Penerapan Data Mining untuk Klasterisasi Data Anggaran Pendapatan dan Belanja Daerah Menggunakan Algoritma K-Means

To continue the development relay and fulfill the transition period until the simultaneous elections are held, it is necessary to prepare a Regional Development Plan (RPD) for regional heads whose terms of office end in 2022. The K-Means algorithm approach can be applied in analyzing the level of potential regional income and expenditure based on regional income and expenditure clusters that have results in the K-Means algorithm testing process, two clusters cluster 1 (C0) is a category of high spending potential consisting of and cluster 2 (C1) and is a low spending potential. The applied K-Means algorithm model has results that show a new insight, namely the grouping of regional income and expenditure budget data for the Tolikara Regency BPKAD based on 2 clusters has cluster results of 47 and 3. In analyzing the level of potential regional income and expenditure, the results of the test have centroid results 1 192973008, 16700000 and centroid results 2 7000000 and 225000000.

Urban Planning and Development: A Case Study of Sustainable Zonal Development and Infrastructure Design for Hindaun City (North Zone)

This dissertation examines the urban planning and development strategies for Hindaun City's North Zone through the creation of a Zonal Development Plan (ZDP) for 2036. Hindaun City, a significant urban center in Rajasthan, is experiencing rapid population growth and urbanization, necessitating a comprehensive and sustainable development plan. The Master Plan for Hindaun City 2036 provides a broad framework, and this dissertation delves into the specific proposals for the North Zone, known as Zone A. The research employs a multi-method approach, including Geographic Information System (GIS) mapping, analysis of existing conditions, stakeholder consultations, and policy reviews. The study identifies critical areas for intervention in residential, commercial, industrial, and recreational sectors, proposing detailed land use plans and infrastructure improvements. Special attention is given to enhancing social and physical infrastructure, addressing environmental sustainability, and ensuring equitable development. Key findings reveal that while Hindaun City has made significant strides in urban development, challenges such as inadequate infrastructure, unplanned growth, and environmental degradation persist. The proposed ZDP aims to address these issues through targeted policies and strategic interventions. The dissertation concludes with recommendations for implementing the ZDP effectively, emphasizing the need for continuous monitoring, stakeholder engagement, and adaptive management to ensure the plan's success. By providing a detailed case study of Hindaun City's North Zone, this dissertation contributes to the broader discourse on urban planning and development in rapidly growing cities. Edaphic Diversity, Polychemical Soil Status of the Prinevskaya Lowland and Prospects for Soils Use

There will be a significant increase in anthropogenic load on the soils of the Prinevskaya lowland in the nearest decade due to the fact that a significant territory is occupied by St. Petersburg. The main objective is a study of the sanitary-hygienic state and soil diversity of the Prinevskaya lowland in case of a high degree of agricultural soil development there and the significant role of the lithological factor. Soils were studied at the following land use and land cover: agricultural and fallow soils of agrolandscapes; forest soils; and soils of industrial areas. Studies were carried out using morphological descriptions and analyses of chemical, physical, and biological properties. The most vulnerable land use are forest and agricultural and fallow zones, where active accumulation of priority toxicants of anthropogenic origin can occur. Geochemical peculiarities of studied soils are deficit of Mn, Cu, Mo, and Zn in soil-forming rock materials and accumulation of strontium and lead in arable horizons. The soils examined show minimal contamination with trace elements, as verified by a range of individual and combined ecotoxicological indicators. Urban development planning, particularly in St. Petersburg, should prioritize the preservation of biodiversity and soil resources.

Zoning and urban restructuring: long-term change in the location of manufacturing in industrialised city-regions

ABSTRACT This paper responds to the lack of longitudinal research on the role of urban planning in mediating broader processes of economic restructuring in industrialised city-regions. Our research tracks the location of manufacturing activity against industrial zoning changes from the 1950s to the 2020s within the Melbourne metropolitan region of Victoria, Australia. We find consolidation in established middle suburbs rather than greenfield areas, and evidence that land-use planning mediated this geography. By taking a long-run view, our study highlights the consequences of land-use planning for future urban economic development in a context where many city-regions face critical industrial land shortages.

