The Digitization of Democracy in Practice

In the recent development of electronic government and electronic democracy, Internet votinghas sparked intense academic debates and attracted various experimentations among nation-states. This paper overviews major theoretical discussions over the topic and comparesliterature on the evolution of Internet voting practices in two countries: Estonia and the UnitedStates. We argue that the diffusion and sustainability of the Internet voting system in nationalpolitics is not the sole outcome of technological innovation. Instead, it relies upon acomprehensive institutional building of digital infrastructure that maintains public trust in thedigital transformation and charters the government action in response to security risks.

Electronic government in public administration

The article is devoted to the study of electronic governance in public administration.The article clarifies the essence of information and communication technologies in the process of development of public administration. Attention is drawn to the fact that, thanks to information technologies, there has been a transition to a new form of organization of the activities of public authorities, as well as a qualitatively new level of efficiency and ease of obtaining public services by organizations and citizens.It is noted that an important role in this aspect is given to electronic governance as a new form of communication between citizens and the authorities.Approaches to defining the concept of “electronic governance” are considered. Based on the results of the review, two approaches to the definition of this concept were identified: narrow and broad. It is noted that the authors of the narrow approach emphasize the possibility of an alternative way of providing public services in electronic form. They suggest that e-government can be synonymous with digital administration, online administration or, in a certain context, transformational administration, which focuses on the use of Internet technologies as a platform for exchanging information, providing services and interacting with citizens, businesses, etc. In a broad approach, the idea of e-government is to interact with citizens and businesses through the Internet and other information systems.The main elements of the interaction of electronic governance with the state and society, the state and representatives of business, and authorities are defined. It is indicated that e-governance is considered not only as a way of increasing the efficiency of public management and administration, but also as the main element of a new model of democracy in the information society.Attention was drawn to the fact that the transition to electronic governance means reforming all forms of activity of state administration bodies, changing their structure, tasks and functions. The success of this transition depends on the correctly chosen strategy and tactics, coordination and effective interaction of all subjects of this process, namely: legislative, executive and judicial branches of government, business and society.It is proposed to make changes to the legal definition of the concept of “e-government” set out in the Concept of the Development of Electronic Government in Ukraine No. 649 dated September 20, 2017 and to replace the phrase “state administration” with the term “public administration”.

Indicators and Components for Developing a Model of Anti-Corruption Policy in Iran (With an Electronic Government Approach)

Objective: The model development phase is one of the most crucial stages in the policy-making process. This research aimed to identify the indicators and components for developing a model of anti-corruption policy in Iran, focusing on the implementation of electronic government. Method: This study was qualitative and applied in nature. It utilized the viewpoints of 20 experts related to the topic (from the academic community in the field of policy-making, who held Master's and Doctoral degrees and had sufficient experience and knowledge and were considered authoritative). To determine the sample size, purposive sampling and theoretical saturation rule were used. The research tool was semi-structured interviews, the validity of which was verified through face validity and reliability through the agreement coefficient among coders. Thematic analysis was used for analyzing the findings. Findings: The findings revealed the existence of five basic themes (development of electronic and knowledge-based administrative systems; leveraging information technology and advanced administrative automation in the administrative system; consolidation of results and information from supervisory organizations and centers in an independent organization; the presence of appropriate collaboration and information exchange between organizations and supervisory centers; and enhancing transparency, speed, accuracy, and completeness of organizational information bases), two organizing themes (information and communication technology and integration of information systems), and an overarching theme (electronic government) for developing an anti-corruption policy model. Conclusion: It can be concluded that combating administrative corruption is a complex issue that can be improved in terms of the quantity and quality of transparency and accountability of administrative duties through the development of electronic government.

GovTech как новый этап в развитии электронного государства (правительства)

Introduction: in recent years, there has been a rapid change in the paradigm of the development of state-legal relations concerning new technological solutions. At the present stage, researchers use the term GovTech, giving an assessment of the current social state. The scientific characteristic of the category “GovTech” (GOSTECH) and the identification of its correlation with the category “electronic government” are required. Purpose: to give an overview of the category “GovTech” (GOSTECH), to determine the degree of correlation with the category “electronic government”, to identify the examples of the implementation of GovTech in Russia. Methods: the methodological framework for the research is made up of the general scientific methods – analysis and synthesis, as well as the specific scientific methods – formal legal and comparative legal. Results: the term GovTech is quite new to the legal scientific discourse and at the moment there are no definitions formed within scientific discussion. However, the context of using this term refers to the transformation of state-legal reality primarily in the context of interaction between public authorities and the population, increasing convenience, openness and increasing opportunities to influence decision-making. Conclusions: the category GovTech (GOSTECH) has been introduced into scientific use and is used in regulatory legal acts. At the same time, the question of the essential content of the term remains open. Due to the examples given in the Russian Federation, it can be concluded that at the moment GovTech is a qualitatively new stage in the development of electronic government.

CONCEPT AND SIGNS OF A DIGITAL STATE

At the present stage of the development of public relations and the widespread introduction of information technologies, new terminology is increasingly used: "digital state", "information sovereignty", "digital divide", "electronic government", etc. International organizations form ratings of states for the development of electronic government, accumulate statistics on the use of information technologies by the population in everyday life. The purpose of this study is to consider the concept and features of a digital state, taking into account the ongoing processes of digitalization of all spheres of public life, starting from the understanding of the digital state as a vector for the development of modern states, in which the economy, law, politics acquire a digital format, and all services in the state are provided with the help of information technologies.

