The article discusses methodological issues and methods of resource management at the regional level. The problems that hinder the improvement of the efficiency of using Russia's resource potential are analyzed, and proposals for their solution are given. The features of mineral resource management, the impact of raw material extraction on the socio-economic development of the territory, and the spatial development of the region are considered in more detail. It is proposed to radically transform the existing mechanisms of financial relations "center - regions" in favor of the latter, the use of economic methods to stimulate mining enterprises in the rational use of natural resources. The author recommends the creation of a unified federal body for integrated environmental management in the country, and the expansion of the degree of participation in natural resource management by territorial authorities – both subjects of the Russian Federation and municipalities. In the context of growing economic uncertainty and fragmentation of the global economy, external shocks, unprecedented sanctions, man-made internal crises, abnormal instability of the ruble, as well as a difficult demographic situation and a shortage of able-bodied people, finds it more rational to get out of the confrontation, search for ways to jointly develop the global economy and the place of Russia and its regions in this process.
