코로나19 이후 국내외 평생교육정책 동향분석 및 시사점

The purpose of this study is to examine the overall trend of lifelong education after COVID-19 and major policies for lifelong education at home and abroad. we analyzed the cases of core policies and changes in lifelong education in Germany, the United States, the United Kingdom, and Japan. And the purpose of lifelong education in Korea and changes in the COVID situation were analyzed. Based on the research results, some suggestions for revitalizing lifelong education are as follows. First, it is inevitable to establish an online education system and infrastructure to support quality lifelong learning in response to the rapidly changing educational environment. Second, local fence activities for community lifelong education innovation should be activated and a lifelong learning ecosystem based on the network should be established. Third, customized programs for each life cycle emphasized in the lifelong education policy and support for free online education and training programs for the unemployed in preparation for an increase in the unemployment rate are also needed. Fourth, it is necessary to expand and operate public online lifelong learning to bridge the digital informatization gap and participate in lifelong learning for the socially vulnerable.

Introduction of America's Health Systems Science Education and Its Criticism.

Recently, Korean medical education circles have proposed a fullscale introduction of America's health systems science to replace the existing medical humanities education in Korea. The so-called Flexner education system, formed in the early 20th century, was centered on basic and clinical sciences. America's health systems science education was introduced to supplement the system. The full-scale introduction of health systems science has been promoted, mainly by the Korean Association of Medical Colleges. However, it does not fit into the current circumstance of Korean medical education circles. It is deemed that there are political reasons behind the push - the alignment of interests between the medical education circles and the government. This study first examined the social and cultural circumstances behind the emergence of health systems science in America, focusing on pragmatism, a native American ideology, to critique the background of the introduction of the American system. It also discussed the negative aspects of pragmatism in American medical education in the cases of American educators Ralph Tyler and Abraham Flexner. Then, it specifically examined the background and reasons for introducing America's health systems science to Korea and discussed the problems of directly introducing the health systems science to Korea without any adaptation process through a comparative analysis with existing medical humanities. Finally, it suggested a more desirable adaptation form of health systems science that can be considered for its implementation in Korea.

The Strengthening of Liberal Arts Education in High Schools with the Introduction of the High School Credit System

By introducing a credit system instead of a unit system, the high school credit system can accelerate the learner-centered curriculum that has become common in universities. If the proportion of common essential subjects in the high school curriculum is reduced, the choice of liberal arts and the possibility of opening new subjects will increase. The purpose of this article was to track the transition process of liberal arts education in Korea, analyze the 2015 revised curriculum of high school liberal arts curriculum, and suggest improvement measures derived from the standard model of university liberal arts and basic education. In the analysis and derivation of improvement plans, the focus was on the purpose of liberal arts education, the liberal arts curriculum, and liberal arts subjects. As results of this study, it is unclear whether the liberal arts curriculum in Korea is to prepare students for university education or whether it maintains its unique identity in high school. The goal of high school liberal arts education is not set independently, so it is pushed to the periphery. According to the 2015 revised curriculum, the liberal arts area is mixed with the <i>living area</i>. The failure to set clear demarcation lines between certain areas also causes problems in the adequacy of liberal arts subjects. For example, applied studies such as pedagogy, career and occupation, health, and practical economy are included in the list of liberal arts subjects. In this article, after pointing out the urgency of a reclassification of high school liberal arts subjects, it was proposed that we should normalize high school liberal arts education and enhance its status by actively utilizing the standard model of university liberal arts and basic education of the Korea National Institute for General Education. In the future, it was predicted that the current problems revealed in light of the nature of liberal arts education could be mitigated, if not solved, through collaboration with a group of liberal arts education experts in the revision of high school liberal arts education.

해외 컴퓨터 교육과정 분석을 통해 본 우리나라 컴퓨터 교육과정에 관한 방향성 제언

21세기 지식정보 사회를 위한 컴퓨터 교육은 필수이며 각 나라에서 학생 발달 과정에 맞춰 컴퓨터 교육과정을 다루고 있다. 이를 위해 본 연구에서는 정보보안 및 정보윤리, 컴퓨터 교육과정에 대한 연구 문헌 주제어 탐색을 바탕으로 해외 여러 나라의 교육과정을 수집, 분석하여 우리나라 교육의 현실과 나아가야 할 방향에 대해 정리하 였다. 먼저 각 나라별 컴퓨터 교육과정을 분석한 결과, 컴퓨터 과학, 정보 기술등을 바탕으로 컴퓨터 교과가 독립 되어 일정 시수 이상 운영되고 있으나 우리나라 2015 교육과정에서는 컴퓨터 교육과정이 독립적으로 운영되지 않 고 시수도 적게 제시되어 있음을 알 수 있었다. 또한 초등 실과 교과 내용을 보면 소프트웨어 교육만 다루다보니 지식 정보 처리 역량을 기르기에는 미흡한 부분이 있었다. 이와 같은 연구 결과를 토대로 본 논문에서는 정보화 시대에 걸맞게 지식 정보 처리 역량을 기르고 미래 교육 대비를 위한 시사점을 제시하였다.

