The Role of Economic Infrastructure in Regional Development: Strategy to Strengthen Tourism Economic Zones� Supporting System

Regional based development is an important issue to Indonesia as an archipelago country. One of the alternative to this issue is tourism development, theoretically tourism-dependent economy expectedly has positive impact to the economy. Regional development based on tourism expectedly can be more progressive if supported by tourism special economic zones. Therefore, the availability and appropriateness of the infrastructure must be examined. The aim of this research is to map tourism infrastructure condition in Indonesia, identify the obstacles of tourism infrastructure development, and analyze supporting infrastructure for inclusive and competitive tourism economic zones. The results show that there are still different definitions for tourism that affects the policy implementation. Moreover, there is still gap between infrastructure availability and needs in the tourism development, especially in tourism economic zones. Otherwise, community in the tourism economic zones surrounding areas have relatively strong social capital to support tourism. This condition should be the other supporting factors besides proper infrastructure and governance.

Distribution and habitat associations of the Critically Endangered frog Walkerana phrynoderma (Anura: Ranixalidae), with an assessment of potential threats, abundance, and morphology

Distribution and habitat associations of the Critically Endangered frog Walkerana phrynoderma (Anura: Ranixalidae), with an assessment of potential threats, abundance, and morphology. Little is known about Walkerana phrynoderma, a frog endemic to the Anamalai Hills of the Western Ghats of India. Baseline information (i.e., distribution, threats, habitat characteristics, activity patterns, and relative abundance) is provided for this species, with the aim of improving our understanding of the status of the species in the wild. Visual-encounter, transect, and time-activity budget surveys were conducted in and around the Anamalai Hills of the Western Ghats. The frog skin was swabbed to determine the presence/absence of Batrachochytrium dendrobatidis, and habitat and environmental characteristics were recorded at sites where W. phrynoderma was found. These data were compared with those of sites apparently lacking this species that had suitable habitat. Walkerana phrynoderma is restricted to evergreen forests between 1300 and 1700 m a.s.l. in the Anamalai Tiger Reserve and at Munnar; thus, its range was extended from the state of Tamil Nadu to the adjoining state of Kerala. Pesticide runoff and human disturbance are the most severe threats to the species; B. dendrobatidis was not detected. This nocturnal anuran prefers forest edges and is associated with well-shaded forest foors in cool areas near freshwater streams. Walkerana phrynoderma is rarely encountered whereas its congener, W. leptodactyla, is more common. The impact of anthropogenic disturbances, especially waste disposal and development of tourism infrastructure, should be evaluated. The land that is owned by the Forest Department peripheral to the protected areas could be designated as eco-sensitive sites to prevent changes in land use that could have an adverse effect on W. phrynoderma.

Recreational and Touristic Activity, Forming Poltava Region in the Territory Branding Context

The analysis of factors of branding of territories that is the driving force for the development of the recreational and tourist system of the Poltava region is carried out. The approaches used by the regions to create their brand strategy are analyzed. Regardless of the specific objectives, successful brand strategy strategies of territories characterized by a common partner approach have been researched. As a result of the analysis of the structure of urban planning, to identify common factors that affect both the design of urban development objects and the design of the brand territory. It is concluded that the urban construction concept is the starting impulse of the territorial branding strategy. The types of potentially attractive resources for economic development and increase of attractiveness of the region are determined. The given classification is a religious tourism based on a rather developed network of religious buildings, most of which are architectural monuments, as one of the most important at the present stage of the development of tourist infrastructure in the Poltava region. On the example of organizing a regional network of religious tourism, the feasibility of using it to increase the investment attractiveness of the region has been proved.

Development versus conservation: evaluation of landscape structure changes in Demänovská Valley, Slovakia

This paper presents the changes of landscape structure in the Demanovska Valley which ranks among the most valuable protected areas of Slovakia. The area was selected on the basis of changes associated with the rapidly growing tourism industry and the rise of an important destination in the center of Low Tatras National Park, Slovakia. To document any changes, we visually interpreted data from aerial and satellite images in three periods (1949, 2007 and 2013) and for predicting future changes we used land use planning documentation. Interpreted data were analyzed using overlay analysis and landscape metrics. Results showed extensive changes in the landscape structure mainly connected with the development of tourism infrastructure. We also identified long-term changes whose causes stem from the transformation of society and forest management in the past. The dynamics and extent of these changes may increase in the future. We propose to stop future development of ski slopes and expansion of related infrastructure, to focus on sustainability and environmentally friendly operation of the existing ski resort and to invest a substantial portion of profits to support projects aimed to preserve surrounding lands and wildlife.

