Two-stage evolutionary game model on complex networks for emergency logistics based on blockchain platform

Enhancing the efficiency of emergency logistics is essential to reinforce the response capacity to emergencies. It requires collaborative efforts from both the emergency management departments and logistics enterprises. However, the capability for information docking between these organizations substantially influences the efficiency of emergency materials transportation. Blockchain, as an emerging information technology, has the potential to substantially enhance the efficiency and security of information docking through its unique characteristics. Additionally, logistics enterprises share information and resources based on the blockchain platform, aiming to ensure fast, efficient, and reliable collaborative transportation of emergency materials to impacted regions. Therefore, we propose a two-stage evolutionary game analysis of emergency materials collaborative transportation based on this platform. First, we develop a first-stage evolutionary game model to analyze the challenges associated with building a blockchain platform among emergency management departments and logistics enterprises. Subsequently, a second-stage evolutionary game model is devised to bolster the willingness of logistics enterprises based on this platform for collaborative transportation of emergency materials. Third, to validate the theoretical findings of the two-stage game model, two scale-free networks are employed for numerical simulations. As those networks evolve, the edges among nodes and the strategy choices of nodes in those networks likewise change. Numerical simulations are performed based on those networks to scrutinize the sensitivity of factors influencing strategic choice among game stakeholders. Ultimately, certain management insights gleaned from the findings can assist emergency management departments and logistics enterprises in making more informed decisions in the future.

This article analyzes the phenomenon of interactivity in journalism, highlighting the commonalities and unique aspects of interactive journalism. It examines interactivity as a method to ensure audience participation in information production, presenting it as a way for the audience to express their opinions, attitudes, and approaches toward reality. Additionally, the article substantiates that the emergence of information technologies and the internet has enabled active audience participation in information production, leading to the contemporary form of media known as interactive journalism, which has become a subject of study for researchers.

Application research of machine learning method based on DBN and RL in financial data analysis

With the continuous development of various emerging information technologies such as big data, cloud computing, artificial intelligence and machine learning, many traditional enterprises are actively cross-integrating with it, especially financial enterprises. For example, the background of big data is used to help transform financial accounting into management accounting [1]; The application of Python in financial data mining and analysis [2]. In addition, machine learning technology also has a deeper application in the field of financial data analysis, and many experts and scholars have also studied the importance of machine learning technology in financial data analysis. For example, Cheng Ping, Yu Chang, Wang Jianjun et al. have elaborated on the intelligent early warning of enterprise internal audit based on deep self-coding network in the GhatGDP era [3] and so on. These research results highly confirm the promoting role of machine learning methods in the field of financial data analysis, and further stimulate people's enthusiasm to use machine learning methods to improve financial data analysis. In this paper, by studying the application of machine learning methods based on DBN and RL in financial data, the advantages of deep belief neural network and reinforcement learning are combined to provide a more efficient method for enterprise financial data analysis.

Digital transformation to enhance Indonesian SME performance: Exploring the impact of market competition and digital strategy

In the current era, the challenges faced by SMEs in Indonesia are becoming increasingly complex. Previously, the primary challenge for SMEs has been to enhance performance. However, with the emergence of information technology, SMEs are now required to compete fiercely. SMEs in Indonesia are still in the process of digital transformation to improve their business strategies, thus limiting research focused on digital transformation in SMEs. Research also considers market complexity and digital strategy as crucial factors for SMEs. The aim of this study is to analyze the role of digital transformation in influencing SME performance. The research approach is quantitative, involving 171 SMEs owners as respondents. The instrument utilized is a Likert scale questionnaire, focusing on the majority of SMEs in Indonesia, particularly those in Java, the most populous island and business center of the country. This includes SMEs operating within various sectors, such as culinary, fashion, retail, and creative industries. The results indicate that digital strategy and market complexity influence digital transformation and SMEs performance. The research findings suggest that digital transformation mediates the influence of digital strategy and market complexity on SME performance. The novelty of this study lies in its focus on the current SMEs digitalization strategy area. This study indicates that digital transformation is an essential aspect affecting current SME performance. The results suggest that SMEs require focused strategies to strengthen resources and gain competitive advantage in complex markets.

