Structural Transformation Through a Multi-vector Geo-economic Governance? BRI and Upgrading of the Uzbek Gas Industry

Gas is a strategic source of energy and Uzbekistan ranks 11th in the world for mining and 14th for reserves. The article investigates whether and how the BRI and Chinese capital have contributed to Uzbek structural transformation in the gas industry. It argues that although the Chinese BRI seems to adopt an extractive approach to acquire natural resources, its interventions are also an opportunity for multi-directional forms of upgrading in the gas sector, both directly and indirectly. Directly, first the Chinese involvement as a consumer has reconfigured geo-economic power relations around gas. Secondly, there is an unprecedented support by China to national infrastructure development, both as a lender and a producer. Thirdly, China is the main source of machineries to enable energy transmission. Despite these factors, BRI and the Chinese presence are contributing only marginally to upgrading. A coordinated industrial strategy coming from the Uzbek state remains a necessary condition for structural transformation.

Development of a Low-Density Waste-Based Geopolymer Construction Material

The construction industry, integral to national infrastructure development, faces environmental challenges attributed to Portland cement’s high energy consumption and carbon dioxide emissions during production. To address this challenge, this study integrated waste fly ash and polystyrene into geopolymers to enhance environmental sustainability and economic feasibility. The objectives included developing low-density geopolymers using polystyrene inclusion, optimizing component mixing ratios, assessing activator concentration effects, determining the optimal curing conditions, and characterizing the resulting geopolymers. Through experimental investigation, low-density geopolymers were developed with optimized component ratios and curing conditions. The experimental procedure began with the classification of fly ash to determine its suitability for various applications, revealing it to be type F. Geopolymers were fabricated using a mixture of fly ash, water, sodium hydroxide activator, and polystyrene. Varied concentrations of sodium hydroxide and polystyrene were employed. Two curing temperatures, 60 °C and 100 °C, were explored. The results showed that greater sodium hydroxide concentrations improved the structure and compressive strength of the geopolymers. The results also demonstrated a significant correlation between the curing conditions and the mechanical properties of the produced geopolymers. The goal of reducing the density of the geopolymers for lightweight thermal-resistant applications was achieved through polystyrene incorporation. However, polystyrene incorporation negatively impacted the compressive strength. The optimum production conditions for the sodium hydroxide-varied samples were 8 g sodium hydroxide/g sample cured at 100 °C, while the optimum production conditions for polystyrene-varied samples were 1 g polystyrene/g sample cured at 60 °C. The findings confirmed the viability of utilizing fly ash and polystyrene wastes to produce sustainable, low-density, thermal-resistant construction materials. Overall, increasing activator concentration enhances the strength and durability of geopolymers, while polystyrene contributes to the development of lightweight geopolymers, provided the appropriate amount is utilized. To ensure replicability, the formulation procedure and input quantities must be tailored according to the intended geopolymer application. These insights offer practical guidance for optimizing geopolymer manufacturing processes towards enhanced sustainability and performance.

THE NEXUS BETWEEN TRADE INFRASTRUCTURE DEVELOPMENT AND EXPORT: THE CASE OF CENTRAL AND EASTERN EUROPEAN COUNTRIES

The focus of economic policymakers in Central and Eastern European countries (CEEC) is on developing and improving national infrastructure, including roads, railways and other forms of physical infrastructure needed for the realisation of economic activities, with the primary goal being to create a favourable business environment for foreign investments and export intensification. The article aims to examine whether the development of infrastructure in these countries has contributed to the increase in exports and to what extent, which would likewise examine the justification of infrastructure investments as a part of the economic strategy and foreign trade policy. The method of panel regression analysis with fixed effects was applied, which confirms the positive and statistically significant impact of infrastructure on export, justifying the initiative for the development of national infrastructure in the observed countries. Based on the obtained results, valid conclusions have been drawn regarding the theoretical and practical implications of the research, which point to the importance of physical infrastructure development as one of the leading determinants for export incentives.

A Bibliometric and Meta-Analysis of Studies on Build Operated Transfer

Several countries most often face the problem of completing national infrastructure development. The BoT Bulid Operated Transfer scheme is often used between the government and the private sector. From these studies, there are still too few bibliometric studies on government and private cooperation through the BoT scheme. This research aims to map trends in studies regarding the BoT scheme in government infrastructure development. The analysis method uses searching and collecting metadata from Scopus documents. The data is then processed using Vosviwer software. This research found that research on BoT topics discussed planning, efficiency, assessment, and risk management. Research on BoT will be interesting to discuss in future research on issues surrounding aspects of cooperation with the BoT scheme with political and economic approaches that can influence the success of BoT cooperation. Even though this research can map several topics surrounding BoT, there is still limited space for data collection methods from one source. Future research needs to expand the mapping of BoT studies by exploring broader data.

