Trends in science and education in the context of geopolitical threats to cultural sovereignty

The article examines the issues posed by the head of state to the economy in its relationship with science. The author comes to the conclusion that ensuring independence, security and sovereignty is required not only in the financial sphere, but also in science, education, and upbringing. The factors influencing this process are highlighted and ways of solving the problem in the interconnection of national finance and economic science are proposed, which are necessary to strengthen national financial sovereignty, serve economic science, national interests, cultural values, strategic goals and the objectives of the Russian economy's recovery. The author reveals the relationship between the widespread use of international scientometric databases in their impact on the state, development and sovereignty of domestic science, the assessment of scientific results, the system for evaluating the effectiveness of scientific research in granting grants, demand, impact factor, rating, significance and authority of Russian journals, quartile, status and hegemony of foreign journals and indirect coercion to their quoting. Special attention is paid to indirect education or upbringing outside educational institutions, outside educational institutions in a complex relationship with science and education. The methods of overcoming information challenges and threats, increasing scientific, educational, and cultural sovereignty as a necessary condition for strengthening the state, and increasing national independence in the field of finance are proposed.

Tax regulations in Indonesia have undergone many changes by harmonizing tax regulations with the hope of increasing stable and balanced economic growth and recovery after covid-19 by increasing the VAT rate to 11% as regulated in the HP law number 7 of 2021.The purpose of this study is to determine the possible impact on PT POV related to the change in Value Added Tax rate. The qualitative method is the method that has been applied to conduct this research, which uses a descriptive approach by explaining a phenomenon that occurs and describing events in the field. Data collection techniques are obtained through interviews and documentation. The results of this study indicate that changes in the amount of VAT rates cause adjustments to the system by KJA in managing VAT at PT POV, namely related to e-invoicing and Microsoft Excel applications. Changes in VAT rates also affect sales made by PT POV which have decreased significantly from the March 2022 tax period before the tax rate has changed to 11%. Researchers provide advice to future researchers to conduct research with a wider object related to the impact of changes in VAT rates.

The article examines the issue of business economic security in the context of public policy, with a particular focus on the challenges faced by enterprises in Ukraine during the full-scale war. Business economic security is one of the key elements of the stable functioning of the national economy, as entrepreneurial activity serves as the foundation for economic growth, job creation, and state budget revenues. However, modern challenges such as war, inflation, currency fluctuations, political instability, and cyber threats jeopardize the stability of enterprises, emphasizing the importance of state intervention and support. The study analyzes the theoretical aspects of business economic security, including the concept of economic security, its main characteristics, and factors influencing the resilience of enterprises. The role of the state in ensuring economic security, particularly in wartime conditions when businesses suffer significant losses due to infrastructure destruction, asset loss, and production capacity damage, is also explored. The article pays special attention to analyzing the existing public policy mechanisms aimed at supporting business economic security in Ukraine. Legislative initiatives, regulatory tools, and institutional mechanisms used by the state to protect businesses from economic threats are reviewed. The article also highlights international approaches to shaping public policy in the field of economic security, which can be useful for improving national strategies. The authors consider the main threats to business economic security, including inflation, currency fluctuations, financial crises, political risks, war, international sanctions, as well as technological challenges and cyber threats. The war in Ukraine creates new economic and political risks that negatively affect the business environment, particularly through infrastructure destruction and loss of the workforce. The study proposes strategies and recommendations for enhancing business economic security in the context of war and economic crisis. In particular, it emphasizes the need to increase transparency and stability in public policy, develop partnerships between the state and business, and support innovative and technological initiatives. Implementing these recommendations will allow Ukrainian enterprises to better adapt to new challenges and minimize risks associated with economic instability. The article concludes by summarizing the key aspects of the study and stating that future research should focus on exploring new challenges related to post-war economic recovery and developing comprehensive strategies that will enable businesses to remain resilient and competitive in the face of both global and local crises.

