Scientific justification of the need for balanced development of medicinal plant growing

Medicinal plant growth plays a significant role in the development of the national economy as a component of the processing industry, agriculture and forestry nowadays. Its resource base is a valuable natural resource, an indispensable functional part of the biosphere, and the basis for maintaining the potential of human health. An important aspect of balanced development is the preservation of medicinal plant resources in the natural conditions of their growth to preserve the species composition of commodity products and the biological diversity of the ecosystem. The global trend, including Ukrainian, testifies to the rapid increase in the importance of preserving the species diversity of the natural fauna and wild herbs in particular. There are two directions of medicinal plant cultivation: the use of natural plant resources (the collection of wild species) and the cultivation of medicinal plants. The specificity of the development of this industry directly depends on the way of its management for the production of medicinal plant material, about 160 species of wild plants and about 60 species of cultivated medicinal plants are currently used. That is, over 70% of medicinal plants are wildlife, and they constitute the fund of comprehensive renewable resources of the state that are harvested in Ukraine, ad this, in turn, attaches great importance to this area of harvesting of medicinal plants, since it is predominant. The following research methods were used to perform the tasks set in the work: economic-statistical, abstract-logical, system-structural and comparative, graphic and design-constructive, and others like that. The current state of medicinal plant growing shows a significant gap in production processes, logistics, environmental management, certification, and other financial and organizational aspects. Solving of these issues will contribute to the development of the greening agriculture, the development of rural areas, the stabilization of the volume of cultivation of medicinal plants, and the regulation of market relations for the production of medicinal plants. Additional attention needs to be paid to the systematization of priorities, and search for ways to optimize the direction of development of medicinal plant growth in order to balance. In particular, taking into account the ecological, economic, and social features of the development of this industry involves solving the problems of preserving the natural resources of medicinal plants, the instability of the volumes of their harvesting and growing, the low weight of environmentally clean (from chemical and radiation pollution) quality of products that meet the quality requirements for its certification, as well as the low level of innovation implementation in the development of Ukrainian industry.

Research of the development of the electronic industry and economy on the example of Ukraine

The object of research is the electronic industry and economy on the example of Ukraine. The rapid development of national economies is accompanied by the introduction of the best innovative technologies and knowledge, which leads to the informatization of all processes in society. The electronic industry plays a key role in the development of the economies of market countries. And the problem of the global shortage of semiconductors, which are components in most devices, actualizes the pressing issue of the development of the electronic industry in Ukraine. In the course of the study, the method of theoretical analysis was used in the study of the electronic industry in Ukraine and statistical tools were used in the identification and assessment of trends in the development of the industry in Ukraine. As well as methods of theoretical analysis, comparison and generalization for the general analysis of the development of the domestic economy, and a graphic method for the analysis of statistical data on changes in the socio-economic state of the country and industry. The proposed work examines the development of the electronic products market and industry in Ukraine. The obtained results of the study indicate the insufficient level of development of the electronic industry in Ukraine, as well as the need to build a sustainable partnership between enterprises of the electronic industry and scientific institutes conducting developments in the field of nanomaterials. Thanks to the obtained research results, electronics manufacturers will be able to focus their attention on methods of building joint alliances with scientific institutes and increase the level of technology transfer in Ukraine. The results of the study can be used to compare the development of the electronic industry and the economy of European countries in conditions of constant crisis phenomena.

