Methodology for assessing the development potential of the AIC of the Federal District

The article presents the methodological foundations of AIC functioning, formation of its potential as an element of strategic space planning. The purpose of the study is to create a methodology that allows us to assess the level of AIC development potential of a federal district, a territorial entity consisting of regions, subjects of the Federation. The potential of the federal district is considered as an aggregate value, which is based on the potentials of its components - the potentials of the regions, set in the form of values resulting from the integration of the elements of the potential, reflecting the current state of AIC in the field of: harvesting and processing of products, investment in fixed capital of AIC, expenditures on scientific research. The algorithm of the methodology implies the calculation of indicators: reflecting the comparison of the rate of transformation of the value of gross output and the rate of change in its physical volume; comparing the rate of change in the amount of investment in the results of applied scientific activity with the rate of change in the value of investment in R&D, which determines the relevance of further investment activity in view of the achieved level of demand for the results of scientific activity. The methodology is intended for researchers whose research is related to solving the problems of regulation of socio-economic development at the local level, at the level of the subject of the Federation and at the macro level for making managerial decisions. The results of the research will serve as methodological tools for assessing the achieved level of development of local territories of the federal district, forecasting the values of components and the level of development of AIC, based on the planned values of indicators of economic development of the territory.

Organization of territorial development management in the context of eurointegration processes and war in Ukraine

The onset of hostilities coincided with an acceleration of Eurointegration processes in Ukraine. The emergence of new challenges and opportunities for organizing local territorial development management requires a new quality of work, primarily in terms of preparing and implementing planning documents for local development. In the process of studying the current legislative norms regarding the preparation of planning documents for local development, it was found that today in Ukraine there are three main types of planning documents: spatial, strategic, and budgetary, which are developed in parallel and are not interconnected. This interconnection should be ensured at the national level through annual budget allocations for the practical implementation of strategic and spatial plans. However, in practice, this has not been achieved due to the ongoing process of reforming various spheres of life in our country, which requires updating planning documents, as well as due to the limited budget resources, which have increased in recent years due to the need to finance military expenses. The state strategy for regional development for 2021–2027 requires further refinement and updating in the context of Eurointegration processes and ongoing hostilities, with the proposed measures requiring additional prioritization considering the urgent need to meet military needs and the limitations of state budget resources. The development of comprehensive spatial development plans for community territories in the new approved composition is at the initial stage of formation and is complicated by ongoing hostilities in Ukraine. Further study is needed to explore the possibilities for implementing measures for territorial development management, taking into account the reduction of budget financing and simultaneous prospects for attracting additional resources through the development of civil society, implementation of new projects and initiatives, cooperation between Ukrainian and European territorial communities, and the prompt implementation of new digital opportunities in all spheres of society's life, considering the needs of inclusive and smart development.

Развитие на туристическата дестинация чрез съживяване и популяризиране на местната идентичност

Local identity is an integral concept, which comprises landscape, culture, traditions, and inhabitants on a distinguished place. It serves as a strategic tool for the development of local territories and communities. In the context of the tourist product, local identity plays a key role for shaping and imposing the tourist appearance of a certain tourist destination. Under Dionysos project, within V-A Interreg Greece-Bulgaria 2017-2020 a series of studies were conducted, which aim at revealing the typical features, composing/performing the local identity of the Sakar-East Rhodopi region. To achieve this purpose, a complex methodology was applied, including the following methods: in-depth interview, questionnaire research and observation. Based on the gained results from the analysis, concrete suggestions, related to the development and imposing of the local identity of the region, are derived. The provided information could serve the business organizations in the tourist sector, as well as the local government and non-government institutions. The proposed tools correspond to the up-to-date trends in the consumer demand of tourist product. They are a prerequisite for the sustainable development of the region within its economic, social, and cultural dimensions.

