Industrial relations, the New Right and the praxis of mismanagement

PurposeThe purpose of the article is to outline the insights provided by Alan Fox in Man Mismanagement in relation to the rise of the New Right political economy and the spread of unitarist managerialism. The article assesses the contemporary work and employment relations implications of mismanagement arising from a “second wave” of the New Right ideology from 2010 in the UK.Design/methodology/approachResponding to the Special Issue on Alan Fox, the article focuses on Alan Fox's book Man Mismanagement, considering industrial relations developments arising between the 1st (1974b) and 2nd (1985) editions relating to the political rise of the New Right. It reviews various literature that illustrates the contemporary IR relevance of the book and Fox's insights.FindingsThe New Right’s ideology has further fragmented work, disjointed labour rights and undermined collective industrial relations institutions, and macho mismanagement praxis is even more commonplace, compared to when Fox wrote Man Mismanagement. The stripping away of the institutional architecture of IR renders the renewal of pluralist praxis, like collective bargaining and other forms of joint regulation of work, a formidable task.Originality/valueThe value of the article relates to the identification of dramatic historical industrial relations events and change in the UK in Alan Fox's book Man Mismanagement, most notably relating to the rise to power of the Thatcherite New Right in 1979. Originality is evidenced by the authors’ drawing on Fox's ideas and assessing the implications of the “second wave” of the New Right in the contemporary industrial relations (IR) context of the 2020s under the conceptual themes of fragmented work, disjointed labour rights and undermined collectivism.

On the Issue of the Sectoral Nature of the Employment Contract (In Memory of Professor V.M. Lebedev)

The relevance of the study is due to the need to implement independent legal regulation of social and labor relations by the norms of labor law, taking into account the modern paradigm of labor law, in particular the features of the technological process in specific organizations. The independence of the employment contract and labor law is affirmed. It is noted that the inclusion of an employment contract among civil contracts does not contribute to the development of industrial relations and does not correspond to the rights and interests of workers. It is noted that the regulation of labor relations by sources of civil legislation cannot take into account either the specifics of the activities of certain organizations, or the rights and interests of individual workers. It is concluded that the employment contract can be considered a unique source of labor law, since it is valid only in the relationship between the employee and the employer. It is noted that the relationship between an employee and an employer is not a relationship between two legally equal entities, the obligation of one of which is the obligation to make efforts (the obligation to work, following the instructions of the employer), and the obligation of the second is to pay money for the efforts made. This is not a private law relationship. It involves the power and subordination that characterize public relations. It is indicated that labor legislation does not properly regulate issues of the conditions for the validity of labor transactions and the legal consequences of their invalidity. Attention is drawn to the fact that the discussion itself about the sectoral affiliation of the employment contract should, first of all, have practical significance. It is argued that the need for subsidiary application of civil law to labor relations does not determine the absorption of labor law by civil law. This only presents the mechanism of “legal economy” that the legislator uses.

FORMATION AND DEVELOPMENT OF HUMAN CAPITAL AND SOCIAL-LABOR RELATIONS: THE EXPERIENCE OF SINGAPORE

The article discusses Singapore’s experience in the formation and development of human capital and social-labor relations. Singapore's successful implementation of policies in the areas of education, health care and the development of social and industrial relations was studied. Among the four major ‘economic tigers’ of East Asia, Singapore is the undisputed leader, as evidenced by key economic indices and ratings. Singapore has steadily improved its economic performance thanks to Lee Kuan Yew’s forward-looking policies and rigorous implementation, and anticipating challenges on many fronts. The President of the Republic of Uzbekistan has identified six key areas of cooperation with Singapore in the near future, which are outlined in the article. There are great prospects for cooperation in the field of education, the development of information and telecommunications technologies, the financial and banking sectors, partnership in the areas of ‘smart nation’ and ‘digital government’ in the field of ‘smart cities,’ digital public services, fintech and artificial intelligence. In this way, Singapore has shown that investment in human capital can pay big dividends, and that nothing is impossible when it comes to technological breakthroughs in the Republic of Uzbekistan.

