Economic Security in Sub-Saharan Africa: Possible Ways to Address New Challenges

The observed decline in the level of Sub-Saharan Africa’s (SSA) countries economic security is due to the increasing influence of both external factors (the rising volatility of global financial and commodity markets, changes in the policies of international economic organizations and a number of countries, etc.) and internal factors, largely related to their own socio-economic and, in some cases, political instability. This is manifested primarily in the insufficient food supply in the SSA countries as a consequence of the ongoing agricultural crisis. Possible ways to overcome this challenge are connected with the transformation of the agriculture sectors into productive, profitable, and reliable systems that will allow the SSA countries to reach and maintain food security. The agricultural policy aimed at this must take into account the specifics of the local crops and livestock production, the local climate, and the state of rural infrastructure, while making extensive use of new technologies and digital innovations. One of the most important factors for stable economic development is energy security in the context of the ongoing energy transition. The problematic state of energy supply in the SSA countries is manifested in the insufficient supply of electricity for both industrial sectors and the population, rolling blackouts, and rising tariffs. African countries see a solution to this challenge in implementing the strategy aimed at expanding national and regional networks based on the rational use of all available energy resources, creating off-grid systems and small-scale generation in remote areas using renewable energy sources, which will facilitate access to sustainable and technologically advanced energy. Further expansion of cooperation in almost all areas of the energy spectrum between African states and Russian public and private companies, as well as leading universities, will contribute to solving many problems of economic security in Sub-Saharan Africa.

This article is devoted to the problems of economic security and the functioning of national agricultural enterprises, the facts of their existence in domestic business practice and the identification of the features of the functioning of such companies using the example of Islamic, Scandinavian and American experience. The purpose of this work is to summarize the totality of problems of functioning and economic security of national agricultural enterprises, using methods of comparison and analysis of information. As a result, of the work it is necessary to characterize a set of measures that can affect the development of the functioning and economic security of companies using the model of national enterprises.

Taiwan’s Contested Survival in an Era of Shrinking Globalization

Hitherto renowned for its economic and political development, Taiwan has lately come under a harsher spotlight as a possible victim of invasion based on an analogy to Ukraine. Yet, Taiwan is also challenged by a slew of other problems too long neglected. These environmental, industrial, agricultural, demographic, trade, and economic security problems altogether form a “polycrisis” that makes it difficult to solve one set of problems without aggravating the others, and the democratic electoral process has unfortunately so far been unable to table a comprehensive “polysolution.”

: In the modern world, where social, economic and political structures are becoming increasingly complex, issues related to maintaining economic security are becoming especially important. At the same time, the key goal of maintaining economic security, especially in conditions of high dynamics of global processes, is to prevent potential risks and threats. The fundamental global challenge in this context is the trend of global digital integration. At the moment, digital solutions play a key role in the development of scientific, technical and economic spheres, and the foundation of socio-economic development is the creation of trusting relationships in systems where digital innovation plays a key role. Cooperation between government, entrepreneurs and public organizations in the field of digital security is becoming a determining factor for organizing joint work in these conditions. Despite the close attention to the issues of digitalization by many scientists, aspects of its impact on economic security are still insufficiently studied. The object of the study is a complex of relations in the field of ensuring economic security. The purpose of the study is a comprehensive analysis and systematization of problems associated with maintaining economic security in the era of global digitalization. Research methods – research of scientific works on the research topic, general scientific methods (analysis, synthesis, generalization). Scientific novelty is a generalization of the specifics of the development of digitalization in modern conditions, a description of the main problems of economic security, opportunities and methodological monitoring tools aimed at solving these problems.