Training of landscape gardening specialists in the french higher education system

The paper deals the issue of training future specialists in gardening and park management in higher education institutions in France. It is established that the training of these specialists is carried out in institutions of various types, which are integrated into the general system of educational institutions. The main features of training of future specialists in landscape gardening in French higher education institutions are determined: constant development of an extensive and differentiated system of educational institutions; practical and constant interconnection and mutual influence between all levels of education, including professional development; autonomy of educational institutions within the framework of national, regional and local educational programmes; innovation in the educational process and professionalisation of future specialists. Higher education in France is aimed at shaping a new vision of the nation and the worldview of young people: innovation and scientific research; environmental protection and agro-ecological development of national territories; highly professional, multidisciplinary and demanded young specialists in the labour market; integration of scientific and educational achievements into the development of local territories; use of regional potential by combining the efforts of scientific, educational and industrial institutions to develop the country's bioeconomy. Higher agricultural education in France provides training, education of engineers, specialists in landscape architecture and design, specialised personnel, teachers, scientists and veterinarians in 26 higher education institutions: 19 institutions are public and 7 are private. To date, new types of educational institutions have been established and are successfully operating in France, providing multi-level and multi-functional professional training of agricultural engineers that optimally meet the interests of the individual and the staffing needs of enterprises and territorial communities. This helps to increase the competitiveness of their graduates, expand their career opportunities, and ensure stability in their professional activities. As a rule, these are professionals of a polyvalent nature who speak two foreign languages. The trend of improving and expanding the short cycle of professional higher education, as well as alternative (non-formal) agricultural education, which is represented by: apprenticeship (formation par apprentissage); continuing education (formation continue); distance education (formation ouverte et à distance); alternative system of assessment (certification) of professional experience (la Validation des Acquis de l'Expérience, VAE), is quite effective for agricultural education in France.

Urban street fairs in Curitiba from the ecosocioeconomy perspective

ABSTRACT Despite boosting cities and preserving local culture in the face of changes imposed on urban markets in the global south, urban street fairs are territories that are still not well understood. Our objective is to evaluate urban street fairs as a locus of local territorial development from the perspective of the ecosocioeconomy. Methodologically, it is a survey with a sample of 334 on 485 street vendors in Curitiba, complemented by documentary surveys, interviews, and observations in-situ. As a result, urban street fairs are socio-productive arrangements emerging from the interaction among multiple rationalities; street vendors opt for their work due to tradition and preference for trade and not a market limitation; natural products (organic and traditional) are links between ecologically desirable commercial and productive practices. The perspective of ecosocioeconomy captures the material and symbolic constitution and development of urban street fairs as a complex relational territory embedded in the city, with its internalized and externalized interrelations in an urban governance system influenced by different rationalities and constituted by a multiplicity of actors in different spaces and times.

СОВРЕМЕННЫЕ ПОДХОДЫ К ОЦЕНКЕ ЭФФЕКТИВНОСТИ МЕХАНИЗМА УПРАВЛЕНИЯ МУНИЦИПАЛЬНЫМ ОБРАЗОВАНИЕМ

The mechanism of municipality management plays a significant role in the process of development of local territories. At the same time, modern approaches to assessing the work of LSG bodies do not allow us to draw a conclusion about the efficiency of the functioning of the mechanism for managing a municipality. Purpose of the article: on the basis of a broad empirical base, to form a model for evaluating the efficiency of the mechanism for managing a municipality. Research methodology: methods of theoretical knowledge, generalization, concretization of information, formal legal, comparative legal, as well as methods of analysis, comparative evaluation, graphic perception of information, classification, comparison. The results of the study are as follows: modern approaches to assessing the mechanism of management of a municipal formation are studied, the author's model for evaluating the efficiency of the mechanism of management of a municipal formation is formed. In further studies, the authors propose to work out the issue of developing a model program for evaluating the efficiency of the mechanism for managing a municipality. Moreover, in the aspect of modern conditions for the development of local self-government.