Work discipline and work ethic that have been applied, good and in accordance with expectations will make an employee will be satisfied with his work. Applying high work discipline can improve the performance and achievement of the goals of the employee agency to the maximum. Therefore, this study aims to determine the influence of work discipline and work ethic on employee compensation. This research is a quantitative study in which the data analysis techniques used are, multiple linear regression tests, simultaneous tests (f), and partial tests (t). The number of samples in this study was 80 respondents with 25 statements on the questionnaire. This study used SPSS analysis tool version 25. The results of this study show that there is a positive and significant influence between work discipline and work ethic both simultaneously and partially on employee compensation of the Directorate General of Industrial Relations Development and Labor Social Security.

Do union strategic influence, job security and the industrial relations climate matter for the adoption of high performance work systems?

PurposeThe paper aims to explore the role of union strategic influence on the adoption of High Performance Work Systems (HPWS) in organisations and examines how the effects of job security and then in turn the industrial relations climate, mediate this relationship in a serial manner.Design/methodology/approachThe research analyses an original quantitative survey of union negotiators and representatives in 382 workplaces in England. The analysis employs structural equation modelling techniques to examine the relationships between union influence, job security, industrial relations climate and HPWS.FindingsUnion strategic influence has a positive effect on the take up of HPWS in unionised workplaces. Job security and the industrial relations climate demonstrate a serial mediation effect between union strategic influence and the take up of HPWS: union strategic influence has a positive effect on job security, which in turn positively impacts the industrial relations climate, thereby increasing the likelihood of the adoption of HPWS. The findings for the industrial relations climate are particularly strong.Practical implicationsFindings suggest that organisations will benefit from focussing on the development of positive industrial relations, where unions have genuine strategic influence, because this maximises the likelihood that HPWS can be adopted and sustained.Originality/valueThe paper provides a novel focus on the take up of HPWS within unionised workplaces. It focusses on the role of union strategic influence and the mediating effects of job security and the industrial relations climate, which are contextual factors that have been underexplored in the HPWS literature to date.

The article is devoted to the consideration of the influence of migration processes on the economic development of the USA in the late 19th - early 20th century. Attention is paid to the development of industrial relations and their participants. It is noted that few studies deal with the topic of the relationship between immigration and industrialization. An assessment of the overall level of immigration is given and the representation of foreigners in industry and trade, it is noted that immigrants were the main labor force in the rapidly developing industrial economy of the early twentieth century. The reasons for the low level of internal migration are analyzed. The influence of continuous migration on the development of inventive activity in the USA is analyzed. The conclusion about the positive impact of migration on the pace of economic development is made.

The Innovative Component of the Technological Structure of the Economy of Russia and Foreign Countries: International Comparative Analysis

The article considers the characteristics of technological structures that reflect a certain level of development of productive forces and industrial relations, the science, and the emergence and development of new energy sources in Russia and some foreign countries taking the lead in the global innovation space. The main factors that determine the innovative performance of the state are identified: from laying the foundation for its creative basis (intellectual potential) to the production effectiveness and adoption intensity of innovations.Based on a representative volume of information sources published in official statistical collections (both domestic and international) and some research findings, the authors assessed core indicators of the innovative development of Russia in comparison with foreign countries. The paper considers Russia's position in international rankings (the Global Innovation Index, the Networked Readiness Index and the Global Competitiveness Index).Analysis results obtained using statistical methods allowed the authors to formulate several crucial conclusions regarding the development level of the technological structure of the Russian economy, its place in international rankings, and the global innovation space.

This study aims to analyze legal aid procedures and determine the role of Legal Aid Institutions in handling employment problems. Legal Aid Institute is one of the distributors of Legal Aid. One of them is the Bali Legal Aid Institute. The scope of the provision of legal aid is quite broad which includes also employment issues considering that many workers' rights have not been fulfilled and the workers' inability to get access to justice. This study uses empirical research methods with a sociological approach. Where researchers make direct observations on objects. Legal aid, procedures, procedures for obtaining legal assistance, and if a problem occurs, its handling is also regulated in Indonesian law. The Bali Legal Aid Institute has an important role in handling labor problems in the Bali area. Its roles include providing legal education, providing assistance, and being involved in policy formation for workers in the Bali area. For the government, it is hoped that it will be more aggressive in providing industrial relations development and for Legal Aid Institutions to socialize Legal Aid so that it can be utilized as well as possible.