Сучасні тенденції розвитку підприємств в Україні

In the conditions of permanent changes caused by instability as a result of the war and an increase in the uncertainty of the business environment, the development of enterprises is changing dramatically. The article elaborates an interpretation of the development of enterprise as a process of quantitative, qualitative and structural changes in its state (potential) and functional activity to achieve the established vision and goals (effectiveness), which are determined by an immanent tendency to improve, in conditions of permanent changes in the business environment. The concepts of both innovation and development are considered. The main tendencies in changes in macroeconomic indicators of Ukraine are analyzed. When analyzing the balance of enterprises, it was noted that the rapid deterioration of non-current assets at enterprises is caused by unsatisfactory depreciation of fixed assets. Problems with the sale of products lead to an increase in the share of current assets in the balance of enterprises. The unsatisfactory state of the balance of enterprises leads to a slowdown in the development of industry in Ukraine. The level of wages in industry branches is not the same, differing from the type of activity. The development of the economy and society are in constant interaction and interconnection. The carried out study of domestic practical experience of industrial production indicates a high intellectual and human potential, while the number of enterprises implementing innovations in 2020 amounted to only 14.9% of the total number of industrial enterprises, which is 4 times less than in developed countries. It is determined that the main problems affecting the development of the industrial complex of Ukraine are associated with: insufficient innovative activity of enterprises; loss of established markets for products; technical obsolescence and poor product quality; insufficient internal funding; inefficient use of depreciation funds by enterprises.

Європейський зелений курс в Україні: можливості та наслідки для промисловості

The purpose of the article is to substantiate the European Green Deal (EGD) commitments, identify opportunities and threats for the development of Ukrainian industry, and elaborate proposals for the adaptation of Ukrainian producers to the requirements of the EGD. It is shown that the EGD is at the centre of the European agenda, and it is a modern challenge that can change the economy and consumption patterns not only in the European Union but throughout the world. This could have profound geopolitical implications. The authors justify that Ukraine has stable economic, social, and political ties with the EU and has been involved in new value chains with European producers, so implementing the EGD opens new opportunities for “green” transformations of the Ukrainian industry. It has been found that Ukraine should serve to implement international commitments on development. However, such compliance carries significant threats aggravated by technological backwardness and financial insecurity of industrial agents. Also, complying with Ukraine’s international commitments and other international agreements could further impede access of Ukrainian goods to the EU market by strengthening trade barriers associated with more stringent environmental requirements. It has been shown that today the level of climatic neutrality and environmental load on the environment in Ukraine does not correspond to European standards. This enhances the importance of adapting the Ukrainian industry to the requirements of the EGD. To address the shortcomings, the authors propose regulatory and institutional changes. Paper recommends developing economic incentives to save energy and primary material resources, modern waste management methods to minimize waste volumes, disseminate environmental innovations and environmentally friendly resource-efficient technologies to develop “green” business.

DEVELOPMENT OF CONCEPTUAL PRINCIPLES OF HOTEL DESIGN ACTIVITY (ON THE EXAMPLE OF THE SOLUTION OF THE 5 STAR CAPITAL HOTEL-LUXURY)

Currently, the national sphere of services forms the economy of the state, country, regions, is becoming an important factor in the stable development of the hotel industry in the modern structure of the hospitality industry. The modern sphere of hospitality, as one of the highly profitable branches of the economy, is the leading direction of socio-economic development of Ukraine. The development of the hotel industry in Ukraine is constrained by a number of factors, such as: shortcomings in the financial and banking system, limited solvency of the population, the political situation in the country, the imperfect tax system, the COVID-19 pandemic. During the development of the concept, the decisive factors that influenced the design and development of a 5-star luxury hotel with 70 rooms in Solomyanskyi district of Kyiv were the features of the district, namely: geolocation, infrastructure, land cost, environmental comfort, etc. Thus, an important area of optimization of the technological process in the hotel business is the diversification of production, which is associated with the expansion of production capacity of the hotel business through the rational use of resources. The purpose of the study is to establish and disclose the factors of influence on the development of conceptual foundations of hotel design. The research was conducted by elaborating legislative acts of Ukraine, scientific publications on hotel design, statistical data, expert assessments. The main theoretical and practical results that determine the novelty and practical significance of the study are to determine the sequence of actions to develop conceptual principles of hotel design, which can be represented as the following chain: mission ® practical philosophy of the hotel ® type ® category ® purpose ® comfort level ® choice of accommodation and food. It is established that the importance of using in the process of conceptual design of hotels comprehensive information on the factors influencing the activities of the enterprise in the hospitality industry, coordination of this information with the values and objectives of the business, namely the mission of creating and operating a hotel business. and principles that in the future will be focused and used in the operational management of the already commissioned hotel. A comparative analysis of accommodation facilities, including the pricing policy of the number of rooms, restaurants and the type of kitchens. as well as service facilities of Solomyansky district. The analysis of potential consumers of hotel services is presented, such as: cultural and leisure, spa services, trade services and business services. Such 5 * luxury hotels meet the existing and potential demand for hotel and business services. With the provision of appropriate business services of proper quality and optimal price, you can solve the problem of finding a place to stay, relax and business.