Joint Innovative Research Agenda for The Arctic: Programs, Projects, Success Stories

In the context of circumpolar international cooperation within the framework of the Joint Innovative Research Agenda, for the development of a systems approach, it is important to use the resources of existing platforms for multi-level mutually beneficial cooperation. The Council of Barents/Euro-Arctic Region and the University of the Arctic are unique examples of interaction and cooperation between the regions of the Arctic states. The Northern Dimension policy is also an important platform for such cooperation between Russia, the European Union, Iceland and Norway. Cross-border cooperation is integral to international relations, which stimulates the sustainable development of regions, creates growth points for innovative projects, and is focused on the evolution of international economic relationship. Universities and research institutes, as holders of expertise, and centers for studying good world practices and transferring excellence, occupy leading positions in the development of advanced ecosystems and the use of complex technologies, the training of highly qualified personnel for the Arctic, the creating of end-to-end digital technologies, the transforming of priority sectors of the states’ economies, and in the social sphere. This article discusses international project activities as one of the most effective tools contributing to the development of these issues. The authors provide examples of successful practices aimed at solving common challenges in the Arctic region, and conclude that “Arctic fever”, and the intensification of Arctic scientific partnerships through programs to support the introduction of technologies and innovations and the advancement of scientific stations in the Arctic, directly affect the development of local territories, give impetus to economic progress, and create new models of cooperation.

Векторное измерение процессов дифференциации экономического пространства региона

Цель: исследование возможностей эконометрической идентификации формирующихся векторов экономического развития локальных территорий региона, определяющих внутренние факторы формирования и развития неоднородности экономического пространства региона. Обсуждение: в ходе исследования использован метод евклидовых расстояний для исследования регионального экономического пространства. На основе официальной статистики в разрезе региона и образующих его муниципальных образований определены формирующиеся вектора экономического развития локальных территорий. Проведена типологизация территорий региона с точки зрения их воздействия на динамику развития всей региональной экономики. Результаты: в результате проведенного исследования определены четыре типа территорий: экономически развитые территории с высокими темпами экономического развития, экономически развитые территории с сокращающимися темпами экономического развития, регрессирующие территории с замедляющимися темпами экономического регресса (восстанавливающиеся территории), регрессирующие территории с увеличивающимися темпами регресса (деградирующие территории). Экономическое развитие локальных территорий региона характеризуется выраженной направленностью или вектором их развития. Сохранение таких векторов экономического развития определяется особенностями локальных экономик, системой внутренних и внешних факторов экономического развития территорий. Сохраняющиеся продолжительное время вектора экономического развития локальных территорий региона определяют пространственные различия в развитии региональной экономики, становятся фактором дифференциации экономического пространства региона. В то же время своевременная диагностика и оценка векторов развития локальных территорий может служить основой для разработки региональной политики выравнивания экономического пространства.

Анализ практики межмуниципального сотрудничества в аспекте реализации пространственной неолиберальной политики

The present study is devoted to an analysis of the state and prospects of a practice of inter-municipal cooperation of a subjects of the Russian Federation in the aspect of an implemented spatial neoliberal policy — a key element of the global neoliberal paradigm of socio-economic development of countries and their regions. So, in an opinion of most researchers, the indicated practice (intermunicipal cooperation) is one of a possible option for mitigating a consequences of large-scale budget cuts in municipalities in countries of the World — the main provision of neoliberalism implemented in public policy. Main methods used in this work were descriptive and correlation analysis, which allow analyzing the main trends in the dynamics and relationships of a processes and phenomena considered in the study. As a result of the study, it was found that the most common practice of inter-municipal cooperation in Russia is a participation of the Ministry of Defense in inter-municipal non-profit organizations. The practice of creating inter-municipal commercial organizations is much less often used. At the same time, the authors determined that over time (for a period from 2007 to 2020), a use of both practices is gradually decreasing. It was also revealed that there is a mutual, mainly positive, influence of dynamics of a participation of municipalities of subjects of the Federation in a practice of inter-municipal cooperation and a development of social infrastructure (educational organizations, health care institutions, cultural and sports organizations) facilities in them. Based on the results obtained, in a future, it is necessary to expand analysis of the studied processes and phenomena, focusing on, on the one hand, the conditions for the functioning of the created inter-municipal organizations, on the other, on the main circumstances of the reduction of social infrastructure facilities. In addition, according to the authors, a thorough study of determinants that have a differentiated effect on an established relationships are necessary. A theoretical significance of results of the study is to expand a theoretical understanding of process of socio-economic development of local territories, considered in an aspect of an implemented neoliberal policy. In practical terms, findings allow authorities at various levels to assess effectiveness of an implementation of a practice of inter-municipal cooperation in Russian regions.

