Modelling National Economic System: A Case of Transition Economy

In this study we evaluate a national economic model using a system dynamics approach. We use a set of macroeconomic data for a transition economy to validate the model behavior in the past, and then simulate the future paths of key macroeconomic variables. Instead of studying only a fraction of the economy, or using simple and abstract models, we build a large-scale national economic model. As the study is based on system dynamics information feedback, it provides additional insights about the macroeconomic effects of the economic policy, making it a valuable tool for economic policy analysis. Such insights are instrumental for understanding the total effects of economic policies and their full economic consequences. To demonstrate this, we have simulated one interesting economic policy intervention.

Managing ethical requirements elicitation of complex socio-technical systems with critical systems thinking: A case of course-timetabling project

Complex socio-technical systems pose considerable challenges to requirements elicitation due to dynamic boundary conditions and conflicting perspectives. Traditional requirements engineering is criticized for its failure in providing a systemic view, overlooking ethical concerns and marginalized social perspectives. It is argued that educational institutions as a part of society need to ethically develop and manage their academic processes and consider such perspectives for emancipation. This critical qualitative research applies the emancipatory systemic methodology of critical systems thinking (CST) for the requirements elicitation of a complex and dynamic university course-timetables management problem. Firstly, the problem is ethically formulated to mitigate Type III errors. Secondly, multiple viewpoints are sought for boundary judgments using a CST-based ethical inquiry of boundary critique to reveal the normative content of the project design, explore imbalances amongst the socio-technical design components, and unveil the underlying ethical issues. The dynamic stakeholder network captures the system's emergence through stakeholder interconnectedness and boundary liquidity by sweeping-in relevant stakeholders through the continuum of various states of the project. This work enlightens requirements engineering by coupling systemic and socio-technical lenses for the elicitation of ethical requirements and the emancipation of marginalized perspectives in complex and dynamic information systems projects in general and timetabling problems, in particular.

Development of a Dynamic Information System for Safety Management of Construction Workers Based on IoT and BIM Tools

In this paper, according to the current situation of safety management of construction workers, BIM and the Internet of Things are jointly applied to the safety management of construction workers, and a safety management system for construction workers is constructed. Solutions are put forward for accident-prone areas, construction personnel’s physical condition, construction personnel’s operation and safety training, hoping to fundamentally and effectively reduce construction personnel safety accidents.

DISTINCTION BETWEEN THE CONCEPTS OF CORPORATE GOVERNANCE AND CORPORATE MANAGEMENT

The article proves the necessity to distinguish between the concepts of corporate governance and corporate management. Scientists’ different points of view have been studied. There are three main approaches: the first is when the authors consider the concepts of corporate governance and corporate management identical, the second approach implies that the concept of corporate management is broader than the concept of corporate governance, the third involves identification of the main concept of corporate governance, and considering corporate management as it component. General and separate features of the concepts of corporate governance and corporate management are highlighted. It is established that most authors consider corporate management an integral part of corporate governance. The scentists viewpoints on the essence of the concept of corporate management are considered. To define the concept of corporate management, it is proposed to apply the theory of dynamic information systems (TDIS). The use of two-level triadic decryption has led to the selection of basic categories of the 1st level: strategic planning, successful relationships, decision-making. Each of the concepts of the first level, in turn, is revealed by three concepts of the second level of detail. Strategic planning is revealed by presenting it as: the ability to adapt, the ability to develop, responsibility. Successful relationships are formed by elements: the internal environment of the enterprise, the external environment, feedback. Decision making includes: effectiveness, coordination, efficiency. The generalization of three hierarchically structured concepts allowed to form the definition of corporate management as a mechanism for implementing corporate governance at the level of strategic planning. The application of the established definition of corporate management will allow a systematic approach to this concept and help to continue the study of its essence and features of use in the companies’ current activities.

Prediction governors: Optimal solutions and application to electric power balancing control

One of the control problems drawing engineers' and researchers' attention is the tracking control with predicted reference signals. The applications of this control problem are found in electric power control systems, automatic driving systems, and so on. The difficulty of the tracking control with the predicted signal is that the prediction errors lead to performance degradation of control systems. This paper aims to shape the predicted signals based on past information of reliable reference signal and system dynamics information to reduce the performance degradation caused by prediction errors. First, a signal shaping mechanism called prediction governor was proposed, and its optimal design problem was formulated. Then, an optimal solution for the design problem was analytically derived and the performance limitation of the prediction governor was clarified. The proposed optimal prediction governor is tailor-made for a given control system. By adding it to the control system, the influence of the prediction error generated by a given prediction tool can be minimised. Finally, the usefulness of the proposed optimal prediction governor was illustrated through an electric power balancing control problem with a microgrid system.