Volatility Index, Exchange Rate, Economic Growth On Stock Indexes

This study aims to analyse the effect of economic growth on the stock price index in Indonesia and Malaysia during the COVID-19 pandemic. Using regression analysis, this study measures the relationship between economic growth and the stock price index, focusing on both countries' fiscal and monetary policies. The results show that economic growth has a positive and significant effect on the stock price index in Indonesia and Malaysia, reflecting investors' optimism towards the economic outlook. Economic stimulus policies and monetary measures the government and central bank take are essential in supporting economic recovery and stock market stability. This research provides important insights for investors in making more informed investment decisions based on economic growth indicators. This study also emphasises the importance of responsive and coordinated economic policies to support economic growth and stock market stability in times of crisis.

Sustainable Strategies for Improving Humanitarian Supply Chain Management in the United Nations Using Dynamic Capability Theory

The purpose of the qualitative multiple case study was to explore the strategies some supply chain managers of the United Nations (UN) use to leverage operational efficiencies in the UN humanitarian programs. As a result, communities supporting sustainability and peace or those fostering economic development will be able to respond effectively to humanitarian crises. Moreover, the UN can remain operational and engage in political and conflict-reduction interventions integral to economic and social recovery and sustainability. This study applied the qualitative multiple case study through semi-structured interviews with nine supply chain managers in the United Nations, direct observations, document analysis, and artifacts. The research is grounded in the dynamic capability theory (DCT). The research revealed several strategies that supply chain managers of the UN use to ensure operational efficiencies grouped around three themes: (a) analytical, innovation, and knowledge management strategies; (b) effective supply chain management leadership strategies; and (c) risk management strategies. This study is one of the first to apply generic findings of humanitarian supply chain studies to the United Nations, the global organization with diverse mandates that continuously strives to achieve efficiencies required by donors providing financial support, thus remaining operational. The study’s results could help leaders in the various humanitarian organizations who operate in vulnerable environments and under strict scrutiny from donors to deliver their aid programs most efficiently by understanding dynamic capabilities. Previous studies indicate the lack of strategic frameworks applicable to the United Nations that could improve decision-making at the strategic, tactical, and operational levels, facilitate collaboration among supply chain stakeholders, and reduce the costs of the operational performance of the supply chain system in the UN.

General Background: The COVID-19 pandemic has necessitated government interventions in Indonesia to support vulnerable populations. Specific Background: One such intervention is the Direct Cash Assistance Program from Village Funds (BLT-DD), aimed at alleviating economic burdens. Knowledge Gap: Despite its implementation, challenges in recipient targeting and data accuracy remain. Aims: This study analyzes the BLT-DD program's implementation in Sidodadi Village, focusing on success factors and barriers. Results: Qualitative methods reveal that while communication among stakeholders is strong, issues like multiple assistance to some beneficiaries lead to inequalities. Novelty: The study utilizes Van Meter and Van Horn’s implementation theory to provide insights into the program's challenges. Implications: Findings highlight the need for improved data management and stakeholder engagement to enhance equitable distribution of assistance and foster economic recovery in rural areas. A Study of Latin American Integration: Current Status, Challenges and Causes

Latin America and the Caribbean, as the first region among developing countries to practice integration, have shown a segmented development trend due to specific historical contexts. In the post-pandemic era, the development of Latin America has been severely impacted by the pandemic. The development model, where individual nations prioritize national interests over regional ones, has caused stagnation or even regression in Latin American integration. This paper will analyze the current state of Latin American integration from three perspectives: economic, political, and social. Economically, the recovery pace in Latin America lags behind other regions globally. Although there has been some economic rebound, the recovery remains weak, and economic growth continues to slow. Politically, several countries are holding elections this year. Despite the dominance of left-wing forces, right-wing forces are showing signs of gaining momentum, leading to intense struggles between left and right, impacting political stability. Socially, the poverty rate in Latin America remains high, compounded by new issues such as population aging and social stability. In the context of globalization, regional cooperation is a crucial means for countries to promote coordinated economic development and reduce development gaps among member states. It aids in the development of member states and enhances international competitiveness. Actively promoting Latin American integration is beneficial for the region's economic recovery.