ФІНАНСУВАННЯ ІНФРАСТРУКТУРНИХ ПРОЄКТІВ НА ЗАСАДАХ ПУБЛІЧНО-ПРИВАТНОГО ПАРТНЕРСТВА: ФОРМИ ТА ІНСТРУМЕНТИ

The significance of public-private partnership for the development of the socio-economic system of the state is extremely high, as public-private partnership can and should be positioned as one of the financial mechanisms capable of providing not only extensive but also intensive economic growth of territories and regions mainly for by financing the development of transport, social, service infrastructure and utilities, as well as to promote accelerated modernization in high-tech sectors of the national economy. In the article, the essence of project financing of infrastructure based on public-private partnership is substantiated, as well as the forms and tools that are used in the course of financial interaction between public and private partners are investigated. The essence of project financing of infrastructure based on public-private partnership is substantiated, the forms and tools that are used in the course of financial interaction between public and private partners as well are investigated. The understanding of a public infrastructure project is explained through differentiating it according to the goal direction and in accordance with the change of the existing real estate object. The main means of state support for financing public-private partnership projects is investigated. Taking into account the existing practice, it is reasonable to invest in infrastructure projects for a public investor and a private partner. The increased risks of the private partner are due to the fact that public-private partnership projects provide a higher cost of the project compared to budget funding. In addition, it is worth noting the potential cost of the project after to contract, taking into account the variability of the external environment. The practices of implementing TIF-projects are investigated and the essence of the financing instruments used for this are disclosed. The peculiarity of the application of TIF-projects is that these are used by local governments for the development of local territories or individual districts. These investigations provide opportunity to determine the conditions for the application of financing the increase in the tax rate in Ukraine.

РЕГИОНАЛЬНЫЕ СИСТЕМЫ РАССЕЛЕНИЯ И ТЕРРИТОРИИ С ПРЕФЕРЕНЦИАЛЬНЫМИ РЕЖИМАМИ: ПРИНЦИПЫ ВЗАИМОДЕЙСТВИЯ И РАЗВИТИЯ

The presence in the newest Russian urban planning practice of special objects of professional activity - local urbanized formations is revealed. Their appearance is due to the adoption of new regulatory legal acts in various sectors of activity, significantly expanding the scope of the Urban Planning Code of the Russian Federation. They establish general requirements for the formation of territories with preferential development regimes and their subsequent use, which contain the prerequisites for significant changes in the state of territorial objects and their systems. However, to date, they are not fully used either at the stage of developing urban planning documentation, or at the stage of its implementation. Urban planning practice indicates the need to establish the relationship between the properties and characteristics of regional systems of settlements and local formations, depending on environmental factors. As a result of the analysis and systematization of modern experience in the implementation of projects for the development of local territories, the influence of the activity of their urban development on the parameters of the functioning of regional systems has been established. The revealed dependence is proposed to be used in the development of model schemes for the reorganization of regional systems, which characterize their susceptibility to the emergence of new centers of urban development. The expediency of using the developed theoretical models in the process of improving the methodology of territorial planning has been substantiated. Purposeful planning of local territories in settlement systems is presented as forecasting the emergence of new foci of development through a comprehensive assessment and consideration of the available resource potential. Thus, it ensures the regulated development of the territory. This is expressed in the achievement of the predicted parameters of changes in the state of regional settlement systems, corresponding to the conditions and requirements of their functioning. The main difference between the proposed methodology and traditional approaches lies in the simultaneous provision of the stability of the formed spatial structures and the innovation of the forms of regional systems due to the activity of local formations.

