Relevance. This study addresses the training of future preschool education teachers and explores approaches for enhancing their leadership potential. It emphasizes the importance of developing leadership skills at both personal and professional levels for specialists working with preschool children. Purpose. Teacher’s Agency as an Indicator of Leadership Potential Development

Nonlinearity, multi-contextuality, new normality, constant variability of the modern world are reflected in politics, economics, education and other spheres of human life. Professional and personal self-determination and orientation of a person is difficult in a situation of diversity of various social environments and spaces, functional and semantic uncertainty of educational contexts. In this regard, the importance in the field of education is acquired by the teacher’s transprofessionalism, his ability to continuously develop, independently build interaction with the multifunctional environment, showing his agency as one of the indicators of leadership potential development. The purpose of the study is to operationalize the content of the concept of the teacher’s agency and its manifestation as an indicator of the development of leadership potential, taking into account the ongoing changes in the modern world. Methodology. The understanding of the essence of the terms “agency” and “leadership potential” of the teacher was carried out using the method of semantic analysis of their interpretations available in domestic and foreign sources. The use of activity-based and acmeological approaches is due to the need to determine the key mechanism for implementing the teacher’s agency in the comparison of significant categories (agency, leadership and management). General scientific research methods were used: theoretical analysis and synthesis, systematization and generalization of scientific literature on the research topic. Results. Connectivism (social polyvalence) is proposed as the main mechanism for the manifestation of the teacher’s agency as a teacher’s ability to find and maintain conditions, forms, ways and means of communication with representatives of different professions, social groups and statuses, beliefs, ages for organizing joint actions, events, productive activities. This made it possible to establish the key role of agency in the development of a teacher’s leadership potential – the creation of an atmosphere of cooperation within and outside the educational organization. Conclusion. The conclusion is made that the teacher, as a carrier and subject of public relations, needs to develop his agency and leadership potential, respectively, for orientation and adaptation in a changing world in the interests of sustainable development of regions and the country as a whole.

Influence of Leadership Potential on the Effectiveness of Managerial Change

The current article puts forward the following hypothesis: leadership potential is the key to the effectiveness of changes taking place within business structures to ensure their functioning in the markets. In this context, the authors conducted research on leadership potential of the business structures operating in Ukraine. The following objectives have been specified: 1) to analyze and evaluate the development of leadership potential at Ukrainian enterprises and develop its regulation; 2) to provide tools for the enterprise change assessment in the dynamics by means of leadership potential. Fifteen enterprises of the textile industry of Ukraine have been involved in the research. Analysis is based on a random sample of 300 respondents. The analysis of the dominance of the activated change management system conducted on the basis of resultant leadership has revealed that leadership potential is the key factor for change.

The article analyzes the formation of leadership qualities of students in institutions of higher education. It is emphasized that the development of the leadership potential of education seekers is an urgent problem for institutions of higher education, since it is during the student years that active formation of value orientations, social position, and determination of life priorities of a young person takes place. Today, a student of higher education can independently make decisions, put forward new ideas, developing leadership potential. Therefore, with the aim of creating leaders of a new generation, the problem of developing the leadership potential of students of geography faculties is gaining relevance. Universities, acting as centers of education, science and culture, have significant opportunities for continuous development of the individual, including his leadership abilities. Accumulating and transmitting innovative pedagogical experience, the university creates a modern educational space that can train high-quality specialists who consciously assume the functions of management and effective leadership in various areas of professional activity. In order to develop and implement forms of work for the development of the leadership potential of geography students, the most effective organizational forms of socio-pedagogical work in the direction of the development of leadership potential have been singled out, namely, training that performs transformative, corrective, preventive and adaptive functions; the student scientific circle is aimed at communication, exchange of ideas and thoughts, improvement and development of knowledge of education seekers in scientific spheres of activity, personality formation; quest – a competition, sequential performance of pre-prepared tasks by individual players or teams; debate; Round Table; individual work; portfolio as a way of recording, accumulating, evaluating and self-assessing personal achievements over a certain period of time, etc. Special attention should be paid to the diagnosis of the leadership abilities of higher education students studying at the Faculty of Geography of the Yuriy Fedkovich Chernivtsi National University, conducted according to the methodology of E. Zharikov and Krushelnytskyi. This technique allows you to assess a person's ability to be a leader. After analyzing the results, we see that the leadership qualities of most of the applicants are below average, which is characterized by a lack of desire to communicate, a tendency to spend time alone. They don't feel active and relaxed. It is difficult for such students to establish contacts with people. They do not stand up for their point of view, they hardly tolerate criticism. They practically do not show initiative, do not make independent decisions. In practice, there is still a fairly significant proportion of students who, according to their personal manifestations, are quite non-initiative, do not have any expressed abilities and do not seek to express themselves, to achieve a prestigious social status by their own efforts. Such manifestations complicate the processes of their social adaptation and professional development. Therefore, the analysis of the state of study of the problem of leadership and the formation of leadership qualities in the works of Ukrainian and foreign scientists recognizes the insufficient level of research on the problem of the formation of leadership qualities among students of geographical universities. The development of modern interactive forms and methods of forming leadership qualities in students of geography faculties requires further scientific study.