ENTROPIC EVALUATION OF INNOVATIVE SYSTEMS ENTERPRISE DEVELOPMENT

The model of the production complex always includes the object of management and the subject of management in the form of appropriate systems. The method of realization of relations between them depends on the level of development of industrial relations. At the present stage of development of machinery and technology to the method of implementation of these relations requires their integration into a single corporate governance system. In recent years, several approaches have been used to identify the mechanisms underlying the development and operation of complex systems. Particularly useful results were obtained in their study by methods of random matrix theory, mono- and multifractal analysis, chaos theory with reconstruction of the system trajectory in phase space and determination of its parameters such as correlation dimension, spectrum of Lyapunov indicators, recurrent maps. However, the use of some of the methods requires the stationary nature of the studied data, requires long time series and a comprehensive calculation of several parameters. Another approach to considering the features of complex systems is to calculate the characteristics of entropy. The paper considers problematic issues related to the innovative development of machine-building enterprises. An algorithm for increasing the innovation potential of an industrial enterprise is proposed. The authors present a variant of assessing the systemic nature of innovative development of machine-building enterprises. The indicators of evaluation and increase of the level of innovative development of industrial enterprises are systematized. The integral index and the system entropy index are determined.

Legal Protection of Workers in Fostering Industrial Relations

The workforce in Indonesia is one of the drivers of economic life and is an abundant resource. The development of industrial relations is expected to create work peace. Conducive work environment and harmonious working relationship. and fair. The purpose of the research raised in this paper is to determine the legal protection of workers in fostering industrial relations. The research method used is by applying normative or doctrinal legal research, with an analytical approach and comparative law study (comparative law) by emphasizing comparisons with legal provisions governing work agreements in several common law and civil law countries, as the basis for legal research methodology. The data collection tool comes from document studies on secondary data. A balanced position between labor and industrial relations is certainly directly proportional to the protection of workers. For this reason, regulations are needed that can accommodate the interests of interested parties.

FEATURES OF ACCOUNTING AND DISPLAYING IN THE FINANCIAL STATEMENT OF FIXED ASSETS

In the conditions of a market economy, issues related to the variety of forms of ownership should become the subject of deep economic research. The issue with the use of fixed assets is becoming particularly acute. Improving their operation is one of the main factors of economic progress, in this case it is possible to increase the volume of production without additional capital investments. The relevance of this research topic is that fixed assets have a determining specific weight in immobilized (non-current) assets, therefore, the final consequences of the enterprise’s activity largely depend on their number, value, technical level, efficiency of use: production output, its cost price, profit, profitability, financial stability. The development of production is inseparable from the problems of effective use of the main production assets. The importance of fixed assets in production is determined by the role of tools in the development of productive forces and industrial relations. With the development of technical progress, the dependence of social production on the state and level of use of fixed assets increases.

Managing industrial discontent in Britain, 1927-1930: the industrial cooperation talks and the segregation of the national unemployed workers’ movement

ABSTRACT We remain without an adequate understanding of the process through which militant dissent was managed, and marginalised, during the inter-war development of British industrial relations. The industrial cooperation conferences between trade unions and business associations during the late 1920s reduced industrial conflict and reinforced the state’s strategies to avoid a crisis during the interwar years in Britain. The TUC’s involvement in the cooperation talks helped to legitimise trade unionism in the view of the state and capital. Furthermore, in joining the industrial conversations, the TUC reinforced its strategy of side-lining industrial dissident organisations, notably the National Unemployed Workers’ Movement (NUWM). Scholarship on industrial relations has inadequately grasped the relevance of the industrial cooperation talks in reducing industrial conflict and marginalising dissent during the interwar years in Britain. Using archival research and documentary analysis, this paper contributes to the literature on British industrial relations, highlighting the TUC’s attitudes against the NUWM during the late 1920s. In doing so, it advances an Open Marxist account, emphasising the role of the state in seeking to oversee smooth processes of exchange, distribution and production, which in turn has an impact upon the operation of trade unions.