STARA Awareness: Work Stressors in the Age of Industry 4.0

STARA awareness characterizes employees' perception of the extent to which the use of emerging information technologies such as STARA (Smart Technology, Artificial Intelligence, Robotics, and Algorithms) in the workplace affects their personal career development in the context of the Fourth Industrial Revolution. On the basis of combing domestic and international literature, scholars systematically organize the concept of STARA awareness, measurement scales, and elaborate the current research status of antecedent and outcome studies as well as mediating and moderating mechanisms of STARA awareness. Finally, we further prospect the future research direction of STARA awareness. Future research should further explore the specific factors that influence the emergence of STARA awareness and expand the mediating mechanisms and outcome effects of STARA awareness.

Between Smart Images and Fast Trucks: Digital Surveillance and Obscured Labour in Hyderabad, India

In Hyderabad, India, the growing information technology (IT) sector relies on ensuring safe and efficient movements of people and objects, and the city government and private actors have embraced the promise of digital surveillance to reach these goals. The new Telangana State, created in 2014, has built a new city-wide network of smart cameras, and at ‘hackathons’ programmers develop new digital tools, often connected to this network, that will technologically ‘solve’ social problems. In this article, I examine the system of CCTV cameras and programmers’ investments in these systems, and explore how migrant Vaddera stonecutters use cellphones to evade patrolling officers monitoring the streets where they carry the granite stones that they cut and load to construct the city’s buildings. Expanding on what Gilbert Simondon calls ‘the margin of indeterminacy’, this article reveals gaps in the digital infrastructure of surveillance—even as its integration and completion combine human and technical elements.

Adopting emerging information technology: A new affordances process framework

The adoption of emerging IT in organizations often involves dealing with high levels of uncertainty. In response to this challenge, we propose a framework that combines affordances theory and the resource orchestration process to explain the steps that organizations take to actualize the affordances of emerging IT. Our framework is supported by empirical data gathered from three case studies involving organizations that implemented big data analytics (BDA). We introduce a novel phase in the affordances process called affordances preparation. This phase occurs between affordances perception and affordances actualization and explains how organizations bridge the gap between their existing capabilities and resources and those required to use emerging IT, such as BDA. During this preparation stage, the organizations studied engaged in orchestration processes that combined external and internal resources and technologies, creating autonomous organizational structures to implement BDA. Additionally, these organizations invested in training, consulting, and outsourcing, embracing new development methods within multidisciplinary teams with user involvement. These actions resulted in the cultural changes necessary for fostering a data-driven culture in these organizations.

Improvement of Cancer Prevention and Control: Reflection on the Role of Emerging Information Technologies.

Cancer has become an important public health problem affecting the health of Chinese residents, as well as residents all over the world. With the improvement of cancer prevention and treatment, the growth of the mortality rate of cancers has slowed down gradually, but the incidence rate is still increasing rapidly, and cancers still impose heavy disease and economic burdens. Cancer screening and early cancer diagnosis and treatment are important ways to reduce the burden of cancer-related diseases. At present, various projects for early cancer diagnosis and treatment have been implemented in China. With the expansion of the coverage of these projects, the problems related to project implementation, operation, and management have emerged gradually. In recent years, emerging information technologies have been applied in the field of health and have facilitated health management and clinical decision-making. Meanwhile, China announced multiple policies to encourage and promote the application of information technologies in the field of health. Therefore, combined with the analysis of major problems in cancer prevention and control projects, this paper probes into how to apply information technologies such as biological information mining, artificial intelligence, and electronic information collection technology to various stages of cancer prevention and control. Information technologies realize the integrated management of prevention and control processes, for example, mobilization and preliminary identification, high-risk assessment, clinical screening, clinical diagnosis and treatment, tracking and follow-up, and biological sample management of high-risk groups, and promote the efficient implementation of cancer prevention and control projects in China.