Compliance of the professional training of graduates of pedagogical universities with the requirements of professional standards and the needs of preschool education institutions is ensured by the effectiveness of the interaction of these institutions. The purpose of the article is to identify the features of the interaction between universities and preschool education institutions in the development of the leadership potential of pedagogical workers by dividing these characteristics into general and specific ones and conducting their analysis. The research methods used are: analysis of the regulatory framework and scientific sources on the research problem, comparison, generalization, systematization of theoretical and empirical data; terminological and bibliographic analysis. The result of the research was the determination of the essence of the leadership potential of educators of preschool education institutions, the identification of its components, the determination of general and specific features of the interaction between institutions of higher and preschool education in the development of leadership potential for future educators of preschool education institutions. Based on the results of the research, it was concluded that the leadership potential of a preschool teacher is his/her natural and socially determined resource capabilities to take the initiative in pedagogical interaction, turning its participants into supporters and inspiring them to follow it. The main components of the leadership potential of a preschool educator are: personal, professional, managerial and communicative potentials, since they ensure the fullness of his/her professional self-realization as a person-leader, professional-leader, organizer-leader and communicative leader. The features of the interaction between preschool education institutions as employers and institutions of higher education as executors of the state order for the training of personnel for the preschool education system consist of its market regulation, organization on the basis of social partnership, orientation to European values ??and best educational practices, burdened by martial law conditions, forced migration and demographic decline.

ПІДВИЩЕННЯ ЕФЕКТИВНОСТІ СИСТЕМИ УПРАВЛІННЯ ПЕРСОНАЛОМ НА ПІДПРИЄМСТВІ

Organizations that can effectively manage their personnel have a competitive advantage and are capable of achieving their strategic goals. Successful personnel management is a key factor in achieving success and sustainable development for any enterprise in the modern business environment. The article proposes key directions for improving the efficiency of personnel management system at the enterprise. Specifically, for more effective candidate selection, it is recommended to utilize personality profiling surveys, which will help the company to more efficiently evaluate and select employees. It is identified that one of the primary approaches to enhancing the efficiency of the existing personnel management system is the implementation of modern methods that consider an individualized approach to employee adaptation, training, and motivation (such as mentoring, job shadowing, and buddying). Developing leadership potential becomes a priority aspect in the process of human resource management modernization, laying the foundation for improving personnel management, professionalizing human resources, and enhancing overall enterprise performance. For establishing a training system for administrative staff, the application of leadership development programs and providing opportunities for management courses for managerial personnel is recommended. In the practice of personnel evaluation at enterprises, several trends can be observed, such as the lack of comprehensiveness, where managers prefer simplified procedures (e.g., certification) that typically focus on short-term perspectives, and a limited set of evaluation methods. To achieve more comprehensive personnel evaluation, it is advisable to expand the range of utilized methods and develop an evaluation methodology. The article substantiates the main methods of personnel evaluation, including human resource analysis (HRA), assessment center method, key result indicators (KRI) method (evaluating based on key performance indicators), management by objectives (MBO), and «360 degrees» feedback.