수학교육에서 메타버스의 활용 가능성에 대한 소고

The purpose of this study was to explore the possibilities of using the Metaverse in mathematics education. The use of the Metaverse started for commercial purposes, and now its use is expanding to all areas, including education. For this study, the researcher analyzed preceding studies related to the Metaverse and the domestic Metaverse platforms for mathematics education in Korea. As a result of the study, the use of Metaverse for mathematics education is still in its beginning stage, and most of the content is limited to mathematical games. However, there are a lot of opportunities and possibilities for mathematics education with Metaverse, and we need to develop the Metaverse platforms specialized for mathematics education with high-quality mathematics content. The researcher suggested to build infrastructure and operate a national level educational Metaverse platform, develop math-specific Metaverse platforms and mathematical content based on field-tested research on the use of the Metaverse platforms. The researcher also emphasized the necessity of teacher education programs for teachers to strengthen the utilization capacity of the Metaverse for mathematics education.

일본 특별지원학교 교육과정 자립활동의 특징 및 의의

This study focuses on the Activities to Promote Independence, a specialized field in the curriculum of special needs schools in Japan. It aims to propose suggestions for the curriculum of special education in Korea through exploring the characteristics and significance of Activities to Promote Independence. Activities to Promote Indepencende is instruction for children with disabilities for them to improve and overcome their difficulties in learning and life, independently. The contents of the Activities to Promote Independence are comprised of the six elements: health maintenance, psychological stability, relationships, acclimatization in the environment, physical movement, and communication. The following are the characteristics and significance of Activities to Promote Independence. First, Activities to Promote Independence makes it possible to understand actual condition of each child with disabilities based on the ICF, and to design individual teaching goals. Second, it is mutually complementary relationships with their academic subjects. Third, it is a specialized field of special needs schools curriculum that can respond to the educational needs of each child with disabilities regardless of the type or degree of disability. It is also applicable to children with disabilities enrolled in elementary, lower secondary and high schools. We considered that these three points are important in enhancing the special education curriculum in Korea.

Policy Change in ‘Local Lifelong Education Promotion Project’ from the Perspective of the Multiple Streams Framework

As of 2021, 180 metropolitan and basic local governments have been designated as lifelong learning cities through the ‘Local Lifelong Education Promotion Project’, which the Ministry of Education has been promoting for over 20 years, starting with the designation of lifelong learning cities in 2001. In the context of inauguration of government and change of administration and the requirements of international organizations, the need for policy revision and improvement through analysis of the policy change process of the ‘Local Lifelong Education Promotion Project’, which has established lifelong learning cities, is emerging. This study applied Kingdon's(1984) Multiple Streams Framework, which is useful to analyze the policy decision process in an uncertain situation, to analyze the policy change process of the‘Local Lifelong Education Promotion Project', the problem stream, the policy stream, politics stream, policy window, and policy entrepreneurs. As a result of the study, it was found that the upgrading of the lifelong education bureau within the Ministry of Education and the establishment of the 4th lifelong education promotion basic plan policy in conjunction with the government change influenced the agenda decision through the flow of politics. The window of policy was confirmed three times: the UNESCO Lifelong Learning City Policy in the 1970s, the revision of the Lifelong Education Act in 2000, and the entire revision of the Lifelong Education Act in 2007. This study examined the key policies that contribute to the promotion of lifelong education in Korea, and based on the understanding of the policy change and formation process of the project, implications for the sustainable development of lifelong learning cities were suggested.