The problem of development of space law in Ukraine: history and modernity

Problem setting. One of the important achievements of humanity of the twentieth century is the development of outer space, has formed the need for legal regulation of this area of human activity at the international and national level. Ukraine, which at that time was part of the Soviet Union directly participated with other developed countries of the world in the formation of space law. After gaining independence, it joined international documents regulating the use of outer space, and it developed its own national space legislation. The purpose of this work is to analyze the genesis of international space law, its application and development and implementation in the Ukrainian legislation; find out the problems that hinder the full development of the space industry in Ukraine. Analysis of scientific research. The subject of space law has been studied by legal scholars in various aspects. One of the first works of foreign scientists on space law was the study of the Czech lawyer Volodymyr Mandla, the following scientists also made their efforts: Endryu G. Kheyli, L. P. Anufrieva, A.Kh. Abashidze, K.A. Bekyashev. Ukrainian scientists are dealing with the problems of space law: Malisheva N. R., Atamanenko B. A., Biegliy B. A, Perederey R. B., Kudryavchenko O. B., Redchits’ N. E. Article’s main body. The current international situation has raised new questions on the development of the space industry: the delimitation of outer space and airspace, the international legal status of the geostationary orbit, the need for an international instrument to prevent the potentially harmful effects of space activities on outer space and the Earth’s environment. All these problems need to be solved as soon as possible. Conclusions and prospects for development. With the beginning of space exploration in the XX century, Ukraine as part of the Soviet Union took an active part in the development of outer space, with independence the state failed to overcome the systemic economic crisis, which led to stagnation of the space industry, slowed down the development of space law, that in most cases it is used exclusively in international cooperation with more developed countries in the space industry and the launch of a few unmanned space objects. In our opinion, there are the following factors that create obstacles to the successful development of the space industry and research in this area, namely: the state allocates a limited amount of funds for space science, there is a large outflow of scientific personnel abroad; due to the long-term unstable economic situation, foreign investors refuse to invest their funds due to the risks of their loss. In our opinion, only after the settlement of these problems, it will be possible to successfully develop the space industry and further develop space law.

ПЕРСПЕКТИВИ ДЕРЖАВНОЇ ПІДТРИМКИ РОЗВИТКУ ГАЛУЗІ БІОМЕТАНУ В УКРАЇНІ ДО 2040 РОКУ

The paper considers the prospects for the state support for the development of biomethane industry in Ukraine from 2025 to 2040. The main financial incentives for the use of biomass-derived energy are a special tariff for heat from sources other than natural gas, and a feed-in tariff (the auction price in the future). In the EU, biomethane production is gaining ground due to available financial incentives (premiums to the cost of natural gas, and premiums to feed-in tariff). The main obstacle to the large-scale spread of biogas (and, accordingly, biomethane) is the high cost of equipment. The amounts of state support for biogas production with its purification to biomethane and supply of the latter to the gas transmission and gas distribution networks under the conditions of biomethane production in the amounts provided by the draft Roadmap for Bioenergy Development in Ukraine until 2050 were assessed. While maintaining the price of natural gas at the level of prices of 2021 (EUR 0.24/m3), the need to subsidize biomethane production from 2025 to 2040 can reach EUR 0.263-3.5 billion, on average EUR 16.5-217 million per year. Infrastructure expenditures were not taken into account in the assessment. The possibility of electricity output from biomethane was not considered, as biogas refining to the quality of biomethane requires additional funds. The statutory auction price may be sufficient only for certain types of feedstock and for large biogas plants. The use of biomethane may be appropriate in the transport sector, as biomethane is an "advanced biofuel", and Ukraine already has a relatively extensive network of methane filling stations. Biomethane production in Ukraine will require state support, particularly in the form of direct subsidies to biomethane producers (in the form of premium to the price of natural gas), and in the form of a premium to the auction price. The use of biomethane will partially reduce dependence on imported fossil fuels, being also an important element in the decarbonization of sectors using natural gas, replacing up to 0.76 billion m3 of the latter in 2040, which is in line with the global leading decarbonization trends.

