Professional moral deformation of lawyers as a threat to public safety: new challenges for the education system

The subject of this study is the problems of professional moral deformation of lawyers, acting as a threat to public safety. The purpose of the study is to identify the main factors influencing the occurrence and development of this negative phenomenon, and ways to minimize them. In the course of the study, an analysis of points of view regarding the moral character of a lawyer was carried out, and the main positive qualities that he should possess were identified. The high social significance of the legal profession has been established, since in fact its implementation takes place according to the "man-man" model. The analysis of the influence of employers on the professional moral deformation of lawyers was carried out by studying the information field and vacancies of the well-known aggregator "Head Hunter" and revealed the significant impact of the labor market on the negative phenomenon under consideration. The methodology of the research consists in the application of methods of analysis and synthesis, systematization, formal legal, dialectical and other methods. Digital services such as Wordstat were used to implement these methods. The author also used such information sources as Yandex and Head Hunter. The study follows the principles of logic and structuring. The scientific novelty of this study is to highlight the actual problems of professional moral deformation of lawyers as a threat to public safety. Practical recommendations have been accumulated regarding the improvement of the legal education system. In particular, it is recommended that the university conduct mandatory career guidance for applicants, since it is extremely important to determine the motivation of an applicant to enroll in the Law School. It is necessary to introduce the discipline "Fundamentals of professional ethics of a lawyer" into the educational program for the training of lawyers. It was revealed that only 35% of the universities studied have such a discipline. It is also required to approve the professional standard "Lawyer". It seems necessary to improve the Draft Order of the Ministry of Labor and Social Protection of the Russian Federation "On the approval of the professional standard "Lawyer" in terms of the moral and ethical component and psychological stability of lawyers. It is also recommended to introduce psychological trainings at the university level. Leading psychologists have developed various correctional and developmental programs that are aimed at reducing the level of aggression and contribute to the stability of the individual to professional deformations. This list of recommendations is not exhaustive.

Planning rolling stock operation in international communications with modern requirements to cargo transportation technology

Introduction. The relevance of the research carried out is justified by the need to plan performance indicators of rolling stock in the context of changes in the technology of cargo transportation in international traffic when implementing the Draft Order of the Ministry of Transport of the Russian Federation. An obligatory element in the technology of cargo transportation is the re-coupling of a semi-trailer or reloading of cargo. In practice, there are additional costs for the transportation of goods due to the significant waiting time for interchange due to the deviation of the time of arrival of rolling stock transporting goods in international traffic to the interchange point in accordance with the contract from the planned time of arrival at the interchange point. Today, there is no methodology for planning the operation of rolling stock of road transport in international traffic that takes into account modern requirements for the technology of cargo transportation in terms of eliminating waiting time at the point of transfer or reloading of cargo. The purpose of this article is to develop an algorithm for a planning methodology based on the mathematical model of the functioning of rolling stock in international traffic, created for the first time by the authors, taking into account modern requirements for cargo transportation technology.Materials and methods. To achieve the purpose of the study, the scientific foundations of current planning of the work of a motor transport enterprise are applied. The development of a mathematical model for the functioning of rolling stock in international traffic was carried out on the basis of the criterion - minimum transportation costs, taking into account the duration of technological operations, including waiting time at the point of transfer or reloading of cargo. The systematic nature of the study lies in the fact that the properties of cargo transportation are manifested in relation to rolling stock and depend not only on the properties of the cargo, but also on transportation technology, the time of completion of the transport process, which are established in the contract and affect the performance of the rolling stock.Results. The use of planning methodology for the practice of functioning of rolling stock in international traffic, taking into account modern requirements for cargo transportation technology, was carried out using the example of transporting a disassembled hydraulic vulcanization press. Software and mathematics have been developed to calculate costs.Conclusions. A methodology for planning the functioning of rolling stock in international traffic has been developed, taking into account modern requirements for the technology of cargo transportation based on the created mathematical model, using regulatory requirements for the transportation of goods in international traffic and promising theoretical studies. Practical implementation is presented using the example of a DAF XF 480 FT truck tractor with a Kogel S24-1 semi-trailer.