Study on the Spatiotemporal Evolution Relationship Between Ecological Resilience and Land Use Intensity in Hebei Province and Scenario Simulation

The ecological health of Hebei Province is critical to the sustainable development of the Beijing–Tianjin–Hebei region. However, the increasing intensity of land use in recent years has placed significant pressure on local ecosystems, making it essential to understand how land use changes affect ecological resilience across different regions and time periods. This study takes Hebei Province as the research area and selects four time points—1990, 2000, 2010, and 2020—to systematically evaluate the spatiotemporal variations in ecological resilience and land use intensity using indicators such as the water resource supply, climate regulation, hydrological regulation, biodiversity, the landscape pattern index, and land use types. This study employs spatial analysis methodologies, including the spatial autocorrelation model and the Geographically Weighted Regression (GWR) model, to systematically analyze spatial clustering patterns, spatial heterogeneity, and influencing mechanisms. Scenario simulations are also conducted to predict ecological resilience trends in 2030 under a sustainable development scenario. The results indicate that (1) over the past 30 years, both ecological resilience and land use intensity in Hebei Province have generally increased, with notable spatial disparities among cities. (2) Moreover, a significant negative correlation exists between ecological resilience and land use intensity, with the GWR model revealing pronounced spatial heterogeneity. The impact of land use intensity on ecological resilience is relatively minor in highly urbanized central and southern regions, while northern and northwestern regions are more sensitive to changes, highlighting the need for better coordination between land use planning and ecological protection. (3) Finally, scenario simulations predict a slight overall decline in ecological resilience by 2030, with central and southern cities projected to experience the largest decreases, while some northern cities are expected to see modest improvements. These findings underscore the importance of regionally differentiated land use management and ecological protection strategies. This study provides scientific evidence and planning recommendations to improve ecological resilience and environmental protection in Hebei Province. At the same time, this study contributes to a deeper understanding of how land use dynamics influence ecological resilience. The methodologies and findings presented in this study can also be applied to guide sustainable development planning in other rapidly urbanizing areas, providing a valuable framework for addressing regions facing similar ecological challenges.

KINERJA PEGAWAI PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH, PENELITIAN DAN PENGEMBANGAN KABUPATEN HULU SUNGAI UTARA

The performance of employees of the Development Planning, Research and Development Agency of Hulu Sungai Utara Regency is good as a picture of quality human resources. The problem is that some employees are less thorough in carrying out their duties, lack of understanding about planning, and the problem of vacant positions, namely the Head of the Regional Development Planning, Control and Evaluation Division (P2EPD) and the lack of functional planner positions. The purpose of this study was to determine the performance of employees at the Development Planning, Research and Development Agency of Hulu Sungai Utara Regency and the factors that influence it. Descriptive qualitative research method, data collection techniques are interviews, observation and documentation. Data sources were taken through Convinence Sampling totaling 11 people. After the data is collected, it is reclassified and then analyzed to draw a conclusion, then test the reliability of the data, extend observation, increase persistence, and triangulation. The results of this study indicate that the performance of employees at the Development Planning, Research and Development Agency of Hulu Sungai Utara Regency is good. This can be seen in the indicators First, the Quality of Work from the skills and abilities of the average employee is quite good. Second, the quantity of employee tasks has not all been completed properly. Third, the timeliness of employees in completing work in accordance with the predetermined time. Fourth, the effectiveness of the use of resources is quite good, but it needs to be added to human resources and infrastructure that needs to be equipped. Fifth, independence and commitment have been carried out responsibly. The driving factors for employee performance at the Development Planning, Research and Development Agency of Hulu Sungai Utara Regency are mutual cooperation, good coordination, and the work environment. Factors that hinder Employee Performance at the Office of the Development Planning, Research and Development Agency of Hulu Sungai Utara Regency are lack of facilities and infrastructure and lack of employees. It is recommended that the Head of Bappelitbang should add human resources, give awards to employees who work professionally, provide opportunities for training to goods managers so that they carry out the right inventory and according to what is needed.