Sustainability and smartness interplay within city–renewables nexus: a bibliometric analysis from 1992 to 2022

ABSTRACT Sustainability, smartness and renewable energy represent areas of utmost importance able to contribute to the progress of urban environments. The paper investigates the interplay of these concepts, examining the scientific landscape emerging from a dataset of 2062 documents and their associated metadata downloaded from the Web of Science platform for the period between 1992 and 2022. We use VOSViewer and the R-based bibliometrix software to reveal the scientific landscape emerging from (1) the performance analysis of relevant journals and authors; (2) the intellectual and conceptual structure and (3) the evolution of the field. The research hotspots concentrate around five major clusters concerning energy consumption and carbon emissions, smart city, sustainability of cities, renewable energy and the intersection of system management with optimization in energy. Temporal analysis shows the field advances under the influence of emergent information and communication technologies applied in smart cities as well as innovations in energy harvesting that bear the capacity to improve the sustainability in cities as together they are connected to the management of energy and its efficient use. As the field appears marked by a weak relationship among the social, energy and technology spheres, this bibliometric analysis is expected to lay a foundation for future research where integrated solutions are needed to reduce the gap between the smartness and sustainability interplay in relation to cities and renewable energy.

On-Demand Centralized Resource Allocation for IoT Applications: AI-Enabled Benchmark

The development of emerging information technologies, such as the Internet of Things (IoT), edge computing, and blockchain, has triggered a significant increase in IoT application services and data volume. Ensuring satisfactory service quality for diverse IoT application services based on limited network resources has become an urgent issue. Generalized processor sharing (GPS), functioning as a central resource scheduling mechanism guiding differentiated services, stands as a key technology for implementing on-demand resource allocation. The performance prediction of GPS is a crucial step that aims to capture the actual allocated resources using various queue metrics. Some methods (mainly analytical methods) have attempted to establish upper and lower bounds or approximate solutions. Recently, artificial intelligence (AI) methods, such as deep learning, have been designed to assess performance under self-similar traffic. However, the proposed methods in the literature have been developed for specific traffic scenarios with predefined constraints, thus limiting their real-world applicability. Furthermore, the absence of a benchmark in the literature leads to an unfair performance prediction comparison. To address the drawbacks in the literature, an AI-enabled performance benchmark with comprehensive traffic-oriented experiments showcasing the performance of existing methods is presented. Specifically, three types of methods are employed: traditional approximate analytical methods, traditional machine learning-based methods, and deep learning-based methods. Following that, various traffic flows with different settings are collected, and intricate experimental analyses at both the feature and method levels under different traffic conditions are conducted. Finally, insights from the experimental analysis that may be beneficial for the future performance prediction of GPS are derived.

Analysis of International Disputes over Digital Services Tax and Exploration of China’s Approach

With the continuous emergence of emerging information technologies, the digital economy is developing rapidly around the world. The global operations of multinational digital enterprises no longer rely on physical presence. The effectiveness of permanent establishment rules based on the traditional real economy settings has been questioned by market countries, which actively participate in Market countries where digital business value is created do not receive corresponding taxation rights. Multinational digital companies take advantage of loopholes in digital platforms and current tax rules to actively carry out tax planning, resulting in digital companies’ global tax burden being much lower than that of traditional companies. Tax sources cannot be fairly and reasonably distributed in the places where value is created and profits are taxed, which harms the tax interests of market countries. Against the background of slow progress in the OECD global unified solution, as a temporary unilateral measure to address the challenges of the digital economy, some countries have taken the lead in imposing digital service taxes on specific digital businesses of digital enterprises. On the basis of discussing the relevant concepts and theories of digital service tax, this article discusses the relevant concepts and theories of digital service tax, and analyzes the international development of digital service tax and the positions of various countries around the world. Further analyze the impact of digital service tax collection from three aspects: national fiscal revenue, tax trade disputes and international tax order coordination, and analyze the impact of digital service tax on digital enterprises. Then the perspective is focused on my country, sorting out and summarizing my country's relevant digital economy tax policies, and analyzing the impact of digital service tax on my country in the near term and long term based on the development of my country's digital economy. Finally, based on the previous comparative analysis and impact analysis, my country's tax system for promoting the development of the digital economy has gradually improved and actively participated in the reshaping of international tax rules, and my country's response strategies under the digital service tax have been proposed. The different levels of digital economic development between China and countries that have levied digital service taxes will inevitably lead to disharmony in the international tax order. The study found that the fiscal revenue brought by digital service tax is limited and has a certain degree of distortion effect. It is necessary to actively participate in international cooperation and make China's voice heard before reaching a consensus on international tax rules. In the long term, we should focus on the connection between the two-pillar plan and the domestic tax system, strengthen tax information exchange, improve the domestic digital tax rule system, and promote the healthy and sustainable development of my country's digital economy.