ОПЫТ САНКТ-ПЕТЕРБУРГА В ПРЕОДОЛЕНИИ ПОСЛЕДСТВИЙ НЕУСТОЙЧИВОСТИ ЭКОНОМИЧЕСКОГО РАЗВИТИЯ ВСЛЕДСТВИЕ АНТИРОССИЙСКИХ САНКЦИЙ И ОБЕСПЕЧЕНИИ РЕГИОНАЛЬНОЙ ЭКОНОМИЧЕСКОЙ БЕЗОПАСНОСТИ

The article is devoted to the study of the features of regional governance in conditions of increasing uncertainty and exacerbation of threats to economic security due to anti-Russian sanctions. The purpose of this article is to analyze the existing regional experience in overcoming the consequences of unstable economic development due to anti-Russian sanctions and ensuring regional economic security. This analysis was carried out on the materials of one of the largest (in terms of contribution to the gross domestic product of the Russian Federation) subjects of the federation - the federal city of St. Petersburg. The study assessed the impact of anti-Russian sanctions on regional development in Russia; the experience of St. Petersburg in ensuring stable and economically secure development of the regional economy was studied; recommendations for using this experience in other regions of the Russian Federation are proposed. The study focuses on studying the mechanisms of influence of anti-Russian sanctions on the economic systems of the constituent entities of the federation, as well as assessing the results of this influence, including from the standpoint of ensuring regional economic security. The results of the study show that this influence is multidirectional. The strength of its manifestation and assessment of the consequences significantly depend on the characteristics of a particular regional economic system, as well as on the measures taken in regional economic policy. As a result, the sanctions macro-shock leads to increased differentiation of Russian regions. This aggravates existing problems of economic security at the regional level. Against this background, the experience of those regions that during 2022-2023 deserves a more careful consideration. not only remained stable, but also achieved an increase in key economic indicators. One of these regions is St. Petersburg. The article analyzes the system of anti-crisis measures taken in this region that ensured stability and protection from sanctions-related threats to economic security. The article emphasizes the feasibility of using this experience in other regions. At the same time, the need for their adaptation to regional specifics is noted.

Analysis of geopolitical factors in the context of ensuring national economic security of Ukraine

The study describes the concept of "economic security policy" in Ukraine. Relevance is determined by the need for the economic security of the state, which is determined by objective processes and phenomena that occur both in the national economy and society, and in the world space. The purpose is to determine the problem of economic security, which is key to the existence of the state. In the main results, the essence of economic security is defined as the readiness of state institutions to ensure the national interests of the state and create mechanisms for the protection of the national economy, to ensure the ability of society to maintain and renew reproductive processes and socio-political stability. The conclusion states that economic security turned out to be not only one of the most important components of the comprehensive system of national security, but also the basis for observing and realizing national interests. Among the main threats to economic and national security in politically and economically Ukraine, the author includes socio-political conflicts, the presence of a large number of people with dissatisfied and aggressive ideas, military conflicts, a high level of migration of refugees and displaced persons, the deterioration of the ecological situation, the growth of anthropogenic accidents, corruption, a high level of shadowing, in particular, a high level of corruption, the growth of unemployment and dependence on international creditors, as well as establishing high indicators of shadowing, in particular, a high level of unemployment, dependence on international creditors. In the conditions of increasing external threats, the transformation of Ukraine's state policy in the field of economic security should be aimed at eliminating signs of incapacity and forming Ukraine as a strong, innovative and independent state by implementing effective regulatory mechanisms to create a safe economic environment.