Investment policy in the strategizing of regional development in the neo-industrial economy

Subject. The article addresses investment policy in regional strategic planning in the context of the neo-industrial economy. Objectives. The purpose is to examine the processes of investment policy formation within strategic planning of regional development in the era of neo-industrial development. Methods. The study employs the systems, institutional, methodological approaches, as well as logical, dialectical methods, and comparative analysis. Results. We established characteristics of emerging paradigm of neo-industrial development in the Russian economy. The paper proves that the strategies of socio-economic development of regions should take into account the existing paradigm of neo-industrial development. Investment policy should be one of the most important components in the implementation of the concept of neo-industrial development of Russia and its regions. Conclusions. In the context of neo-industrial development, fundamental changes are needed in the management of regional development. Strategic planning and management of regional development require adjustments to current trends in global development, changing environmental conditions, including those in neo-industrial development. Strategic planning and strategic management must be considered in close relationship with investment policy, which is confirmed by global trends in its formation. Investment policy contributes to the implementation of the set directions in regional strategizing.

The impact of cross disciplinary communication methods on the support needs, quality of life, and emotions of patients with advanced lung cancer

Background: The condition of advanced lung cancer patients is already quite severe. At this stage, the tumor has basically spread to other areas or caused multiple recurrent lesions, which not only increases the difficulty of treatment but also leads to a significant decrease in disease control rate. Aim: To analyze the impact of cross disciplinary communication methods on patients with advanced lung cancer. Methods: A comparative study involving 152 advanced lung cancer patients from January 2022 to January 2024 was conducted. Patients were randomly divided into an observation group (73 cases, using interdisciplinary communication) and a control group (79 cases, using routine nursing). An interdisciplinary team, including nurses, physicians, head nurses, and psychology experts, developed communication plans. The study compared emotional states (DASS-21), supportive care needs (SCNS-SF34), disease uncertainty (MUIS), quality of life (FACT-L), and compliance between the two groups. The study's limitation is the relatively single sample selection, potentially affecting result generalizability. Result: After intervention, the DASS-21 score, SCNS-SF34 score, and MUIS score in the observation group were lower than those in the control group, while the FACT-L score was higher than that in the control group (P < 0.05); the good compliance rate of the observation group was 97.26% (71/73), which was higher than that of the control group (86.08% (68/79) (P < 0.05). Conclusion: For patients with advanced lung cancer, adopting cross disciplinary communication for intervention can not only effectively alleviate their negative emotions and reduce their sense of disease uncertainty, but also maximize the satisfaction of their supportive care needs, ensure their quality of life, and to some extent, obtain good cooperation from patients.

Comparing ARFIMA and ARIMA Models in Forecasting under Five Mortality Rate in Tanzania

Tanzania has been taking various measures to drop the Under-Five Mortality Rate (UFMR), but the pace to meet national and global UFMR targets has been slow. Nevertheless, the decline for the past years has continued to be low as compared to the Sustainable Development Goals (SDGs) target which is set at 25 deaths/1000 live births by 2030. The lack of statistical modeling-based forecast values of UFMR results into setting targets that are not SMART towards the realization of national and international goals of the health sector. Thus, the current study uses both ARFIMA and ARIMA to make forecasts of UFMR in Tanzania from 2021 to 2030 by using data extracted from the World Databank - World Development Indicators (WDI). Also, an accuracy comparison between the ARFIMA and ARIMA best-fit models in forecasting UFMR was conducted. The forecasts from the best ARFIMA (1, 0.284243, 2) model indicate that by June 2026 the rate will on average be 41 deaths/1,000 live births as compared to the Tanzanian Five Year Development Plan Phase III (TFYDP-III) target of 40 deaths/1,000 live births; whereas the best fit ARIMA (1, 2, 0) model forecasts depict that the rate will be 40.1 deaths/1,000 live births as compared to the TFYDP-III target. In relation to the UN SDGs target of 25 deaths/1,000 live births by 2030, the ARFIMA (1, 0.284243, 2) model forecast values indicate that by 2030, Tanzania will experience a decrease in UFMR to 35.2 deaths/1,000 live births. The ARIMA (1, 2, 0) forecast values indicate that by 2030, Tanzania will experience a decrease in UFMR to 32.9 deaths/1,000 live births. The results of using RMSE and MAPE forecasting model accuracy measures reveal that the ARFIMA (1, 0.284243, 2) model performs better than ARIMA (1, 2, 0) in forecasting UFMR.

