Barriers, Strategies and Interventions of Digital Governance in the Schools Division Office of Camarines Norte Philippines: A Case Study

This case study examines the integration of digital governance in the Schools Division Office (SDO) of Camarines Norte, focusing on the challenges, strategies, and interventions involved. Key barriers include limited resources, inadequate infrastructure, and low digital literacy among staff. The SDO addressed these issues through capacity-building programs, partnerships with technology providers, and digital literacy initiatives. Interventions such as adopting new technologies, streamlining processes, and promoting data-driven decision-making were implemented to improve operations. Findings reveal the effectiveness of these efforts in enhancing digital governance, highlighting both challenges and successes. The study emphasizes the need for collaboration and continuous investment in technology, infrastructure, and staff development to achieve successful digital transformation in the SDO of Camarines Norte.

Exploring Teachers' Educational Philosophies: A Comparative Analysis Based on Geographic Classifications

This qualitative phenomenological research explores the lived experiences of key informants through in-depth interviews and participant observation. The teacher-participants, who work in three geographical areas, were identified by the Department of Education (DepED) in the Schools Division Office of Albay. The study is grounded in the phenomenological concepts and principles of Husserl (1859-1938) and Heidegger (1889-1976), along with the Reflection-Action perspective of Freire (1921-1997), to capture the essence of their experiences. Due to the global health crisis caused by COVID-19, data collection utilized virtual platforms such as Facebook Messenger, Google Meet, Zoom, and phone calls, in addition to face-to-face interviews when possible. Health protocols mandated by the Inter-Agency Task Force (IATF), including mask-wearing, social distancing, and the use of hand sanitizer, were strictly followed to ensure safety. The findings indicate that teachers from rural, urban, and coastal areas reflect various educational philosophies such as essentialism, humanism/existentialism, pragmatism/progressivism, reconstructionism, constructivism, idealism, behaviorism, and perennialism. Some teacher-participants from rural and coastal areas also exhibit positivism, influenced by their expertise in mathematics and science. These educational philosophies enhance their coping mechanisms and teaching competencies to adjust to the local cultural realities.

On the most significant change of teachers’ evaluation: A descriptive-narrative research

This study aimed to explore transformative shifts resulting from teacher evaluations. Employing a descriptive-narrative research design, sixteen teachers in Bontoc I and II districts, Southern Leyte, Philippines were purposively sampled using thematic analysis on survey questionnaires. The instruments aimed to capture participants' experiences related to classroom physical aspects, teaching methods, and teaching portfolios. Data gathering involved formal permissions sought from the Division Office, District Supervisors of Bontoc Districts I and II, and school principals. Findings revealed noteworthy changes, including the promotion of child-friendly environments, enhanced readiness and creativity, the perceived irrelevance of evaluations during the pandemic, and the emotional, financial, and physical strains experienced by teachers. Significant changes in instruction were identified, such as competence enhancement, the promotion of coaching and mentoring culture, and observations of pandemic-related ineffectiveness. Notable changes in teacher portfolios included self-reflection spurred by evaluations and challenges in the teacher evaluation process. The study concluded that while teacher evaluation positively impacted teaching environments, fostering creativity, it also imposed strains on teachers, presenting both positive and negative effects. Recommendations included encouraging teachers to view evaluation positively for professional development and proposing a Department of Education (DepEd) training program to enhance the mentoring and coaching capabilities of school heads, recognizing their pivotal role in the teacher evaluation process.

Delivery Performance of the Administrative Services as Perceived by School Heads and Teachers of El Salvador City Division

This study evaluated the administrative services in the El Salvador City Division Office for the 2021-2022 school year, focusing on personnel, cash, records, and supply and asset management. The research involved 15 school heads and 253 elementary teachers using a survey patterned from Executive Order No. 366. Statistical tools like frequency, percentage, mean, standard deviation, and t-tests were used to analyze the data. The findings revealed that many school heads hold doctorate degrees and have 11-20 years of experience, typically in leadership roles such as Principal or Head Teacher. They have also participated in multiple training sessions. Teachers, however, generally hold bachelor's degrees, have less than 5 years of experience, and occupy Teacher I positions, with some engaging in training at various levels. Both groups rated the administrative services highly. A significant relationship was found between their profiles and how they assess administrative services, suggesting that the educational and professional backgrounds of school heads and teachers influence their perceptions of service effectiveness. The study recommends that the division office improve transparency by timely posting school expenditures and balances to enhance data communication for school heads and teachers.

