The grey decision model and its application based on generalized greyness of interval grey number

PurposeIn order to solve the decision-making problem that the attributive weight and attributive value are both interval grey numbers, this paper tries to construct a multi-attribute grey decision-making model based on generalized greyness of interval grey number.Design/methodology/approachFirstly, according to the nature of the generalized gresness of interval grey number, the generalized weighted greyness distance between interval grey numbers is given, and the transformation relationship between greyness distance and real number distance is analyzed. Then according to the objective function that the square sum of generalized weighted greyness distances from the decision scheme to the best scheme and the worst scheme is the minimum, a multi-attribute grey decision-making model is constructed, and the simplified form of the model is given. Finally, the grey decision-making model proposed in this paper is applied to the evaluation of technological innovation capability of 6 provinces in China to verify the effectiveness of the model.FindingsThe results show that the grey decision-making model proposed in this paper has a strict mathematical foundation, clear physical meaning, simple calculation and easy programming. The application example shows that the grey decision model in this paper is feasible and effective. The research results not only enrich the grey system theory, but also provide a new way for the decision-making problem that the attributive weights and attributive values are interval grey numbers.Practical implicationsThe decision-making model proposed in this paper does not need to seek the optimal solution of the attributive weight and the attributive value, and can save the decision-making labor and capital investment. The model in this paper is also suitable for the decision-making problem that deals with the coexistence of interval grey numbers and real numbers.Originality/valueThe paper succeeds in realizing the multi-attribute grey decision-making model based on generalized gresness and its simplified forms, which provide a new method for grey decision analysis.

Enterprise technological innovation capability evaluation using a spherical fuzzy number based CSM-EDAS model

With the rapid development of science and technology, the flow of information has become more convenient, and society has entered the era of knowledge economy. In this era, technological innovation capability is becoming increasingly important and has become an important weapon for enterprises to survive in fierce competition, especially for technology-based small and medium-sized enterprises. Nowadays, technology-based small and medium-sized enterprises have developed many technological innovation achievements through continuous technological innovation, and have created a large number of high-tech products and services. Technological innovation has been proven to effectively improve the core competitiveness and economic benefits of technology-based small and medium-sized enterprises. Therefore, evaluating the technological innovation capabilities of technology-based small and medium-sized enterprises has both theoretical and practical significance. The enterprise technological innovation capability evaluation from a low carbon perspective could be deemed as the multiple attribute group decision making (MAGDM) problem. Recently, the evaluation based on distance from average solution (EDAS) technique and cosine similarity measure (CSM) technique has been employed to manage MAGDM issues. The spherical fuzzy sets (SFSs) are used as an efficient tool for portraying uncertain information during the enterprise technological innovation capability evaluation from a low carbon perspective. In this paper, the spherical fuzzy number EDAS based on the CSM (SFN-CSM-EDAS) technique is cultivated to manage the MAGDM under SFSs. Finally, a numerical study for enterprise technological innovation capability evaluation from a low carbon perspective is supplied to validate the proposed technique. The main contributions of this paper are outlined: (1) the EDAS and CSM technique was extended to SFSs; (2) the CRITIC technique is used to derive weight based on CSM technique under SFSs. (3) the SFN-CSM-EDAS technique is founded to manage the MAGDM under SFSs; (4) a numerical case study for enterprise technological innovation capability evaluation from a low carbon perspective and some comparative analysis is supplied to validate the SFN-CSM-EDAS technique.

Research on the Evaluation of Technological Innovation Capability of China’s Biopharmaceutical Industry

Objective: To analyze the innovation capability of China’s biopharmaceutical industry to explore ways to enhance innovation capability. Methods: This paper firstly constructs an evaluation system of technological innovation capability of biopharmaceutical industry based on the summary of previous research. The biopharmaceutical industry data from 2014 to 2019 were used to analyze the technological innovation capacity of biopharmaceutical industry in each province and city by using factor analysis and SPSS24.0 software. Results: The top three technological innovation capacity scores of provinces and cities in 2014-2019 are Jiangsu, Shandong and Zhejiang, with 1.95, 1.62 and 1.10 respectively. Conclusion: Provinces and cities with high innovation capacity are generally concentrated in the coastal area of East China, forming a high-quality innovation region with Jiangsu, Zhejiang and Guangdong as typical representatives.

Evaluation of biomedical industry technological innovation ability based on a grey panel clustering model.

Technological innovation in the biomedical industry is the basis for improving the core competitiveness of the biomedical industry and promoting the high-quality development of the industry. However, the technological innovation capacity of China's biomedical industry is not balanced, and there are great differences between regions. Therefore, accurately grasping the status quo of technological innovation in China's biomedical industry and assessing regional differences are of great significance and effect for the country to formulate targeted policies and systems. In view of this, this paper designs a two-stage biomedical industry technological innovation capability evaluation index system from the perspective of the innovation value chain. According to the panel data of China's biomedical industry from 2012 to 2018, a grey relational clustering model based on panel data is constructed and used to evaluate the technological innovation capability of China's biomedicine industry from two dimensions: the level of technological research and development and the ability to transform technological achievements.

Evaluation of Hebei province’s science and technology innovation capability from the perspective of innovation ecosystem

Based on the perspective of the innovation ecosystem, a scientific and technological innovation capability evaluation index system can be built from three aspects: the technological innovation community, the technological innovation environment, and the technological innovation potential. The factor analysis method is used to dynamically evaluate the scientific and technological innovation capacity of Hebei Province, and it is found that the environment of Hebei Province for scientific and technological innovation is not ideal, weakness of individual strength, and imperfection of the industrial structure. However, its technological innovation as a whole is on the rise in 2011-2018. Based on the shortcomings of Hebei Province’s scientific and technological innovation, the countermeasures and suggestions are put forward from a systematic perspective to improve Hebei’s scientific and technological innovation capabilities.

A novel model for enterprise technological innovation capability evaluation with 2-tuple linguistic information

Today rapid and drastic changes are taking place in technology. Technological innovation capability of a nation to knowledge becomes the crucial factor which raises national industry competition ability. Only in this way can an enterprise scientifically realize its technological innovation ability in its competition with its counterpart, employ appropriate innovation strategy, make full use of its advantages and achieve the best economic and social benefits. The aim of this paper is to study the evaluation problems for evaluating the enterprise technological innovation capability with 2-tuple linguistic information. The induced 2-tuple linguistic choquet ordered harmonic average (I-2TCOHA) operator is used to aggregate the 2-tuple linguistic information corresponding to each alternative and rank the alternatives and select the most desirable one(s). Finally an illustrative example for evaluating the enterprise technological innovation capability has been given to show the developed approach.

Based on the theory of analytical hierarchy process (AHP), this paper discussed the technology innovation capability by using basic data of Guangxi Pharmaceutical industry. The results showed that it would be improved in the ability to commercialize innovations.

A patent based evaluation of technological innovation capability in eight economic regions in PR China
