ТЕОРЕТИКО-МЕТОДОЛОГІЧНЕ ПІДҐРУНТЯ ЗАБЕЗПЕЧЕННЯ БЕЗПЕКОВОСТІ ЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ ПРОМИСЛОВИХ ПІДПРИЄМСТВ

The article substantiates the theoretical and methodological principles of ensuring the security of economic activity of industrial enterprises in modern conditions of economic development. It has been proven that the theoretical and methodological justification of ensuring the security of economic activity of industrial enterprises in modern economic conditions requires the definition of the subject, functions and principles of economic security. Ensuring the security of the economic activity of industrial enterprises consists not only in physical protection, but also in the formation and achievement of the economic interests of industrial enterprises. The main goal of ensuring the security of the economic activity of industrial enterprises in modern conditions is the timely detection of exogenous and endogenous threats and the use of adequate factors capable of counteracting and neutralizing them, as well as creating conditions for using the potential of an industrial enterprise to ensure its competitiveness. It is justified that ensuring the security of economic activity of industrial enterprises performs a certain functional load in the form of such functions as: informational, monitoring, prognostic, protective. The theoretical and methodological basis of ensuring the safety of economic activity of industrial enterprises in modern conditions of ensuring the separation of the system of principles. The system of principles of the economic security system includes: purposefulness, emergency, hierarchy, multiplicativeness, variability, adaptability, continuity. The system of principles for ensuring the safety of the economic activity of industrial enterprises in modern conditions represents the basic guidelines that industrial enterprises must adhere to, this ensures the achievement of the goals of the economic activity of industrial enterprises in modern conditions. Isolating the system of principles of ensuring the security of economic activity of industrial enterprises makes it possible to substantiate the methodological principles of economic security, which will contribute to the development of management principles using creative forms and methods of protection.

ОРГАНІЗАЦІЯ ТА МЕТОДИКА ВЕДЕННЯ ОБЛІКУ НА ПІДПРИЄМСТВАХ МАЛОГО БІЗНЕСУ

The article considers the issue of rational organization and methods of accounting of business entities in accordance with the requirements of the enterprise management system. According to the legislation of Ukraine, all enterprises, regardless of their organizational and legal form and form of ownership, including small ones, must keep accounts and prepare financial statements. Accounting is a complex mechanism. Its purpose is to provide the management system of any business entity with information to make effective decisions. The set of accounting information about the state and changes in the economic assets and liabilities of the enterprise allows you to make informed management decisions, provides an opportunity to monitor their implementation, and hence the correctness and completeness of the use of all available resources, the clarity of the enterprise as a whole. Given the importance of accounting for effective economic activity of the enterprise, it is necessary to establish and rational functioning of the accounting system in small enterprises. That is why the organization of accounting and methods of its conduct are one of the most important areas of development and effective small business. The organization of accounting acts as a stage in the process of forming a system of accounting and management. Its structure helps to identify the essence and content of the accounting system, determines the creation of this system and is implemented in it. Accounting and financial reporting of small businesses have their own characteristics. The application of the traditional system of accounting and reporting by small enterprises in modern economic conditions is not appropriate, as this system is too cumbersome and time-consuming, and with a small number of business transactions and limited functional services inefficient. The organization and maintenance of accounting in small businesses depends on the chosen system of taxation. Depending on the scope of activities and the requirements of the law, small businesses can independently choose the form of accounting and prepare financial statements on this basis. The choice of form depends on what requirements are set for accounting in the business management system.