The right of persons with disabilities to obtain a driving license is a right that must be recognized and guaranteed to ensure accessibility and equality for everyone, including those with physical and mental limitations. In this regard, the government must ensure that the process of obtaining a driver's license is designed to be easily accessible and usable by everyone, including people with disabilities. In addition, the Government must provide special facilities and services that suit their needs, such as sign language interpreters or other tools to facilitate them. In accordance with the provisions of article 28 h of the Law of the Republic of Indonesia which states that everyone has the right to obtain special facilities and services to achieve equality and justice. The government should also provide clear information on the procedures for obtaining a driver's license that covers all types of disabilities, such as guidance on the technical requirements and application process that apply to them. This will ensure that they have sufficient knowledge and feel supported when processing an extension or new driver's license. This research aims to examine how disability protection in obtaining a driver's license for persons with disabilities is a right of all citizens who meet the requirements. This case concerns National Police Chief Regulation No. 9/2012 on Driver's License. In this case, the case study was conducted at the Purbalingga Police Traffic Division Office. The method used in this research is a normative legal method with an empirical juridical approach, namely interviews and observations in the Purbalingga Regency area, then analyzed qualitatively to see whether it is in accordance with the National Police Chief Regulation Number 9 of 2012. Based on this. the findings obtained. And it is concluded that the implementation of Purbalingga Police in issuing driving licenses for persons with disabilities based on the National Police Chief Regulation is quite good, although overall it is not good enough. However, the technical implementation in the field has not been able to adapt to the situation of persons with disabilities.

Digital Leadership and School Management Capabilities of School Administrators and Teachers Digital Teaching Performance: Basis for Professional Development Program

This study aimed to evaluate the significance of school administrators' digital leadership and school management on teachers' digital teaching performance within the context of digital learning and innovation programs. The research delves into the demographic profiles, digital leadership qualities, digital work capabilities, and digital performance of administrators and teachers in the Schools Division Office of Caloocan. A quantitative Descriptive-Correlational research design was employed, utilizing purposive sampling to gather data from 452 respondents: 72 school administrators and 380 teachers. The respondents completed a Likert Scale-based survey to assess various aspects related to digital leadership, digital work capabilities, and digital performance. There were challenges noted in the following areas: budget constraints (3.43) and lack of organizational change management (2.67) were identified as primary barriers to embracing digital leadership and teaching. The study underscored the importance of digital leadership and management in enhancing teachers' digital teaching performance. While administrators excel in certain aspects of digital leadership, there are evident areas for improvement. Demographic factors like age, sex, and teaching experience significantly influence perceptions of digital leadership and work capabilities. A proposed digital learning program, "IT LEAD for School Administrators," aims to address these gaps and promote innovative digital leadership skills among school administrators.

On Schools’ Safe Spaces: A Review of Gender-Responsive Basic Education in the Schools Division Office of Imus City

This research investigates the implementation of the Safe Spaces Act (Republic Act No. 11313) in the public elementary and secondary schools of the Schools Division Office of Imus City. The study evaluates the extent of gender-responsive policy implementation in educational institutions, emphasizing the dissemination of policy information and the strategies employed to create a safe and inclusive environment for all students. Using a qualitative research design, the study employs thematic analysis to interpret the data collected from interviews with Gender and Development (GAD) focal persons. Key findings indicate that while integration into curricula, printed materials, and online platforms are common dissemination methods, there are significant challenges such as insufficient budget, lack of knowledge, and cultural resistance. The study highlights the necessity for cultural reform, adequate resources, and enhanced critical reasoning among stakeholders to ensure the effective implementation of the Safe Spaces Act. Recommendations include the extension of the study to other divisions, the incorporation of quantitative methods for broader validation, and policy improvements to foster a more inclusive educational environment. The ultimate goal is to safeguard learners’ rights and promote gender equality within the school system.