Association Between Draft Order and Stress Sonography of the Ulnar Collateral Ligament of the Elbow in Professional Baseball Pitchers: An 18-Year Study

Background: The Major League Baseball (MLB) draft is a common route for players to enter professional baseball in the United States. Players taken in earlier rounds are typically higher-performing players. When looking at pitchers specifically, higher performance at the amateur level may be associated with an increased frequency of adaptive change in the throwing elbow. Purpose: To determine whether pitchers taken in earlier rounds of the MLB draft have a greater frequency or extent of pathological change in the elbow, as measured by dynamic stress ultrasound. Study Design: Cross-sectional study; Level of evidence, 3. Methods: Dynamic stress ultrasounds (SUSs) were performed over 18 years on the dominant and nondominant arms of 651 professional pitchers. The 383 drafted players were grouped according to the round in which they were drafted (rounds 1-5, 6-10, 11-20, 21+). Groups were compared with respect to “relative” ulnar collateral ligament (UCL) thickness (dominant-nondominant), relative ulnohumeral joint laxity (joint space distance under stress minus joint space at rest), and the presence of pathology (calcifications, tears, hypoechoic foci, osteophytes). In addition, a subgroup analysis was done to compare the progression of SUS findings over 3 years in players for which data were available. Results: Draft round groups did not differ by age, number of previous spring training, or handedness. Comparing baseline measurements, there was no significant relationship between draft round and relative UCL thickness (P = .932), relative laxity (P = .996), or presence of pathology detectable on SUS (P = .642). However, increased relative UCL thickness was significantly associated with the presence of pathology on SUS (odds ratio, 1.45; 95% CI, 1.26-1.69; P < .001). Longitudinally, there was no significant relationship between draft round and 3-year progression of relative laxity, relative UCL thickness, or clinical progression of pathology. Conclusion: Higher-performing pitchers are drafted earlier in the MLB draft. This may be attributable to peak pitch velocity, in-game performance, visibility gained during player showcases, or any number of other sport-specific variables. However, despite this, there was no significant relationship between draft round and adaptive changes to the elbow or specific properties of the UCL on stress ultrasound.

Dismissal from service (from the ranks of the NPU): organization, legal regulation and social consequences

This work examines the issue of dismissal from service (from the ranks of the NPU). Issues related to organization, legal regulation and social consequences are considered.&#x0D; It is noted that there are three stages of dismissal from the ranks of the NPU. The first stage is the adoption of a decision on dismissal, where the question of the admissibility of termination of service relations is decided. The II stage consists in the collection and coordination of the documents necessary for the dismissal of the employee. At this stage, draft orders are prepared, which contain information about the reasons for dismissal, personal data of the employee and the relevant clause of the law. The third stage includes registration of the fact of termination of relations with the National Police body, which involves the exclusion of the employee from the personnel lists, signing of the bypass letter and carrying out a financial settlement.&#x0D; The organization of dismissal from service in the ranks of the NPU is based on the relevant legal acts regulating the dismissal procedure and the grounds for making such a decision. A detailed study of these regulations allows you to understand the rights and obligations of the parties involved in the dismissal process, as well as to determine the procedure for its implementation.&#x0D; The article pays special attention to the legal regulation of the dismissal procedure. It has been analyzed that the norms are defined by legislation and highlight the order of their application. This analysis is based on the provisions of laws regulating the activities of the National Police.&#x0D; A separate part of the article is an analysis of the social consequences of dismissal from service. Dismissal can have a serious impact on the psychological state of the employee, his social status and financial stability.&#x0D; As a conclusion, it is said that the procedure for the dismissal of police officers includes several consecutive stages that ensure the legality and formality of this process. Each stage has its own important role in ensuring the correct termination of service relations and compliance with the established requirements of the law. This article analyzes in detail the organization of dismissal, its legal regulation and social consequences, which makes it interesting and useful for researchers and practitioners.