Formation of strategic management of hemp cultivation in a developing country: A case of Ukraine

After a long period of decline and persecution, there is a revival and rapid development of the cannabis industry around the world: the use of this unique crop is expanding rapidly, and finally, it was transferred from a narcotic to an agricultural one (except for Ukraine). Nowadays, the Ukrainian hemp industry has practically gone unnoticed by the state, scientists, practitioners and society. At the same time, it has development prospects and can play a significant role for rural areas and the national economy. The paperis aimed at exploring the possibilities of growing hemp (Cannabis sativa L.) and justifying the need for strategic management of the development of the cannabis industry in Ukraine. Based on the analysis of hemp production, it is established that during the years of Ukraine’s independence, the area of hemp crops has decreased almost 8 times; the number of producers is limited; hemp processing plants do not function; the yield of technical hemp seeds has a slight tendency to increase andapproximates 6-7 kg/ha. The prospects for cannabis cultivation require building strategic management of the cannabis industry to address key issues and mitigate threats. The key elements of the production development strategy are identified as improving institutional and financial support at the state level. The main guidelines of strategic management of hemp cultivation are: simplification of regulation for producers; intensification of agribusiness entities; increasing production volumes; and improving the competitive environment in the hemp market. It is proved that the strategic development of the hemp industry requires developing hemp processing enterprises; disseminating knowledge among the population about the usefulness and benefits of this multi-purpose culture. To substantiate the effectiveness of strategic decisions, the algorithm was proposed for assessing the effectiveness of growing different types of hemp products by different technologies, which is carried out using economic and mathematical modeling.

Аnalysis of problems of polyethylene utilization in Ukraine and ways to overcome them in the world

Polyethylene is the most widely produced and used plastic in the world and is an integral part of the urban lifestyle of a person. The high demand for PE is given to its mass use as a packaging material due to flexibility, heat and electrical insulation and barrier properties, chemical and thermal stability, ease of processing and, most importantly, accessibility and low cost. More than 35% of all PE produced is used to make the package. Other areas of its application are electronics, mechanical engineering, construction, light industry. Another side of scientific and technological progress is the problem of waste accumulation and its negative impact on the environment and human health. With the development of industry in Ukraine, the amount of waste is growing. Conversely, the amount of recycled, i.e. reused plastic articles, is reduced.
 Polyethylene is an ethylene polymerization product and it is hardly naturally occurring. This is non-biodegradable plastic, the decay of which lasts at least 200 years, releasing harmful substances into the environment. To reduce the negative effect of the used polyethylene, it is disposed of by burial or by external exposure to physicochemical or biofactor. Some fungi and bacteria can contribute to the biodegradation of PE by releasing chemicals that can break down long chains of polymers.
 The problem of plastic waste accumulation is related to the limited shelf life of many plastic products and the complexity and high cost of plastic recycling processes. Plastic recycling is the process of collecting plastic waste and processing it into useful products. There are several types of PЕ processing processes. This is primary, secondary, tertiary and quaternary processing. Primary processing - reuse of the product, as a rule, for the same purpose. Secondary processing - pellet production. Thermoset polymer cannot be recycled into granules, so they are depolymerized into oligomers by chemical reaction. This is tertiary processing. One of the methods of recycling the polymers is pyrolysis. This is the thermal scheduling process of the organic substances that the polymers consist of. For polyethylene, this temperature is about 450 C. To increase the efficiency of the process, for example, to accelerate it or reduce the temperature in the reactor, a variety of catalysts can be used.
 Pyrolysis products depend on the degree of branching of PE, its molecular weight, temperature and type of reactor, catalyst, which is used and is characterized by high quality and environmental safety, since the feedstock does not contain phosphorus, sulfur and nitrogen compounds. The simplest example of recovery (quaternary processing) is the burning of PE. Incineration releases a significant amount of energy from polyethylene, the heat of combustion of which is about 47 MJ/kg. This method is environmentally dangerous because the thermal degradation of PE in the presence of oxygen releases cellular compounds that are dangerous to human health. The cleaning of the combustion gases is expensive, resulting in the lowest economical combustion efficiency among all recycling methods.
 Waste reduction can be achieved by introducing a cyclical economy based on the principle of 3-R: Reduce (reducing the use of resources and providing the advantage of renewable materials), Reuse (maximum possible product efficiency), Recycle (recovery of by-products and waste for their reuse). The use of PE waste as alternative materials for urban development programs will reduce gas emissions and fossil fuel consumption. Dematerialization, the use of goods as a service instead of the traditional model of sale, the use of waste from one production as a raw material for another contribute to the reduction of waste volumes too.
 An example is the use of PE waste to strengthen the soil in geotechnical schemes of retaining walls, foundations, road foundations, embankments, and slope stabilization. As a result of including strips of polyethylene bags in the soil, soil resistance to landslide increases, bearing capacity and soil subsidence characteristics are improved. Another area is the construction of roads where plastic waste is used to increase the life of roads. The life of roads built from plastic-modified asphalt is growing several times. Such a coating is more resistant to damage, reduces the cost of raw materials and industries, is much safer for the environment than ordinary asphalt. The use of plastic waste instead of specially made additives will help significantly improve the environmental situation in the country.
 The best waste reduction strategy in Ukraine is measures to reduce the quantity of materials for the production of plastic products, extend the service life of products by reusing them in order to postpone disposal where possible.