학생 참여형 수업, 학생 참여, 자아개념, 의사소통 역량 사이의 구조적 관계

The purpose of this study is to analyze the mediating effect of student engagement and self-concept in the structural relationship between student participatory class and communication competency. By dividing groups according to the class size (the number of students per class) that may affect the operation of student-participatory classes, the differences in variables that directly or indirectly affect communication competency development were analyzed to obtain implications for communication competency development. To this end, a multi-group structural equation model analysis was conducted using data from the 6th year of the Korea Education Development Institute's Korean Education Longitudinal Study. As a result of the analysis, it was found that the student-participatory class method had a positive effect on communication competency in all groups, and the group with a small class size had a more positive effect on communication competency development than the group with a large class size. The self-concept had a positive effect on the development of communication skills in all groups, but student engagement was significant only in groups with a large class size, and the effect was found to be small. In addition, it was found that there was a mediating effect of self-concept in the relationship between student participatory teaching methods and communication competencies. In order to cultivate communication skills, it is necessary to consider the introduction of various student participatory teaching methods, and research on various measures to form positive self-concepts of students is necessary.

Exploring Instruction Methods for the Resting Tone in Elementary School Music Classes

This study aims to explore some instructional methods for the resting tone in music education, especially elementary general music education in Korea. Before exploring the instructional methods, the important role of the resting tone in the view of a western music history was investigated. Establishing the instructional methods, Music Learning Theory, a contemporary music education theory by Gordon was based upon and adapted to apply. Four integral applicable methods for elementary school music teachers to instruct the resting tone were introduced. First, through singing the last pitch of the patterns teacher uses, second, through singing the first pitch of the patterns teacher uses, third, through singing the resting tone of the patterns teacher uses, fourth, through singing the resting tone of a song teacher introduces. The four kinds of methods introduced in this study can be applied to any elementary music classes.

Impact of Family Background and Individual Characteristics on Vocational High School Choice in South Korea: A Gender Analysis

At the end of compulsory school, adolescents in many industrialised countries must makean important and far-reaching decision that strongly influences their future working life. Few of the many studies of school choice in South Korea have empirically analysed the choice of type of upper secondary school and almost none have paid attention family background and individual characteristics. This paper does so for both boys and girls completing compulsory lower secondary education, using 11 years’ data from the Korea Education and Employment Panel (KEEP) of the Korea Research Institute for Vocational Education and Training from a period before recent Korean vocational educational policy changes. We use a Probit model to deal with binary variables. Key variables considered include teacher assessments of students, father’s income, father’s education, spending on private tutoring at the lower secondary level, and the number of siblings, these last two never previously analyzed. In addition, to gender analysis this paper confirmsprevious results that parental social status is a major determinant of high school choice between general and vocational education. The key gender result is that fathers’ educational attainment negatively and significantly affects females more than males, and that fathers’ high income more negatively and significantly affects males than females in nonattendance at vocational high school. This paper also confirms previous findings that females were more motivated than males to enroll in vocational high school. Vocational education better meets females’ needs than males’, especially those not well supported by their parents. These findings imply that future research on both Korea and other countries needs to pay much more attention to family and individual characteristics and to differences between genders.

EFFECTIVENESS OF A HUMAN RIGHTS–BASED APPROACH ONLINE PROGRAM FOR GERONTOLOGICAL SOCIAL WORKERS

Abstract The human rights perspective is emphasized through the social work code of ethics and practice principles. However, the efforts to improve the human rights perspective of social workers were insufficient in gerontological social work education in South Korea. Thus, the study aimed to prove the effects of a human rights-based approach intervention for gerontological social workers, which consisted of nine online sessions using Zoom. PI developed the program based on McPherson’s integrated framework for Human Rights Practice in Social Work. A quasi-experimental design was used. The experimental group consisted of 36 social workers, and the control group was 31 social workers at senior centers. The pre-post tests for the experimental group and posttest for the control group were conducted. The socio-demographic characteristics of the two groups were equivalent. The key measure was the Human Rights Lens in Social Work (HRLSW) scale consisting of two sub-dimensions: social problems as rights violations and clients as experiencing rights violations.The effect sizes of the online program’s effects on the social worker’s rights-based perspective were large over .90. In addition, the degrees two dimensions of the HRLSW at the posttest were significantly higher than those of the control group (social problems as rights violations: d = 1.04, p < .001; clients as experiencing rights violations: d=0.98, p<.001). Based on the findings of this study, the implications of human rights education and training were discussed to improve the human rights-based perspective of gerontological social workers.

EMI (English‐medium instruction) across the Asian region

AbstractThis article has two main aims. First, to describe the general background to English‐medium instruction (EMI) with reference to Outer Circle and Expanding Circle societies in South Asia, Southeast Asia, and East Asia. Second, it analyses data from each of the four case studies in the symposium in this issue in order to identify and explain the background to, and varying forms, of EMI in higher education in Cambodia, Indonesia, Singapore, and South Korea.