DIRECTIONS MANAGEMENT OF ECONOMIC SECURITY OF THE STATE IN THE CONTEXT OF GLOBALIZATION PROCESSES

For the current state of Ukraine's economy as an independent state and its establishment as a subject of the world community, the problems of ensuring sustainable socio-economic development, formation of a mechanism for counteracting internal and external threats, raising the living standards of the population, and developing the system of international economic interdependence are particularly relevant. As the world experience shows, damage to economic interests is caused by various attempts: disruption of the normal state of international trade (application of embargoes, introduction of excessive quantitative and tariff restrictions, artificial increase or decrease in prices for certain goods), creation of obstacles to the international movement of technologies, violation of commercial practices, etc. In the current conditions of development of the Ukrainian economy, especially against the background of globalization, this problem is particularly acute. At the same time, the problem of economic security in the context of further globalization is gaining the status of the highest priority in public policy. It is of exceptional importance in the argumentation of political decision-making. Scientific and conceptual foundations of economic security ensure the formation of appropriate policies at the level of the state or lower organizational levels. The system of ensuring economic security involves continuous monitoring of socio-economic processes in terms of their impact on the state of economic security, assessment of strategic programs and regulations from this perspective, and analysis of the effectiveness of current decisions in the field of economic policy. The aim of the article is to study the main areas of management of the economic security of the state in the context of globalization processes. The article analyzes the conceptual foundations and conceptual and categorical apparatus of the problem of ensuring economic security of Ukraine in modern conditions, analyzes the peculiarities of economic security of Ukraine in the processes of world globalization, and identifies the main directions of economic security management in the context of globalization processes.

MARKETING MECHANISM IN THE SPHERE OF CUSTOMS SERVICES

The article is devoted to the study of the peculiarities of the functioning of the marketing mechanism in the field of customs services. The definition of customs marketing as a management concept in market conditions is given. It is noted that the modern concept of customs services marketing is aimed at solving the problems of economic security and promoting trade through the use of customs tools at the level of international standards. The purpose of customs marketing is to increase the quality and competitiveness of customs administration, to ensure the prerequisites and optimal conditions for promoting international trade, to accelerate foreign trade turnover and to ensure the comfort of conducting foreign economic activities without reducing the effectiveness of customs control. It is emphasized that the marketing of customs services is a doctrine, a business philosophy, a tool for assessing the spheres of foreign economic activity, monitoring customs services and the activities of customs authorities, a technology for identifying requirements, demand and active promotion of customs services at the business and state level for the formation, search and service of meeting needs clients and participants in foreign economic activity. It has been proven that the ultimate goal of the functioning and development of the sphere of customs services is the effective coordination of all areas of activity of customs authorities with the requirements of the modern market. Practical solutions for the development of marketing in the customs sphere are offered. The main measures necessary for the further development of the marketing system in the customs sphere and ensuring the quality and high efficiency of customs services have been determined. Provisions have been formulated regarding the formation of an effective balanced customs system, ensuring its effectiveness and improving the quality of the range of services provided.

Therefore, one of the priority tasks facing the state and each subject of the Russian Federation is the implementation of an effective fight against corruption and its consequences.

Evolution of scientific views on keeping the economic security of agricultural enterprises

The need to build an effective security system takes on particular importance in modern society, in which threats and risks are permanent and have become practically the norm of life, literally permeating all its spheres, including the economic one. This necessitates a deep understanding of economic security and its interrelationship with modern society's phenomena, processes, and development trends and the development of a theory of security based on this. Sufficient attention is paid to economic security in the scientific literature: this concept is considered at different levels of organizational and economic activity in different spheres of life. The historical development of the concept of economic security is considered, the approaches to the definition of economic security are defined and considered, and the concept of economic security by scientists is analyzed. The fundamental conceptual approaches to the study of the problem of economic security are highlighted following the views and target attitudes of the researchers, and the author's position is substantiated. Despite many studies in the scientific community, there is no generally accepted definition of the concept of "economic security of an agricultural enterprise". Most of the authors in their works investigate the topic of economic security, limiting the category of objects of study to production entities or narrowing it down to individual methods of ensuring security. Therefore, almost every interpretation of this term is formulated in the context of the economic security of the entity itself, based on the research tasks. The theoretical development of the state's agrarian and food strategy, aimed at solving the country's food security problem, acquires particular importance for the agro-industrial complex's scientific research and economic practice. The issue of food security as a constituent element of Ukraine's national economic security system and as a part of the international security structure has just been studied. From the point of view of practical implementation, it is necessary to comprehensively analyze the mechanism of ensuring the basic principles of food security in Ukraine in the conditions of forming new market relations. Economic security of enterprises in the face of modern challenges: pragmatics and vectors of strengthening