Problems of Development of the Agricultural Insurance Market in Ukraine

Insurance is an effective tool for reducing financial risks for agricultural producers. Agricultural insurance allows to ensure a stable income for producers regardless reduce the risk of financial losses in case of negative impact of natural factors. The article explores the issues of agricultural insurance in Ukraine and in foreign countries. The authors analyze various aspects of agricultural insurance, from ensuring the financial stability of farmers to supporting sustainable agricultural development. The purpose of the article is to analyze the current state of agricultural insurance in Ukraine and determine the prospects for its development, as well as to compare the experience of other countries with agricultural insurance. The main scientific results of the study are an analysis of the activities and services of Ukrainian insurance companies, a review of the state support program for agricultural insurance in Ukraine, and a comparison of foreign experience in agricultural insurance in countries such as Germany, the United States, Canada, Spain, and Poland. The article uses scientific methods of analysis, synthesis and generalization to study the theoretical and practical aspects of the problem of agricultural insurance in Ukraine and the world. An analysis of foreign experience in this area was also conducted. The article examines the concept of "agri-insurance". A detailed analysis of the activities and services of the Ukrainian insurance companies ASKA, Universalna, Persha Insurance, and UPSK is carried out, and it is concluded that agricultural products are most often insured in Ukraine, and less often machinery and animals. The foreign experience of agricultural insurance in Germany, the USA, Canada, Spain and Poland is studied, their differences are identified, and the goal is to ensure the financial stability of farmers and support sustainable agricultural development, although each country uses different mechanisms to support agricultural insurance. The program of state support for agricultural insurance, which is currently being implemented by the Ukrainian government, is considered. The draft order "On a standardized insurance product for insurance of winter grain crops with state support against agricultural insurance risks for the entire period of cultivation" is analyzed. The study identifies prospects for the development of the Ukrainian agricultural insurance market, including the development of the insurance market, expansion of insurance coverage, use of the latest technologies, and development of new insurance products. The study is original in nature, as the authors consider the issue of agricultural insurance in a comprehensive manner and draw attention to its importance for the sustainable development of agriculture. The results of the study can be applied in decision-making practice for the development of agricultural insurance in Ukraine.

Two components of the forensic assessment process and severity of nonlife-threatening local musculoskeletal injuries: a review of the article “Controversial issues of the use of medical criteria ‘persistent loss of general working capacity’ in determining the severity of harm caused to human health”

In the article, the doctrine of denying a forensic medical assessment of the severity of local injuries of the musculoskeletal system, which are not life-threatening, is considered from a critical position, based on an interdisciplinary approach, without considering the influence of medical care. The article shows the inconsistency, still present among some forensic physicians, of the opinion that determining the severity of harm to health by causing nonlife-threatening injuries without the fact of a determined outcome is allegedly expressed in violation of the basic provisions of the Criminal Code of the Russian Federation. In the context of the topic, the author reasonably points to the two-component essence of the definition of clause 6.11, 194th order of the Ministry of Health and Social Development of Russia of 2008, dated April 24, 2008, N 194n On approval of medical criteria for determining the severity of harm caused to human health. The fundamental explanatory provisions of the conceptual construction of the wording of clause 6.11 are provided in criminal law and medical relations. The author showed that there were no inconsistencies between these components. The presence of a list of medical criteria for harm to health of a similar direction, as in the existing paragraph 6.11, demonstrates the objective need in the updated version of the draft order of the Ministry of Health of Russia On approval of the procedure for determining the severity of harm caused to human health.

ОРГАНИЗАЦИОННО-ТЕХНОЛОГИЧЕСКИЕ АСПЕКТЫ ТЕКУЩЕГО ОТЦЕПОЧНОГО РЕМОНТА ГРУЗОВЫХ ВАГОНОВ

The article presents a retrospective analysis of organizational and structural transformations in the railcar industry over the past 15 years and the formation of new approaches to interaction of an infrastructure owner, carriers, operators, car repair companies in the field of operation and repair of freight railway cars. An overview of various approaches to addressing the challenges of the current uncoupling repair of railcars and their evolution over the past 15 years has been made, the opinions of competent specialists have been analyzed. The authors’ comments on the draft order prepared by the Ministry of Transport of the Russian Federation on the procedure for carrying out the current uncoupling repair procedures of freight cars, as well as on the latest changes in the governing documents of the Council for Railway Transport of the Commonwealth Member States are presented. Specific proposals are made to improve regulatory documents which have a regulatory impact on the operation and repair of freight cars.

Relationship of Fitness Combine Results and National Hockey League Performance: A 25-Year Analysis.