Досліджено особливості патентної охорони біотехнологічних винаходів як чинника трансформації національних економіко-правових процесів. Установлено, що умови для отримання патенту на біотехнологічні винаходи відрізняються від умов патентування в інших сферах, зважаючи на те, що усі винаходи в галузі біотехнології прямо або опосередковано є продуктом природи. Акцентовано на важливості чіткого розмежування між відкриттям природного явища і новим об’єктом інтелектуальної власності. Охарактеризовано критерії патентування для винаходів у галузі біотехнології. Обґрунтовано, що однакові стандарти патентування винаходів у галузі біотехнології неможливо застосовувати в різних правових системах, тому відповідні рішення повинні ухвалюватися, виходячи з положень національного права. Установлено, що нормативно-правове регулювання патентування винаходів у галузі біотехнології потребує удосконалення з урахуванням особливостей біотехнологічних об’єктів інтелектуальної власності.

Measures to extend information support in the field of rural green tourism under conditions of adaptive quarantine have been identified. Demonopolization of the space industry in Ukraine

The emergence of the need to demonopolize space activities in Ukraine indicates that space may soon turn from an object ofexclusively state research into a regular destination. Therefore, we turn to the analysis of Ukrainian legislation in this area.The article analyzes the provisions of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on State Regu -lation of Space Activities” and presents arguments in favor of demonopolization of space activities in Ukraine, which in turn shouldpromote space activities and attract investment in Ukraine.Historically, in Ukraine, the space industry was a state monopoly. Only scientific space research, development, testing and productionof non-rocket space objects, their repair and maintenance could be carried out by private enterprises.The basis for the abolition of the state monopoly in this area was presented by the Law of Ukraine “On Space Activities”, whichdefined the general legal basis for space activities in Ukraine, by introducing a declaration on space activities, which is essentially anotification mechanism, and abolishing registration in Space agency of concluded agreements between national and foreign privatebusiness entities.The Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Concerning State Regulation of Space Activities”was developed to remove restrictions on such activities for private space entities, which in turn should lead to the development of spaceactivities, attracting investment in space activities. industry of Ukraine, as well as create new jobs in this area. This law is aimed atensuring development, increasing investment attractiveness, as well as creating a competitive environment for the development of thespace industry in Ukraine, both in the public and private sectors.In addition, to date, the Government has not approved a list of space activities that are subject to compulsory insurance. Thus,there is no legal basis for the implementation of this type of compulsory insurance. What leaves us an open field for discussion.