Bringing out leaders in dementia (bold): creating the conditions for persons to flourish as social leaders

Background: bold (Bringing Out Leaders in Dementia), funded by the Life Changes Trust, is a creative and innovative social leadership project for people in Scotland living with dementia. Aim: A key part of bold is the bold programme, which takes a person-centred focus to help people empower themselves to flourish through creative methods and personal development. bold brings together people with a diverse range of skills and abilities on an equal footing in a safe and supported space, in which they can explore themselves as ‘social leaders’. Methods: An interdisciplinary team from the University of Edinburgh and Queen Margaret University collaborated with creative artists from the outset to develop the programme that uses a mixture of arts-based methods to encourage creativity, innovation and imagination to explore and develop leadership potential. These include creative writing, working with clay and collage, improvisation, movement, reflective walking, singing and song writing, voice and breathing, and performing arts. In this article we provide an overview of the programme’s design from its outset and of how the creative methods have been adapted and developed to work online as a response to the Covid-19 pandemic. Results: A brief overview shows how bold has evolved beyond the online programme and how those who take part continue to find ways to create spaces for people living with dementia to flourish as they become part of the bold community. Implications for practice: A programme for encouraging and empowering individuals to flourish requires a reflective and person-centred approach in a safe and supported environment Successful outcomes depend on multiple factors, including careful programme delivery planning, good facilitation, and commitment and belief from those who take part An inclusive and accessible approach is beneficial when using creative methods for people living with dementia

Transformatívne líderstvo a životná spokojnosť učiteľov s rôznou dĺžkou praxe

Leadership, especially educational leadership, is one of the most frequently analyzed topics in present -day research. The Vega 1/0152/21 and APVV-17-0557 project „Psychological Approach to Creation, Implementation, and Verification of Educational Leader’s Competence Model Development“, with the support of which the paper was created, seeks to draw attention to the under -representation of psychological categories, whose role seems to be essential in effective leadership. The paper attempts to characterize the most current style of leadership – transformational leadership. The key activity of a transformational leader is based on building a relationship between himself and his followers, which can become a protective factor increasing not only work but also overall life satisfaction. The aim of the study was to analyze the inter -relationships of life satisfaction and individual types of leadership behavior, as well as to test the significance of differences in these variables depending on the length of teachers‘ practice. The research was carried out in 2020. The research group consisted of 103 elementary school teachers in central Slovakia. Transformational leadership was measured through the Leader Behavior Inventory (LPI – Kouzes & Posner, 2017) and life satisfaction was measured using the Life Satisfaction Questionnaire (Fahrenberg, 1994). The SPSS program was used to process the research data. The data were processed by correlation analysis (Spearman’s correlation coefficient), testing the significance of differences (Mann -Whitney’s – U test). The findings show that the respondents were most satisfied in the area of leisure (Mdn = 38), housing (Mdn = 37), and in the area of friendship (Mdn = 37). On the contrary, they achieved lowest life satisfaction in the area of finance (Mdn = 30) and in the area of their own children (Mdn = 30). Globally, it was found that respondents often do not use inspirational behavior with a common vision, but comparison showed that beginning teachers tend to be more inclined to use it than their experienced colleagues. The finding that respondents give significant preference to these types of leadership behavior points to the possibility of developing leadership potential among younger teachers, or directly during undergraduate training. The positive connection between transformational leadership and life satisfaction was mainly found in the area of work, friendship and the personality of employees in the school environment. It is teachers -leaders in the educational environment that focus their activities on students and mutual cooperation between them and the teachers, which can lead not only to increasing the quality of the school, but also the quality of their own lives. By developing leadership competencies, it may subsequently be possible to initiate changes in the Slovak education system.