THEORETICAL ASPECTS OF MARKETING ACTIVITY OF THE ENTERPRISE FROM THE POINT OF VIEW OF IMPROVING ITS COMPETITIVENESS

Today, in the economic space there is a very large number of organizations and enterprises, each of them is trying to occupy the highest positions in the market, the competition between them is increasingly intensifying and therefore the problem of increasing the competitiveness of enterprises in general and their goods and services, using the features of the marketing activities of enterprises, is simply extremely relevant. For effective functioning, further implementation of its activities, an enterprise must understand the level of competitiveness of its goods, services and the organization as a whole. Today marketing is given a special place, many companies and organizations owe their high level of efficiency and the ability to bypass other enterprises in the competition to marketing. The marketing activity of the company is quite diverse, it involves research and analysis of the market, identifying the preferences of the consumer audience, development, implementation and control of certain marketing activities. Marketing helps to find new solutions for the goals of the enterprise and to implement them. The article deals with the problem of increasing the competitiveness of enterprises in modern economic conditions, characterized by variability, rapid development, dynamism and the role of the marketing activity of an enterprise in the formation of its competitiveness. The functions of marketing, stages of marketing activities, their content and how they affect the activities of the enterprise have been investigated. It was revealed that marketing activities have a direct impact on the success of companies, because marketing contains a large bunch of processes that together aim to increase the attractiveness of an enterprise in the eyes of consumers, gain their loyalty, and satisfy their needs.

Features of Establishment and Development of Motivational Culture at Enterprises in Modern Economic Conditions

The paper investigates the inherent features of motivational culture's establishment and development at enterprises in modern economic conditions. The study traces the pressing problems of motivation of the team's work, establishes their impact on the efficiency of the enterprise's functioning. The relevance of the research is determined by the fact that the issues of motivation and team development in modern scientific research are considered in sufficient detail but the problem of motivation for personnel development, which is one of the components of the establishment of motivational culture and a prerequisite for development, cannot be considered fully solved. That is why the development of motivational culture in enterprises is an extremely necessary scientific and practical task that requires a modern solution. The purpose of this study is to consider the features of the establishment of motivational culture at enterprises in modern economic conditions by analysing the international scientific practice of team management, as well as improving motivational methods of team professional development in a modern enterprise. The main method of research was the analysis of documentation, namely monographs, statistical data, scientific papers, and textbooks. Using the method of analysis, the paper processed and systematised the features of the establishment and development of motivational culture at enterprises in modern economic conditions. The study covers and summarises the current motivational methods, considers the systematic diagnosis of the state of motivational culture at the enterprise. The conceptual foundations of the establishment and development of motivational culture, a model of the motivational system of enterprise management in modern economic conditions are proposed. The tasks set in the study and the results of their solution form the methodological and scientific-practical basis for improving the incentive system for professional development of personnel based on the development of effective methods of motivational culture. The developed recommendations are of interest to modern enterprises in current economic conditions and the country's economy as a whole and provide an opportunity to certify the prospects for further research work in this area

MANAGEMENT OF FINANCIAL SUSTAINABILITY IN THE SYSTEM OF FORMATION OF THE FINANCIAL STRATEGY OF THE ENTERPRISEOF MACHINE BUILDING ENTERPRISES

The article systematizes scientific approaches to defining the concept of managing the financial stability of the enterprise. Literary sources related to the study of financial stability management of the enterprise are analyzed. The tasks which should be solved by process of management of financial stability of the enterprise are formulated. On the basis of the analysis the purpose and tasks of management of financial stability of the enterprise are defined, the basic of which can be defined as revealing of the reasons and the basic factors of maintenance of financial stability, purposeful search of receptions and methods of management of financial stability. The characteristic of financial stability management as one of the most important tasks of financial management of enterprises in modern economic conditions is given. It is proved that increasing the efficiency of the enterprise depends on the validity, timeliness and appropriateness of management decisions in this area. The expediency of application of the system approach to management of financial stability as the approach allowing to consider influence of internal and external factors on a condition of finances of the enterprise is substantiated. The problems of financial problems faced by machine-building enterprises are described. It is proved that in their economic essence these problems are largely identical and therefore their solution is possible with the use of universal tools and standard measures that form a sequence of managing the financial stability of the enterprise. The most important element of this sequence is the assessment of financial stability of the enterprise, which is based on the calculation of absolute and relative indicators that determine the profit and loss of the enterprise, changes in the structure of its assets and liabilities, and settlements with debtors and creditors. It is substantiated that in the long run financial stability can be characterized by indicators of changes in the market value of the enterprise, such as return on net assets and equity, economic growth of the enterprise, weighted average cost of capital and its structure, and market value of the enterprise. In the medium term, tactical financial stability is characterized by indicators of financial independence, maneuverability, business activity, return on sales, assets and net assets.

