to the question : "Who are we?". By answering this question, each nation determines its own national identity. For example, French, English, Kazakh national identity, etc. This article focuses on the peculiarities of the formation of modern statehood’s national identity and the role of historical figures on it. At the time of the declaration of independence of any state, to form state institutions and national identity are the most important and honourable tasks which have to be done at first. On the basis of the decree of President Q.Zh Tokayev K. 2020 has been announced for the anniversary of the two most prominient thinkers the 150th anniversary of Abay Kunanbayev, and 1150th years anniversary since the birth of Al-Faraby. The article analyse the role of Al-Farabi and Abay Kunanbayev in the formation of the national identity of the Kazakh people in the XXI century. The purpose of the article is to identify the peculiarities of the formation of national identity through the image of historical intellectual personalities on the example of Kazakhstan. In order to achieve this goal, the article used the method of retrospective analysis. Analyzing the historical role of Al-Farabi and Abay Kunanbayev, defined to what extend influenced the Abay’s, Faraby’s historical role to the formation of the national identity of the people of Kazakhstan in the XXI century.

Determinants of innovative development on the example of Kazakhstan

PurposeAlthough many studies explored the drivers of innovative development and the innovation performance of different countries, very few studies looked at the association of the country’s GII score with the qualitative indicators of innovation performance. The purpose of this paper is to contribute such an investigation by looking at the Republic of Kazakhstan (79th in 2019 GII ranking).Design/methodology/approachThis study looks at eight dynamic variables, among which one dependent (the GII score) and seven independent (R&D spending, innovation grants, the total cost of innovative goods and services, the percentage of innovative organizations, the share of innovative goods and services in gross domestic product (GDP) and the number of R&D staff and R&D institutions) variables associated with innovation performance. Changes in variables were tracked over the period from 2010 to 2018..FindingsThe study found that the Kazakhstan’s GII score was reliant on variables, such as the percentage of innovative organizations, the value of innovative goods and services as a share of GDP, R&D spending and the cost of innovative goods and services. At the same time, the number of R&D institutions, innovation grants and number of R&D staff had no substantial impact on the GII score of Kazakhstan.Originality/valueUsing the proposed approach, this study proved that factors, which have no direct association with the country’s level of innovative development expressed in GII, could have a significant synergistic impact on this indicator.

Некоторые аспекты экономической преступности в годы войны: 1941-1945 гг. (на примере Казахской ССР)

At present, scientists focus on the problems of social history, and psychology of the population as they create a holistic view of the social life of society, the system of labor organization, labor relations of workers as well as material and domestic conditions during the Great Patriotic War. At the same time, such aspects of social life as economic crime during the war received little or no attention in the sphere of special scientific research for a long time. The aim of this article is a comprehensive analysis of economic crime in the USSR by the example of Kazakhstan during the Great Patriotic War. Authors attempted to study economic crime during the war, features of labor motivation, collective psychology, and the inner world of ordinary Soviet citizens through the analysis of historical sources, which allows considering complex social roots of economic crime. The article identifies factors that influenced the growth of crime during the war years, such as the forced evacuation of the population; mobilization in the army; shortage of industrial and food essentials; introduction of card system; difficult working and living conditions of workers, improper work of internal bodies of the Soviet state. The most widespread types of law violations and the ways of their perpetration are revealed in the example of specific enterprises of the Kazakh SSR. The article presents the role of Soviet legislation and state bodies in solving this problem. This article is based on a new set of historical sources extracted from archives («Special Folders» of the Central Committee of the Communist Party, documents of the Party Control Commission, letters and complaints to the authorities, business correspondence, etc.).