ОСОБЕННОСТИ ПРОЯВЛЕНИЯ У ДЕТЕЙ 6-7 ЛЕТ ЛИДЕРСКОГО ПОТЕНЦИАЛА В ДЕЯТЕЛЬНОСТИ

This article reveals the features of the manifestation of leadership potential in activity by older preschoolers, considers the need to develop leadership potential during childhood, shows the author’s view on the organization of research activitiesas a means of establishing this quality. The analysis of psychological, pedagogical and special literature allowed to define the concept of “leadership potential”. The results of the study are of interest. In the course of the study, it was established that the need to develop leadership potential in preschoolers is due to the state of mass practice. Most educators have no idea that modern society needs a person endowed with leadership qualities. Adults find it difficult to find ways to develop potential, underestimate the role of research activities in this process. This indicates the insufficient methodological readiness of teachers to effectively solve problems (the choice of methods, forms of work, techniques and the creation of the necessary conditions). The article presents research tasks, identifies ways for children of 6-7 years old to demonstrate leadership qualities. Particular attention was paid to the selection of research tasks, taking into account their accessibility to children, the age characteristics of older preschoolers.

Change Laboratory Workshops as Tools for Improving Learner Leadership in Schools: A Researcher-Interventionist Approach

The purpose of this study was to engage learners and teachers with the aim of developing leadership potential and improving the leadership capacity and capabilities of the learner leaders through mainly Change Laboratory Workshops, which were conducted with the Learner Representative Council (LRC) members, at a public secondary school in the Oshana Region, Namibia. The study was guided by the following main question: How can learner leadership structure be improved in schools? The researchers used a researcher-interventionist approach to implement measures for improving learner leadership, guided by the ideals of the Cultural Historical Activity Theory (CHAT), as a theoretical lens through which the researchers made interventions for improving learner leadership at school. Empirically, the study made use of a qualitative research methodology carried out through a case study design. The population consisted of teachers and learners of the case study school. The data was collected by questionnaires, interviews, document analysis, observation and journaling. The data was analysed thematically, interpreted and discussed inductively.

Organizational technics for developing the leadership potential of students in self-government

Organizational technics for developing the leadership potential of students in self-government has been a topic of debate in recent times. The article aims to describe ways to allow students to develop creative initiatives in self-government, responsibility and professionalism, independence and social activity. Trends have been defined for improving pedagogical forms and methods of work with students. Develop leadership potential in student self-governance. Improvement of research, cultural, educational, athletic, information and communication skills within student union, which allows young people to develop their professional competencies. Leadership skills require active and professional self-management and self-improvement. A communication culture develops as a result of student autonomy and the manifestation of leadership potential. The authors argue that students, as active participants in the university’s public life, develop their leadership potential by participating in the formation of traditions. Quality preparation of students for a future professional career is possible only if the leadership potential of professional responsibility is developed.

Problems of Developing Leadership Potential at the Regional Level

In current conditions of digital transformation, the study of youth leadership is of particular practical importance. Knowledge of the characteristics of information and mass consciousness, psychological and social characteristics of the functioning of youth leadership, the willingness of the masses to follow the leader in the youth environment, acquire special significance. The research in the field of youth leadership shows that extracurricular, social work does not always create optimal conditions for the formation of leadership qualities of a young person. Young people today are immersed in digital technology, hence, the previous practices of identifying and developing leadership qualities no longer work in the youth environment.The purpose of this research in the field of leadership development is to identify problems in the formation of leadership potential and their actualization at the regional level. This should contribute to a better empirical understanding of some important aspects of the leadership development process. The author proceeds on the assumption that occasional, local survey-based research projects are unlikely to add much value to this nascent science of leadership development. In contrast, methodological and analytical approaches based on a personalized approach to leader development are likely to provide more information than those that attempt to model average trends in a given sample.

