Modern trends in the development of industrial sector of economy in the Bryansk region are consi-dered. It outlines positive tendencies and dynamism of today’s changes. The factors determining the competi-tive advantages of the region industry are given and among which - a professional higher educational insti-tution - FSBEI HE "Bryansk State Technical Universi-ty". It works closely with the industrial enterprises in target personnel training and carrying out urgent scien-tific research. Here a number of training centers and research laboratories are formed.
 Continuation of the existing tendencies and further dynamic development of the industry is undoubtedly connected with the enterprises interaction development of the real sector of economy, science and education. Development of strategic partnership and cluster interaction can serve it. It will make it possible to increase educational programs conformity with employer requirements, provide practical market orientation of research and development and strengthen resourcing of scientific and educational process. 
 Project management training is important for spe-cialists of industrial sector of economy; having studied the bases of it together with profile disciplines the graduate will be a suitably qualified entrepreneur capa-ble to carry business independently.

Diagnosis and education for a better future in Uganda

Abstract Since 2005, the Novo Nordisk Haemophilia Foundation (NNHF; www.nnhf.org) has worked in collaboration with local partners and internationally renowned experts to improve access to haemophilia care. The NNHF has identified three areas on which to focus its activities in order to create impact where it is most needed: capacity building, diagnosis and registry, and education and empowerment. Underpinning these focus areas are targeted awareness creation activities and the development of strategic partnerships, which enable and facilitate local impact creation through empowered community advocates and authority engagement. NNHF supports fellowships, local development projects, and recognises extraordinary achievements via the annual ‘NNHF Project of the Year Award’ and the ‘NNHF Community Award’. Raising awareness of haemophilia in Uganda was the NNHF global fundraiser in 2015. This article summarises how the donations raised were used to establish diagnosis and education for a better future for Uganda’s haemophilia patients.

Using ISO (PDCA) and SCOR (PSMD) concepts for strategic partnership

Purpose - The purpose of this paper is to link concepts from the supply chain operations reference model (SCOR) with ISO standards relating to strategic partnership development and management in higher education. Design/Methodology/Approach - Qualitative primary data was obtained from managerial staff working in higher education institutions in seven countries. This data was complemented with content analysis of the literature on strategic partnership published from 2000 to 2013. Findings - It was found that, ISO requirements were compatible to the process-based 'SCOR Model' in terms of management commitment, determination of requirements related to the product, purchase, monitoring process, measurement and analysis. Research Limitations/Implications - Quantitative data from selected institutions in higher education can supplement the qualitative findings. Originality/Value - The holistic view 'Strategic Partnership' highlights the importance of flexible policies and requirements at the strategic level for educators in higher education.

The Dynamics of Lithuanian-Polish Strategic Partnership

The paper aims at identifying relations between the events which influence Lithuanian-Polish strategic cooperation, defining principal aspects of cooperation dynamics, and analysing recent challenges in relations between Lithuania and Poland. For the purpose of analysis the following objectives have been set: 1) to analyse the development of strategic partnership and political dialogue in bilateral relations; 2) to evaluate the importance of security, defence policy, and economic projects in cooperation between the states; 3) to assess the aspect of ethnic minorities in the context of bilateral relations. The authors of the paper seek to review the principal internal and external factors which affect bilateral cooperation between Lithuania and Poland. The following methods of analysis are used in the paper: public statements made by officials, document analysis and discourse formed by the media. The key areas of analysis are the development of political dialogue, strategic cooperation, security and defence policy, economic and energy cooperation, and questions of ethnic minorities in bilateral relations. Presently in the field there is a lack of thorough investigation of similarities and differences of strategic cooperation between Lithuania and Poland.

Service Quality of Advertising and Promotions Agencies in South Africa

Service quality is important to firms that use advertising and communication agencies and these agencies in turn need to make sure that their service quality is what clients expect. The purpose of this research is to assess perceptions of the service quality offered by agencies in South Africa and to identify the most important service attributes of the agency offerings. Agencies were also divided into three types: mass communication agencies, or above the line agencies (ATL), sales promotion agencies, or below the line agencies (BTL), and integrated marketing communication agencies, or full service agencies (FS). A total of 105 responses were received and results were reported for each agency type and in total. The results show some serious differences between what clients are looking for and agency strategies. These are discussed in detail. Recommendations are made which will help agencies in the development of strategic partnerships with clients.