Infrastructure development as a driver of trade liberalization in the belt and road initiative african countries: A case study from Kenya

Several studies have been carried out on the determinants of international trade. However, little is known about the relationship between infrastructure development and international trade in sub-Saharan African (SSA) countries in general and in Kenya in particular. This article examines the effect of infrastructure development on international trade. Thus, it concerns the analysis of Kenya’s economy during the period 1980-2021.The Autoregressive and Distributed Lags (ARDL) method is employed as estimation technique and different types of infrastructures such as rail lines, paved roads and access to electricity have been highlighted. Moreover, two indicators of international trade named external trade rate and Squalli and Wilson index were employed. The results revealed that access to electricity, paved roads as well as rail lines improve Kenya's external trade rate in the long run. However, no significant relationship was found in the short run. Moreover, the robostness of the results was confirmed with the Squalli and Wilson index. Therefore, Kenya’s goverment must pursue its national infrastructure development program with the support of other development partners by emphasizing the intensification of electricity, the construction of roads and railway lines. To achieve its infrastructure goals Kenya needs to develop the second phase of the Country Strategy Document.

The state budget is only able to support about one-third of the total infrastructure funding required. Unconventional financing alternatives provide significant benefits to national infrastructure development. Unconventional state-owned infrastructure financing has a positive impact on national economic resilience. Increasing the speed of infrastructure development by using non-conventional approaches, infrastructure development can be accelerated because it can involve private participation in financing and managing infrastructure projects. This research uses normative juridical method by using statutory approach and conceptual approach.

Grouping Data On Infrastructure Development In Langkat District Using The Clustering Method (Case Study: PUPR, Langkat Regency)

A building is a man-made structure consisting of walls and a roof permanently erected in a place. Analysis of Occupational Safety and Health (K3) Risk Management in Construction Industry (Case Study: Construction of Natural Gas Transmission Pipelines)

The need for gas in Indonesia is currently quite urgent, but the infrastructure to provide natural gas supplies for industry is inadequate, so the government is encouraging the development of national natural gas infrastructure. In this project, build facilities including Tie-in at the Onshore Receiving Facilities (ORF) and then build a pipeline. The ORF consists of various large instruments, the installation process of which requires the assistance of heavy equipment such as a crane. Instrument installation work at ORF using a crane is included in the critical & extreme risk because the placement will use more than one crane and this work is carried out on a platform. Apart from that, the ORF was built next to an existing LPG station, so this condition has its own potential danger. To find out the source of the biggest risks, risks that may occur, methods of risk mitigation, and the level of effectiveness of the mitigation provided, occupational safety and health risk management analysis could be carried out using the House of Risk (HOR) and Hazard Identification, Risk Assessment & Determining Control (HIRADC) method. Lifting activities on the ORF platform was the biggest source of danger and there were 15 possible risks that may occur, 3 risk agents were in the mobilization of heavy equipment activities (cranes), 5 risk events were in the crane placement activities and 7 risk events were from material transport activities and there were 36 risks agents in it, 9 risk agents for mobilization activities, 11 risk agents for crane placement activities and 14 risk agents for material transport activities. Of the 36 risk agents, 16 of them have high potential, so suggestions for risk mitigation actions were given using the HOR phase II method. By conducting discussions, there were 48 mitigation action plans that were able to reduce the potential of risk agents with 36 main preventive actions, namely suggestions for mitigation actions that had difficulty value 3 or easy to implement. After assessing the recommended preventive actions, an assessment is carried out that there was a reduction in the level of risk using the Hazard Identification, Risk Assessment & Determining Control (HIRADC) method, where there were 3 medium risk categories and 13 low-risk categories. Before recommendations for risk mitigation actions, there were 3 extreme risk categories and 13 high risk categories.