국내 간호교육에 적용한 디자인씽킹(design thinking) 주제범위 문헌고찰

Objectives This study's purpose was to synthesize the literature on design thinking applying nursing education in Korea. Methods A scoping review was conducted by the Joanna Briggs Institute (JBI) methodology (Tricco et al., 2016) suggested by Arksey와 O’Malley (2005). Literature was searched from RISS, KISS, PubMed, and CINAHL. The 303 articles were identified, and 6 were selected for the final analysis. Two reviewers conducted the process independently. Results The six articles were published between 2018 and 2021. In the literature, ‘d. school’ methodology was a major methodology of design thinking. Also, all studies were experimental researches using pre-experimental design in 5 and the other quasi-experimental design. Empathy, critical thinking, and problem-solving competence were significant variables. Conclusions It is considered that the design thinking methodology is a situation that requires the expansion of research. For the experimental studies, well-designed experiments were needed.

The OECD’s influence on national higher education policies: internationalisation in Israel and South Korea

ABSTRACT An extensive literature has explored the influence of the OECD on school education policies globally, while their influence on higher education policies has been underexamined. This article addresses that void by analysing the internationalisation of higher education in Israel and South Korea. We suggest that joining the OECD provided political legitimacy for both countries and that the OECD comparative metrics and guidelines were crucial in generating anxieties about their underperformance in the global market for international students. These metrics served as benchmarks for internationalisation policies and shaped the foci, aims and definitions of success (i.e. parity with OECD averages). The desire to compete spurred cross-national policy referencing and borrowing, initially with little adaptation resulting in a form of ‘prefabricated internationalisation’. Over time, the (im)balance between global aspiration and local realities resulted in localisation. We argue that policy isomorphism is overstated, and call for the recognition of complexity in the convergence debate.

Mind-body: Positive psychological effects of adult ballet education

ABSTRACT This research aimed to investigate adult ballet education in Korea by observing its relationship with positive psychology attributes. Participants included 230 adult females who received over three years of adult ballet education with the Vaganova Method, which highlights artistry. The questionnaire in this study related to how ballet education pertains to the positive psychology of Seligman, and to satisfaction, motivation, and changes that occurred after participants began training. Overall, the questionnaire showed high average scores; the highest average score was for the question on continuous participation in ballet sessions. The correlation analysis showed that positive psychology and ballet education were strongly related, based on which we concluded that we can understand and cause positive change to an individual’s psychological environment through ballet education. Participants’ written responses were placed into four categories: yearning for ballet (self-esteem), muscle formation (active lifestyle), classical music (understanding the body), and music and dance (psychological energy). The data illustrate that adult ballet education in Korea may prompt positive psychology by enhancing factors such as relationships, interests, confidence, and daily energy. The study proves that health and artistic skills may be gained through ballet education, a useful form of art for people in modern society.

특수교육 분야 언어 네트워크 분석 연구의 동향

Objectives This study tried to explore the direction of language network analysis-related research in the field of special education in the future by analyzing the trends of studies using language network analysis methods in the field of special education in Korea.
 Methods For this purpose, 28 studies using language network analysis in the domestic special education field were analyzed from 2007 to June 2022. Based on previous research, the analysis criteria were set as ‘year of publication and published journal, research topic, analysis tool, visualization analysis method, and analysis index’.
 Results As a result of the study, it was found that the largest number of studies were conducted in ‘Special Education Rehabilitation Science Research’ and ‘Intellectual Disability Research’. was found to have been carried out. In addition, most of the research was conducted on the subject of research trend and knowledge structure analysis, and it was found that the majority of collected texts were articles published in academic journals. As a network analysis tool, ‘UCINET’ was used the most, and the most studies that visualized the results through a network map were the most. In all 28 papers to be analyzed, the centrality scale was used as an analysis index, and methods such as clustering and ego network analysis were also used.
 Conclusions These results have significance in providing a direction for conducting language network research in the field of special education in the future, and the need for continuous expansion of qualitatively more diverse topics, as well as network analysis tools, visualization presentation methods, and analysis suitable for research purposes and topics. The necessity of presenting the research results abundantly using indicators was suggested.