Why Dynamic Capacity Influences the Quality of Management Accounting Information Systems in the Public Sector?

The effectiveness of management accounting systems is also influenced by the dynamic capabilities of companies, where changing conditions and environments require changing management accounting information systems caused by sociological, technological, economic, and political factors. Thus, the pattern of organizational action will not involve the simplification, selectivity, and ties attached to each type of strategic action. Internal, external environment that is always changing will affect the management of accounting systems and organizational goals. The public sector with the existence of new public management will require dynamic capacity which will ultimately affect management accounting information systems. This study discusses the dynamic capacity carried out in the public sector to influence management accounting information systems. This study uses the literature review method to examine a variety of literature relating to dynamic capacity and management accounting information systems in the public sector. The results of this study found a dynamic need (government local, state, and local enterprises) for the quality of management accounting information systems in the public sector. Contribution/ Originality: This study will have dynamic capacity in the public good scores in institutions of government local, state, and local enterprises still requires a piece of system information are better able to follow the dynamic environment.

IoT for dynamic information systems: concepts and principles

Adopting the internet of things (IoT) model for dynamic information systems (DIS) requires careful and comprehensive understanding of the technology, opportunities and challenges that may be encountered. IoT can be sought as an enabler and promoter for interactive and dynamic services for businesses. This paper explores and discusses IoT and its relevance to DIS. It explores such technology as a pivotal component of the next generation DIS that requires full understanding, looking at possible opportunities and challenges that may be encountered. The paper views IoT in the larger context of DIS through proposing an IoT-DIS conceptual model, so that influencing factors can better be recognised. It concludes with a reflection on IoT future directions and research.

Animal disease surveillance: Its importance & present status in India.

Animal disease surveillance encompasses systematic collection of long-term data on disease events, risk factors and other relevant parameters followed by analyzing the same with reference to temporal and spatial characteristics to arrive at a conclusion so that necessary preventive measures can be taken. In India, the animal disease surveillance is done through National Animal Disease Reporting System, which is a web-based information technology system for disease reporting from States and Union Territories with the aim to record, monitor livestock disease situation and to initiate the preventive and curative action in a swift manner during disease emergencies. National Animal Disease Referral Expert System is a dynamic geographic information system and remote sensing-enabled expert system that captures an incidence of 13 economically important livestock diseases from all over the country and also provides livestock disease forecasting. The laboratories under State and Central governments, several research institutes under the Indian Council of Agricultural Research and veterinary colleges are involved in livestock disease diagnosis including zoonotic diseases. An integrated surveillance system is necessary for early detection of emerging/zoonotic diseases in humans. This review provides information on disease reporting and surveillance systems in animal health sector and the need for One Health approach to improve and strengthen the zoonotic disease surveillance system in India.

ФІНАНСОВА ЗВІТНІСТЬ ЯК ІНСТРУМЕНТ ДІАГНОСТУВАННЯ В СТРУКТУРІ ІНФОРМАЦІЙНО-АНАЛІТИЧНОГО ЗАБЕЗПЕЧЕННЯ ФІНАНСОВОЇ СКЛАДОВОЇ СИСТЕМИ ЕКОНОМІЧНОЇ БЕЗПЕКИ ПІДПРИЄМСТВ

The article considers the influence of information about the financial statements of enterprises on the diagnosis of economic reliability of external counterparties in the financial security of enterprises. Economic security of Ukrainian enterprise of any sector of economy today is a qualitatively important characteristic of its financial and economic state. Internal and external environment of economic entities in Ukraine is full of various threats and dangers, which are formed by peculiarities of economic relations between them. It was analyzed and determined that the globalization of economic relations, the ongoing digitalization of processes generates new solutions and opportunities and requires a dynamic enterprise management information system in general. The effectiveness of the individual enterprise depends on the economic relations with economic entities. To ensure the possible negative consequences of unscrupulous economic relations it is necessary to introduce the process of diagnostics of external counterparties into the economic security system of enterprises. The risks of ensuring the financial security of the enterprise were identified. The conclusions on the diagnosis of economic reliability of counterparties in the system of economic security of enterprises in modern conditions were substantiated. It was determined that when ensuring economic security, the need to assess the reliability and security of accounting information, the subordination of accounting information to the general interests of the corporate information system increases. This will prepare a qualitative retrospective information about events and transactions that have already occurred and are reflected in the financial statements, establish modern effective forms of financial monitoring and forecasting of management accounting information to ensure the financial security of Ukrainian enterprises.