Evaluating the Reactions of Bridge Foundations to Combined Wave–Flow Dynamics

As the ongoing development of national infrastructure progresses, we see an increase in the construction of deep-water bridges, specifically cross-sea bridges. This paper uses Stokes’s wave theory to simulate and analyze how a bridge foundation dynamically responds to wave–fluid interactions. Firstly, the governing equations, boundary conditions and initial conditions of fluid motion are derived, expanded and solved via Stokes’s wave theory, and a spectral model is simulated and plotted. Based on the P-M spectrum and equal frequency method, a method of wave height attenuation during wave propagation is proposed. Using an SSTK-ω turbulence model, a numerical wave flume is established considering the fluid model, the selection of element type and the boundary conditions set, and the influencing factors of wave propagation (attenuation) are analyzed. Waves with different wave parameters (period, depth and height) are numerically simulated and compared with the theoretical values. Finally, we perform an analysis of the dynamic response under wave–current coupling conditions. We establish different operational scenarios and obtain the following results: under a load duration of 200 s, the peak transverse displacements for spans 1, 2 and 3 measure at 0.84 m, 0.63 m and 0.62 m, respectively. The peak transverse displacements under operational scenarios 2 and 3 show reductions of 25.0% and 25.7%, respectively, when compared to scenario 1. However, large transverse displacements remain. This suggests that the influence of waves and water flow on the transverse displacement of the main span should not be overlooked.

Broadband infrastructure and stock price crash risk: Evidence from a quasi-natural experiment

This study investigates the impact of broadband infrastructure development on local firms’ stock price crash risk, using the Broadband China strategic implementation plan (BCS) as a quasi-natural experiment. We show that the BCS constrains management's negative news withholding by mitigating information asymmetry between investors and firms, thereby reducing stock price crash risk. The BCS's impact on crash risk is more pronounced in highly monopolized industries and regions with lower marketization levels. The positive effect of the BCS is also more evident among non-state-owned enterprises and firms with fewer political ties, greater financial constraints, lower institutional ownership, and management possessing financial and academic expertise. Overall, our findings offer new insights into the benefits of broadband infrastructure development for stock market stability and enhancement, supporting continued promotion of national broadband infrastructure development.

Comparative analysis of tourism indicators for Croatia and selected competitive countries

An increasing number of countries are investing in the development of tourism, thus becoming a key driver of socioeconomic development. The effects of tourism are realized through foreign exchange revenues, job creation, and the development of local and national infrastructure. As an international trade service, inbound tourism has become one of the world's major trade categories. Tourism in Croatia is considered an important investment driver and a generator of growth in the national economy. Addressing and development on a competitive basis are determined by the unfavorable macroeconomic environment and business climate in the country. Today's business world is characterized by accelerated development and competitiveness of companies that must stimulate profitable development, measure value creation and continuously learn from success, because only such companies can succeed. The aim of the paper is to show the economic effects of tourism and show the position of Croatian tourism in relation to competitive countries, in order to confirm the hypothesis that Croatia is a strong competitive country.

Application of non-target screening by high-resolution mass spectrometry to identification and control of new contaminants: Implications for sustainable industrial development

Industrial production is the foundation of national infrastructure and economic development, but also brings about environmental pollution as well as other related problems. Since the detection of dioxins in flue gases and fly ash emitted by waste incineration in 1977, research on dioxin emissions, environmental impact, and control technologies and principles—in industries such as incineration and metallurgy—has been ongoing for nearly 50 years. However, research on new pollutants released by industry remains lacking. Although there are case studies on new pollutants (such as hexachlorobutadiene and polychlorinated naphthalenes) from industrial processes such as incineration, comprehensive identification and understanding remains lacking. Non-target screening by high-resolution mass spectrometry has developed rapidly in recent years. The ultra-high resolution of mass spectrometry connected to chromatography could facilitate comprehensive identification of hundreds of thousands of pollutants unintentionally formed during industrial activities, which thus further advance the recognition of industrial emissions by stack gas or solid residues, such as fly ash. The breakthrough screening technique by high resolution mass spectrometry is expected to be used in identification, toxicity and risk assessment, as well as emissions control of new industrial pollutants. Such technology is promising in terms of supporting sustainable industrial development.

The Dynamic Capabilities of Cleantechs and Eco-Innovation in the Use of Green Fiscal Public Policies

Objective: This paper aims to present how Dynamic Capabilities can generate Eco-innovations to take advantage of Green Fiscal Public Policies in the context of Cleantechs. Method: The methodological path taken included a multiple case study, in the context of 5 companies. The method approach was qualitative descriptive research with semi-structured interviews applied in the collection period from December (2021) to July (2022), including discourse analysis. Results: The results demonstrate that Dynamic Capabilities are the preliminary basis for the development of Eco-innovations in Cleantechs. However, for these Eco-innovations to be able to exploit the social benefits of Green Fiscal Public Policies, it is fundamental that these Eco-innovations can generate green spillover effects (Green Spillovers), from economic benefits associated with the generation of jobs, reduction of impacts on the environment and infrastructure development. Conclusions: The central contribution of the work demonstrates that dynamic capabilities provide innovative solutions balancing the stability of environmental, social, and economic resources in the process of taking advantage of green fiscal public policies, providing positive economic spillover effects to the economy such as increased quality of life, reduction of environmental impact, job creation and stimulus to the development of national infrastructure.