Combat actions of the 11th Artillery Division of the Supreme High Command Reserve during the liberation of Romania (April–October 1944)

In the world wars of the 20th century, artillery became the branch of the armed forces whose actions inflicted the greatest damage on the enemy. During the Great Patriotic War, the specific weight and significance of the Soviet artillery of the Supreme High Command Reserve grew continuously, solving not only tactical but also operational combat tasks and, during the third period of the war, ensuring a breakthrough of the enemy defense in the offensive operations of the Red Army. The first European country liberated by Soviet troops was Romania. The main role in this was played by the troops of the 2nd Ukrainian Front, which in March–October 1944 carried out the Uman-Botoşani, Jassy-Kishinev, Bucharest-Arad and Debrecen offensive operations. They included the 11th artillery division of the Supreme High Command Reserve, which was operationally subordinate first to the 7th Guards and then to the 27th Army. The combat actions of the soldiers and officers of the 11th Artillery Division were distinguished by skill, courage and high efficiency. During the Jassy-Kishinev Operation, the fire of their guns crushed the Romanian defense and ensured its rapid breakthrough by infantry and tanks. The 11th Artillery Division acted just as effectively in defense during the September battles in Northern Transylvania during the Bucharest-Arad Operation. In both defensive and offensive combat actions during all four operations of the 2nd Ukrainian Front, which resulted in the complete liberation of Romania from the Nazis, the 11th Artillery Division of the Supreme High Command Reserve demonstrated firepower and high maneuverability, thereby making a significant contribution to the success of the front's troops.

THE FACTORS ASSOCIATED WITH OBESITY IN PT BUKIT MURIA JAYA KARAWANG OFFICE DIVISION EMPLOYEES

Background: Obesity is one of the health problems that often occur in employees who do not maintain a healthy lifestyle. This study aims to determine the factors associated with obesity in employees of the office division of PT BMJ Karawang in 2023 Methods: This study used a quantitative approach with a cross-sectional study research design. The study will be conducted from August 2023 to September 2023. The population in this study was 190 workers and the sample used was 83 respondents with a simple random sampling technique. The variables studied were age, sex, food intake, and physical activity. Data collection was carried out using questionnaires, and secondary data from the 2022 MCU results and employee data of PT Bukit Muria Jaya Karawang. Results: The data will be analyzed with a chi-square test with results showing that there is asignificant relationship between nutritional adequacy (p-value = 0.000) and physical activity (p-value = 0.000) with obesity. While the variables that did not have a significant relationship were gender (p-value = 0.906), age (0.185). Conclusion: Efforts are needed to control obesity through healthy eating patterns and increasing physical activity in employees.

Assessment of Financial Literacy of Public Schools Teachers: Generation X, Y and Z

Financial literacy is an important social skill, especially among teachers who play an important role in shaping the educational environment. This study focuses on three specific generations of teachers, Generation X, Generation Y (Millennials), and Generation Z (iGen), and aims to assess their financial literacy levels. The primary goal is to identify differences in financial literacy by generation by examining conceptual knowledge, financial behavior, and financial attitudes and awareness. A descriptive - comparative research design was used to survey teachers in the Department of Education – School Division Office of Cotabato. The sample consisted of teachers from Generation X, Generation Y and Generation Z. Quota - convenience sampling was used to collect a sample of 150 respondents, with a default quota of 50 respondents from each generation. The study used statistical analysis using one-way ANOVA to identify differences in financial literacy levels across generations. The findings revealed that all three generations exhibit high levels of financial literacy across dimensions of conceptual knowledge, financial behavior, and financial attitudes and awareness. However, there were statistically significant differences between Generations Y and Generation Z in terms of financial attitudes and awareness, while no significant differences were found in Generation X and Y or Generation X and Z. In conclusion, teachers in the Department of Education – School Division Office of Cotabato independently showcase commendable financial literacy across generations.