The modern education system in Russia

The article deals with the role of a modern teacher of higher education. The emphasis is on changing the approach to the process of obtaining and transferring information, including modern communication technologies and the Internet. The article defines the role and functions of the state and civil society in ensuring national interests through the formation of a high-quality and affordable higher education system in the Russian Federation that meets the modern challenges. Goals. Exchange of pedagogical experience and the possibility of its application taking into account local specifics. Methods. Based on experience in scientific, pedagogical and economic activities, using examples of administrative and other regulation of the education sector, the authors focus on the problems in the field of higher education, including those caused by the COVID-19 pandemic. They offer the ways to solve these problems taking into consideration the examples of their own practice as well as Russian, Soviet and world experience. Results. The education system is always sensitive and responsive to changes in society. Following the development of human, industrial, and economic relations, the educational system of relations is developed as well. Thanks to the perfection of modern information and communication technologies, new opportunities for teacher-student interaction appear allowing not only to expand the scope of joint activities, but also to make the learning process to be more individualized. At the same time, if the modern generation does not understand the fundamental role of knowledge that a teacher can give, so the speculative, marketing, and other technologies for studying and influencing mass behavior and consciousness can suppress the will and conscience of a person and deprive him free choice in the future. Conclusions. The quality of human resources, as an important component of the productive forces of society, determines sustainable growth and the development of the socio-economic model. It is necessary to increase an attention to the training of highly professional specialists, citizens and patriots, to educating a generation of future builders of a new prosperous Russia.

The role of the Mediator in the process of resolving industrial relations disputes during the COVID-19 pandemic is the difference of opinion between employees and the company. Can be saidThe role of the Mediator of the Manpower Office is very active in providing guidance on industrial relations, carrying out industrial relations development in the company. This development is technical guidance to entrepreneur workers where the mediator acts as a resource person and is a third person and does not take sides with any of the disputing parties and asks the disputing parties to negotiate before the mediation process is carried out, leads and regulates the course of the mediation session, assists the parties make a collective agreement if an agreement is reached, make written recommendations, and prepare minutes of settlement of industrial relations disputes in accordance with the provisions of Law Number 2 of 2004 concerning Settlement of Industrial Relations Disputes.

Influence of the quality of education on social and labour relations in the country

Introduction. Transition of the education system to the new state standards defined social order to the teacher: ensure that each student achieves learning results of such quality level which corresponds with the requirements of society. This goal achievement will require significant changes in the field of professional teaching activity, development of new relevant approaches. Teachers’ experience of classes organization in different educational institutions in the framework of their upskilling and retraining in the Institute of Teacher Career Development (Moscow, Russia) shows that their professional activities and the didactic materials used do not adequately implement the psychological patterns of the educational process. They do not adequately implement the processes of mastering and formation of students’ mental actions and concepts, thinking activity; and the teaching and learning activity of the students do not correspond to its psychological structure and content. Teachers reduce the meaning and content of their activity to explaining the material, transferring the «finished» knowledge to the student and demonstrating methods of solving practical problems in a specific domain in the form of samples or algorithms. At that, the emphasis is largely laid on hereditary and individual capabilities of educational process subjects, rather than on universal psychological mechanisms of social experience adoption process. Despite all attempts to optimize the educational process, educational institutions graduates’ proficiency level varies. The adoption of the Russian federal target program of education development for 2016-2020 meets the requirements of modern innovative socially oriented development of the Russian Federation. It highlighted the problem of educational process theory and its organization practice failure to solve the problem of quality education inavailability for each learner. The researches of foreign authors in the field of education conducted over the past 20 years give the priority to the problem of providing quality educational results by the teacher, the solution of which is directly related to the development of his or her professional activity, new educational technologies and courseware for the educational process. The purpose of this work is to assess the impact of the quality of education on the economic development of the country in social and labour relations. Results. The conducted research allows us to confirm that changes in the state of development of social and labour relations in the national economy in the direction of improvement or degradation are due to a number of factors of macroeconomic, demographic and migration nature and indicators of the education sector effectiveness. At the same time, educational factors both in aggregate in the form of an integral indicator (for the 3rd block of factors), and separately (for indicators: trained (graduated) qualified workers and university graduates, the share of employed graduates of technical education institutions and universities financing education by the public sector) have a direct significant relationship. Conclusions. The study confirms that the changes in the development of social and industrial relations in the national economy towards improvement or degradation are caused by a number of macroeconomic, demographic and migration background factors and indicators of the effectiveness of the education sector. Factors such as educational-related in the form of an integral indicator, as well as separately have direct significant relationship.