Современный уровень развития геоинформационных технологий, обеспечивающих мониторинг территорий, диктует дополнительные требования к теории и принципам построения систем геоинформационного мониторинга. Приведен обзор работ ведущих международных и российских геоинформационных компаний в сфере разработки мониторинговых ГИС. На основе обзора предложено введение термина мультифункциональных динамических мониторинговых ГИС, а также принципы построения такого рода систем.

Multiplayer Stackelberg-Nash Game for Nonlinear System via Value Iteration-Based Integral Reinforcement Learning.

In this article, we study a multiplayer Stackelberg-Nash game (SNG) pertaining to a nonlinear dynamical system, including one leader and multiple followers. At the higher level, the leader makes its decision preferentially with consideration of the reaction functions of all followers, while, at the lower level, each of the followers reacts optimally to the leader's strategy simultaneously by playing a Nash game. First, the optimal strategies for the leader and the followers are derived from down to the top, and these strategies are further shown to constitute the Stackelberg-Nash equilibrium points. Subsequently, to overcome the difficulty in calculating the equilibrium points analytically, we develop a novel two-level value iteration-based integral reinforcement learning (VI-IRL) algorithm that relies only upon partial information of system dynamics. We establish that the proposed method converges asymptotically to the equilibrium strategies under the weak coupling conditions. Moreover, we introduce effective termination criteria to guarantee the admissibility of the policy (strategy) profile obtained from a finite number of iterations of the proposed algorithm. In the implementation of our scheme, we employ neural networks (NNs) to approximate the value functions and invoke the least-squares methods to update the involved weights. Finally, the effectiveness of the developed algorithm is verified by two simulation examples.

VIABILITY OF THE ENTERPRISE: CONCEPT AND SPECIFIC FEATURES

Exercising management of viability of the enterprise is impossible without a clear understanding of the concept “viability of the enterprise”, which fact raises the issue of systematization and generalization of existing scientific approaches, clarifying the content and conditions of using this category. Theoretical studies of existing definitions of this concept showed a relatively small number of works setting out different approaches, views on the essence and definition of the substantive characteristics of the concept “viability of the enterprise”. In solving this problem, the tools of categorical-system methodology and the theory of dynamic information systems are used. The article proposes a new approach to the study of the essential aspects of viability of the enterprise and construction of a conceptual space that describes this phenomenon. To obtain a system of categories which provide a complete and consistent description of the object of study, the categorical method of two-level triadic decryption of the basic concept is used. There are three basic characteristics inherent in the concept “viability of the enterprise”: ability, interaction, result. The article considers the functional features of the proposed characteristics, which reveal these areas for the optimal use of opportunities to ensure the viability of the enterprise. Three basic characteristics were deciphered, each of them is revealed by three concepts, such as: functioning, adaptation, development, time, internal and external environment, efficiency, performance, competitiveness. A two-level triadic decryption of the phenomenon of viability of the enterprise was carried out, whereby its definition was obtained, which enables to determine the nature of this phenomenon more completely and accurately. The results of the study contribute to the formation of a system view on viability of the enterprise in the context of developing a scientific concept of viability of the enterprise.

Iterative Learning Model-Free Control for Networked Systems With Dual-Direction Data Dropouts and Actuator Faults.

In this article, we study the tracking problem for networked nonlinear discrete systems with actuator faults and dual-direction data dropouts. A novel adaptive fault-tolerant iterative learning model-free control strategy is designed. First, by utilizing the method called compact form dynamic linearization, the original nonlinear system model is transformed into an equivalent data-driven model, and the data model contains only one unknown parameter. Both the actuator fault and the system dynamics information are included in this parameter. Then, to model the physical processes of data dropout, a new mathematical relationship is constructed. Furthermore, an adaptive fault-tolerant iterative learning tracking control scheme is developed with only randomly received input/output data. Noting that the high learning rate or convergence rate is required in actual applications, a new varying parameter approach is designed to improve such rate. Finally, it is rigorously proved that the closed loop is stable in the sense of uniform ultimate boundedness, and numerical simulation results are conducted to validate the effectiveness of the designed control strategy.