Machine learning insights into the evolution of flood Resilience: A synthesized framework study

Enhancing urban resilience represented a viable strategy to mitigate flooding induced by intense human activities and climate change. However, existing studies often concentrated on system attributes or isolated resilience characteristics, failing to offer a holistic evaluation of urban flood resilience performance. Thus, it was imperative to develop a comprehensive flood resilience framework that incorporated the resilience evolution process including resistance, economic and function recovery. Consequently, this study endeavored to devise a synthesized framework for evaluating urban flood resilience, subsequently employing a Convolutional Neural Network (CNN) model for simulation. The findings indicated that: (1) Guangzhou’s maximum resistance capacity diminished from 0.52 to 0.50 as rainfall return periods altered, while Dongguan exhibited the lowest resistance, decreasing from 0.42 to 0.40. Regarding functional recovery capacity, Guangzhou ranked highest (0.35) and Foshan lowest (0.19); (2) according to Triangular Fuzzy Number-based AHP (TFN-AHP) analysis, the area classified as highest in resilience decreased from 15.6% to 12.1% of the total, whereas the low resilience area increased from 7.6% to 8.7%; (3) Zhuhai and Zhaoqing were primarily clustered along the resistance axis, in contrast, Dongguan was distinguished by its advancement along the axis of functional recovery.(4) CNN simulations yielded precise outcomes, with the Area Under the Receiver Operating Characteristic Curve (AUC) and predictive accuracy (ACC) values exceeding 0.8,respectively. The insights provided by this research were crucial for entities tasked with flood risk management.

Fiscal policy in the face of the health crisis: A simulation using a hybrid DSGE‐SIR model

AbstractThis study employs a dynamic stochastic general equilibrium (DSGE) model, integrated with a Susceptible‐Infected‐Recovered (SIR) epidemiological framework, to assess the macroeconomic impacts of fiscal policy during the COVID‐19 pandemic in Morocco. Calibrated with Moroccan COVID‐19 data, the model links epidemiological dynamics to macroeconomic variables, offering a detailed analysis of fiscal interventions. The primary objective is to evaluate the effectiveness of various fiscal measures, including government spending shocks, consumption tax cuts, and labor tax reductions, in stimulating economic activity and supporting households and businesses impacted by the pandemic. The results indicate that government spending shocks significantly stimulated economic activity and employment, but also led to increased public debt and inflationary pressures, thereby illustrating the inherent trade‐offs. Consumption tax cuts, intended to boost demand, had mixed effects on inflation; while prices for some goods declined, higher demand caused price increases in others. Labor tax reductions, aimed at enhancing employment, generated varied effects on labor supply and contributed to rising public debt due to lower tax revenues. The study underscores the necessity of balanced fiscal strategies to achieve both immediate economic recovery and long‐term fiscal sustainability, highlighting the critical role of well‐calibrated fiscal policies in mitigating the economic consequences of pandemics.

Suggesting Priorities of Sustainable Development Goals Considering the Lingering Impacts of COVID-19

The Sustainable Development Goals (SDGs), aimed to be achieved by 2030, demand a more efficient approach for the remaining period due to the currently low achievement rate and the persisting impact of COVID-19. Consequently, this study analyzes United Nations statistics and previous studies to propose a global prioritization of SDGs. The arguments in each document were interpreted cross-sectionally with those of others. The analysis incorporates a simple system dynamics methodology and adds a national psychological and behavioral economic perspective. Among all SDGs, this study suggests that Goal 17 (Partnerships for the Goals) and ecosystem-related goals corresponding to Goals 13, 14, and 15 should be the foremost global priorities, given their capacity to establish the foundation for other goals. The general goals (Goals 1 to 9, 11, 12, and 16) and Goal 10 (Reduced Inequalities) follow as the subsequent priorities, fostering the most effective progression. The paper also suggests that among the targets of Goal 17, targets 17.2 (fully implement the commitment to Official Development Assistance), 17.18 (support available data to developing countries), and 17.11 (increase exports of developing countries) should be globally prioritized to focus on the economic recovery of developing countries in a short time. Furthermore, this study recommends that while each region maintains its local priorities, the international community should adhere to the global priorities presented. This alignment will lead to a worldwide virtuous circle—a structure where following each other's priorities helps resolve the next set of issues.

