Stakeholder Perspectives on Participatory Monitoring and Evaluation in Educational Projects in Upper West Region, Ghana

The paper set out to outline the differences between conventional M&E and PM&E from the perspectives of stakeholders and assess their involvement as well as the benefits associated with PM&E in two districts: Nadowli-Kaleo and Daffiama-Bussie-Issa in the Upper West Region, Ghana. The paper employed multi-stage, simple random and purposive sampling methods in identifying respondents for interviews. Key informant interviews were used to collect data. Thematic and qualitative content analysis of participants’ voices were used in analysing the data. Findings reveal that PM&E gives primary stakeholders power and control over project execution and taking actions on monitoring results. However, it emerged that the youth and women were not fully involved in the process, some beneficiaries have limited capacity and understanding of their roles in the PM&E process and their involvement is limited to ad hoc approaches due to resource constraints. The study concludes that despite its implementation challenges, PM&E has an edge over orthodox M&E in enhancing effective implementation of educational projects. The paper recommends education of and capacity building for beneficiaries on their roles in the PM&E process to enable them more actively and meaningfully participate in it. Policy decision-makers should make conscious efforts to timely free more resources to the monitoring teams to facilitate their work. The monitoring team should also make frantic efforts to engage the youth and women to achieve the right level of participation in the process.

The article discusses the current characteristics and prospects for the development of the world energy market, as well as factors affecting the current market conditions. The key parameters have been identified that have a key impact on the formation of the characteristics of energy companies. The analysis of the fundamental goals and objectives of the management sector of Russian companies in the gas industry is carried out. The place, role and significance of production programs for the development of Russian companies in the gas industry have been determined. Harmonization of the management of the hierarchy of industrial relations in the formation and implementation of production programs is considered as a tool for the effective implementation of investment projects in the gas industry.

Impact of Urban Regeneration Projects on Housing Neighbourhood Conditions in Lagos State, Nigeria

The principal aim of this paper is to investigate the stakeholders’ perception on the impact of the Lagos Metropolitan Development and Governance Project (LMDGP) on housing neighbourhood conditions in some selected areas in Lagos State, Nigeria. The specific objectives are; to assess stakeholders’ perceptions on the impact of LMDGP on the housing neighbourhood conditions in the study area, and also to appraise the stakeholders’ perception on the factors militating against effective implementation of urban regeneration projects in the study area. The study adopts a survey approach by purposively administering questionnaires to 137 stakeholders comprising government agents, residents, and property investors. The reliability of the questionnaire was determined at a Cronbach’s Alpha value of 0.886. Out of the total 137 questionnaires that were distributed, 107 were retrieved giving a response rate of 78.1%. The data collected were analysed using weighted average score, WAS, standard deviation and principal component analysis, PCA. Results based on the stakeholders’ perception show that the housing conditions most significantly impacted by the urban regeneration projects in the study areas are; decline in traffic congestion, ease of access, and adequate street lighting; while the overall quality of life was not significantly impacted. Economic, market research and analysis, bureaucracy, land acquisition, lack of public participation, risks/no maintenance plan, delays in project execution, and policy initiatives/tax are the factors limiting effective implementation of urban regeneration projects.

The Imperative Role of Community Groups in Rural Tourism Development

Rural tourism, if strategically developed and managed, can make a substantial positive contribution towards the prosperity of the rural community. The management of the community group as primary stakeholders within a rural tourism development context is essential to enhance the rural collective economy of a region, augmenting the rural appearance, strengthening the rural civilisation construction, reducing the urban-rural gap, and building a cohesive and harmonious community. The primary objective is to examine the community group’s level of involvement in rural tourism development programmes; as well as to establish their level of participation in rural tourism development activities. A survey was undertaken to obtain the quantitative data needed from the community group. The findings show that the involvement of the community group in the decision-making process will assist in the effective implementation of projects without delays and contribute towards the sustainable development of rural tourism. The management of sustainable rural tourism development therefore necessitates that the needs of the community group are considered in the decision-making process and their participation therein. Participation facilitates rational cooperation, strengthens partnerships, builds trust and credibility, empowers the community group, and therefore makes management more effective.

Public intention to pay for road safety improvement: A case study of Pakistan

The dramatic increase in road traffic accidents poses social and economic challenges to nations, especially for developing countries. Thus, road safety urgently needs to be significantly improved at the national level to reduce the number of road traffic accidents and costs associated with it. Understanding road users’ acceptance of road pricing regarding road safety improvement is crucial for safety-related investment programs. As such, this paper investigated the factors associated with public intention-to-pay (ITP) for road safety improvement in Pakistan. A structural equation model (SEM) was adopted to analyze the determinants of ITP according to the theory of planned behavior (TPB) combined with latent psychological variables that describe the personal characteristics and evaluations of different measures. Furthermore, the moderating effects of socioeconomic characteristics were also examined. A sample of 340 car drivers, interviewed at different locations of Peshawar, Pakistan, was used to test the model. Results of the SEM model indicated that Road Infrastructure Safety Perception and Perceived Behavioral Control have strong association with the ITP of car users’ for road safety improvement. Risk Perception, Attitude towards Traffic Safety Responsibility, Attitude, Perceived Fairness, and Perceived Effectiveness were also associated with ITP. Differential age and gender-related moderating effects were also observed. Findings from this study are expected to assist the decision-makers in the effective planning and implementation of road safety projects and related budget allocations.