Strategies for the Application of Emerging Information Technology in the Digital Recording of Cultural Heritage at Mingxi Nanshan Site

Abstract Digging deep into the value of the cultural heritage of Mingxi Nanshan Ruins and continuing the historical lineage is a mission given by history to contemporary people. This paper chooses Mingxi Nanshan Ruins as the research object, combs through the specific framework of emerging information technology, and analyzes the application strategy for digitizing cultural heritage. The digital experience system of Nanshan Ruins in Mingxi is designed by combining emerging information technology with the guidance of immersive psychological experiences for users. The drone close photogrammetry technique is selected to acquire images of Mingxi Nanshan Ruins, and the measurement routes of the drone are carefully planned. Based on the imaging model of a pinhole camera, the reconstruction process of the three-dimensional model of Mingxi Nanshan Ruins is designed by combining the position optimization of the drone image with the geometric constraints of the pole. For the effectiveness of the UAV proximity photogrammetry technique, its positional measurement accuracy, model quantifiability, and positional accuracy were verified, and feasibility assessment and user digital interactive experience were designed to obtain a subjective evaluation of the digital experience system of the Nanshan Ruins in Mingxi. The RMSE-H obtained from the refined route planning is 0.3294cm, the mean value of the error in the plane of the 3D model of Mingxi Nanshan Ruins is 0.022m, and the mean value of the user’s subjective evaluation of the digital experience system is 4.39 points. Using emerging information technology as a guide, we can realize the digital reconstruction of the cultural heritage of Mingxi Nanshan Ruins and provide a new path for its digital protection.

A 21st century-oriented model for the integration of foreign rule of law personnel and higher education in emerging technologies

Abstract Foreign-related rule-of-law personnel are an indispensable strategic resource for maintaining and expanding national interests, participating in the change of the international governance system, and providing important legal support for promoting the construction of a community of human destiny. This paper begins by outlining the objectives and strategies of training the foreign rule of law talents, describing the specific qualities of these talents, and establishing a “three-inone” foreign rule of law talents training model that integrates emerging information technology. The online learning big data platform for foreign rule of law talents provides the learning behavior data, which we weigh, process, and combine with the SHAP interpretable model to extract the learning behavior features. We used SMOTE to process data sampling imbalances and established a model for predicting student learning performance in combination with the XGBoost model. Additionally, we designed a comparative teaching experiment to analyze the teaching effect using the talent cultivation model. The SMOTE-XGBoost-SBD model yielded a coefficient of determination of 0.487, demonstrated a strong correlation between the predicted and actual performance, and yielded a SHAP value of 1.492 for the knowledge point mastery (C) characteristics of the foreign rule of law students. At the end of the teaching experiment, the mean value of the student’s performance in class A was 10.29 points higher than that in class B, and the average value of the student’s performance in class B was 10.29 points higher. The teaching experiment resulted in a mean score of 10.29 points higher for students in class A than for students in class B. 74.5% 7 of the students agreed with the “Trinity” foreign rule of law talent cultivation model. Using emerging information technology can foster the overall development of foreign rule-oflaw talents by integrating domestic and foreign legal resources.