Formation and development of the fashion industry in Ukraine

Purpose of the article. Based on a critical analysis of the material and analysis of the origin and formation of the fashion industry in Ukraine to determine its components and characterize the principles of their work. Methodology. The specifics of the study logically affected its methodological principles. Accordingly, methods such as analysis, synthesis, analogy, as well as comparative-historical and systemic approaches were used. Such a methodological basis allowed us to compare the formation and development of the fashion industry in Ukraine and abroad in historical, cultural, and fashion discourses. The scientific novelty of the work is to determine the components of the fashion industry of Ukraine, its development, and its role in the development of national culture and preservation of national identity. Conclusions. The birth of the fashion industry has taken place in Ukraine since the 1990s. In Ukraine, doing business with key players in the market of the fashion industry, those who actually perform the function of fashion designers differ from the world's traditional forms. It can be concluded that in Ukraine it is possible to distinguish between companies that position themselves as a trademark, as well as companies that act as design brands that often work on tolling schemes.

The characteristics of the general modern state of the light industry in Ukraine

The subject of the research is the theoretical and methodological foundations for determining the current state of the industrial sector of Ukraine, namely, light industry enterprises. The aim of the researchis to study the main indicators of the state of the industrial sector of Ukraine for 2015-first half of 2020. Research methods. When writing the article, general scientific and special methods of studying economic phenomena and processes were used to determine the general current state of the Ukrainian industry. Results of the investigation. In the course of writing the article, it was found that a common problem that for a long time hinders the development of the light industry in Ukraine is a rather old and backward production technology and, as a result, low product quality. The key directions for overcoming this technological backwardness should be the introduction of innovative forms and methods of production, the use of advanced technologies, the development and implementation of innovative programs to support the light industry in general, both at the national and international levels. It should also emphasize the role and necessity of state support, from which everyone benefits, that is, industrial enterprises will be provided with the necessary high-quality resources and technologies, and new jobs, social guarantees for the population will appear in the country, the investment attractiveness of light industry enterprises will improve, and accordingly, it will increase. stakeholder interest in them. Scope of the results. Economy, industrial economics, light industry, enterprise management, enterprise innovative activity, enterprise innovative potential. Conclusions. It has been established that since there are positive aspects in the context of the development of light industry, it can be attributed to one of the most promising industries in Ukraine. It has been proven, according to various experts, that the Ukrainian clothing and footwear market is one of the twenty most developed markets in Ukraine, since our population spends about 25-35% of their monthly income on footwear and clothing, which is higher than in Western Europe. It was determined that the light industry has rather optimistic forecasts for further growth, however, in order to maintain such positions, this industry must continue to move towards increasing government support for the industry by ensuring the formation and placement of government orders and government contracts; development of target programs for the prospective development of new types of raw materials, balanced development of sub-sectors; expansion of our own base of raw materials and resources; improving the mechanism for restoring cooperative ties; formation of their own innovative potential and increase in investment attractiveness through the use of modern methods and forms of scientific and technological progress, the latest technologies.

Trends in the professional training of pharmacy specialists in Ukraine

The article identifies and characterizes the leading trends in the development of the pharmaceutical industry in Ukraine, namely: observance of ethical principles of work of the expert of pharmaceutical industry; a focus on European standards for the quality of pharmaceutical services; development of a national system for the production of medicines. Emphasis is placed on the fact that the teachers of the University have a goal to convey to students ideas that are important for forming the humanistic foundations of a pharmacist’s work. The initial instruction, according to the authors, is to provide each participant of the educational process with the conditions for self-realization in learning and future professional activity. At the same time, in the formation of the content of pharmaceutical education a deep understanding of the value of a person’s health is the highest personal and social value. Bogomolets National Medical University, students and teachers believe that in Ukraine there are a number of prerequisites for overcoming the dependence of the domestic pharmaceutical market on imported medicines, namely: Ukraine has joined the International System of Cooperation of Pharmaceutical Inspections; the country has created a system of registration of medicines and adopted an international format of registration dossier; the State Pharmacopoeia of Ukraine was developed and put into operation; mandatory requirements for compliance with the rules of Good Manufacturing Practice and Good Distribution Practice were introduced; to the licensing conditions for the production and sale of medicines in Ukraine European recommendations regulating the development and research of medicines have been adapted and updated.