RETRACTED ARTICLE: Evaluation of air pollutants based on embedded system and PPP project performance factors

In this paper, an air pollutant assessment and monitoring system based on arm series-embedded system S3C44BOX module is proposed. On this basis, this paper analyzes the annual data of PM2.5, PM10, CO, NO2, SO2, O3, and other air pollutants of 17 monitoring stations in C City in the past year. The results show that the air pollutants have air permeability. At the same time, meteorological factors, temporal and spatial changes, and air pollution factors are discussed. At the same time, this paper uses literature and expert interviews to determine the performance factors of PPP projects. PPP mode realizes the participation of social capital in infrastructure construction. We identified 34 factors and used a structural equation model to analyze the path of 333 PPP project performance factors. One of the main performance factors is to apply the results of air pollution assessment based on an embedded system to the research of performance factors of PPP project, so that this paper could successfully promote the effective implementation of PPP project. Through the continuous research of embedded system and its application in air pollution evaluation and PPP project performance, it can effectively improve the air pollution evaluation and PPP project performance.

This paper examines the problems and various aspects of managing entrepreneurial projects in the Russian oil and gas complex. In order to identify areas of key problems, sources and factors of their occurrence, as well as opportunities and prospects for the development of sectoral entrepreneurial projects, a typology of entrepreneurial projects implemented in the oil and gas complex has been carried out. As one of the most pressing barriers to the effective implementation of entrepreneurial projects in the oil and gas complex, the problems of developing and making current and strategic management decisions in the project are considered. Taking into account the specifics of the implementation of entrepreneurial projects in the oil and gas complex, the classification of decisions in project management is described and a procedure for making a managerial decision in a project in the form of a series of successive stages is proposed. The main criteria for the quality of management decisions on the project are given.

Role of Local Government in Community Development Projects in Nsukka Local Government Area of Enugu State, Nigeria: Implication for Adult Educators

This study examined the role of local government in community development in Nsukka Local Government Area of Enugu State, Nigeria. A total of 420 people participated in the study. The study sample of 420 persons comprised 220 community development officers selected from the study area and 200 adult educators randomly selected from Enugu State. The entire population of the study was used due to the size. A 21-item structured questionnaire developed by the researchers was used as the instrument for data collection. Mean and standard deviation were used to answer the research questions. The study revealed that the budget allocation sent by the government to the responsible departments in the local government is not always received as and when due for the effective implementation of community development projects. It was concluded that a higher monitoring authority should be set aside to monitor and supervise the existence of checks and balances between the regulations of the local government areas.

Elements of Economic and Visual Modeling as a Tool for Managing the Life Cycle of Construction Projects

The methods of visual modeling are considered, which allows effective implementation of construction organization projects. The economic and visual model is the elemental base of infographic modeling systems, which contributes to making the most rational organizational and technological decisions. The aim of this work is to study the efficiency potential of the economic and visual model, as well as the possibility of reducing all kinds of costs when developing projects by introducing economic and visual modeling. Some aspects of the current experience of using this model are studied. Based on a literary analysis of the work of economic and visual modeling, a comparative analysis of domestic and foreign authors is carried out. Based on the information model (BIM), the optimal organizational and technological solution is selected. As a result of the analytical study, materials and data on the practical application of the economic and visual model in the territory of the Russian Federation were studied. A summary table is provided. Based on the results of a theoretical study, conclusions are drawn about the need to form information methods for modeling the organization of construction production.

The concept of “political design”: content and key approaches

Design is one of the most popular instruments for administration of policy in different fields and spheres. This is reinforced by creation, implementation, and support of numerous political projects of the local, regional, national, and global levels. At the same time, design and fulfillment of various political projects is complicated by the absence of sound understanding of the content and main approaches towards the key concept of project activity — “political design”. The modern social-humanistic scientific literature has formed explicit approaches towards understanding the stages of political design, the actors of project activity in the political sphere, resources of political design, criteria for the effective implementation of political projects, classification of political projects. However, the very concept of “political design” remains polemical. Its content is saturated with different meanings, which subsequently complicates the study of other aspects and vectors of project activity in the political sphere. This article aims to summarize the main approaches towards elucidation of the concept of “political design”, outline its key parameters, and formulate the relevant definition. Methodological framework for this article is comprised of the theoretical principles of the project approach towards interpretation of politics. The author provides the original definition of the concept of “political design”, systematizes the main approaches towards explanation of its structure and content, offers the socio-technological assessment of the key parameters of modern political projects, and develops additional grounds for their classification. The article identifies and compares the procedural, administrative, pragmatic, organizational, sociocultural, historical, and innovative models of project activity in politics, describes their heuristic capabilities and conceptual boundaries. The author also develops the criteria for assessing the quality of project activities in politics, and correlates them with the basic models of modern political design.