Smart Collaborative Contract for Endogenous Access Control in Massive Machine Communications

Emerging information technologies have accelerated the construction of the Industrial Internet of Things (IIoT). Unfortunately, the explosive growth of various services has caused serious challenges to access control in terms of scalability and trustworthiness. In this paper, we proposed the smart collaborative contract based endogenous access control mechanism. First, access control procedures running on centralized servers are migrated to distributed equipment located inside the data plane, which can reduce the transmission overhead and improve service capacity. Second, the smart collaborative contract is designed for credibility enhancement since part of attackers may attempt to compromise access control. It covers terminal behavior assessment and service request recording. Experiments conducted in a prototype show that the performance of the proposed scheme is better than the traditional solution and is resistant to common attacks.

What Does Not Kill You Makes You Stronger: Supply Chain Resilience and Corporate Sustainability Through Emerging IT Capability

Global epidemics and international conflicts disrupt supply chain operations. Many enterprises employ emerging information technology (IT) to reduce supply chain vulnerability and enhance supply chain resilience. Technologies like artificial intelligence and blockchain facilitate more robust supply chain operations, such as remanufacturing, just-in-time production, and automated workflow, leading to corporate sustainability along economic, environmental, and social dimensions. From a dynamic capability perspective, this article conceptualizes emerging IT capability and investigates its role in helping enterprises survive supply chain disruptions and prosper in the long run. A research model depicts the relationships among environmental uncertainty, supply chain vulnerability vigilance, emerging IT capability, supply chain resilience, and corporate sustainability. A partial least square analysis on survey observations collected from more than 200 enterprises in China that are highly susceptible to supply chain disruptions provides supporting evidence to most research hypotheses. The results show that high vigilance to potential supply chain disruptions will motivate enterprises to develop emerging IT capability, which will enhance supply chain resilience as well as economic, environmental, and social performances. The mediating role of emerging IT capability suggests a viable path for enterprises to adapt to the increasingly turbulent environment and improve supply chain resilience and corporate sustainability.

Risk Management for Whole-Process Safe Disposal of Medical Waste: Progress and Challenges.

Over the past decade, the global outbreaks of SARS, influenza A (H1N1), COVID-19, and other major infectious diseases have exposed the insufficient capacity for emergency disposal of medical waste in numerous countries and regions. Particularly during epidemics of major infectious diseases, medical waste exhibits new characteristics such as accelerated growth rate, heightened risk level, and more stringent disposal requirements. Consequently, there is an urgent need for advanced theoretical approaches that can perceive, predict, evaluate, and control risks associated with safe disposal throughout the entire process in a timely, accurate, efficient, and comprehensive manner. This article provides a systematic review of relevant research on collection, storage, transportation, and disposal of medical waste throughout its entirety to illustrate the current state of safe disposal practices. Building upon this foundation and leveraging emerging information technologies like Internet of Things (IoT), cloud computing, big data analytics, and artificial intelligence (AI), we deeply contemplate future research directions with an aim to minimize risks across all stages of medical waste disposal while offering valuable references and decision support to further advance safe disposal practices.

A Comprehensive Analysis of Public E-Procurement System: The Case of Bahrain

Within the framework of countries’ policies towards building a digital society that embraces new emerging information technologies, which have become of utmost importance at present the world is witnessing radical change in the emerging new technology. Governments throughout the world started the digital transformation and started employing emerging technologies tools. Governments realized that technology and digital data have become indispensable tools for government agencies. In this study, we review the current e-procurement system in the Kingdom of Bahrain and investigate its gap from the model suggested by the World Bank for Public Sector E-procurement system. Furthermore, this study reviews the current tendering process of the Bahrain Tender Board, identifying its digitalization level, and further exploring the opportunities in employing the digitalization technologies in the tendering process. This study is aimed to suggest improvements to Bahrain’s current e-procurement system, hence contributing to Bahrain’s government’s digital transformation strategy.