Ecological Balance in the Process of Resource Development of the Arctic

Recycling and Reusing Aspect of Green Circular Economy to Overcome Engineering and Environmental Challenges

The environmental issues of mineral oil-based drilling muds and additives in spite of their excellent technical performance such as good lubricity and high wear protection characteristics and the technical issues of water-based drilling muds such as the poor lubricity and wear resistance characteristics in spite of their excellent environmental traits require the development of high performance water-based drilling muds to overcome the current as well as the future drilling engineering and other oil and gas field challenges. Hence, several value-added green products have been developed adopting the recycling and reusing aspect of green circular economy of waste cook oil (WCO) to develop eco-friendly fluid additives and demonstrate their applications to explore and exploit oil and gas resources without any damage to the terrestrial, coastal and the marine environments and the ecosystems. Analyses of technical performance of the WCO derived green products with respect to the equivalent commercial products indicate similar or superior technical performance with the added benefit of no environmental impact. Hence, the recycling and reusing of the WCO provide a sustainable circular economical route for ecofriendly product development to overcome the technical and the environmental challenges simultaneously. It also provides a potential avenue for the growth and development of local, regional, national and global industries and infrastructures, development and creation of new job opportunities for the local, regional and the global communities, especially in developing and under-developed countries to create a positive societal and economic impact. Although this paper highlights mainly the oil and gas industry applications, WCO has huge potential for other industrial applications to overcome the technical problems without any negative environmental consequences. It can be used as a sustainable raw material for the development of a large variety of value-added green chemicals and polymers such as plasticizers, binders, surfactants, eco-greases, biopolymers, etc for other industrial applications. The renewable, sustainable and locally available source of the raw material have high potential to bring long-term stability to the oil and gas field additive supply chain for continuous and uninterrupted drilling and production operation. The paper highlights the applications of several WCO-based value-added products to overcome the technical and environmental challenges faced by the oil and gas industry.

Enhancement of CSR Programs to Improve Value Creation for the Stakeholder: A Case Study of PT Adhi Karya (Persero) Tbk

PT Adhi Karya (Persero) Tbk. (ADHI) is a company engaged in the construction sector in Indonesia with the main business core including construction and engineering services, property, manufacture, and investment & concession. Throughout 2020, ADHI received appreciation in the form of awards for its achievements. This investment activity is not only a form of developing opportunities from ADHI's CSR missions, but also as a participation in stakeholders’ priorities programs that focus on national strategic infrastructure development. To analyze and research this, both qualitative and quantitative research methodology is used in this research to gain information and identify alternatives for the best way of enhancement strategies. This research uses AHP (Analytic Hierarchy Process) technique for data simulation, with BCOR (Benefits-Costs-Opportunities-Risks) method of data and elements identification. The primary qualitative data gathered is from two stages of FGD (Focus Group Discussion) with secondary data, the first one is to define the parameters of criteria which will be filled in the simulation, the second one is to analyze the output from the result of simulation and decide the final suggestion for the business strategy recommendation. As a result of this research, regardless of the main solution of the consulting activity, the goal of ADHI's business strategy selection is to support the community with an efficient and productive CSR program with a technology-based support system. Therefore, the best alternative is a combination of alternatives 1 and 2 which are Local Micro and Small Enterprises Support and Accommodation and Local Tourism Businesses Exposure and Awareness to Public. This model can be valuable at least due to political, economic, social, environmental and legal factors in each region. This model requires the development of educated and experienced personnel, as this type of CSR program requires a deep understanding of everything from organizational management to labor law to equal employment opportunities.