УДОСКОНАЛЕННЯ ДІАГНОСТИКИ КРИЗИ НА ПІДПРИЄМСТВІ: ФІНАНСОВО-ЕКОНОМІЧНИЙ ЗРІЗ

Анотація. Діяльність підприємств у сучасних умовах господарювання піддається впливу загроз, спричинених невизначеністю ринкового середовища. Одним із варіантів виходу з кризи і зниження рівня впливу економічного ризику для підприємств є розроблення і впровадження ефективних антикризових заходів, які повинні здійснюватися комплексно та із застосуванням результатів постійної діагностики. Саме тому метою дослідження є удосконалення теоретико-методичних положень щодо побудови системи діагностування кризових станів підприємств. На відміну від інших підходів до побудови такої системи, зосереджено увагу на розрахунку інтегрального показника, часткові індикатори якого відображають рівень кризових ситуацій на підприємстві за сферами виникнення з урахуванням положень збалансованої системи показників BSC. Систематизуючи дослідження наукових джерел, а також ураховуючи положення збалансованої системи показників BSC, запропоновано виокремлювати залежно від сфери виникнення чотири складові фінансово-економічної кризової ситуації на підприємствах: фінансова, операційна (виробнича), кадрова і маркетингова кризи. Діагностику кризового стану підприємства запропоновано проводити за допомогою визначення інтегрального показника з використанням методу аналізу ієрархій (методу Т. Сааті) та експертного опитування (для розрахунку вагомості кризових ситуацій та індикаторів), а також методу нормування (для приведення індикаторів діагностики кризових ситуацій, які є різними за типами, до єдиної інформаційної спрямованості і розмірності). Сформовано систему індикаторів діагностики фінансової, операційної, кадрової та маркетингової криз на підприємствах і з метою їхнього подальшого нормування визначено їхні характеристичні значення. Для узагальненого оцінювання рівня кризи на підприємстві запропоновано використовувати універсальну шкалу Харрінгтона. Відповідно до цієї шкали виокремлено п’ять рівнів кризового стану підприємства і надано їхню характеристику. ТЕОРЕТИЧНІ ЗАСАДИ СТРАТЕГІЧНОГО УПРАВЛІННЯ ЛЮДСЬКИМ КАПІТАЛОМ ПІДПРИЄМСТВА

The article is devoted to the study of theoretical approaches to the interpretation of the essence of the category of human capital and the definition of conceptual provisions of strategic management of human capital in enterprises in modern economic conditions. The article considers the main provisions of traditional, alternative, extended and other approaches to the interpretation of the term “human capital” by foreign scholars. Perspectives on the essence and content of human capital are presented by some Ukrainian scientists. The article is devoted to the study of theoretical approaches to the interpretation of the essence of the category of human capital and the definition of conceptual provisions of strategic management of human capital in enterprises in modern economic conditions. The article considers the main provisions of traditional, alternative, extended and other approaches to the interpretation of the term “human capital” by foreign scholars. Perspectives on the essence and content of human capital are presented by some Ukrainian scientists. The target orientation of the research of the substantive essence of the category “human capital” is determined, which is to assess the possibility of its development and the ability to manage it taking into account the external and internal environment of the enterprise. It is proved that human capital should be considered as a new effective resource, the use of which contributes to the socio-economic development of the enterprise and the state, investment in human capital provides long-term socio-economic multiplier effect for all market participants. It is determined that strategic human capital management is aimed at ensuring the efficiency of economic activity and sustainable development of the enterprise through the effective formation, development and use of human capital. It is noted that strategic human capital management should be considered in the context of strategic management of intellectual capital of the enterprise. The place and role of strategic analysis and evaluation of human capital quality in strategic human capital management of the enterprise are outlined. The specific features of strategic human capital management of the enterprise are considered, in particular, such as time length, orientation on the principle of balance of human capital flows, consideration of each employee of the enterprise as his strategic partner. It was concluded that strategic human capital management contributes to the added value of the enterprise, increase the level of corporate culture, and improve the image of the enterprise.