This article outlines the work on development of leadership potential of the US and separate European countries border guards. It elaborates in detail the significance of the officer leadership potential, importance of the leadership in the border protection system. There are enlightened the main lines of work on development of personal attributes of the border guard officer as a leader, specific features of his leadership skills formation, psychological basis of leadership training. The author discloses the programs of leadership development, being deployed in the Federal Training Center of the US Customs and Border Protection. The "Leadership in a crisis environment" training program is based on the research studies and is supposed to help law enforcement officials to raise the level of leadership skills required in crisis. This program focuses on the basic concepts of communication, cooperation, critical thinking and the features of decision-making. It provides for the creation of an environment that shapes the ability of participants to apply leadership qualities, interpersonal communication and decision-making skills in a crisis situation. In its turn, the "Leadership through Understanding Human Behavior" training program helps participants better understand themselves, interpersonal dynamics, and how their strengths and weaknesses and roles in working groups and teams affect mission outcomes. The program provides for the development of self-consciousness, the ability to recognize behavioral styles to establish relationships, required for the creation of more effective working groups and teams. There presented the topics of the "Security and Border Management Courses for Senior Leaders" for middle and senior border officers at the OSCE Border Management Staff College. It is found that in order to develop the leadership potential of border officials, foreign countries apply an integrated approach to training, paying attention to the formation of analytical thinking, the acquisition of professional management skills and abilities. In the training methodology, theoretical and practical classes, situational tasks, business games, trainings are widely used. Taking into account foreign experience, in order to increase the managerial level of future border guard officers, it is proposed to familiarize them with what it means to be a leader, how to organize work in a team, how to manage subordinates and be responsible for leading the border unit. There also outlined the importance of research on the leadership potential of the border guard officer, leadership in the border protection system, the characteristics of the officer as a leader of the border unit. РОЗВИТОК ЛІДЕРСЬКОГО ПОТЕНЦІАЛУ ТА ГЕНДЕРНОЇ ОБІЗНАНОСТІ ЯК НАПРЯМ СТРАТЕГІЧНИХ КОМУНІКАЦІЙ НАЦІОНАЛЬНОЇ АКАДЕМІЇ НАЦІОНАЛЬНОЇ ГВАРДІЇ УКРАЇНИ

The article analyzes the implementation of the author's mentoring project by Khrystyna Boychuk #ТІЩОЗМОГЛИ within the strategic communications of National Academy of the National Guard of Ukraine. The project aims to maintain the image of the National Guard of Ukraine by building leadership potential and gender awareness among young men and women who plan to link their future with service in the security and defense sector of Ukraine. The aim of the study was to identify the features of the development of leadership potential and gender awareness in the process of implementing a mentoring set. The #ТІЩОЗМОГЛИ project is a mentoring platform designed to educate modern leaders. The project aims to develop leadership potential in students, including students with enhanced military and physical training, by providing them with basic tools to combat gender and other types of discrimination and skills that will help in the future to adequately respond to social challenges related to gender stereotypes. The first implementation of the project #ТІЩОЗМОГЛИ was carried out on the basis of National Academy of the National Guard of Ukraine, where a training program was conducted based on the main module on gender equality and 2 training modules - legal and leadership, which previously integrated the principles of gender equality. The aim was to demonstrate the possibilities of non-formal education with an integrated aspect of gender equality, as well as inclusiveness and tolerance. The second implementation of the #ТІЩОЗМОГЛИ project envisaged an increase in the target audience and took place on the basis of educational institutions with enhanced military and physical training in Kharkiv in five stages: acquaintance with the program, gender aspects of military service, legal course, leadership course and public speaking course. The results of these courses were evaluated using a survey conducted at the beginning of the training modules and after their completion. These surveys showed how much the participants' knowledge of gender issues has increased. An important result of the training modules, as the survey showed, was that the project drew students' attention to the importance of developing leadership potential and the ability to consciously approach the formulation of goals and make choices for future self-realization. As the information support of the project is an important component of the strategic communications of the National Academy of the National Guard of Ukraine, information about the implementation of the #ТІЩОЗМОГЛИ project was disseminated on various Internet resources. The approbation of the project #ТІЩОЗМОГЛИ as a direction of the strategic communications of National Academy of the National Guard of Ukraine showed the relevance of the topic and the interest of the target audience. The mentoring project resulted in the development of participants' leadership potential, raising awareness of gender issues, overcoming gender stereotypes and establishing harmonious communication between girls and boys, based on respect, non-discrimination, equality and mutual understanding.