The Impact of Dynamic Capabilities and Information System on Organizational Effectiveness in Cellular Communication Companies in Jordon: Mediating Role of Organizational Ambidexterity

The goal of the ongoing research is to examine the impact of dynamic capabilities such as exploitation capability, exploration capability and information system on the organizational effectiveness of cellular communication firms in Jordan. The examination of the mediating role of organizational ambidexterity among the nexus of dynamic capabilities such as exploitation capability and exploration capability and organizational effectiveness is also included in the goals of the ongoing research. The quantitative method of data gathering has been utilized by the researchers to collect the data from the employees of the cellular communication firms currently operating in Jordan while AMOS has been used for the purpose of analysis. The results exposed that the positive nexus has been found among the nexus of dynamic capabilities, organizational ambidexterity, and organizational effectiveness. The results also revealed that the organizational ambidexterity has positive mediating among the links of dynamic capabilities such as exploitation capability and exploration capability on organizational effectiveness. These findings are suitable for the regulation developing authorities that they should develop and implement the effective regulation related to the dynamic capabilities and organizational ambidexterity that enhance the organizational effectiveness of the firm.

Cognitive-innovative University: Intension, Concepts, Definitions

The subject of the research is University. The aim is to form a brief and detailed definitions of the concept “cognitive innovation University”. The method is based on the categorical-system approach using the methods of traditional logic and the theory of dynamic information systems.The article deals with the problems of definition of the concept of “University” and its types in the conditions of formation of the digital knowledge economy, due to the imperfection of the methodology. The article provides an overview of the most widely used definitions of the University. It is shown that in most concepts the essential characteristics of the University are empirical, so they are reflected non-systemically. The application of categorical-system methodology using the methods of traditional logic and the theory of dynamic information systems as a methodology for the study of cognitive innovation University is justified in this paper. On the basis of the triadic research method and methods of traditional logic, a brief definition of the concept of “cognitive innovative University” as an object of the socio-economic system is proposed. During the procedure of sequential two-level triadic decoding of the basic concept, leading to obtain an exhaustive definition of the desired concept, a detailed definition of the concept “cognitive-innovative University” was presented.

Off-policy integral reinforcement learning algorithm in dealing with nonzero sum game for nonlinear distributed parameter systems

Benefitting from the technology of integral reinforcement learning, the nonzero sum (NZS) game for distributed parameter systems is effectively solved in this paper when the information of system dynamics are unavailable. The Karhunen-Loève decomposition (KLD) is employed to convert the partial differential equation (PDE) systems into high-order ordinary differential equation (ODE) systems. Moreover, the off-policy IRL technology is introduced to design the optimal strategies for the NZS game. To confirm that the presented algorithm will converge to the optimal value functions, the traditional adaptive dynamic programming (ADP) method is first discussed. Then, the equivalence between the traditional ADP method and the presented off-policy method is proved. For implementing the presented off-policy IRL method, actor and critic neural networks are utilized to approach the value functions and control strategies in the iteration process, individually. Finally, a numerical simulation is shown to illustrate the effectiveness of the proposal off-policy algorithm.

State Synchronization for a Class of n-Dimensional Nonlinear Systems with Sector Input Nonlinearity via Adaptive Two-Stage Sliding Mode Control

This study addresses an adaptive two-stage sliding mode control (SMC) scheme for the state synchronization between two identical systems, which belong to a kind of n-dimensional chaotic system, by considering the appearance of lumped system uncertainties and external disturbances. The controlled system is assumed to be attached to sector nonlinearity for the control input. The proposed adaptive control scheme involves time-variable state-feedback gains, which are updated in accordance with the appropriate adapted rules without foreknown the certain information of nonlinear system dynamics, bounds of lumped system uncertainties and external disturbances, and sector input nonlinearity. The derivation of the control scheme is found based on the introduced sequence of two sliding functions. The stage 1 sliding function is defined by the states of the error dynamical system, where the asymptotical stability is inherent. Then, the stage 2 sliding function is formed by the stage 1 function, where the finite-time stabilization is guaranteed. The proposed adaptive control scheme can cope with the effect of sector nonlinearity for the control to meet the control goal. The sufficient conditions of the stability of the error dynamical system are proven mathematically by means of the Lyapunov theorem. Besides, the capacity of the present scheme is carried out by the numerical studies.

Random inverse packet information and its acquisition

Abstract Packet sets and inverse packet sets are two kinds of novel mathematical tools to analyze dynamic information systems. With advances in inverse packet sets, random inverse packet information is proposed by introducing random characteristics into inverse packet sets. Hence, random inverse packet information has dynamic and random characteristics, and is an extended form of inverse packet sets. Furthermore, random feature, dynamic feature, and identification relation about the random inverse packet information are discussed. Finally, based on the above theory, an instance is used to illustrate the applications of intelligent acquisition of investment information.
