The purpose of this work was to study the state and development of retail markets and fairs in the Central Federal District as the most important trade format that provides a significant part of meeting the demand of the population for individual consumer goods. According to official statistics, the role of retail markets and fairs in the implementation of retail trade in the studied district was: for the sale of vegetables - about one fifth, and for the sale of fabrics and clothing – about one sixth of the total turnover, which is quite significant. Based on the analysis of the dynamics of key indicators of the development of retail markets and fairs, a trend of deterioration in most indicators and the gradual withdrawal of enterprises of the studied formats from the consumer market was revealed. The authors consider one of the main reasons for the current situation of reducing the number of units and the volume of activity of retail markets and fairs to be too low a standard for the minimum provision of the population with the number of retail outlets established by the state, which cannot provide the conditions necessary for development. In order to move to a positive development of retail markets and fairs, it is necessary, first of all, to increase this standard, as well as to develop other measures of state support for enterprises of this format.