Along with past performance, professional teams consider physical fitness and physiological potential in determining the value of prospective draft picks. The National Hockey League (NHL) Combine fitness results have been examined for their ability to predict draft order, but not bona fide hockey performance. Therefore, we sought to identify the relationships of combine fitness test results to short- and long-term NHL performance. During NHL Combine fitness testing (1994-2007), a standardized battery of tests was conducted. Player performance (1995-2020) was quantified using career cumulative points, time on ice, transitional period to playing in the NHL, and NHL career length. Forward and defensive positions were considered separately. Goalies were not considered. Stepwise linear regression analysis was used to identify fitness variables that predict NHL success. Overall models ranged in their predictive ability from 2% to 16%. The transitional period was predicted by peak leg power and aerobic capacity (V˙O2max; forwards, R2 = .03, and defense, R2 = .06, both P < .01). Points and time on ice within seasons 1 to 3 were predicted by peak leg power and V˙O2max for forwards and defense (R2 = .02-.09, P < .01). Among players accumulating 10 NHL seasons, cumulative points were inversely related to upper-body push-strength-related variables in forwards (R2 = .11) and defense (R2 = .16; both P < .01). The NHL Combine fitness testing offers meaningful data that can inform the likelihood of future success. Peak leg power and V˙O2max predict league entry and early career success. Counterintuitively, upper-body strength is inversely related to long-term performance, which may offer insight into recruitment strategies, player development, or differential team roles.

Оценка организации системы информирования в районной больнице в рамках внедрения новой модели оказания первичной медико-санитарной помощи

BACKGROUND: In accordance with the draft order of Ministry of Health of Russian Federation, it is supposed to create three levels of compliance with the new model in which the criterion of the information system is obligatory for achievement of the first level. In this regard, of interest for health officials is theoretical and clinical validation of the methods of evaluation of the system of visualization in medical organizations in different territories, described in methodical recommendations of the Healthcare Ministry of RF. AIM: To study the features of visualization of a medical information system in a structural unit of a central regional hospital providing primary medical care. MATERIALS AND METHODS: The object of the study was the information system of an adult polyclinic of the central district hospital, where the information system was evaluated, with the subsequent filling out of a checklist of achievement of the target value of the criterion “Implementation of an information system in a medical organization”. The subject of the study was the basic characteristics of the information system: the amount, method of placement, reasonability, relevance and availability of individual elements. RESULTS: In accordance with the checklist for evaluating the information system in a medical organization, the percentage of the presence of information was 33%, which led to non-compliance with the criterion “Implementation of an information system in a medical organization”. In addition, during the audit, 17 elements of the information system were identified not related to any of 18 points of the analyzed criterion. These elements were combined in the block “Information aimed at ensuring a safe stay in a medical organization”, which is proposed to supplement the existing sections of the criterion “Implementation of an information system in a medical organization”. CONCLUSION: To achieve the first level of compliance with the new model of a medical organization providing primary health care, it is necessary to meet the requirements of the criterion “Implementation of an information system in a medical organization”. It is advisable to consider the possibility of including elements of an information system aimed at ensuring the safety of visitors and staff staying in a medical organization, in the criterion “Implementation of an information system in a medical organization”.

Environmental and food security as components of ensuring the economic security of Ukraine in a strategic format