The study reveals that since the beginning of the COVID-19 pandemic, many domestic enterprises have yet to be ready for operational changes. This was the first impulse that led to the closure of several businesses that could not adapt to the new challenges of today. The outbreak of hostilities in early 2022 posed an even more significant threat to the economic security of enterprises and their ability to function. After all, almost all enterprises in the eastern, southern, and northern parts suffered not only financial but also material losses. The article aims to determine the impact of modern challenges on the economic security of enterprises and substantiate the primary vectors for strengthening the safety of their activities. The article emphasizes that most enterprises face the problem of economic security in the current economic environment. The report analyzes theoretical studies of the essence of the financial security of enterprises. It defines it as a combination of economic relations that arise to ensure stability and sustainability of the interests of the enterprise with the interests of the environment. The existence of internal and external factors that influence the economic security of the enterprise is revealed. The novelty of this study lies in the systematization and characterization of the stages of the Ukrainian government's support for entrepreneurial activity in the context of a full-scale war, with the identification of the main areas aimed at stabilizing entrepreneurial activity and strengthening its economic security. The article establishes that in the context of digital economy development, the transition from conventional to digital activities is a priority component of the economic security of an enterprise. This allows the company to overcome the most challenging period of its activity. The article also emphasizes that the elements of digitalization are the modern vectors of development that would enable most small and medium-sized enterprises to function in the market and thus strengthen their economic security. Investment and innovation measures are proven to be the most relevant for enhancing the economic security of the enterprise. On the History of Some Problems of Economic Security According to Ancient Greek and Latin Sources

This paper reviews the material for studying of history of the economic security problems. Studying of the security problem will help us how we need to define term “security”. The author proposes to consider the question: Where is the term “security” derived? It traces from the Ancient Greek word «aspháleia» and Latin word «securitas» that literally means “security”, “safety”, “protection”. For this paper have used ancient Greek and Latin literature review for the security problem and interpretations of original pieces. In short, the ancient Greek and Roman philosophers, historians and politicians paved the way for the origin of the modern security science. Economic security study of the Central Federal District of the Russian Federation: dynamic analysis and modeling

Subject/topic. The article is devoted to the study of economic security indicators of the Central Federal District (CFD) of Russia. The object of this study is the Central Federal District of the Russian Federation. The subject of the study is the indicators of economic security of the region. Goals/tasks. Based on the list of indicators formed in accordance with the «Strategy of Economic Security of the Russian Federation until 2030» to determine the composition of the economic security of the regions of Russia, to classify them, to analyze the dynamics, on the basis of which to build economic and mathematical models of changes in the main parameters of economic security of the Central Federal District. Methodology. In the course of the study, modern methods of scientific and statistical group and mathematical modeling were used: indicative and basic array, scientific generalizations, grouping, dynamic series, correlation and regression analysis. Results. The article systematizes and studies the economic security of the Central Federal District of the Russian Federation, which made it possible to determine the problems of economic security of this territory, the prevailing trends and causes of negative dynamics of indicators, as well as to identify the most significant factors determining the change in the effective parameters of economic security using the constructed multifactor model. Conclusions/significance. The novelty consists in the theoretical justification of the economic security of the region, taking into account the systematization and grouping of economic security indicators at the regional level in accordance with the industrial and commercial, innovative and technical, and socio-personnel spheres of life. Application. The results of the study can be applied in practice in the formation or adjustment of the medium-term economic policy of the regions of the Russian Federation, as well as in general to monitor the dynamics of economic security at the regional level in the implementation of the goals and objectives of the current economic policy of the state.