This article researches the current state and main trends of development of IT industry in Ukraine and the world terms of digital transformation of economy and society as a hole. The rapid dynamic development of the researched industry is proved, the main international rankings are analyzed, which testify the level of development of IT sphere in different countries of the world and in Ukraine in particular. The reasons influencing Ukraine's position in the considered ratings are found out. The state of IT industry of Ukraine as a whole is studied and the main problems that hinder its development are identified. Based on the research made, a number of measures are proposed that should have a positive impact on the development of Ukraine's IT sector and solve existing problems.

The adoption of the АСАА in the interests of Ukrainian producers and public safety

Relevance of the research topic. Identification of the features of negative influence on the further development of Ukrainian production of cable and wire products, namely, the growth of imports of low-quality products and saturation of the market with counterfeit products, which leads to a decrease in production volumes, a reduction in productioncapacities, and profit losses for most Ukrainian manufacturers. In addition, the inefficiency of technical regulation programs leads to threats the security of the society: the use of counterfeit products is one of the causes of fires, which leads to loss of life, as well as economic losses. All this strengthens the importance of creating an effective system of state control in the domestic market of cable and wire products. One of the most effective ways is to improve technical regulation is through adopting the Agreement on Conformity and Acceptance of Industrial Products (ACAA). Formulation of the problem. Dangerous threats associated with the rapid growth of imports of counterfeit products in an increasingly open and competitive economy require increased state control in the domestic market, to ensure compliance with product quality and safety standards. Creating favorable conditions for the adaptation of Ukrainian manufacturers to the introduction ofhigh quality standards in accordance with EU requirements will help bridge technological gaps and ensure security in the domestic market. Selection of unexplored parts of the general problem. Faced with the increasing impact of threatening challenges on the development of cable and wire products, the problem of substantiating the directions of improving state control over the quality and safety of industrial products in the domestic market and promoting the adaptation of Ukrainian manufacturers to standards remains insufficiently studied. Setting the task, the purpose of the study. The purpose of the paper is to develop tools aimed at accelerating the adaptation of Ukrainian manufacturers to new high standards of quality and safety of cable and wire products, namely the development of recommendations for improving market surveillance, compliance with horizontal (frame) and vertical (industry) legislation in industrial sectors (cable production -conductor products), which allows to accelerate the process of concluding an ACAA agreement and will provide favorable conditions for the development of Ukraine industry. Method or methodology for conducting research. The authors used the following special research methods: statistical comparisons, groupings, samples (to identify trends in the cable-conductor market); structural and functional analysis (to identify problems impeding the successful integration of Ukrainian producers into the world trading space), expert assessments. The recommendations on directions and instruments of industrial policy are developed using the generalization of domestic and international experience according to new challenges of industrial development of Ukraine. The field of application of results. The results of this study can be applied to industrial policy-making for effective industrial stimulus measures of Ukrainian industry. Conclusions. It has been proved that in order to create favorable conditions for satisfying the needs of the domestic market for cable products and ensuring public safety, the implementation of such measures is paramount: the development of rules for the safe functioning of energy non-industrial products; the introduction of reliable control in the electrical market using the appropriate registers of manufacturers, suppliers and sellers of dangerous checkpoints and the improvement of the technical regulation system, including the introduction of a reliable control system and measures to prevent the entry of poor-quality cable and wire products across the Ukrainian border.

