Piero Sraffa's ‘Monetary inflation in Italy during and after the war’: an introduction

The dissertation was highly appreciated by Sraffa's thesis director, Luigi Einaudi. He did not share all the opinions expressed by Sraffa on the subject, but oral tradition has it that Sraffa succeeded in convincing him that bringing the lira back to pre-war gold parity was wrong. Einaudi recommended to the thesis committee that it be awarded the distinc tion of appearing as an official publication of the University of Turin. Thus, Sraffa's first economic essay appeared in a small, sleek volume, in November 1920, privately printed by the Premiata Scuola Tipografica Salesiana, presumably at the author's own expense, in accordance with contemporary Italian academic practice. On the choice of thesis topic Luigi Einaudi might have had some say. Sraffa showed, however, by his immediately subsequent articles and book reviews, that he was attracted to monetary and banking problems, domestic as well as international. His first and second articles in English published, respectively, in the Manchester Guardian Commercial Supplements on the Reconstruction of Europe and in the Economic Journal (both in 1922), were commissioned by J. M. Keynes, whom he had first met in Cambridge while he was at the London School of Economics. Both concerned the structure and problems of the Italian banking system after the war. They made a permanent mark on the interpretation of Italian banking history. Piero Sraffa thus came to economics via monetary problems, a route he shares with Ricardo and Keynes. The essays are arranged chronologically according to the dates of publication or writing to suggest how topics and emphases have changed over time.The first part, reflecting Giersch's support of Schumpeter's views, includes essays on aspects of growth, protectionism in foreign trade, the role of entrepreneurship in the 1980s, prospects and problems for European economic integration in the 1990s, the lessons to be learned from West Germany's transition to a market economy, and the author's vision of the European and world economies at the end of this century. In the second part, essays address such issues as flexible exchange rates, indexation, IMF surveillance over exchange rates, neglected aspects of inflation, the effect of central bank independence on monetary policy, and the relationship between real exchange rates and comparative economic growth.

The consistency and potential for values of games with coalition structure

In the present paper we discuss the notion of values for games with coalition structure, applying the approach suggested by S. Hart and A. Mas-Colell (1985, “The Potential: A New Approach to the Value in Multi-person Allocation Problems,” Discussion Paper 1157, Harvard Institute for Economic Research) concerning the consistency property and the potential function. An axiomatic formulation of the values by this approach leads to two known values for coalition structure, namely, R. J. Aumann and J. H. Drèze's (1974, Int. J. Game Theory 3, 217–237) value (AD value) and G. Owen's (1977), “Values of Games with Priori Unions,” in Essays in Mathematical Economics and Game Theory (R. Heim and O. Moeschlin, Eds.), New York: Springer-Verlag) value for games with coalition structure.

Economic policy essay: Vertical integration, monopoly, and the first amendment

Tension between regulation of communication media and First Amendment values is explored by identifying conditions in which vertical integration by media monopolists into content provision will lead to changes in content. The author argues that although a profit maximizing monopolist is likely to raise prices, no predictable bias in content provision emerges, whether or not the monopolist is vertically integrated. More severe consequences attend integration by individuals or firms with non‐profit related motives or who expand into content markets to evade profit regulation.

I knew of it. therefore. but had never read it. thinking it would have been superseded by Ramsey's comments on Keyne's theory in his ‘Truth and probability’ (Foundations, ch. 3), until Professor Braithwaite gave me his copy of it last week. I then realized that it contained important comments not contained in ‘Truth and probability’, and agreed with Professor T. J. Smiley's suggestion that it should be republished. In preparing it for the printers I have corrected some clear typing errors. altered the quotation marks to conform to modern conventions, and removed some inconsistencies in punctuation and the capitalization of initial letters. I have also, for the benefit of Keynes‘ readers, restored his symbolism, which Ramsey varied: except that I have used the tilde instead of an overbar for negation. For those unfamiliar with it, ‘ϕ(a)/S(a). h’, for example, means, in what is now a more common notation. p(ϕa/Sa&h), that is. the probability that a is ϕp, given h and that a is S. Economic policy essay: Plurality, diversity, and prohibitions on television‐newspaper crossownership

The authors argue that efforts to rescind, relax, or alter the FCCs crossownership regulations are not supported by the growth in the number of traditional media units and the emergence of new media. These media have not significantly increased diversity and do not serve wide enough audiences to justify additional crossownership, according to the authors.

Two revolutions in economic policy: the first economic reports of Presidents Kennedy and Reagan

The juxtaposition of Kennedy and Reagan approaches to economic problems is particularly instructive in that they express the two major - and quite different - approaches of macroeconomic policy in the past three decades: the 1962 Kennedy Camelot which relied on traditional Keynesian economics, and the 1982 Reagan program which called for a supplyside solution to the country's economic difficulties. From today's vantage point it is useful to compare what these two different groups of economic advisors planned to do, what they did, and what the results were.James Tobin, who received the Nobel Prize in economics in 1981, is Sterling Professor of Economics at Yale. Adolphe Landry on the Demographic Revolution

Among early theorists of the the French demographer Adolphe Landry (1874-1956) occupies a prominent place. Landry considered the task of describing and understanding the demographic transition-the secular change from a demographic regime of high fertility and high mortality to a regime of low fertility and low mortality-to be the central task of demographic theory. To underscore the radical transformation entailed by the transition, Landry characterized the phenomenon as a 'revolution, a label that also provided the title of his 1934 book La revolution demographique (Paris. Sirey), his seminal contribution to modern demographic literature. (When Landry wrote this work he was professor at the Ecole pratique des Hautes Etudes, where he had occupied the chairfor the history of economic doctrines since 1907, albeit with interruptions demanded by his political career as deputy in the French parliament from his native Corsica and by service in several ministerial posts in governments of the Third Republic.) One year before the appearance of La revolution demographique, Landry contributed an essay, bearing the same title, to a multilingual Festschriftfor the Swedish economist Gustav Cassel (Economic Essays in Honour of Gustav Cassel, London: George Allen & Unwin, 1933). This piece is little known (it is not included, for example, in the comprehensive scientific bibliography appended to Alfred Sauvy's article commemorating Landry that appeared in the October-December 1956 issue of Population), but it offers a lucid summary of the main findings and arguments on the demographic transition expounded by Landry. It is printed in full below in a translation by Odile Frank. The stylized pattern of transition described by Landry has three phases. The first is characterized by a sort of natural fertility-fertility unaffected by economic calculus-hence by population growth regulated by fluctuating mortality. In the second phase, people's striving to maintain a standard of living already achieved leads to restrictions on marriage-either its postponement or celibacy. Both of these demographic patterns are patterns of equilibrium, consistent, nevertheless, with periods of population growth permitted by increased productivity and lowered mortality. In contrast, the third phase exhibits a radical break with the past: aspirations toward ever higher standards of living induce couples to limit theirfertility within marriage, and a demographic equi-