THE CONTRIBUTION OF NGOs TO IMPROVING THE QUALITY OF LIFE OF THE LOCAL POPULATION - EXAMPLE OF THE ASSOCIATION „KRASLAVAS DISTRICT PARTNERSHIP”

The study evaluates the contribution of non-governmental organizations (hereinafter - NGOs) to the development of local territories, based on the projects available to NGOs financed by the EU structural funds and the state budget in Latvia. Updated information on the impact of non-governmental organizations on improving the quality of life. The experience of the association “Kraslava District Partnership” in investing EU structural funds financing and implementing the European Agricultural Fund for Rural Development (EAFRD) “Leader Initiative” measure, project tenders in three municipalities of Latgale region has been analyzed. The activity of NGOs, implementation of “Leader Initiative” projects based on EU funds planning periods has been assessed. Proposals are provided to evaluate the contribution of projects implemented by NGOs to improving the quality of life.

Fallas en la consolidación de redes inter organizacionales

Actualmente se manifiesta una tendencia a la “des-comoditización” de los alimentos, con mayor demanda de productos de calidad, saludables e inocuos. En este contexto, la cooperación en la cadena productiva surge como una estrategia posible para que productores agropecuarios de oferta atomizada amplíen sus capacidades, agreguen valor y logren ventajas competitivas mediante el trabajo en red, frente a otros actores con mayor poder de negociación. La literatura sobre redes inter organizacionales ha enfatizado las ventajas de la cooperación. Sólo recientemente han surgido estudios que analizan fallas de experiencias asociativas bajo un enfoque dinámico, en virtud de la alta tasa de redes que no llegan a consolidarse. Por lo tanto, el presente trabajo procura identificar los factores de fracaso presentes en la etapa de formación y desarrollo de alianzas en la cadena de la carne vacuna del Sudoeste bonaerense, dada la importancia que tiene la ganadería bovina para el desarrollo territorial local y las dificultades de coordinación que tradicionalmente presenta esta cadena en diferentes países. La investigación adopta el método de casos. A partir de entrevistas semi-estructuradas, se observaron como principales factores determinantes: el perfil de los participantes, su rivalidad, la oportunidad del lanzamiento y dificultades de gobernanza.

СТРАТЕГІЧНА ЕКОЛОГІЧНА ОЦІНКА ДОКУМЕНТІВ ДЕРЖАВНОГО ПЛАНУВАННЯ – ВЕКТОР СТАЛОГО РОЗВИТКУ НА МІСЦЕВОМУ РІВНІ

The article reveals the conceptual aspects of the implementation of sustainable development at the local territorial level through the application of strategic environmental assessment procedures in Ukraine in the context of decentralization of management. Emphasis is placed on the importance of local territorial development through strategic environmental assessment and implementation of the principles of sustainable development, which our country needs today on the path to European integration. The scientific and practical relevance of the proposed study is due to the need to develop and improve effective regulatory economic mechanisms that can ensure sustainable development at the local level through the effective conduct of strategic environmental assessment of state planning documents. The article is devoted to applied issues of implementation and realization of sustainable development at the local level. The theoretical essence and content of strategic environmental assessment are studied. Sustainable development is considered as a necessary and integral element of local development as a basis for harmonious ecological and economic development of the territory on the basis of the most efficient use of resources and preservation of potential for future generations. The subjects of SEA at the local level and their functions are generalized. SEA has been shown to provide a focus on a comprehensive analysis of the potential environmental impact of planned activities and to use the results of this analysis to prevent or mitigate environmental impacts in the strategic planning process. Examples of ensuring the principles of sustainable development in the conduct of SEA of state planning documents are proposed. The relationship between the basic principles of sustainable development and SEA is revealed. The expediency of integration of strategic ecological assessment into sustainable development of the territory is substantiated. Prospects for the elimination of negative environmental consequences from the implementation of the proposed strategic actions with the conduct of SEA are outlined. The main tasks of SEA in the implementation of sustainable development at the local level are identified.