Managerial Decisions in Public Management and E-Governance: A Leadership Aspect

The article examines the development of public management in the process of establishing e-democracy and e-governance in Ukraine, which will contribute to the achievement of key goals of sustainable development of the region in the 21st century, with a revolutionary breakthrough in human resources development. The main purpose of the study is to influence the formation of leadership qualities in the subjects and objects of innovative management in the context of public administration and e-democracy as a key communicative problem of e-government. The systematization of literary sources and approaches to solving this problem shows that the scientific discourse has not yet touched upon the sphere of e-government. The urgency of developing the human resources leadership potential is driven by the rapid progress of universal globalization, which is based primarily on marketing and innovation management in public administration. The logical sequence of the research involves the analysis of the practical achievements of the progressive countries of the world in the field of e-governance and the study of the innovative role of managers in public administration; identifying the benefits of e-democracy; generalization of the sociology of leadership in the context of information society formation and competence of public administration managers; research of elite component of public management and definition of strategic guidelines of the state policy on formation of the information society in Ukraine. The methodological basis of this research is the concepts of marketing and innovation management in public administration, e-democracy, the information society; known theories of sociology of leadership. The subject of the study is Ukrainian public management in the conditions of formation of e-government in accordance with the standards of the European Union, the course for membership in which is enshrined in the Constitution of Ukraine. Accordingly, the author's vision of strategic approaches to managing organizational changes in management structures related to the implementation of modern information and communication technologies of e-governance, strategic directions of the state personnel policy for the development of leadership potential as a key factor in the success of not only managers of all management is presented. of spheres and levels, but also of civil society as a whole, as well as exploration of the further development of the theory of sociology of leadership in the context of the transformation of industrial society into information (post-industrial). The pragmatic results of this study should contribute to the intensification of the introduction of e-democracy and e-governance in the field of public administration, thanks to the development of leadership potential of all participants in this process, even in the architectural conditions of modern Ukraine.

52 Simulation-based Team-Leadership training for Neonatal Resuscitation: Is learning by Observation as effective as learning by Participation?

Completion of NRP courses and NICU rotations during residency program does not usually prepare pediatric residents to ‘lead’ neonatal resuscitation teams adequately. Simulation can be used as an adjunct tool to consolidate teamwork skills, and develop leadership potential. In reality many learners end up observing rather than participating in simulation due to logistics and time constraints. Purpose: To evaluate if being an observer versus participating in a simulation training session influenced performance in neonatal resuscitations. Primary Objective: We compared the relative effectiveness in learning of non-technical skills by Observation vs. Participation in simulation-based training in neonatal resuscitation. Secondary Objective: (i) Compare the changes in stress measures between participants and observers (ii) assess if participating in simulation increases stress levels among learners and check if stress during simulation associated with enhanced learning. True experiment design (Pre-test, Post-test 2-intervention group) was used. Senior pediatric trainees from the paediatrics and neonatal programmes were invited to participate. Confederates were used as nurse and respiratory therapist. Scenarios were standardized and conducted in high-fidelity simulation center. All trainees took part in pre-test; each led resuscitation on a simulated NRP scenario, followed by Didactic teaching incorporating principles in teamwork and leadership. Participant group performed 3 simulated resuscitations, while Observer group observed via closed-circuit television. Both groups were video-debriefed together using standardized Pearls methodology. Retention tests were performed 6–8 weeks later. Both pre-and retention-tests were video-taped for later review by 2 independent evaluators using pre-validated assessment tools. Stress Indicators: Salivary cortisol levels (objective stress indicator) were collected from all trainees at specific time points. Trainees self reported their perceived levels of anxiety/stress (subjective stress indicator) answering questionnaire. 22 pediatric trainees were randomized into participant group (n=11) and observer group (n=11). There were no differences in clinical experience between these groups, baseline stress levels, or time since their last NRP course. Both groups improved their NRP performance and experienced stress during the simulation. Simulated neonatal resuscitation training was associated with improved skills in learners regardless of whether they participated or observed.