The article reveals the evolution of environmental and food security in Ukraine’s national security strategies during the years of independence. It is determined that at the state level a number of issues related to the creation of the most effective system of environmental and food security of the state within the existing at different stages of statehood National Security Strategies of Ukraine, both at the legislative level and in the functioning of relevant competent government agencies.&#x0D; The content of ensuring the ecological and food security of the state in four national security strategies of Ukraine is revealed. It is determined that the issue of environmental and food security of the state needs a clear definition of the state in strategic priorities and goals that should meet current trends in the national economy and world realities in this area.&#x0D; Threats to national security in the field of environmental and food security have been studied.&#x0D; It was emphasized that in accordance with the Final Provisions of the National Security Strategy of Ukraine 2020 on the development of planning documents in the field of national security and defense, which will determine ways and tools for its implementation, clearly regulates the adoption and approval of the President food security.&#x0D; The Strategy of Environmental Safety and Adaptation to Climate Change until 2030, adopted by the Cabinet of Ministers of Ukraine on October 20, 2021 in order to increase the level of environmental safety, reduce the impacts and consequences of climate change in Ukraine, is analyzed. The implementation of the Strategy is aimed at fulfilling Ukraine’s international obligations under the Paris Climate Agreement to reduce greenhouse gas emissions and adapt to the effects of global climate change. The main environmental threats to Ukraine in this Strategy are: a significant level of air pollution, water and land resources, imperfect system of state supervision (control) and monitoring of the environment.&#x0D; The draft order of the Cabinet of Ministers of Ukraine “On approval of the Food Security Strategy for the period up to 2030”, which will be aimed at defining priorities in the field of food security as a component of national security, the importance of preventing hunger and malnutrition of the most vulnerable. It will include: the establishment of a system of national and regional food security monitoring to detect and prevent food threats; development and implementation of an action plan to provide the population with food in emergency situations; measures for the development of sustainable agricultural production; diversification of production; creation of sustainable production and marketing systems.&#x0D; It is emphasized that the most striking indicator of effective implementation of national Strategies in the field of environmental security and food security should be maintaining the proper natural state of our country’s ecology and the formation of a sufficient level of self-sufficiency in food of Ukraine. The directions of increase of efficiency of maintenance of ecological and food safety of Ukraine are defined.

Organization of development work proposals for amendments to the fisheries rules

The article discusses changes in the procedure for organizing work on the development of proposals for amendments to the rules of fishing in accordance with the order of the Federal Agency for Fisheries dated February 18, 2020 No. 85 “On the organization of work in the Federal Agency for Fisheries on the development of proposals for amendments to the rules of fishing”. It is noted that the peculiarity of the fishing rules as a regulatory document is the possibility of prompt amendments to them aimed at forming an optimal fishing regime that ensures the stability of commercial catches and the conservation of aquatic biological resources. The algorithm for making changes is clearly spelled out: sending proposals from state authorities, organizations, public associations, citizens to the territorial administration of Rosrybolovstvo, making proposals in tabular form with the position of the territorial administration, considering proposals at meetings of the biological section of the Scientific Council of the Fisheries Research Institute, reviewing and coordinating proposals with the structural divisions of Rosrybolovstvo, preparation of the draft order by the Ministry of Agriculture and further approval procedure and approval in the form prescribed by law. A prerequisite for the approval procedure for proposals received to amend the rules of fishing is their scientific analysis, which allows, even at the stage of working out the issue, to filter out proposals that do not take into account the norms of the current fisheries legislation or negatively affect aquatic biological resources. The proposed version of the order allows at all stages of the preparation of amendments to the rules of fishing to take into account the interests of all interested parties as much as possible: scientific organizations, regulatory structures, citizens, authorities, the tourism industry.

Role of clusters in development of the digital ecosystem of the agro-industrial complex

The main trends in agriculture over the past few years have been export orientation and digitalization. Since 2019, the departmental project “Digital Agriculture” has been implemented. In 2021, a draft order of the government of the Russian Federation “On the Strategic Direction in the Field of Digital Transformation of the Agro-Industrial and Fishery Complex of the Russian Federation until 2030” was developed, which provides for development of a national online platform for promoting the agricultural products and the launch of a modeling and forecasting system for the agro-industrial complex. Currently, the beneficiaries of digitalization are large agricultural holdings and the IT industry (manufacturers of sensors and software developers for machinery and equipment, software companies, fertilizer producers and telecom operators). In order for small and medium-sized farms that do not have sufficient resources for end-to-end digitalization of production and business processes to be able to join the innovation race, it is necessary to look for a format of interaction in which competition and cooperation are organically combined. The article discusses one of such forms of association – clusters; explores their potential role in development of platform network architectures; the similarities and differences of cluster and digital industrial systems are analyzed. It is concluded that the flexibility and openness of cluster structures allows actors to find their functional areas and niches and organically fit into the created digital ecosystem of the agro-industrial complex.