Standardization of Business Processes in the Transportation Sector

The paper focuses on determining the aspects of the approach to business processes optimization at transport enterprises in modern economic conditions based on the generalization of their standards, according to which the process principle of enterprise management organization is considered more effective. The process approach is focused primarily on business processes, the ultimate goals of which are to create products or services that are of value to external or internal consumers. A significant number of experts from different industries participate in the creation of a complex standards process. Standardization concerns many topics in the transport industry, higher education, logistics business, and performs similar functions. Standardization will help to increase the country’s transport potential. Standardized processes in the industry will contribute to obtaining a positive effect on the quality of customer service, increasing the competence of personnel, as well as optimizing work processes leading to the increased financial results of enterprises.

CRITERIA VALUATION OF MANAGEMENT SOLUTIONS FOR INNOVATION AND INVESTMENT DEVELOPMENT OF THE ENTERPRISE UNDER CONDITIONS OF UNCERTAINTY AND CONFLICT

In today's complex conditions of enterprise operation, innovation processes in most of them are characterized by a set of complex complex organizational measures, which can be implemented only in the implementation of sequentially parallel information-saturated stages of making various management decisions. The article improves and further develops the criterion evaluation of economic decisions on innovation and investment development of the enterprise under conditions of uncertainty and conflict of production and financial and economic processes while taking into account the peculiarities of investment and innovation processes. Based on research papers, the article improves the classification of decision criteria based on the methods of potential theory and the principles of maximum uncertainty functions and inaccuracy functions, which are related to the values of the estimation functional, characteristics of Bayesian sets and Bayesian surfaces.It is proved that for the formation of criteria for certain aspects of ensuring the appropriate level of innovation and investment development of industrial enterprises in modern economic conditions it is advisable to use decision criteria based on methods of obtaining point estimates of the unknown vector of a priori probability distribution in a set. It is proposed to use the Khomenyuk criterion, as well as the Rosenbluth and Herfindahl-Hirschman indices, which are used in determining the indicators of evaluation of the results of economic activity of mining and processing enterprises of Ukraine. The calculations allowed to determine the company with the most stable level of innovation and investment development during the study period. Based on the research, it is concluded that the results of assessing the level of stability of sustainable innovation and investment development of mining and processing enterprises taking into account the risk obtained using the proposed methodological approach can be used for further development of methodology for criterion evaluation of business decisions and conflict in the course of production and financial and economic processes.

The article is devoted to the development of methods for the development of modern economic systems, taking into account the influence of various groups of innovative factors. The structural elements of the innovative economy and features of the stability of modern economic systems are revealed, and the main types of stability and ways to increase it are determined. The object of study is multicomponent economic systems are industrial enterprises that are directly affected by various innovative development factors. It has been determined that the increase in scientific and technical information through its acquisition in the production process involves the modernization of production and advanced training of workers, which in turn leads to a change in the factors of production. In Russia, the problem of investing in the innovation sector of the economy is now very urgent and is associated with a number of reasons: absence or weak development of the innovation infrastructure; distrust of potential investors in Russia and enterprises in its regions; need for significant modernization of the country's economy, technical and technological re-equipment of enterprises; lack of sectoral funding (especially R&D), etc. There is the technique that allows effectively carrying out various planning and innovative development processes at high-tech enterprises in modern economic conditions. It has been established that product technological innovations due to more efficient use of equipment, materials and partial changes in technology, make it possible to obtain an improved product.