Proposed Integration of Career Orientation as a separate subject in the Secondary Education Curriculum, this study assesses the perception of a Regular College Students, Transferees, Shifters, Second Coursers-Doctor of Medicine undergoing Bachelor of Science in Nursing in a selected nursing school herein Metro Manila. Secondary Education Curriculum is a list of subjects that must be taken by the high school students per academic year. This task is focus on the assessment of nursing students in terms of age, gender, civil status, and their perception on Career Orientation as a separate subject in Secondary Curriculum. Aims: The study aimed to assess the knowledge and awareness of college students on the importance of Career Orientation as a separate subject in the secondary education curriculum to develop an essential recommendation to school administrations, Division Office, and Department of Education. Scope and Limitation of the Study: The central interview was made to the 48 undergraduate students in DCSLC, 27 undergraduate students in OLFU, and 25 Medical Doctors taking up nursing in a selected nursing school herein the Metro Manila. Research Design: The study employed Descriptive research with the used sample survey method and questionnaire to assess the knowledge and awareness of first courser and second courser college students. A Total of 100 college students from selected nursing school were recruited for this study. Results: A Total of 100 questionnaires were distributed, collected, validated, and analyzed.

Culture-based lesson exemplar (CBLE) on least mastered learning competencies in science 4

This study presents the development of a Culture-Based Lesson Exemplar (CBLE) in Science 4, strategically tailored to address the least mastered learning competencies, with the aim of elevating learners' proficiency. Employing a Research and Development (R&D) methodology, the research conducted an actual count of Public Grade 4 Science teachers from the Schools Division of Ilocos Norte (SDOIN), Schools Division of the City of Batac (SDCB), and Schools Division Office of Laoag City as its respondents. To address the research objectives, three research instruments were employed: a survey-questionnaire, content validation, and a level of acceptability assessment. The CBLE in Science 4 is meticulously crafted to facilitate teachers' guided comprehension of scientific concepts and enhance Grade 4 pupils' mastery of the subject matter. This instructional material seamlessly integrates local icons, narratives, resources, and scenarios that reflect the rich Ilocano culture while preserving the core scientific concepts. The CBLE underwent rigorous content validation, encompassing objectives, content alignment, values formation, technical attributes, and instructional quality. Furthermore, its level of acceptability was gauged through the input of a group of end-users. The research findings indicate that the proposed CBLE demonstrates very high validity and garners a high level of acceptability. Consequently, this meticulously developed material serves as an invaluable supplementary resource for educators aiming to enhance the mastery, performance, and comprehension of Grade 4 learners in science. The validation process yielded an overall mean rating of 4.75, affirming the practical utility and quality of the developed material for educational purposes.

Assessing remote learning's feasibility: A comprehensive analysis of Philippine public-school teachers’ use of learning management systems and blended learning approaches

This study examines the ever-changing environment of blended learning, with a special emphasis on how teachers in public schools in the Philippines use Google Classroom in the shifting educational landscape. Based on a mix of academic views and practical research, the study seeks to improve our understanding of the difficulties and possibilities related to blended learning. The conceptual framework, derived from Graham et al.'s blended teaching matrix, classifies interactions into four quadrants, offering a complete structure for comprehending blended learning situations. The study aims to identify the blended teaching approaches used by instructors, evaluate the utilization of Google Classroom features and Google Apps for Education, and ascertain the frequency and dependence of Google Classroom as a key teaching tool. Data was gathered from 123 public-school teachers at the Schools Division Office of Isabela through a systematic survey. The results demonstrate a prevalent use of Google Classroom features, highlighting its significance in facilitating the transmission of lessons, communication between students, distribution of assignments, and improvement of learning activities. An examination of the features of Google Classroom, Google Apps for Education, and Google Docs file templates reveals a wide range of use patterns among instructors, ranging from seldom to regular utilization. Teachers demonstrate favorable attitudes towards the adaptability and compatibility of Google Classroom, emphasizing its seamless connection with portable devices. Challenges arise from the sporadic Wi-Fi connections, which have a negative influence on the quality of blended learning. The research suggests implementing customized professional development program for teachers and highlights the need to include adaptive technological frameworks in curriculum design. This study provides essential knowledge on the implementation of blended learning methods by public school teachers. It gives suggestions for policymaking, curriculum design, and teacher training in response to the ever-changing educational environment.