Turning Knowledge Into Action at the Point‐of‐Care: The Collective Experience of Nurses Facilitating the Implementation of Evidence‐Based Practice

Background: Facilitation is considered a way of enabling clinicians to implement evidence into practice by problem solving and providing support. Practice development is a well-established movement in the United Kingdom that incorporates the use of facilitators, but in Canada, the role is more obtuse. Few investigations have observed the process of facilitation as described by individuals experienced in guideline implementation in North America.AimTo describe the tacit knowledge regarding facilitation embedded in the experiences of nurses implementing evidence into practice.Methods: Twenty nurses from across Canada were purposively selected to attend an interactive knowledge translation symposium to examine what has worked and what has not in implementing evidence in practice. This study is an additional in-depth analysis of data collected at the symposium that focuses on facilitation as an intervention to enhance evidence uptake. Critical incident technique was used to elicit examples to examine the nurses’ facilitation experiences. Participants shared their experiences with one another and completed initial data analysis and coding collaboratively. The data were further thematically analyzed using the qualitative inductive approach of constant comparison.Results: A number of factors emerged at various levels associated with the successes and failures of participants’ efforts to facilitate evidence-based practice. Successful implementation related to: (a) focus on a priority issue, (b) relevant evidence, (c) development of strategic partnerships, (d) the use of multiple strategies to effect change, and (e) facilitator characteristics and approach. Negative factors influencing the process were: (a) poor engagement or ownership, (b) resource deficits, (c) conflict, (d) contextual issues, and (e) lack of evaluation and sustainability.Conclusions: Factors at the individual, environmental, organizational, and cultural level influence facilitation of evidence-based practice in real situations at the point-of-care. With a greater understanding of factors contributing to successful or unsuccessful facilitation, future research should focus on analyzing facilitation interventions tailored to address barriers and enhance facilitators of evidence uptake.

The Common Language of Leadership

AbstractAs our complex society continues to call for leadership across all career fields, preparing leaders at the college level can be challenging. This article outlines the results of a comprehensive examination of learning outcomes of 475 academic programs within 72 academic accrediting organizations in regard to student leadership development. The purpose of the current study was twofold: (a) to understand better what competencies college students need to develop in order to engage in leadership in their respective career fields and (b) to use research findings to develop a list of leadership competencies across academic disciplines, serving as a “common language” for use in program planning, course development, as well as individual student advising and mentoring. The Student Leadership Competencies have been translated to contemporary leadership models such as the Relational Leadership Model, the Social Change Model of Leadership Development, the Five Practices of Exemplary Leadership, Emotionally Intelligent Leadership, and the CAS Standards. Implications for the use of the Student Leadership Competencies in program development, program assessment, and the development of strategic partnerships are also discussed.

Retrospections and Perspectives of Russian Diplomacy Actions in 2006

According to he author of this article, Prof. Miao Huashou – from the Euro-Asian Social Development Research Institute and from the Development Research Center of the PRCh State Council, Russian diplomacy may boast of many great successes in 2006. Russia once again creates its image of a great empire by demonstrating its geopolitical and economic inuences. €e country underlines this way its position of an empire equal to the USA. It will continue to strengthen its inuences in the Commonwealth of Independent States and undertake all the eorts aiming to development of strategic partnership with the EU on equal rules. It will also develop its contacts with the USA, as well as it will continue political dialogue and economic cooperation with other, great world powers.

Summary: In general, private sector R&D is sensitive to business cycles, as the case in Korea demonstrates. As a result of the present economic crisis, R&D centers of private firms are at the forefront of the economic restructuring process. New organizational structures, such as decentralization, contract funding, and development of strategic partnerships are becoming prevalent. Structural reform has had positive effects, enhancing the flexibility and productivity of R&D operations, and it has even contributed to rebuilding Korea’s national R&D structure. Negative impacts, however, have also been substantial. A focus on short-term results threatens to destroy the longterm strategic base of some corporate R&D. Strategie Partnerships and the “New” Subscription Agency

The past five years in the serials vendor community have been a period of tremendous change. The number of serials vendors continues to decline while those still left in the marketplace look for ways to adapt to meet new demands and fiscal realities. In the information industry as a whole, there is a trend toward development of strategic partnerships between companies seeking new markets, better margins, or simply a means of survival. Existing business partnerships that involve subscription agencies have tended to involve other third-party service or product providers. However, new business management theories also present the idea of strategic partnerships in the context of building closer, mutually beneficial relationships between suppliers and customers. This paper explores the possible application of this theory and other trends to the changing serials industry.