METHODOLOGICAL FOUNDATIONS OF THE DEVELOPMENT OF MODERN ECONOMIC SYSTEMS BASED ON DETERMINING THE IMPACT OF INNOVATIVE FACTORS

The technique for the development of modern economic systems, taking into account the influence of various groups of innovative factors has been created. The structural elements of the innovative economy, the features of the stability of modern economic systems have been revealed and also the main types of stability and ways to improve it have been determined. The object of study are multicomponent economic systems – industrial enterprises that are directly affected by various innovative factors of development. The method that allows you effectively implement various processes of planning and innovative development at high-tech enterprises in modern economic conditions have been proposed. The main indicators of the forecast of social, economic and innovative development of Russia from 2018 to 2020 have been presented. The problems that exist in the organization of public-private partnership have been considered.

Risk management of the agricultural enterprise in the conditions of supervision of external markets

Introduction. The agro-industrial complex consists of a complex system, using the power of all the main features of the system: the complexity of work, the complexity of efficient resources. The state of the agro-industrial complex is an important indicator of a sustainable national economy whenever needed as a whole. Given the economic and political instability of recent years, risk management of agricultural enterprises is becoming one of the most pressing issues. The purpose of this paper is to identify and study the main risks that manifest themselves in agriculture in the acquisition of foreign markets, to determine the characteristics of the manifestation of risk in the activities of agricultural enterprises in modern economic conditions. Result. Risks are possible adverse events that may occur and as a result of which there may be losses, property losses of participants in foreign economic activity. Entering a foreign market is always an introduction to competition. The main risks of an agricultural enterprise in mastering the foreign market: weather conditions; unsatisfactory production resources and products; undesirable changes in the quality and quantity of factors of production, reducing the quality of seed, fertilizers. Unpredictability of natural and climatic conditions and changes in harvest volumes, fluctuations in prices in domestic and foreign markets are the main factors influencing changes in incomes of agricultural producers. Conclusion. Risk is the probability of deviation of the real value of the studied process, phenomenon, event from the planned one, which leads to diversity in the decision-making process to improve the efficiency of agricultural production. It is necessary to develop a methodology for determining the nature of the risk in relation to agricultural production and highlight the main features of its manifestation in agriculture.

On the Development of a System of Indicators for Assessing Financial Condition of Freight Truck Transport Enterprises

The article is devoted to the relationship analysis indicators of economic effect and efficiency of the freight road transport enterprises in modern economic conditions. The main indicators characterizing the relationship between revenue and costs of a freight transportation company are financial stability and operating leverage. Using the liquidity ratio of the cash flow, the optimal criteria for these indicators were obtained, as well as the share of fixed costs in revenue, which determine the increase in solvency of freight road transport enterprises. At the same time, the optimal levels of the specified financial and economic indicators are considered in the context of seasonality and size of economic entities. The optimal levels of indicators are determined separately for large freight road transport enterprises with more than one hundred units of rolling stock and for medium cargo road transport enterprises with up to one hundred units of rolling stock. To assess the performance of freight trucking companies, profitability indicators are used, in particular cost-effectiveness. The indicator of profitability of costs allows you to set the marginal rate based on the market situation and the level of costs, as well as determine the revenue from sales, taking into account the established tariff. Using indicators that have an impact on the change in the value of cost-effectiveness, the minimum possible value of the indicator was obtained, which determines the lower limit of the sustainable functioning of freight road transport enterprises, determining the excess of income over expenditure.