코로나(COVID-19) 시기 교육 연구 동향과 교육 전환에 대한 고찰

This paper analyzes the research trends related to education after the pandemic caused by the coronavirus (COVID-19), and examines the direction of education in Korea. First, the current status of the research size and keywords were derived through quantitative analysis of research trends. Second, the problems and alternatives of education methods in school after the pandemic were examined through major keywords and selected scholarly reviews. Third, it suggests an educational direction and establishment of a new educational ecosystem according to the altered environment. As a result, the education environment in the pandemic situation presents two major problems. One is the learning gap; it causes learning deficits which also leads to the lack of care that is needed for the learning gap. Another problem is the lack of interaction. Due to the severance of relationships, it causes various psychological and social problems as well as learning problems. Considering the suggested issues above, the main keyword for Korean education is ‘connection’. The paper will further discuss its educational direction in four dimensions as the following: ①to create a ubiquitous educational ecosystem, ②to reflect and reinforce the intrinsic value of education, ③to establish of a self-directed, creative and convergent image of talent and ④to construct the role of instructors who can be life-long education consultants or curators.

A Systematic Review on Studies School Safety Education in Korea

This study was examined research trends in Korea on school safety education through a systematic literature review method to analyze the tasks and development directions of school safety education. The related literature search was conducted utilizing database from January 1, 2010 to February 1, 2021. By combining school safety-related terms, the final 81 documents were selected through systematic review process of PRISMA. The results showed that the predominant research type on school safety education was the qualitative research (41%). Next research type was quantitative research (33%). It is need to activate quantitative research since it can objectively explain the necessity and direction of school safety education. The research on school safety education has increased rapidly after the Sewol ferry accident. After showing the most activation at 23% in 2017, the research on school safety education declined gradually. The research on school safety education are sensitively linked to social issues such as society's interest in safety and the needs of members of society. It is need to support research reflecting teachers' opinions since there are few studies in which teachers participated.

A Meta-Analysis on the Effects of Dementia Education

이 연구의 목적은 치매교육과 관련 다수의 실증 연구 결과물을 토대로 메타 분석을 실시하여, 치매교육과 그 관련 변인들 간의 관계를 살펴보는 데 있다. 이러한 목적을 달성하기 위해서 2021년 2월까지 국내에서 발행되었던 학술지 게재 논문들을 연구 분석대상으로 수집하였다. 자료수집은 한국교육학술정보원(RISS)의 데이터베이스를 사용하였으며, 총 15편의 국내 학술지의 40개 하위그룹 통계치를 가지고 코딩을 진행하였고, CMA(Comprehensive Meta Analysis) 프로그램을 활용하여 메타분석을 실시하였다. 이 연구의 결과는 다음과 같다. 첫째, 치매교육과 관련된 전체 평균 효과 크기는 0.805로 큰 효과 크기를 보였다. 둘째, 치매 교육이 영향을 미치는 종속변인 구분 별 효과 크기는 치매 관련 지식수준, 삶의 질, 태도, 우울감 감소 순으로 나타났다. 셋째, 치매 교육을 받는 대상자 구분 시 간호학과 학생, 요양보호사, 치매환자 가족, 그리고 치매환자 본인 순으로 교육의 효과크기를 보였다. 넷째, 치매교육이 단기로 진행될 때보다는 장기로 진행될 경우 효과크기가 두 배 이상 큰 것으로 밝혀졌다. 이로써 치매교육은 치매환자에게 간호와 요양을 제공하는 학습자들의 치매 관련 지식수준, 삶의 질, 그리고 치매관련 태도를 증진시키는데 매우 중요한 부분이며, 치매와 관련한 정책 수립 시 치매교육은 꼭 지원되어야 하는 부분임을 확인할 수 있었다.This study aims a meta-analysis based on the results of many empirical studies related to Dementia Education, and the relationship between Dementia Education and other variables. In order to achieve this objective, articles published in domestic journals until February, 2021 were collected. The data were collected using an online database provided by the Korea Educational and Scientific Information Service and total of 15 studies and 40 sub data were coded. With those data, meta-analysis was executed using CMA(Comprehensive Meta Analysis) 3.0 program. Result of this study are as follows. First, the overall mean effect size associated with Dementia Education was 0.805, indicating a Large effect size. Second, the effect sizes of dependent variables that are influenced by Dementia Education were Knowledge, Quality of Life, Attitude and Depression in order. Third, the effect size of long term training period was more than twice as big as that of short term training. Therefore, Dementia Education is an important part of improving the level of knowledge about dementia, quality of life, attitude and reducing depression of care providers, and dementia education should be supported when policies related to dementia is established.