Role of Financial Sector Development as a Contingent Factor in the Remittances and Growth Nexus: A Panel Study of Pacific Island Countries

Except for emergencies and for technical assistance for raising skills and institution building, foreign aid to Pacific island countries (PICs) for budgetary support has been phased out since the late 1990s. Because of the small sized domestic markets, foreign direct investment (FDI) is small and is confined to development of tourism infrastructure. On the other hand, inward remittances received from the rising number of islanders migrating overseas for work are increasing, far exceeding aid and FDI. However, influence of remittances on economic growth depends on financial sector development (FSD) for mobilizing the savings from the remittance receipts for domestic investment. This paper assesses the role of FSD in the nexus between remittances and economic growth through a panel study of five major PICs, namely Fiji, Samoa, Solomon Islands, Tonga and Vanuatu. The study findings show that the ongoing efforts for strengthening FSD have to be stepped up by focusing on financial inclusion through spread of branchless banking and promotion of information and communication technology.

Tourism Infrastructure, Recreational Facilities and Tourism Development

Purpose and design – This research explores the interconnectedness between tourism infrastructure, recreational facilities and tourism development. It analyses their importance in, and compliance with the current phase of tourism development in the destination (TALC). Attention has been given to the tourist board managers' perception of infrastructural management and key limitation for their involvement in the management process. Finally, the role of the private sector in the development of infrastructure and facilities in destination has been explored. Methodology and approach – The semi-structured questioner has been repeatedly sent to 312 tourist board managers in Croatia, leading Southern Mediterranean destination. The research applies qualitative and quantitative analysis. Findings – There is a significant correlation between TALC and number of arrivals, overnights, the current state of the infrastructure and facilities. Findings suggest growing demand and expectations regarding infrastructure and facilities in the examined destination can be related to a destination position in TALC. The compliance level between the stage of the tourism development and state of the infrastructure and facilities varies especially between destinations in initial and maturing phases of tourism development. The destinations position in TALC is correlated with the importance of specific types of infrastructure and facilities for a specific destination. Due to mostly financial limitations, managers are not willing to take responsibility for the development of tourism infrastructure. Their expectations regarding private sector involvement vary, considering the type of infrastructure, facilities and destinations position in TALC. The originality of the research – Research provides supply-side perspective and new insights into the infrastructural development – TALC relation, and delivers tourist board managers attitudes toward the private sector involvement.

FEATURES OF INVESTMENT PROVIDING OF THE TOURISM SPHERE IN THE CONDITIONS OF TRANSNATIONALIZATION OF THE WORLD BUSINESS PROCESSES

В даній науковій статті розкрито особливості інвестиційного забезпечення туристичної сфери в умовах транснаціоналізації світогосподарських процесів. Зокрема, встановлено тенденції, рівень та окреслено транснаціональний вектор функціонування туристичної сфери; представлено особливості розвитку туристичних ланцюгів. Проаналізовано рівень капіталізації країн і обсягів інвестицій у світовий ринок туристичних послуг; умови та засади нарощення бізнес–діяльності ТНК і туристичних ланцюгів; виокремлено стратегії фінансового забезпечення розвитку, що реалізуються готельними ТНК, та чинники зростання обсягів реалізованих туристичних послуг. Сформовано та згруповано фактори покращення інвестиційного клімату, що виступають як засадничі умови розвитку інвестиційного забезпечення туристичної сфери в умовах транснаціоналізації світогосподарських процесів.

Exploring coastal development scenarios for Zanzibar: A local microcosm-inspired Delphi survey

Tropical coastal systems are undergoing rapid change, which impacts people and natural resources, and that requires innovative governance processes to be turned into an opportunity for sustainable management. Focusing on Unguja, the main island of the Zanzibar archipelago in Tanzania, this study explores the current state of the island's coastal systems, as well as probable and desirable scenarios for the future. Based on a two-round iterative Delphi survey aimed at coastal science & management experts, research priorities are identified, and explorative scenarios are proposed. The findings indicate that demographic pressure is expected to have a high impact, and that competing coastal land use claims balancing between tourism infrastructure development and local fisheries-related land are to be expected. Sustainable alternative livelihood strategies are however expected to be part of the solution, for a resilient coastal system, if inclusive governance and management strategies are put in place, e.g. regarding access to coastal resources. This study combines the predictive and normative components of explorative scenarios and its approach and findings can be inspiring in the whole Western Indian Ocean region, beyond the Zanzibar case study.