METHODOLOGICAL BASES FOR ESTIMATING THE VALUE OF ENTERPRISES

The article studies modern trends in the development of methodological foundations for assessing the value of enterprises as a component of effective management. The features of the application of each separate methodological approach to assessing the value of enterprises in the assessment process are determined. The characteristic of the generally accepted methodological approaches to assessing the value of enterprises, namely the profitable, costly, comparative approaches by highlighting the advantages and disadvantages of each of them, disclosed the diversity of methods within each approach. It is the presence of the limitations of each approach that sets the vector for the further development of the methodological foundations for assessing the value of enterprises in modern economic market environment. Based on the analysis of recent research by domestic and foreign scientists there is expediency of using the integrated approach as a comprehensive methodological support for the process of assessing the value of enterprises is substantiated; it is a branched system of assessment methods. An algorithm for making decisions when carrying out the procedure for assessing the value of enterprises on the basis of an integrated approach has been developed, which allows you to combine a number of methods of various methodological approaches. This sequence of actions serves as a basic "link" between the stage of choosing methodological tools for assessing the value of enterprises and the stage of its implementation. The growing role of the integrated approach, which is reflected in the number of its application in economic research, this is clearly a positive trend in the development of the methodological foundations of the process of assessing the value of enterprises in modern economic conditions, because it implies obtaining more accurate results when carrying out calculations, and thus allows making the assessment procedure targeted, which corresponds to modern trends in the development of methodological tools for assessing the value of enterprises.

MODELING PROCESS OF PLANNING FINISHED PRODUCT SALES VOLUMES AT INDUSTRIAL ENTERPRISES IN MODERN ECONOMIC CONDITIONS

This article presents improving the existing system of planning finished products sales volumes. The influencing factors of the sales volumes in modern economic conditions have been determined: falling world oil prices, the reduction of pipe consumption in the domestic market, the global pandemic. The algorithm of planning finished products sales volumes has been constructed. Calculations based on the Holt forecasting method has been done, which allows to make forecast with trend. Calculations based on real data have been conducted, the model has been adapted to modern pandemic conditions, and impact factors have been identified. The plan of finished products sales volumes with factors of influence has been made. Forecast results obtained have been corrected and presented on periods and on markets. System of planning finished product sales volumes at industrial enterprises in modern economic conditions has been improved.

МАЛИЙ БІЗНЕС УКРАЇНИ В УМОВАХ ЕКОНОМІЧНОЇ ГЛОБАЛІЗАЦІЇ

The article is devoted to defining the peculiarities of the functioning of small business in Ukraine in the context of economic globalization. In particular, the main current economic globalization challenges for domestic small business and their impact on the development of its competitiveness are identified. Today, small business in Ukraine is an important element of the national economy. The functioning of small enterprises in modern economic conditions requires flexibility, mobilization of financial and production resources, the use of scientific and technological progress. Therefore, one of the main vectors of economic reform in Ukraine should be multilateral support for small business development. The development of small business is an important factor in building a socially oriented economy, improving living standards, promotes the process of integration of the domestic economy into the world economy. The article also identifies the factors that contribute to strengthening the position of small businesses in the economy. The directions of small business development in Ukraine are offered and the importance of small innovative business development is established. The following measures are proposed to support the development of small business: development of programs for preferential lending to small businesses with the involvement of state-owned banks and their state guarantee (the first steps have already begun to be taken in this direction); development and implementation of a mechanism to stimulate banking institutions to preferential lending to small enterprises operating in priority areas identified by the state; improving the process of small business taxation and simplifying the system of tax administration; creation of a bank that would specialize in microfinance of small business with a partial contribution from the state and international financial organizations; increasing the financial base of existing state funds to support small business; reducing the cost of administrative procedures and obtaining administrative services; creation of specialized state institutions for insurance of export-import operations.