Research on Talent Management Model in Internet Industry -- Taking Baidu as an Example

With the rapid development of the Internet industry, talent recruitment and training has become a key factor in enterprise competition. This paper takes Baidu as an example to discuss its talent management model in the Internet industry. Through case analysis and comparative research, it reveals Baidu's strategies and outcomes in talent recruitment and training. The findings reveal that Baidu has successfully attracted and retained many outstanding talents through measures such as multi-channel recruitment, internal training, and career development plans. However, challenges remain, such as the need to strengthen the cultivation of emerging technology talents. The research provides theoretical guidance for talent management in the Internet industry and addresses the research gap in related fields.

Analysis of components and find mechanism models to promote digital transformational leadership of school administrators

The research aimed to: 1) analyze components and indicators of digital transformation leadership among school administrators, 2) assess their leadership needs, and 3) develop mechanism models to promote this leadership. A mixed-method approach was applied, involving three sample groups: 8 experts, 406 administrators, and 7 experts. Data collection tools included semi-structured interviews, leadership scales, needs assessments, and focus group discussions, with analysis performed through construct validity testing, needs assessment, and content analysis. The findings revealed: 1) The components and indicators of digital transformation leadership showed structural validity, as confirmed by the model’s alignment with empirical data (Chi-Square = 82.3, df = 65, p = 0.072, CFI = 0.998, TLI = 0.997, RMR = 0.00965, RMSEA = 0.0256). 2) Among the leadership components, “innovative knowledge” ranked highest in need (PNImodified = 0.075), followed by “ideological influence” (0.066), “consideration of individuality” (0.055), “intellectual stimulation” (0.052), and “inspiration” (0.053). 3) Mechanism models for promoting leadership emphasized enhancing these five components to strengthen administrators’ skills in applying technology, managing teaching and development plans, and fostering innovation. Administrators were encouraged to tailor strategies to individual needs, inspire personnel, and create a commitment to organizational change and development. These mechanisms aim to equip administrators to effectively lead transformations, motivate staff, and drive educational institutions to adapt and thrive in evolving environments.

Sedimentary Characteristics of Shallow Water Delta: A Case Study from the Paleogene Funing Formation in the Haian Sag of the Subei Basin, China

Haian Depression is one of the key areas for oil and gas resource replacement in Jiangsu Oilfield. Since the 13th cycle of the Five Year Plan, with the continuous improvement in the exploration level of the Taizhou Formation (K2t), the difficulty of tapping potential has gradually increased. It is urgent to change our thinking and expand new exploration layers. From the perspective of oil and gas display frequency in different layers of the Haian Depression, except for K2t, the oil and gas systems with the Fusan Member (E1f3) as the main reservoir have good oil and gas display frequency, demonstrating great exploration potential. This study of sedimentary characteristics is the basis of analyzing the sedimentary environment and lithofacies paleogeographic conditions and is of great significance for determining the distribution range of subtle oil and gas reservoirs. Based on this understanding, this study was specially established to systematically analyze the logging curves of forty-three wells in the research area, combined with core observations of eighteen coring wells and the analysis of eight seismic profiles. The results show that the low slope, warm and humid climate, sufficient provenance, and frequent lake level rise and fall cycles during the deposition period of the E1f3 member of the Haian Sag provide a favorable depositional background for the development of shallow water delta in the study area. There are many gullies in the research area, mainly consisting of U-shaped gullies and W-shaped gullies. Slope breaks are mainly affected by structural factors leading to fractures, and the types are mostly fault terrbreakslope breaks. In the study area, the shallow water delta deposits during the deposition period of the four key sand groups in the Fu3 Formation are dominated by the shallow water delta front and shallow water prodelta. The shallow water delta plain subfacies are not significantly developed because of erosion. The sand bodies are mainly distributed in the Sunjiawa Subdepression, and the Fuan Subdepression in the north of the depression, and the sand bodies in the plane show the filling characteristics of the strip. Based on the above research, a sedimentary model of shallow water delta during the E1f3 section of the Haian Depression was established, providing a geological basis for the design of exploration and development plans for hidden oil and gas reservoirs in the next step.

