The generation and the consumption of an open-system have been predicted in this paper from the expected normal behavior and the expected emergency behavior of the open-system power. The expected behavior of an open-system, from the viewpoint of the generation and consumption in the latter, has been obtained through optimization of the dissipative processes in the open-system. The open-system has been defined as a generator and a consumer to an optimal observer of consistent behaviors. The consistency of open-system behaviors has been introduced as the harmony between a behavior with an average maximal income per unit of time and a behavior with a maximal average income per unit of time. This harmony has been obtained by making consistent the judgments on the open-system development and by consistency based on a cycle in the open-system behavior. The judgments on the open-system development have been obtained from the expected cipher and from the expected success of the open-system.