The documentary publication contains the operation order of the USSR NKVD № 00593 («Harbinian» order) and enclosed to it a closed letter № 60268 «On the terrorist, sabotage and espionage activities of Japanese agents among Harbinians». At a meeting of the Political Bureau of the All-Union Communist Party of Bolsheviks on September 19, 1937, the People's Commissar for Internal Affairs of the USSR Yezhov N.I. presented a draft closed letter № 60268, which reported on the directions and scale of the «activity of Japanese intelligence» in the Soviet state territory. The measures that ensued from this letter were set forth in draft order № 00593. The latter was also presented by Yezhov N.I. to the members of the Political Bureau of the All-Union Communist Party of Bolsheviks. Thus, the closed letter was the justification for the beginning of mass punitive action 130 against the so-called «Harbinians», and the order was an instrument of carrying out this action. The operative documents sent out on September 20, 1937, to the regions of the USSR, set the algorithm for the operation, outlined the target categories, and determined the scale of repression. NKVD officers classified the «Harbinian» operation as «national» («linear»). However, the ethnic aspect was clearly expressed in the text of the documents. Victims of repression should have been not «nationals» and titular groups and the first Russian. The text of the letter and the order, in fact, identified two major target categories: «Harbinians» as former employees of the Chinese Eastern Railway and re-emigrants from China, as well as «Japanese spies». The dependence between the «Harbinian» operation and «Japanese espionage» is obvious. In practice, the expansion of target categories at the expense of «agents of Japanese intelligence» should lead to an increase in arrests under Order No. 00593. Both interrelated documents received the highest party sanction and previously haven’t been published together

Features of veterinary and sanitary examination of fish, aquatic invertebrates and fish products according to the new veterinary rules

Recently, the assortment and sales volumes of fish products have increased significantly. In the market, fish products are in stable demand among consumers, in order to ensure the safety of these products, it is necessary to conduct a highquality veterinary and sanitary examination. The purpose of our study was to study and analyze "Veterinary rules for the appointment and conduct of veterinary and sanitary examination of fish, aquatic invertebrates and fish products made from them intended for processing and sale." To establish this goal, a study of the draft order on the approval of these veterinary regulations was conducted. To solve the tasks, we used the method of documentary analysis. Veterinary and sanitary examination of fish, aquatic invertebrates and fish products is carried out in order to establish the suitability of hydrobionts for use for food purposes. These products must comply with the safety requirements of the technical regulations of the Customs and Eurasian Economic Union, in particular "On food Safety" (TR CU 021/2011) and "On the safety of fish and fish products" (TR EAEU 040/2016). Also, one of the tasks is to establish the welfare of the farm in veterinary terms. According to the results of the research, a decision is made on the condition for the release of fish, aquatic invertebrates and fish products into circulation: this can be an implementation without restrictions, a direction for neutralization (by freezing or another method of neutralization, and can also be directed to cutting, cooking) or a direction for disposal.

Accounting for Microtraumas of Employees: Problems and Prospects of Development

Since March 2022, the employer is obliged to keep records of micro-injuries (micro-injuries), in connection with which a new chapter 36.1 is introduced in the Labor Code of the Russian Federation, a draft Order of the Ministry of Labor and Social Protection of the Russian Federation «On approval of recommendations on accounting for micro-injuries (microinjuries) of employees» was also developed. It seems appropriate to consider certain aspects related to the changes being made, identify some problems and identify possible development prospects.

Interventions to Increase Leukocyte Testing during Treatment with Dimethyl Fumarate.

Dimethyl fumarate (DMF), a treatment for multiple sclerosis, may cause leukopenia and infection. Accordingly, periodic white blood cell (WBC) monitoring is recommended. We sought to evaluate the US Department of Veteran Affairs’ safety program which provides facilities with a list of patients prescribed DMF therapy without a documented white blood cell count (WBC). We identified 118 sites with patients treated with DMF from 1 January 2016 through 30 September 2016. Each site was asked if any of seven interventions were used to improve WBC monitoring (academic detailing, provider education without academic detailing, electronic clinical reminders, request for provider action plan, draft orders for WBC monitoring, patient mailings, and patient calls). The survey response rate was 78%. For the 92 responding sites (78%) included sites (1115 patients) the mean rate of WBC monitoring was 54%. In multivariate analysis, academic detailing increased the rate by 17% (95% CI 4 to 30%, p = 0.011) and provider education increased the rate by 9% (95% CI 0.6 to 18%, p = 0.037). The WBC monitoring rate increased by 3.8% for each additional intervention used (95% CI 1.2–6.4%, p = 0.005). Interventions focused on the physician, including academic detailing, were associated with improved WBC monitoring for patients at risk for leukopenia from DMF treatment.