Сценарії та стратегічні напрями інноваційного розвитку регіонального ринку зерна й продуктів його переробки на засадах глокалізації *

У статті обґрунтовано методологічні аспекти глокалізації товарних ринків, акцентовано увагу націльовий орієнтир даного процесу – забезпечення ефективної інтеграції локальних ринків до глобально-го простору на засадах реалізації економічних інтересів регіону / держави. Визначено головні проблемиінноваційного розвитку стратегічного ринку зерна та продуктів його переробки в Одеській області, еко-номічні інтереси регіону на даному ринку. Окреслено сценарії інноваційного розвитку досліджуваногоринку, які відображають зв'язок між ступенем реалізації економічних інтересів регіону / держави та сту-пенем глокалізації товарного ринку. Зазначено, що в Одеській області та державі в цілому ринкова гло-калізація носить сировинний характер, що не відповідає її економічним інтересам та не сприяє впрова-дженню інновацій в зерновій сфері та розвитку локальних територій. На підставі емпіричних дослідженьобґрунтовано стратегічні напрями й інструменти інноваційного розвитку регіонального ринку зерна тапродуктів його переробки на засадах глокалізації.

DEVELOPMENT OF AGRICULTURAL LOCAL TERRITORIES UNDER THE INFLUENCE OF NATURAL-EXOGENOUS FACTORS

The article discusses the impact of the major exogenous factors on the development and effective functioning of the local territories. Notion of the regional economic development is based on the research that study factors, characteristics and conditions for economic growth. In this sense, the study of the influence of exogenous factors is a new scientific direction, which allows, based on an analysis of the degree of influence of these factors, to determine strategic directions for the prospective development of local territories by optimizing the use of resource potential and the production of products and services taking into account the specifics of the local territory.
 As a result, the analysis identifies the determinants that affect the development of local territories: economic, informational, socio-cultural and public ones. The economic factor is assessed in terms of fiscal policy in the region and is evaluated as a factor in the adverse effect, in view of the traditional subsidy of the region. Factors with positive influence on the development of local territories can be classified as informational, socio-cultural and public. Thus, we can conclude that there are both positive and negative effects of endogenous factors in the region. All in all, the majority of natural and exogenous factors in the Altai Region have a positive impact, thereby creating favorable conditions for the functioning of local territories in the region.

In-Between Sprawl and Neo-Rurality: Sparse Settlements and the Evolution of Socio-Demographic Local Context in a Mediterranean Region

Dispersed urbanization during the last half century has transformed metropolitan regions into well-connected, low-density residential areas. However, this kind of urbanization has changed irreversibly the traditional rural landscape around cities, leading to a new definition of ‘rurality’. The present work discusses the intimate relationship between urban sprawl and new forms of rurality. Considering economic downturns and the possible impact on landscape transformations, our study focuses on a representative Mediterranean case of urban sprawl (the metropolitan region of Athens, Greece). In this area, urban settlements expanded rapidly into fringe land, producing relevant socio-demographic transformations that have determined uneven changes in rural landscapes. A spatially-explicit investigation of local-scale dynamics that characterize population residing in sparse settlements over a long time period (1961–2011)—encompassing distinct phases of urban growth and rural development—is relevant for analysis of local changes in the relationship between sprawl and new forms of rurality. A new concept of ‘rurality’—adapting to rapidly-evolving, mixed rural/peri-urban contexts—require reframing the relationship between rural landscapes, scattered settlements, economic cycles and socio-demographic aspects, in the light of a truly sustainable development of local territories.

DESENVOLVIMENTO TERRITORIAL RURAL E SUAS ESCALAS:

O presente trabalho tem como objetivo, embora não de forma exaustiva, fomentar a análise das relações das escalas espaciais, o capital social e as redes sociais no processo de elaboração e implementação das políticas públicas de desenvolvimento territorial local. Tais assertivas se relacionam de forma direta com a agricultura familiar e a juventude rural nesse espaço. Para a construção dessa pesquisa, foram analisadas inúmeras referências bibliográficas interdisciplinares sobre os assuntos – esta pesquisa tem como metodologia, o processo qualitativo com levantamento de dados. Dessa forma, observamos que para o desenvolvimento territorial, muitas questões devem ser levadas em consideração a fim de obter resultados positivos e construtivos para as comunidades, como também, merecem minuciosos cuidados ao serem estudadas pelas políticas públicas, os atores sociais e seus modos particulares ou coletivos de sobrevivência nas áreas analisadas.