관광수용력과 관광만족도와의 관계 : 관광정책역량의 매개효과를 중심으로

This paper attempts to identify the importance of tourism carrying capacity and tourism policy capacity to tourism resources and tourism infrastructure to enhance tourism satisfaction. In particular, I tried to verify the mediating effect of tourism policy capacity on the relationship between tourism carrying capacity and tourism satisfaction. For this purpose, I conducted the multi-mediated effect analysis of the parallel structure by the Process macro method using the standard model of the local tourism development index announced by the Ministry of Culture, Sports and Tourism in 2016. The results of the analysis are as follows; First, as a result of correlation analysis, there was a positive correlation between tourism capacity, tourism policy capacity and tourism satisfaction. Second, the mediating effect of tourism policy capacity on tourism resource distribution and tourism satisfaction is a mediating effect of human capacity, which has a positive partial mediation. Third, the mediating effect of tourism policy capacity on tourism infrastructure and tourism satisfaction is a mediating effect of human capacity, which has a positive partial mediation. Based on the above results, it is the mediative tourism policy capacity that plays the most important role in enhancing the satisfaction of the local tourism by expanding the tourism carrying system such as development of tourism resources and tourism infrastructure. I was able to identify that the mediative tourism policy capacity was a human capacity such as a tourism policy human resources and tourism education. In this regards, I suggested that the specialization of tourist policy personnel and various support systems should be strengthened so that the satisfaction of tourists can be improved through the improvement of the quality of tourist products and the development of various tourist contents.

Factors and Strategy for Sustainable Tourism in Boti Village, East Nusa Tenggara

The potentiality and limitation of tourism development in Boti Village of Timor Island lead to the needs of a comprehensive strategy to enhance the sustainability of tourism. The aims of the research are to describes the variable influence the sustainability of tourism and drawn the design for sustainable tourism in Boti Village. This research identifies 13 variables as crucial factors to determine the sustainable tourism in Boti Village. It is including strengthening local law in Boti, implementation of tourism regulation, formalizing regulation related to tourism zonation, strengthening conservation program, infrastructure development, accessibility improvement, fundraising and generating public support for funding, strengthening community development program and implementation, promoting research for tourism development, strengthening role of local institution (or locally called Lembaga Adat/Masyarakat), strengthening role of government in tourism infrastructure and accessibility development, strengthening the role of private sector, and developing and improving proper marketing strategy. БАСЕЙН РІЧКИ ЧОРНА ТИСА –ПЕРСПЕКТИВНА ТЕРИТОРІЯДЛЯ РОЗШИРЕННЯ МЕЖКАРПАТСЬКОГО БІОСФЕРНОГО ЗАПОВІДНИКА

Іn this article, we substantiate the practicability of incorporating the upper part of the Chorna Tysa river basin in to the Svydovets preservation massif (CBR). This expansion will not only increase the value of this object of protection of the natural and cultural heritage, but also will allow the introduction of semi-stationary scientific research within the practice area with the students of Taras Shevchenko National University's for the further study and monitoring of natural processes and anthropogenic influences. This territory is characterized by increased vulnerability to human impacts, therefore it is proposed to provide it with a differentiated conservation regime including planning of economic activities and implementation of constant monitoring of the state of landscapes and dangerous natural processes . We offer functional zoning based on the landscape structure of the territory with allocation of conservation, buffer and economic zones. It is proposed to include the relict subalpine glacial landscapes with mountain glacial lakes, subalpine meadows and forests that are unique to the Ukrainian Carpathians, to the protected area. The recreational potential of the territory can be realized by creating a modern European tourist and recreational infrastructure in the economic zone of Chorna Tysa village, Yasinya settlement and Rakhiv city. The restricted tourism with corresponding arrangement of a tourist and ecological routes is possible to develop in buffer and protected areas. The development of tourism infrastructure will increase the attractiveness of the area for tourists and increase the competitiveness of local communities. The unique and rare scenic landscapes of the Chorna Tysa Basin should form the basis for the creation of a The Pan European Ecological Network, since the sourses of the Tysa are a natural and cultural symbol for the countries of basin of the middle Danube. Natural conditions and resources of this region in Ukraine require special attention. In our opinion, the future ecological corridor along the whole valley of the Tysa River, which would combine the protected areas of the CBR is very relevant for all countries of the Tysa Basin. However, currently, construction of the tourist-recreation complex "Svydovets" is planned on this territory, which, judging by the detailed plan of the territory for the implementation of this project, can completely destroy the natural ecosystems of the region.