Gap to End-TB targets in eastern China: A joinpoint analysis from population-based notification data in Zhejiang Province, China, 2005–2018

BackgroundZhejiang is a southeastern province of China with middle level notification rates of tuberculosis in China, but more than 27,000 pulmonary tuberculosis (PTB) cases are still reported annually in this province. We aimed to analyze the time trends of PTB cases and bacteriologically confirmed cases notification rates at the province and city levels of Zhejiang during 2005–2018. MethodsData from the web-based TB Information Management System of Zhejiang Province were used to calculate annual notification rates per 100,000 population of PTB cases and bacteriologically confirmed cases for Zhejiang Province and its 11 cities. The joinpoint regression method was used to analyze the time trends and calculate the annual percentage change of notification rates. ResultsThere were 480,668 notified PTB cases in Zhejiang Province during 2005–2018, 38.78% of which were bacteriologically confirmed cases. Both the PTB cases and bacteriologically confirmed cases notification rates of Zhejiang Province have declined since 2007. Most of the cities’ time trends were the same as Zhejiang Province. The PTB cases and bacteriologically confirmed cases notification rates of males and elderly people are the highest in both sexes and among the four age groups, but the decline speeds of the two groups were slowest. ConclusionsWith the effective implementation of TB control measures and projects, the PTB cases notification rates of Zhejiang Province have declined. In order to reach the target in 2035 of the End TB Strategy, additional efforts should be made in the diagnosis and treatment of TB patients, particularly with regard to males and older adult people.

РОЛЬ НАЦИОНАЛЬНЫХ ПРОЕКТОВ В ПРОЦЕССАХ САМОРАЗВИТИЯ МУНИЦИПАЛЬНЫХ ОБРАЗОВАНИЙ СЕВЕРА И АРКТИКИ РОССИЙСКОЙ ФЕДЕРАЦИИ

This work is a logical continuation of our article published in the 10th issue of the journal, devoted to such a factor of influence on the processes of self-development of territorial communities of the North and the Arctic as the ongoing COVID-19 pandemic. Since the basis of both articles is sociological information obtained from the results of an expert survey of heads of municipalities conducted in June-July 2021, we found it possible not to dwell on the methodological and methodological approaches described in the previously published work. This article focuses on determining the role and significance of national projects in the processes of self-development of municipalities in the regions of the Russian North and the Arctic. The scale of participation of municipalities in national projects, assessment of the process of their implementation are revealed, the main problems hindering the effective implementation of national projects are identified.

Applying Community-Driven Approaches to Rural Development and Women’s Empowerment in Afghanistan

Community-driven approaches have become popular in the development field over recent years. By establishing community development councils (CDCs), this approach enables strong community engagement in the projects’ design and execution while proactively promoting women’s participation, leading both to improved service delivery and effective implementation of more sustainable projects. In addition, using a community-driven approach in the implementation of rural development programs in least developed and post-conflict societies can help with raising awareness about democratic processes. In Afghanistan, two national programs, the National Solidarity Program (NSP) and the Citizens’ Charter National Priority Program (CCNPP), embraced a CDD approach in the implementation of their projects. RCT studies indicate that the NSP has been one of the most successful programs in the country while reports, so far, indicate the same about the CCNPP. Both programs have made an impact by creating gender-balanced CDCs through elections based on secret voting and universal suffrage. These programs have significantly contributed to the enhancement of women’s participation in the society. Nonetheless, maintaining this progress requires a stable, supportive socio-political environment in the long run. Policymakers should consider the successes and difficulties related to the NSP and CCNPP when creating community-driven approaches to development in the future