Социальная ответственность бизнеса как ключевой фактор устойчивого развития

The subject of the research is the process of expanding the horizons of social responsibility of business through the implementation of a socialization policy. The purpose of the work is to show that the expansion of social responsibility of business can create favorable conditions for the sustainable development of territories. It is shown that the aggravation of the problems of economic security in the modern world has necessitated a change of priorities. Business has chosen the direction of movement towards sustainable development. To do this, the business began to build its work in accordance with ESG principles, which became a determining factor in increasing the level of its socialization in the regions of its presence. It is noted that the leading positions in the implementation of social policy in the region are occupied by large business. Companies extend their influence on ensuring the fulfillment of social obligations far beyond corporate boundaries. Business structures take responsibility for the well-being of residents in the regions, creating a comfortable environment for people to live and investing in education and healthcare. The conclusions are made that the domestic large business acts as a center of socialization in the regions of production location. It is able to reduce the severity of economic security problems, which provides conditions for the implementation of strategic national priorities in the territories of the presence of companies.

Economic security of the Russian oil and gas sector in the context of geopolitical shocks: economic and legal analysis

The article reveals the key aspects of the problem of ensuring the economic security of the Russian oil and gas sector at the regional, national and global levels in the context of geopolitical and economic shocks caused primarily by the introduction of economic sanctions against Russia. The authors used complex and systemic approaches, which consisted in a comprehensive study of the problems of economic security of the oil and gas sector, considered as an open system, and the study of the impact of sanctions against it not only on individual companies, but also on the entire national economy. The relevance of such areas of scientific research as the assessment of the consequences of the anti-Russian sanctions policy against the oil and gas sector and the study of its systemic effect as a result of the integral impact on the national economy, as well as the analysis of measures has been confirmed, undertaken by domestic companies and the Russian Federation as a whole, in response to the economic sanctions of the West. A matrix of the effects of the anti-Russian sanctions policy on the oil and gas sector is proposed, which demonstrates, firstly, the ambiguous impact of sanctions on oil and gas companies and the Russian economy, and secondly, shows that sanctioning countries face significant costs of the sanctions war for their economies. It is established that the degree of negative impact of restrictions on the object of sanctions and the ability to resist them depends on a variety of economic and political factors that are different in nature and multidirectional in effect. The Russian oil and gas sector in 2022 showed a good ability to ensure the stability of functioning under economic pressure.

Формування інтегрованої системи економічної безпеки на загальнонаціональному рівні

The article forms an integrated system of economic security at the national level. It is noted that new threats to Ukraine’s national security today are caused by hostilities on its own territory and certain problems in the country’s economy. In this regard, a sharp lag in technical-technological, organizational, managerial, marketing, and human resources potentials in almost all sectors of the national economy is observed, which significantly affects the level of economic security at the national level. It is specified that when forming an integrated system of economic security at the national level, it is necessary to take into account certain objective circumstances, neglect of which may lead to a loss of control over national interests. It is defined that in today’s conditions, the economic security of a country is the foundation for the functioning of all elements related to this system: political, social, military, environmental, technological, information security, etc. Thus, it can be confidently stated that it occupies a central place in the national security system, since its provision guarantees the vital activity of virtually all spheres of society and contributes to the socioeconomic development of the State. A structure of the economic security of the State is proposed. After analyzing the proposed integrated system of economic security at the national level, the authors note the close interrelation of all types of threats and their impact on the realization of the national interests of the State. It is concluded that the formation of an integrated system of economic security at the national level, which combines the identification of threats to national security and the level of economic security of the country, can ensure the sustainability of all sectors of the economy, long-term economic growth and high quality of life of the country’s population. When building an integrated system of economic security at the national level, the authors identify the main types of threats: of national level, internal economic relations, of territorial level, and threats to public relations, the presence and relevance of which prove the need for an integrated approach to solving the problems of economic security.

THE NEOLIBERAL APPROACH TO CORPORATE SOCIAL RESPONSIBILITY AND ECONOMIC PATRIOTISM

The problem of economic security should be considered as an organized development of the economy and the need to ensure an appropriate level of enterprise efficiency and quality of life from advanced technology, intelligent technology, incoming stream, and the proper flow of information. Neoliberals can make it so that states should implement the no-disturbance principle; this will have the entrepreneurial realization effect. One needs to find out if there is still room for charity and trustees in the global world. Is it only meeting the main comments about the development of individual entrepreneurship, which comes from energy resources?