Criteria for the Selection of Tourism Destinations by Students from Different Countries

Abstract The objective of this paper is to identify selected aspects of the management of information about prospective tourist destinations by young people (students) from Canada, Poland, and Trinidad and Tobago. On the basis of a questionnaire study, the ranking of preferences of respondents (i.e., the main criteria of destination choice) has been presented. Students were selected as respondents - as a “convenient sample” - in this privately funded study. A variety of aspects related to comfort (and convenience) and attractiveness have been identified as most important to the choice of destination. These are also leading motives that may form a platform for advertising campaigns and suggestions for regional development. This examination has been done mainly with the use of analysis of averages, Spearman correlation coefficients, and various approaches to factor analysis. It turns out that despite very different characteristics of respondents from the three countries, both their preferences and motives for promotion of the destination are very similar. Conclusions can be helpful for travel agencies and those responsible for the development of tourism infrastructure, as well as for the organization of further studies on the subject. The combination of various statistical tools used when examining the subject and the finding - that is, the similarity of preferences between travelers - can be regarded as new value when examining the subject.

Развитие туристско-рекреационного комплекса Крыма

The article examines the modern problems of the tourism industry development in the Republic of Crimea with the aim of elaborating comprehensive measures for the development of tourism infrastructure in the region, assign tasks, public-private partnerships in the management of tourism and recreational complex of Crimea. The article is aimed at the process of the development of tourism and recreational complex of Crimea. Particular attention is given to the theoretical-methodological and practical framework for the development of tourism and recreational complex of Crimea at the present stage of economic development. 
 Analysis of the demand for tourist services in Crimea in 2012-2016, shows a range of tourist accommodation and leisure segments. As a result, it is noted the positive trend of tax revenue over that period from tourism facilities of Crimea in structure of total tax revenue, which confirms the urgency of developing Crimean tourism industry. Based on the initial data the authors provide a SWOT-analysis of investment attractiveness of the Republic of Crimea, for considering the development problems of investment attractiveness of the Crimea and find ways to address them. Using a logistic method of economic dynamics, the authors develop probabilistic optimistic and pessimistic projections of tax revenues from the subjects of tourism and recreational complex till 2020. The Republic of Crimea may enter a completely different level of development, corresponding to international standards. 
 Based on the presented potential and classification of various types of tourism, the authors represent the government decisions on the establishment of five tourist-recreational clusters on the peninsula, as well as investment applications in the tourism sector. 
 The research results make it possible to identify the main competitive advantages of the tourism and recreational complex of the Republic of Crimea on the international market and the prospects for its further development.

ОСОБЛИВОСТІ РОЗВИТКУ ТУРИЗМУ НА ЗАКАРПАТТІ В ЧЕХОСЛОВАЦЬКИЙ ПЕРІОД (1918 – 1938)

The article summarizes the features of tourism development in Transcarpathia in the Czechoslovak period. The achievements in development of tourism infrastructure, popularization of summer and winter types of rescreation were outlined. The role of activity of the Club of Czechoslovak tourists was determined. It was established, that іn the twenties - thirties of the twentieth century in Transcarpathia tourism begins to be seen not only as the direction of leisure of the population, but also as an integral sector of the economy, which is able to effectively use available capacity (natural, cultural, material and technical) and positive impact on the overall socio-economic development of the region More than two dozen tourist shelters (houses) mainly in mountainous areas were opened or renovated for tourists. More than 400 people were equipped to sleep in public buildings and institutions of hospitality. Almost 1000 km of hiking trails were marked. There were few dozen hotels, restaurants, canteens, coffee houses throughout Transcarpathia. The largest contribution to the development of tourism infrastructure in this period was made by members of the Club of Czechoslovak tourists. Improvement of transport infrastructure, such as roads, railways, air travel positively influenced the development of tourism. Much attention is paid to the popularization of tourism potential of Transcarpathia. Tourist guides and maps, some articles in complex journals were published, advertising information was spread on the pages of the press. Some tourist trains from Czechoslovak Republic and abroad were sent to Transcarpathia. Particular interest was shown by German, French, Italian, Hungarian tourists. The greatest admiration of visitors was caused by great mountain views that are complemented with historical and cultural sights, crafts and even household and industrial objects. Cultural, educational tours and active recreation prevailed, but recreation resorts were affected with decline. Ski tourism also developed. Ski trails on mountain areas were arranged. Ski competitions at various levels organized annually.