ПРОЄКТИ ДЕРЖАВНО-ПРИВАТНОГО ПАРТНЕРСТВА У РОЗВИТКУ ТРАНСПОРТНОЇ ІНФРАСТРУКТУРИ КРАЇН ЄС

The object of research - the development of transport infrastructure of EU countries, trends, prerequisites for successful implementation. The purpose of the work is to study the experience of implementing transport infrastructure development projects on the basis of public-private partnership in the countries of the European Union. The results of the study will be used to form an information base on transport infrastructure development projects that have been implemented on the basis of public-private partnership. Relevant information will be used to compare the expected performance of domestic projects with similar projects in the European Union The research method is monographic and statistical. The article is devoted to the study of trends in the application of the mechanism of public-private partnership in the development of transport infrastructure of the European Union. It was found that since 2013, the volume of investment and the number of projects implemented on the basis of PPP, tend to decrease. Thus, compared to 2013, the amount of capital invested in 2019 decreased by more than 50%. The transport infrastructure consistently ranks first among the sectors of the economy in terms of investments made on the basis of partnership between the state and private business. At the same time, the leaders of investments in PPP projects are such countries as Great Britain, France and Germany. According to the number of implemented projects - France, Great Britain and Belgium. Appropriate preconditions must be created for the effective implementation of PPP projects. Further areas of research are the study of programs, policies and practices used by other countries that actively involve the private sector in the provision of transport infrastructure services; development of relevant recommendations for the implementation and improvement of Ukraine's policy and practice in the field of transport infrastructure development. The role of innovations in the development of agriculture in Russia

This article is intended to substantiate the role of innovations in the development of agriculture in Russia. The authors of the article focused on identifying the importance of innovative techniques and technologies in the modern development of the agricultural industry. The current directions of innovative developments in the agricultural sector in Russia have been identified and investigated. The conditions for achieving effective implementation of digital land use projects are presented; “Smart field”; “Smart garden; Smart farm. The experience and level of development of innovative techniques and technologies in foreign countries are considered. An up-to-date list of both Russian and foreign manufacturers of innovative developments, the buyers of which are domestic agricultural organizations, is presented. The factors that hinder the active implementation of innovations in the activities of agricultural entities in Russia have been identified. A diagram of the relationship between the components of the process of creating and applying innovative technologies has been developed. Also the author’s schematic position of the role and place of innovations in the process of creating and applying innovative technologies is presented. As a result of the research, there were given recommendations for eliminating the identified problems in the field of introducing innovative techniques and technologies in agricultural production.

Green bonds as modern financial instruments

Purpose: The purpose of the paper is to present and analyse the development of green bonds issued on the Polish and international market in 2015-2021. Design/methodology/approach: The research methods used in the paper include the survey of Polish and foreign literature as well as the analysis of data from secondary sources. Desk research analysis was based on numerical data contained in the Climate Bonds Initiative database. Findings: The result of the conducted research is an indication of trends concerning the development of the green bond market and the main leaders on the international market. The position of Poland as an issuer of this type of securities is presented against this background. Research limitations/implications: The presented findings encourage further research to systematize data on green finance in Poland and the issue of green bonds from the point of view of the adopted criteria for their division. Practical implications: The analysis and assessment of the causes and effects of the issue of green bonds, especially on international markets, should be a kind of leverage to popularize this method of financing pro-ecological projects in Poland, especially among entrepreneurs and local governments. Social implications: The use of the presented data, analyses and conclusions should imply further actions and strategies of various entities necessary to implement the concept of sustainable development, especially green financing. The implementation of green bonds should result in the development of the capital market on the one hand, and on the other hand, contribute to the effective implementation of pro-ecological projects. Originality/value: The article synthetically presents the significance of the concept of green finance. It deals with current issues related to green bonds as well as global and domestic trends in their application.

Інституціоналізація економічного механізму ресурсозбереження та енергоефективного природокористування на рівні ОТГ

The authors prove that decentralization of power and local governance reform have necessitated the reconsideration of the priorities in the rational environmental management, including resource conservation and energy efficiency at the level of amalhamated territorial communities (ATCs). Thus, it becomes necessary to transform the existing control system over the economic development of natural resource potential and environmental protection. It is substantiated that in the situation when new energy indicators are being implemented, numerous problems become mainstream, e.g. increase in the energy production output from renewable sources, e.g. solid and gaseous fuel on the basis of waste disposal. It is proved that the effective implementation of waste disposal projects is possible provided that the economic mechanism of resource conservation and energy efficiency is institutionalized at the level of ATC, which will provide budgetary, fiscal and credit prerequisites to increase financial support for modern waste management industry. The research carries out shows that in 2007–2021, the dynamics of the real volume of local budget expenditures on waste disposal has been declining, due to the lack of interest among local authorities in financing resource conservation and energy efficiency projects. It is established that the achievement of positive results in the financing of waste disposal directly depends on pooling part of the rent for the special use of natural resources and environmental tax in special funds within local budgets. It is substantiated that targeting natural resources and environmental payments accumulated in local government budgets will increase funding for waste disposal, thus increasing the use of the material substance of household waste and waste from agricultural and forestry production to produce solid and gaseous fuel. It is proved that the state should provide incentives for local governments to enhance resource conservation and energy efficiency based on waste disposal due to participation in financing and indirect promotion of such projects.