J Strength Cond Res 35(12S): S5-S10, 2021-The objective of this study was to examine the relation between fitness testing and draft order on professional performance of defensive national players in the Canadian Football League. A retrospective analysis (2006-2019) was completed for all subjects at the National Scouting Combine (NSC) and included height, body mass, 40 yard (38 m) dash, bench press, vertical jump, broad jump, and the shuttle run. A compiled variable for all NSC results was derived by calculating averaged Z-scores (Zavg). Multiple regression analyses revealed that the draft order was significantly predicted by the 40 yard dash and Zavg for the defensive linemen, Zavg for the linebackers, and the broad jump for the defensive backs. The broad jump and the 40 yard dash were significant predictors of total and special teams tackles per game for the defensive linemen. The draft order significantly predicted games played and defensive tackles per game, whereas the broad jump predicted total tackles per game for the linebackers. None of the NSC results or draft order significantly predicted defensive back league performance. The findings suggest that NSC testing can provide low-to-moderate levels of predictability for future performance in national-categorized defensive linemen and linebackers.

About Qualifications in the List of Specialties and Areas of Preparation for Higher Education

The article analyzes the draft order of the Ministry of Science and Higher Education of Russia «On the approval of the list of specialties and areas of training for higher education» for the names of qualifications given in the list of specialties and areas of training for higher education. The author proposes to unify the names of qualifications assigned after the completion of postgraduate studies; proposals for qualifications are also given after the completion of specialty programs.

Eliminating buyer's remorse: An examination of the sunk cost fallacy in the National Hockey League draft.

The sunk cost effect describes the tendency to escalate one's commitment toward a certain endeavor, despite diminishing returns, as a consequence of irreversible resource expenditure that has already been made (Organ Behav Hum Decis Process. 1985;35:124). This effect has been observed in a number of professional sports leagues, wherein teams escalate their commitment toward players selected early in the draft, regardless of performance outcomes, due to large financial commitments invested in them (J Sports Econom. 2017;18:282; Adm Sci Q. 1995;40:474). This effect, however, has yet to be explored in the National Hockey League (NHL). The purpose of this study was to test for sunk cost effects in the NHL, by examining the relationship between draft order and playing time, while controlling for a myriad of confounding variables. Findings from our analyses provide support for the existence of this effect in the NHL, as first-round draftees were given significantly more playing time than their peers selected in the second round, regardless of injury, player relocation, penalties, or on-ice performance outcomes. We offer some plausible underlying mechanisms driving this effect. Furthermore, we suggest the observed effects have valuable implications for NHL talent development, given the importance of playing time on various aspects of expertise attainment.

Polish Censorship during the Late Stalinist Period

The aim of the study is to present selected aspects of the history of censorship in Poland during the Stalinist period (1948−1956). The article presents the circumstances of the establishment of the censorship office in Poland — the Central Office for the Control of Press, Publications and Events (GUKPPiW) — which was set up in January 1945 and operated throughout the period of the Polish People’s Republic, until April 1990. The article also gives an answer to the question about the role of the so-called Soviet advisers who came to Lublin in December 1944 and took full control of the process of creating state censorship. The employees of the Soviet censorship sent from Moscow were tasked with creating an institution that would control the media and operate according to the mechanisms established in the USSR. In the process of organizing the censorship apparatus, the Polish communists played a marginal and servant role towards the Soviet military (including General N. Bulganin) and advisers who came from Moscow. The most important decisions were made by the employees of Glavlit, whose recommendations were treated by the management of the Polish Workers’ Party as orders. Glavlit officers, who arrived in Lublin in December 1944, recruited censorship employees, developed instructions for them, rules for publishing and issuing printed works and drafted a decree on the control of the press, publications and performances, a draft order of the minister of public security regarding the introduction of censorship. The work also describes the process of recruiting censors, as well as the reasons and scope of censorship interventions.