The article analyzes the history and development of domestic tourism infrastructure. The author came to the conclusion that the variety of natural and historical resources that historically contributed to the formation of a tourist product, became the basis for the creation of new recreational zones of tourist destination in Ukraine.The history of the development of tourism infrastructure on the territory of Ukrainian lands began at the time of Kievan Rus. Today, it is a property of about 2,000 unique architectural monuments. Among them are the Kyiv-Pechersk Lavra and the St. Sophia Cathedral, which are included in the UNESCO World Heritage List, the ruins of the Golden Gate, the Cyril and Andrew's churches, the Vydubytsky Monastery, the Vladimir Cathedral, the Mariinsky and Klovsky Palaces, the National Opera and Ballet Theater, the Unique Andreevsky Descent, the Architectural Kreschatik ensemble, about 30 museums, numerous monuments.Development and improvement of Ukraine tourism infrastructure:- Installation and advertising-information support of municipal Tourist Information Center on Independence Square;- Construction and maintenance of parkings for excursion transport with appropriate road signs and markings;- Installation of new and updating existing pointers to tourism objects translated into foreign languages (English); - Installation of new and upgrade existing stands with route-mapping and tourist information in foreign languages (English); - Improvement and construction of recreational areas in Hydroparks- Development of tourist route Everything starts in Kyiv- Construction of pedestrian areas and tourist attractions in Independence Square. Khreshchatyk Str., St. Sophia Square and St. Michael's Square;- Construction of bicycle tourism infrastructure etc.Disclosure of the theme became possible through the use of general scientific methods of cognition: analysis, synthesis, system, generalization, concreteness, historicism and dialectical method. The scientific research also uses special scientific methods of research: historical-comparative, historical-synthetic, historical-diachronic, empirical analysis, etc.

The Study of Suggestive Areas for Boosting Tourism Sector in India

The tourism industry has not only contributed only to the tourism revenue but also it has supported other diverse sectors, too such as horticulture, handicrafts, agriculture, construction and even poultry. Investments in tourism infrastructure development of India contributes not alone to the tourism but to the civic infrastructure also. It might include provision of road side amenities, tourist information bureaus and tourist information providing websites. India as a tourist spot is rising but its growth is comparatively very slow as compared to rest of the countries. Managerial planning, proper advertising, cleanliness, hygiene and infrastructure are some culprits responsible for slow growth of tourism sector. Though, India has a lot of attraction like culture, history, architecture, food, warm people, scenic beauty, temples, festivals, colours but the negative points overshadow the positives. The present paper gives some important suggestive areas for boosting tourism sector in India. It is recommended that training, capacity building and sensitization specific to different categories of service providers should be carried out as part of 'tourism awareness programs'. Special efforts should be made to reach out to the local communities through awareness campaigns and workshops to better inform local bodies, parents, teachers, citizen's groups and individuals seeking gainful employment.

Ленинградская область – территория экологического туризма

The article considers Leningrad region as a territory with enormous potential for the ecological tourism development. The authors show the features of the physic-geographical position and associated natural features of the region. They are the following: climate, relief, inland waters, flora and fauna, which together predetermine the multifaceted possibilities for the creation and development of ecological tours. Moreover, the well-developed network of specially protected natural areas is an important issue. The region has central, neighbor and coastal geographical position and borders with economically developed regions. all this provides additional opportunities to attract tourists and form a tourist flow. According to recent rating research, now the region belongs to areas with relatively high indicators of tourism development. In general Leningrad region has the index value of the tourist infrastructure development level below the average value obtained for the subjects of the North-western Federal District. The authors offer their understanding of the term of «ecological tourism», and pay particular attention to the fact that this type of tourism can be developed both in specially protected natural areas and outside them. In the article special attention is paid to identifying the reasons of the low attendance of specially protected natural areas and the unpopularity of ecological tours. On this basis the article proposes the measures to stimulate the ecological tourism development in Leningrad Region. The last one is promising segment of the market that positively affects the region’s development, including economic sphere.