ПРОБЛЕМИ ОБЛІКУ ОСНОВНИХ ЗАСОБІВ НА ПІДПРИЄМСТВІ

The article is devoted to topical issues of improving the methodology and organization of fixed assets accounting. Fixed assets play a huge role in the labor process, as they together form the production – technical base and determine the production capacity of the enterprise. Their condition directly affects the activities of the enterprise, namely its continuous operation. Over a long period of use, fixed assets enter the enterprise and are put into operation; wear out as a result of operation; are repaired, by means of which their physical qualities are restored; leave the enterprise due to obsolescence or inexpediency of further use. Fixed assets used in enterprises in modern economic conditions are one of the most important economic resources. Fixed assets, formed at the initial stage of the organization, require constant management. In the process of accounting at enterprises there are a number of problems of methodological and practical nature in the organization of accounting, valuation and depreciation of fixed assets. In the course of writing the article, the economic characteristics and concepts of fixed assets, theoretical aspects of fixed assets accounting, normative documents related to the researched problem were investigated. The analysis of fixed assets can be carried out in several areas, the development of which in the complex allows to assess the structure, dynamics and efficiency of fixed assets and long-term investments. Options for solving problems in accordance with modern economic conditions are revealed. The correct organization of accounting of fixed assets ensures the efficiency of their use, the timeliness of determining and reflecting transactions with changes that occur with them, the completeness of the reflection of these changes in value terms in accounting. Thus, the fixed asset accounting system needs to be improved. A comprehensive approach to the organization of fixed assets accounting is needed, which is able to provide the necessary conditions and opportunities for the use of valuable accounting information to make management decisions on the evaluation and effective use of fixed assets.

KEY ASPECTS OF IMPROVEMENT OF METHODOLOGICAL APPROACHES TO FUNCTIONING OF THE MECHANISM OF INNOVATIVE-INVESTMENT DEVELOPMENT OF ENTERPRISES

The study shows the importance of innovation and investment in economics, management and business. Some key theoretical aspects of the essence of the methodology of formation of the mechanism of innovation and investment activity and development of iron ore enterprises in modern economic conditions are determined. It is established that the lack of funding for iron ore enterprises requires effective management and rational organization of both individual stages of capital investment in their innovation activities and the investment process as a whole. At the same time, the most significant and important for the organization of investment in innovative business processes of iron ore enterprises is the application of a systematic approach. In the context of improving the mechanism of innovation and investment development of the iron ore enterprise, it is proposed to carry out a multi-criteria assessment of the level of stability of sustainable innovation and investment development, taking into account the risk. The implementation of the proposed recommendations for improving the management mechanisms of innovation and investment development of mining and processing enterprises based on the theory of potential and a systematic approach to the organization of investment in innovation processes in periods characterized by the most characteristic states of the economic environment in terms of market transformations. «Stagnation» and «recession», where weight point estimates that reflect higher priority for retrospective periods, for which less contributions were made to the total value of the evaluation function of innovation and investment development are calculated on the basis of quantitative estimates of the risk matrix. Summarizing the research of theoretical and methodological aspects of assessing the level of stability of sustainable innovation and investment development of the iron ore enterprise, a system of conditions for controlling the level of stability of sustainable innovation and investment development (RZSSIIR) has been formed. The formed system of conditions of control of RZSSIIR of the iron ore enterprise is directed on maintenance of effective strategic management at the expense of strengthening of a role of investments in innovation management for realization of process of acceptance of long-term decisions.

THE FINANCING POLICY OF TRADING ENTERPRISES' CURRENT ASSETS

At the present stage, management of working assets at the level of trading enterprises is one of the topical issues. This is due to the peculiarities of the functioning of trade enterprises in modern economic conditions and the importance of working assets for them as a resource, investment object, part of working capital. Much of the factors that determine the state of the enterprises of trade lie beyond the scope of their management. However, an important role in determining their position is the improvement of financial management and, above all, management of working assets.
 Of particular importance for trading companies is the management of the financing of current assets, because they are the main component of their commercial potential. All this determines the relevance and practical significance of research work, the goals of which are defined as the establishment of methodological foundations for managing the financing of current assets of trading enterprises in modern conditions, and the proposed materials are a continuation of research in this area.
 The article describes the author's view on the structure and sequence of the formation of the policy of financing current assets in trading enterprises in modern conditions. The relationship of the system of achievement of the goals related to different levels of the hierarchy and tools of realization of the policy of financing working assets is given. It is substantiated that the tools of the realization of the phases of forming the policy of financing the current assets of the trading enterprise should be the common approaches to the processing and formation of information management.