Needs Assessment of Senior High School Teachers in Mathematics Instruction

This study attempted to assess the needs of Senior High School Teachers in Mathematics instruction at the Schools Division Office of Cabanatuan City. Specifically, it sought to describe the following; the professional qualification, the familiarity with Mathematics essential knowledge, the pedagogical strategies employed; and the significant relationship between the profile of the respondents with familiarity with Mathematics essential knowledge and pedagogical strategies employed, the educational infrastructure in terms of teacher’s guide and adequacy of Mathematics materials in terms of instruction. As an output, the identified needs of the SHS Mathematics teachers were collected for future use. The study utilized descriptive-correlational research as it describes and examines the relationship between variables without making any causal claims. Based on the results of the study, the following conclusions are drawn: the majority of the respondents have Master’s Degrees in Education with a specialization in Mathematics, have 1 to 10 years of teaching experience, attended 5 to 7 various seminars in their field of self-identified specialization, all of the respondents teach Mathematics subjects and some of them are also teaching non-mathematics subjects. No respondents are freed from Non-Teaching Assignments; the familiarity of the respondents with essential knowledge in Mathematics Instruction is EXCELLENT, pedagogical strategy most employed by the respondents is Assessment; there is no significant relationship between the profile of the respondents and their competence on General Mathematics essential knowledge; the DepEd – issued Teacher’s Guide is generally rated by respondents as strongly agree or Excellent, the availability and sufficiency of Mathematics Materials inside the classroom is SATISFACTORY. Based on the study conducted, the needs of SHS Mathematics teachers in the public secondary schools of Cabanatuan City must be concentrated on provision of more usable and sufficient Mathematics tools and materials. Mathematics-related seminars focusing on content are also found to be a necessity among teachers.

Cultivating Early Literacy: Impact on Grade One Academic Achievement

Teaching pupils to read requires patience, creativity, and a deep understanding of their learning styles. By fostering a supportive and engaging environment, educators can instill a lifelong love for reading in young learners. This study aimed to assess the Grade 1 pupils’ foundational literacy skills with their academic performance. It was conducted among the Grade 1 pupils of Zamboanguita District 2, Division of Negros Oriental, for the school year 2021–2022. The study utilized the descriptive-correlational research design and employed a standardized questionnaire provided by the Division Office. The statistical tools used are percentage, mean, mean percentage score, Pearson product-moment coefficient of correlation, and t-test for independent data. The study revealed that the Grade 1 pupils’ foundational literacy skills in listening comprehension, letter-sound identification, initial sound discrimination, and familiar word reading are just around the borderline of passing. It was also revealed that their academic performance based on their grades is satisfactory. Moreover, pupils’ foundational literacy skills are determinants of their’ academic performance.

Development and Evaluation of Marungko-Based Reading Intervention Material for Kindergarten Learners

With the call of the Department of Education, schools are encouraged to explore relevant strategies to achieve the desirable literacy performance outcomes, especially in reading in the foundational key stage of learning. To improve the beginning reading performance of Kindergarten learners, this study explored the development, validation, and utilization of a researcher-developed reading intervention material employing the principles of the Marungko approach. Participants of this study were 32 Kindergarten learners from a private school and three Kindergarten teacher-validators in the Schools Division Office of Nueva Vizcaya. Ethical research guidelines set by the division office and the participating school were strictly followed in the study. The participants were informed of the study’s objectives, associated benefits and risks, management of vulnerability issues, and their rights before their consent to participate was requested. The descriptive-comparative research design was employed where the pre-test and post-test reading performances and the validity indices of the developed intervention material were described, and a statistical comparison of both performances was made to assess the potential of the designed intervention material. The results revealed that the developed reading intervention material met the minimum standards set by the Department of Education and was valid for utilization. Also, increases in the performance levels of the Kindergarten learners across reading subskills were noted after the intervention. The reading performance of Kindergarten learners in the pre-intervention phase considering letters Mm, Ss, and Aa significantly improved after the two-week intervention using the developed Marungko-based intervention material. These findings emphasize the significance of employing developmentally appropriate practices in developing intervention materials toward improving foundational literacy. Further, the study highlights the necessity of evaluating the learning intervention materials to ensure compliance with the Department of Education’s standards before utilization.