MASH will focus on helping the semiconductor industry to transition Materials into Systems: advanced communications, non-volatile memory, More than Moore devices, IIoT , Artificial Intelligence, edge computing, wireless communications, quantum devices, environmental sustainability, and materials and substrates. MASH activities will center around three cross-cutting areas: • Si-adjacent technologies, • Advanced packaging, • Digital Twins & AI for semiconductor processes. MASH will develop skills-based educational and workforce development plans to attract people to the field, provide companies with an agile system to meet staffing requirements, and at the same time, enhance racial and socioeconomic diversity.

Manajemen Tempat Pengelolaan Sampah Terpadu (TPST) di Desa Cilongok Kabupaten Banyumas

Effective and sustainable waste management has become a major challenge in Cilongok Village, Cilongok District, due to the high volume of domestic waste generated by the community. This study aims to design integrated waste management facilities (TPST) as a solution to reduce environmental impacts and raise public awareness about waste management. The research employs a qualitative methodology, with data collected through observations, interviews, and documentation, and informants selected using purposive sampling. The study results are analyzed from the following aspects: Planning: The planning process involves several strategies or stages, including work program planning, socialization planning, and development planning. Organization: A structured organization and a clear division of roles and responsibilities have been established within the waste management institution. Implementation: Flagship programs have been executed, such as compost production, RDF (Refuse-Derived Fuel) manufacturing, and maggot feed production from waste slurry. Supervision: Supervision activities include internal monitoring among TPST members and external involvement, particularly from village government authorities.

Reflections on the Construction of “Double-qualified” Teacher Team under the Background of School-Enterprise Community

With the rapid development of vocational education, the construction of “double-qualified” teachers in higher vocational colleges has increasingly become the key to improve the quality of vocational education. This paper first discusses the connotation and importance of “double-teacher” teachers and then analyzes the current situation and dilemma of “double-teacher” teacher team construction under the background of the school-enterprise community, including structural problems, insufficient salary and treatment, career development path is not smooth and school-enterprise cooperation is not close. In response to these problems, this paper puts forward the construction paths of establishing career development and career planning system, strengthening the professional title evaluation mechanism and teaching assessment system, improving the salary and treatment level, deepening the school-enterprise cooperation mechanism, improving the teacher training mechanism and strengthening the policy support and guarantee. Through these measures, the aim is to promote the high-quality development of “double-qualified” teachers in higher vocational colleges, and provide a strong talent guarantee for vocational education.

RETENÇÃO DE TALENTOS EM EMPRESAS PÚBLICAS ANGOLANAS: DESAFIOS E ESTRATÉGIAS NUM CENÁRIO DINÂMICO

This study addresses the main challenges faced by Angolan public enterprises in talent retention, considering the constantly changing legal, regulatory, and economic context of the country. The aim of the research was to identify the factors that hinder the retention of qualified professionals in Angolan public institutions and to propose strategies to overcome these obstacles. The research was conducted in three ministerial departments, namely: the Ministry of Health, the Ministry of Justice and Human Rights, and the Ministry of Youth and Sports, using a qualitative approach, with semi-structured interviews conducted with managers and some employees. The results showed that economic instability, the shortage of qualified professionals, the lack of effective career development programmes, and frequent changes to the Labour Code are the main challenges to talent retention. Furthermore, the research revealed that the organisational culture of these institutions does not adequately value employee growth and development, contributing to high staff turnover. The study also highlights specific characteristics of the public sector, such as bureaucracy and the lack of resources. The research suggests that, to improve talent retention, it is essential for public enterprises to invest in continuous training programmes, adopt more attractive incentive policies, and adapt their human resources management practices to the new demands of the labour market. In addition, implementing well-structured career development plans, mentorship programmes, and strengthening leadership and development actions are crucial to increasing employee motivation and commitment. Although the research focused on three ministries, its findings offer valuable contributions to public administration in Angola and can serve as a basis for the formulation of more effective public policies.