Social and market conditions for the development of the sports industry in Ukraine

The theoretical analysis of conditions of the sports industry development is carried out. An individual is a direct and main entity in the complex structure of the entities of social development and social policy implementation. The problems of social development and social policy cannot be solved without the conditions for self-realization of human capacity. Under modern conditions, there is a process of scientific knowledge specialization and establishment of scientific schools of research in the development of the sports industry and its impact on shaping a healthy society. Deepening economic reform significantly impacts the development of market relations in the sports industry in Ukraine, which is characterized by changes in ownership, forms of management, rules, methods of managing the sports industry, and quality of promoting a healthy lifestyle. Organizational, managerial, and economic activities in physical culture and sports are aimed at meeting the growing needs of the population in high-quality physical culture and health services that will promote human development, implementation of the European value system, and development of the sports industry. The generalized idea about the social and market-related mechanism of regional management is given. In conditions of fierce competition and rapidly changing situation, sports organizations must not only focus on the internal state of affairs but also develop a long-term strategy of behavior that would keep pace with changes in the environment. In the past, many organizations have been able to function successfully, focusing mainly on day-to-day operations, on internal issues related to improving the efficiency of resource management in current activities. However, now, although the task of rational use of capacity in current activities does not change, it is extremely important to implement the management, which ensures the adaptation of physical culture and sports organization to rapidly changing external conditions. The importance of an innovative approach to creating conditions for the development of physical culture and sports at the regional level is emphasized.

The influence of globalization processes on the innovative development of the food industry of Ukraine in the phases of business cycles

Aim. One of the important problems in the development of the food industry in Ukraine is the infl uence of globalization processes, accompanied by cyclical development of the economy. The cycles are manifested in periodic ups and downs of the business climate, taking into account the infl uence of various factors (climate change, risks in agricultural production, legislative changes, etc.), i.e. when the economy seeks to fi nd equilibrium. Therefore, the identifi cation of fl uctuations in economic activity and, accordingly, changes in market conditions that arise as a reaction to the action of well-defi ned, predictable factors of the market environment are relevant and necessary. The purpose of the article is to reveal the infl uence of globalization processes and economic cyclicality on the innovative development of the food industry in Ukraine, to identify the phases of business cycles, to determine the criteria for the effective functioning of individual food industry sectors during periods of crisis and depression in order to develop effective tools for leveling and smoothing their consequences at different levels of management. Methods. Based on the application of classical and modern methods for assessing economic cycles, we developed a methodological approach to justifying the phases of the business cycle and identifying the development specifi cities of individual sectors of the food industry of Ukraine (meat processing, milk processing, baking, sugar production) in these phases. In the authors’ algorithm, at the appropriate stages of the study, the following methods were applied: factor analysis  to calculate the indicator of the business climate; smoothing time series  to identify individual phases of the business cycle; average values of growth rates  to summarize the characteristics of the phases of the business cycle and identify the characteristics of the development of food industry sectors of Ukraine in these phases. The primary data for the calculations were the data of global and national statistics. Results. It has been established that the consequences of the impact of globalization on the development of the food industry of Ukraine since the beginning of the new millennium are: changes in the industrial structure; its formation under the infl uence of an external market, where raw materials and primary processing products are most in demand; accelerated growth in consumer prices for food products, which does not correlate with real incomes of the population; expanding the monopolization of food markets; the imbalance of supply and demand, which leads to differences in the development of economic phenomena, in particular  in the innovative development of the food industry, etc. The study showed that the development of individual sectors of the food industry is affected by the cyclical development of the national economy. The periods of the business cycle phases for the Ukrainian economy (from 2002 to mid-2019) and their impact on the activity of the food industry are determined. It was established that during this period the Ukrainian economy went through 4 business cycles with fi ve major downturns and peaks in economic activity. It was revealed that a sign of its development is the presence of separate business cycles in which there is no depression phase. Conclusions. The assessment of the intensity of the development of the food industry sectors during the phases of business cycles gives grounds for the justifi cation of their slower innovative development. The main reasons for this phenomenon in the food industry are as follows: imbalance in supply and demand for goods; low purchasing power of the population; investing signifi cant amounts of fi nances in increasing production volumes, and not in innovative development, ineffi cient pricing policy. The methodological approach proposed in the article, based on the identifi ed signs of the phases of the business cycle, makes it possible to justify the problem periods of the food industry in the short term, as current problems signifi cantly affect the implementation of long-term plans. This confi rms the feasibility of applying the proposed methodological approach in further research.