The purpose of this work is to study the integration of sets of core reference and thematic geospatial data based on the JOIN operation of relational algebra and its interaction with geocoding of geospatial features, which is implemented in modern geographic information systems (GIS) and database management systems (hereinafter – DBMS) for the development of the national spatial data infrastructure (hereinafter – NSDI). Method. The research is based on the analysis of the possibilities of applying the theory of geospatial databases and knowledge bases, international and national harmonized standards in the field of Geographic Information/ Geomatics to solve the problem of integration of geospatial data using the operation JOIN relational algebra in object-relational database management systems (OR DBMS). Results. The paper examines the models of the Join operation of relational algebra, which underlie the geocoding of features and the creation of electronic gazetteers, and proves its effectiveness: the Join operation integrates of core reference and thematic geospatial datasets. There is a need to define the required geographic identifiers, which must be present among the attributes of the core reference and thematic geospatial datasets to perform the join. The variety of uses of the Join operation covers all possible cases that arise in their practical application. Thus, the use of the Join operation involves identifying these required geographic identifiers at the geospatial database design stage. In particular, it is expedient to determine mandatory geographical identifiers (codes) of features according to the official national systems of features classification (codification) in the relevant sectoral thematic registers, which are responsible for certain holders of thematic data in accordance with Annex 2 of the Decree of Cabinet of Ministers “The order for the functioning of the national spatial data infrastructure” of May 26, 2021, № 532. Scientific novelty and practical significance. The integration of core reference data and thematic geospatial datasets based on JOIN operation models of relational algebra and their interaction with geocoding of geospatial features is researched, which is implemented in modern GIS and DBMS for the development of national spatial data infrastructure. The research was performed on a set of core reference spatial data, namely: information on administrative-territorial units of the Cherkasy region, including their borders; the data from the statistical bulletin of the socio-economic situation of the Cherkasy region for January 2021 of the Main Department of Statistics in Cherkasy region of the State Statistics Service of Ukraine were selected as thematic data. It has been shown that relational algebra join (JOIN) operations can be used to integrate other thematic geospatial data with core reference data using geographic identifiers that contain these datasets.

BP Neural Network Algorithm Based on Big Data for Monitoring and Early Warning of China’s Public Finance

Public finance plays an important role in the development and construction of the country. Public finance is derived from and used by the people. On the one hand, public finance mainly comes from national taxes and the income of some state-owned enterprises or state-owned assets. On the other hand, public finance is used for national infrastructure, military investment, scientific and technological research and development, national daily operation, and other expenses. Therefore, the state of public finance is closely related to people's lives, and it is also one of the basic symbols of a country's prosperity and strength. How to ensure that the country's public finance is in a good state, grasp the leverage balance of public finance revenue and expenditure, and avoid the situation of national “bankruptcy” is additional attention that the public finance department should pay in the process of operation. Therefore, we urgently need a set of public finance monitoring and early warning system that matches China's public finance operation mechanism and conforms to China's basic national conditions. At present, previous studies rely on the existing detailed data on public finance to measure the situation of China's public finance, but this method refers to fewer data and is not forward-looking enough. Therefore, this paper adopts a BP neural network algorithm to monitor and warn the situation of China's public finance based on computer big data.

Topical issues of information support of research infrastructures

In turn, research infrastructures depend on their information support, as information is one of the most valuable resources in the modern world. Analysis of recent researches and publications. Innovative infrastructures were investigated in the works of such domestic scientists as S. V. Hlibko, I. V. Podrez-Riapolova and others. Research infrastructure was considered by N. M. Vnukova, O. V. Holovashchenko, V. P. Kokhan. H. P. Klimova investigated the issue of knowledge transfer in innovative infrastructures. Among the foreign scientists who have studied research infrastructure, you can mention M. Stührenberg, O. Schonefeld, A. Witt, F. Giladi and others. Target of research. The purpose of the article is to identify legal and organizational obstacles that interfere with the rational use of data, as well as to determine the means of eliminating them for establishing effective information support of research infrastructures. Article’s main body. Effective activity of research infrastructures is possible solely if their information support is available. In turn, obtaining access to information and its circulation are faced with a number of legal and organizational problems. Legal problems include: 1) copyright issues that are quite inconsistent in different countries and requires special approaches; 2) issues of protection of personal data; 3) issues of behavior of Internet giants; 4) issues of international scientific cooperation under a single agreed legislation. Organizational problems include: 1) the issue of irrational use of data through their localization, stagnation and «dying» in one place; 2) issues of implementation of fair-principles of data management; 3) questions of standardization of data for the machine processing; 4) issues of construction of centralized data infrastructure. Conclusions and prospects for the development. Researchers who work with personal data of EU citizens should pay attention to the peculiarities of protection of personal data defined by General Data Protection Regulation, Regulation No. 1725/2018 and other acts. The specifics of copyright rules at the level of individual national legislation should also be taken into account. One of the significant obstacles to the free receipt of large and useful arrays of information is the behavior of Internet giants, which complicate its free circulation on the basis of “protection of personal data”. In connection with this domestic legislators, it is advisable to draw a clear boundary between «personal», «non -personal», «mixed», «anonymized» and «pseudonymized» data. For more efficient development of national research infrastructures, Ukraine should increase international cooperation, in particular on ERIC projects and integration into the European Research Area. In order to prevent irrational use of information, it is necessary to promote FAIR-principles (Findable, Accessible, Interoperable, Reusable) of data management and pay attention to the standardization of scientific data for their processing machine. It is advisable to build a centralized data infrastructure, which will be able to ensure the practical execution of these condemnations and rationalizes the accumulation and circulation of data.