Tinjauan yuridis terhadap sistem alih daya (outsourcing) pada pekerja di Indonesia

The practice of outsourcing at this time is increasingly being carried out by both entrepreneurs and outsourcing service providers themselves. Along with the development of industrial labor relations with an outsourcing system, it creates many negative things for the development of workers / laborers. Many workers' rights are neglected by companies that use outsourcing services. The issues raised are how the regulation regarding the outsourcing system for workers in Indonesia and how legal protection for outsourcing workers in Indonesia. The results of this research are that the regulations regarding the outsourcing system in Indonesia are contained in Article 64 to Article 66 of the Manpower Act, where in 2020 after the issuance of Law Number 11 of 2020 concerning Job Creation there are changes regulated in Article 81 numbers 18 to 20. Legal protection for outsourced workers / laborers in the work copyright law is regulated in Article 81 point 20, however until now the implementing regulations of this article have not been issued by the Government. Management System for the Development of Industrial Social Relations of a New Technological Order

the subject of the article is the mechanism of development of production institutions of a new technological order (way); the object of the study is the institutional relations of a new technological order; the purpose of the work is to increase the efficiency of the processes of development of institutions of a new technological order; to achieve this goal, the following tasks are solved: a systematic analysis of institutional relations for the entire period of technological development; description of the mechanism of development of production institutions of a new technological order; description of the functions of mental conflicts in the process of forming a new technological order; research of the functions of competition of scientific and pedagogical workers in the mechanism of development of industrial relations in the formation of a new technological order; scientific methods in the article are synthesis, historical analysis, logical analysis, forecast, expert assessments, monitoring; the scientific novelty of the article is determined by: the results of a systematic analysis of the mechanism of development of industrial relations during the formation of a new technological order; research of the functions of mental conflicts and competitions of scientific and pedagogical workers.

ОСОБЛИВОСТІ ТРАНСФОРМАЦІЇ АГРАРНИХ ВІДНОСИН В БОЛГАРІЇ ПІСЛЯ ВСТУПУ ДО ЄВРОПЕЙСЬКОГО СОЮЗУ (2007–2019)

The article reveals the peculiarities of the development of industrial relations in the agricultural sector of the Bulgarian economy in terms of its membership in the European Union. Thanks to the involvement of a wide range of statistical sources, it is determined that modern Bulgarian society is experiencing profound changes in socio-economic development, the response to which has brought the Bulgarian agricultural sector to a competitive level. It is determined that the agricultural sector of the Bulgarian economy had a rather difficult way of adapting production relations to European requirements. At the same time, Bulgaria’s accession to the European Union stimulated the development of agriculture, contributed to the introduction of the latest agro-technical production technologies, rational land use, improvement of agricultural products. The main trends in the development of the agricultural sector of the Bulgarian economy after the country’s accession to the EU and the transformation processes in the sector are analyzed. In addition, as a result of an in-depth analysis, it was proved that the Bulgarian agricultural sector on the verge of joining the EU had a number of problems that hindered the increase of its productivity and profitability. Following Bulgaria’s accession to the European Economic Area, the country had to take a number of measures to address the above-mentioned problem. In particular, it consisted in the adaptation of agricultural legislation, state support measures to European norms and standards of agricultural production to European norms and requirements. The deepening of European integration and the further accession of Bulgaria to the EU accelerated the transformation of agricultural production relations and the modernization of agriculture, which was accompanied by the adaptation and harmonization of the agricultural sector to increase its productivity.

Modern banking involves investment. Investment is an economic category characterized by a number of features. The types and forms of investment are diverse and can be transformed taking into account the state of the economy and the level of development of industrial relations. The faster growth of the financial sector in the economy led to the development of financial investments. Banks as financial and credit organizations are actively making financial investments in securities using Internet banking tools. Banks' investments in securities pursue a number of goals that determine the choice of securities for investment and their quality. The article examines the theoretical aspects of the investment activity of the banks of the Russian Federation and its impact on the stability of the banking sector as a whole, studies the issues of its classification, presents the author's position on the essence of the problem under study. Also, based on the analysis of actual data for 2014-2019, the target indicators of bank investments in securities and their development trends in modern conditions were determined. Official data of the Central Bank of the Russian Federation (Bank of Russia) and the Federal State Statistics Service were used as an information base for the study.