Multi-stage structure of state security (the case of economic and financial security)

Relevance of the research topic. The globalization threats of modernity determine the extreme urgency of the problem of ensuring the national security of any state. A new large-scale challenge for national security of Ukraine was the military aggression of the Russian Federation against Ukraine, a large-scale war that began on February 24, 2022. Under conditions of military aggression, the role and significance of the further development of security are enhanced. Formulation of the problem. Given the relevance and need to deepen the theoretical foundations of security, especially in the context of current warfare, as well as the conceptual definition of mechanisms (tools) for ensuring security in various areas, scientific intelligence of individual components, in particular, economic and financial security, their multi-stage and multi-level nature as economic security studies are required. Analysis of recent research and publications. Such scientists as O. I. Baranovskyi [1], T. H. Vasyltsiv [5], О. А. Grishnova [12], D. V. Nikytenko [8], S. V. Onyshchenko [9], Yu. M. Kharazishvili [12], S. M. Shkarlet [11] and others devoted their works to the study of the problems of economic and financial security. The results of our own scientific research on the problem of economic and financial security are given in [2-4]. Highlighting unexplored parts of the general problem. Despite the existing scientific developments in solving these issues, the relevance and the need for their early study and solution, the issues of multi-stage and multi-level security of Ukraine, in particular, economic and financial security, appropriate and full-fledged scientific studies have not been received and considered mostly fragmentary, which actualizes the topic of research and is (should be) the further development of economic security. Statement of the problem, and the purpose of the study. The subject of the paper is the theoretical, methodical, and methodological aspects of Ukraine's multi-stage and multi-level security, particularly economic and financial security. The purpose of the paper is to reveal the essence and substantiate the theoretical foundations of the multi-stage and multi-level security of the state on the example of the economic and financial security of the state. Method and methodology of research. In the process of conducting scientific research, both general scientific and special methods of scientific knowledge were used. In particular, scientific research methods were used: dialectical — to substantiate the content of theoretical provisions; abstract-logical — to determine the essence of the security of the state and its main economic and financial components; hypothetical-deductive — to build the main working hypotheses about the multi-stage security of the state; system-structural analysis and synthesis — to identify the multi-level composition of economic and financial security. Scope of the results. It is expedient to use the obtained scientific conclusions and results in scientific activities and further study of the actual problems of economic security, in the educational and scientific process of higher education institutions in the preparation of specialists in the specialty 8.18010014 "Management of financial and economic security", in the field of economic and financial security. Conclusions. The role and place of economic and financial security in the system of national security in globalization threats, in particular, in the conditions of military aggression, are determined and disclosed. The author's definition of the science of economic security as an interdisciplinary science about the essence, regularities, and ways of effective protection of national interests from real and potential, exogenous and endogenous threats is given. The multi-stage and multi-level security of the state is determined by the example of the economic and financial components of the security of Ukraine.

The article is devoted to topical issues of determining the nature, features and structure of economic security of the national economy, given that the changing conditions of accelerated economic, political and technological transformations require clarification of economic security in order to adequately transform changes in public policy. ensuring the economic security of the national economy. Against this background, the turbulence of world economic development and the development of any single country as a whole has increased significantly, and one of the reasons for this is the process of changing technological systems, which is accompanied not only by technological but also political, social, institutional and other transformations. As a result, the situation with ensuring the economic security of national economies is undergoing serious changes. In addition, the contradictions between national economies and international conditions of their reproduction in the context of globalization are exacerbated, which requires revision of tools and mechanisms of economic security management, which can be done only on the basis of research and rethinking economic security of the national economy. features and threats in which states operate today. The current stage of economic development shows that the problem of economic security of national economies is becoming vital for the further development of countries and increasing the welfare of the population. Understanding of this has intensified with the growing crisis in the world economy, limiting opportunities to use external factors to transfer the economy to a new technological and organizational level of development. In view of this, various paradigms and conceptual approaches to understanding the essence of economic security of the national economy of the state are studied, the own definition of the definition "economic security of the national economy" is developed.