Opportunities and Threats for the Strategic Development of Ukraine's Economy until 2030

The process of strategic development of Ukraine's economy is largely complicated by the presence of a hot vase of military operations on the territory of the state. Nevertheless, for the post-war recovery, it is necessary to develop key areas of economic development today. Given the current level of GDP, which has decreased by 4% compared to the pre-war period, and the outflow of capital investments, which amounted to almost 50%. Given the relevance of the research topic, its purpose can be defined as a generalisation of approaches to the development of directions for the strategic development of Ukraine's economy with specification of opportunities and threats until 2030. The study used a systematic review of the scientific literature with a focus on publications from the last five years to ensure that the analysis of Ukraine's economic development strategy is up-to-date and relevant. The research methods included the construction of a strategic map to outline key areas of economic recovery, complemented by a SWOT analysis to assess opportunities, threats, strengths, and weaknesses. Based on the results of the literature search, 40 scientific papers were selected from the Web of Science and Scopus databases that are directly related to the research topic. It is proved that during the period of post-war recovery and the creation and further implementation of the economic growth strategy, emphasis should be placed on ensuring the following areas of development of the Ukrainian economy: creating a favourable and maximally transparent investment climate to attract investors; countering demographic changes and creating conditions for the return of the population that left Ukraine at the beginning of the war; diversifying economic processes and the economic potential of the State; ensuring the restoration of the energy sector In addition, in the process of developing the topic, a strategic map for the implementation of strategic directions for ensuring Ukraine's economic development until 2030 was created. The SWOT analysis has identified both opportunities and threats in implementing the action plan, with the main condition being the end of active hostilities in the country.

Practical experience in the implementation of innovative building materials and products

The improvement and creation of new production technologies is largely determined by the level of innovation in the field of materials science. In this paper, the experience of practical implementation of innovative building materials and products made of light steel thin-walled structures in the real sector of the economy is considered. Suggestions are given for possible use in state programs for the restoration and development of new territories of Russia. The problem of economic recovery, creation of new jobs, implementation of development programs for specific subjects of new territories can be solved by consolidating the subjects of the Russian Federation and forming professional construction teams on the basis of specialized enterprises of the subject of the Russian Federation for the implementation of state programs. The authors, if necessary, offer services for training and transfer of scientific and technical knowledge to Customer specialists at the place of construction of prefabricated facilities.

Harnessing Social Capital for Post-COVID-19 Resilience: A Study of Asian Businesses in New York City

Prior studies have explored how Asian businesses leverage social capital for success, but little attention has been given to its role in disaster recovery. This study addresses this gap by highlighting social capital’s impact on recovery strategies. Twenty-three business interviews were conducted in Chinatown, Manhattan, NYC, and the research unveils that ethnic social capital, including co-ethnic labor, secured market access, in-kind support, and information sharing, constitutes instrumental resources for their recovery. Moreover, it is linked to the intersecting identities—immigrant, minority, and Asian. These findings underscore the importance of comprehending ethnic social capital to foster both business resilience and local economic recovery.

Cyclical worker flows: Cleansing vs. sullying

Do recessions speed up or impede productivity-enhancing reallocation? To investigate this question, we use U.S. linked employer-employee data to examine how worker flows contribute to productivity growth over the business cycle. We find that in expansions high-productivity firms grow faster primarily by hiring workers away from low-productivity firms. Productivity growth slows during recessions when this job ladder collapses. In contrast, layoffs at low-productivity firms disproportionately increase in recessions, which leads to an increase in productivity growth. We thus find evidence of both sullying and cleansing effects of recessions, but the timing of these effects differs. The cleansing effects are concentrated in downturns while the sullying effects linger well into the economic recovery. Our results imply that slow labor market recoveries will be more damaging to productivity growth than V-shaped recoveries due to lingering sullying effects.