Poverty Reduction Through Adaptive Social Protection and Spatial Poverty Model in Labuan Bajo, Indonesia’s National Strategic Tourism Areas

Despite Indonesia’s significant economic progress, certain regions, such as West Manggarai Regency in East Nusa Tenggara, continue to face persistent poverty challenges. While strategic tourism initiatives in Labuan Bajo have spurred regional development, the benefits have not reached local communities equitably, highlighting a disconnect between economic growth and community well-being. Addressing this gap requires an integrated approach that links social protection, disaster risk reduction, climate adaptation, and economic diversification. This paper proposes an adaptive social protection (ASP) framework that aims to increase the resilience of vulnerable populations by integrating social protection systems with disaster preparedness and sustainable economic strategies. The research critically examines the Regional Medium-Term Development Plan (RPJMD) of Kabupaten Manggarai Barat (2021–2026), identifying existing policy gaps and opportunities for improvement. Using a mixed-methods approach, this study used cluster mapping and geographically weighted regression analysis to model and visualise poverty distribution alongside infrastructure conditions. These findings will inform the design of a targeted ASP programme to reduce poverty and build resilience to economic and environmental shocks. By aligning with sustainable development principles, the proposed framework addresses the dual goals of poverty reduction and disaster risk reduction. This study provides actionable recommendations for local governments to strengthen social protection mechanisms, promote inclusive economic growth, and ensure equitable distribution of tourism benefits. The findings provide a policy blueprint for promoting sustainable and inclusive development in West Manggarai Regency, with implications for similar contexts in other regions.

An analysis of policy reliance on entrepreneurship

Entrepreneurship has become a grand term in government policy as a method to curb unemployment and joblessness amongst youth. Developing countries battling slow economic growth, graduate unemployment and lack of jobs have since devised entrepreneurship policies with hopes to address these challenges. However, these efforts have fallen short in recognising the issues of structure and agency in deciding such policy. This paper asks the question: What are the policy inferences on youth entrepreneurship based on its policy contents and statements? And the objective of this study is to analyse the key policy views on entrepreneurship. The literature review on structure and agency is explored in this paper where the political and individual agency are engaged. The methodological approach is a qualitative documentary analysis of two policies namely the National Youth Policy and National Development Plan. A mini-case study of a South African University is also presented in the paper. The findings show that students remain with little agency to none when it comes to the promotion of entrepreneurship on campuses. This is because the structure of policy enactment takes a top-down approach that suppresses other views that are not directly promoting entrepreneurship to deal with unemployment and joblessness amongst youth, in particular students and graduates. The key discussions of the paper show that the South African university is used by the state to drive policy promotions of entrepreneurship. The discussion exposes both structural and agency issues condoning the use of entrepreneurship to responsibilise youths through policy that they should create jobs via entrepreneurship. Whilst this view is common and popular, this paper challenges researchers and scholarship on entrepreneurship to further investigate the potential role of policy in enabling entrepreneurship amongst students other than to simply coerce them to the practice. The original contribution of this study is that it provides a different approach to entrepreneurship research showing the downside of entrepreneurship policy as opposed to research that generally promotes it.

User requirements for research data management services in Myanmar university libraries: A case study of the University of Yangon Library

University libraries in Myanmar are developing research data management services (RDMS) to support and boost the country's research and development. This paper reports on a research study that aims to identify and understand user requirements for RDMS. The University of Yangon Library (UYL) was selected as the research case, and 40 faculty members, research students, and library workers were approached and interviewed. The analysis of interview data adopted a thematic approach and used two analytic tools: coding for tagging and interpreting data; and concept map for visualising and demonstrating the progress of analysis. The analysis discerned 12 RDMS requirements in four theoretical themes: research data management planning, research data collection, research data processing and analysis, and research data preservation and sharing. Moreover, the analysis indicated that, to support the development of RDMS, libraries should enact three different roles, namely, participative role, educational and consultative role, and facilitative role. Also, practical implications were drawn from the analysis and suggested a three-stage action plan for RDMS development at the case library. Although this study focuses on libraries in Myanmar universities, the findings provide useful insights and implications for university libraries in other countries.