E-government and petty corruption in public sector service delivery

ABSTRACT The present inquiry addresses the nexus between the development of electronic government and corruption in the provision of public sector services in developing and transition economies. The study analyzes the potential contribution of electronic government in combating petty corruption within the framework of two superimposed principal-agent model and show that electronic government could potentially limit bureaucratic corruption. To address the research question empirically, the study applies random tobit and linear random effects panel estimators to a dataset made of 121 countries, which covers the time period between 2008 and 2018. Estimations reveal that the adoption of electronic government in the delivery of public sector services has been the central factor that contributed to the reduction of petty corruption in developing and transition economies. The level of per capita income, political rights, civil liberties and share of natural resources in gross exports also correspond with less bribery in the public sector service delivery. Furthermore, the study finds that a lower level of socio-economic development corresponds with a greater level of petty corruption. Hence, e-government presents one of the utmost opportunities for socio-economic development and offers solutions for the improvement of the efficiency and effectiveness of public administration.

Approaches or methods used by researchers is a qualitative approach to the type of research is descriptive, because the purpose of this study was to determine the implementation of e-ID cards in the city of Surabaya and to seeing whether the implementation of electronic government policy be used to facilitate public services, or simply as a tool for political purposes certain. The creation of the accuracy of population data to support development programs (in e-ID); Can be used as a data base in the elections to prevent double voting list. In the implementation in the field, district officers and officials assembled in the region (eg Department of Population and Civil Surabaya City) can not innovate in developing e-ID service, because there has been SOP from the main government.

The article studied and summarized the experience of foreign countries in the implementation of the system for the provision of electronic public services, based on which the main trends in the development of the system of electronic public services were identified. The need to study the key trends in the development of e-government in the world is due to the growing need for modern states to establish the most promising and relevant areas for the design of e-government. This need is determined by the desire to minimize the costs associated with the implementation of e-government, avoid the mistakes of other states in this area, and increase the benefits of services provided using information and communication technologies. To solve these problems, it is necessary to determine the most advanced and promising concepts and models for the implementation of e-government, presented by the leading countries of the world. At the same time, it is necessary to take into account the specifics of the development of electronic government in other states, due to differences in the political, socio-economic, and cultural nature of countries.

The concept of Electronic Government Development which is examined by researchers aims to describe how the development of Information Technology in the Office of Investment and One Stop Integrated Services of Palangka Raya City is in accordance with the Concept of Elements of Success in Electronic Government Jhon F Kennedy School of Government. Based on the results of research conducted by researchers on the development of Electronic Government carried out by the Office of Investment and One Stop Services in Palangka Raya, it is in accordance with the concept of Implementation of Electronic Government Development in Indonesia, according to Nugroho. This can be seen from the Development of Electronic Government Applications carried out by the Investment and One Stop Service Office of Palangka Raya City where the Electronic Government Development is already at the web presence and interaction stage, namely the facilities provided on the website contain content for information facilities and the online public complaint service complaint service process but have not yet reached the Transaction and Transformation stage, namely the website facilities developed can provide online licensing services and websites can be integrated directly between Government Agencies. Specific features and procpects for development of electronic government in the PRC at the beginning of the XXI century

The article is devoted to the analysis of features of functioning of the digital government in the Chinese State in the first decades of the 21-st century and the perspectives of its further development. In this work the authors give a brief description of the essence of phenomenon of digital government in general. The article explores the specific features of this process in the People’s Republic of China in the third millennium (taking into account the background of this issue). This research examines the influence of functioning of e-government bodies in Сhina on the internal political situation in the country – taking into account such aspects as building a dialogue between authorities and society, perfection of the public service system providing the Chinese citizens with essential public goods, the merits and the demerits of China’s online government are taken into account. This article examines such significant factors in the development of e-government in China as the impact of the global situation at the present stage on international politics and the country’s information security system. This article analyzes the features of the relationship between the Chinese authorities and media corporations operating on the Internet market of the Middle Kingdom (such as, for example, Google), and studies the reasons for the contradictions between them. The study also comprehended strategy of the authorities of the People’s Republic of China in matters of information security of the state, including the active use of Chinese hackers in network conflicts with Western countries, and the actions of special units of the Chinese armed forces created to counter foreign cyber terrorism.

EXPERIENCE IN THE DEVELOPMENT OF THE ELECTRONIC GOVERNMENT OF ESTONIA AND THE POSSIBILITY OF ITS APPLICATION IN THE RUSSIAN FEDERATION

The purpose of the study. The article is devoted to the complex characteristics of the institution of the so-called electronic government in Estonia and the possibilities of its «import» into the Russian Federation. The interest in Estonia's experience stems from the fact that it occupies one of the highest places among all countries in the world that develop e-government institutions. Although Russia has already achieved some success in this direction, it still has very large reserves. The development of digitalization of public services will allow in the future to dramatically reduce bureaucratic barriers and find new opportunities for the formation of civil society. The introduction of the e-passport, which will begin in 2021, is an important step for Russia towards e-government, following the example of Estonia. Results. The article discusses the points of view of both domestic and foreign scientists regarding the concept of «electronic government». The results of the calculation of the e-government index carried out by the UN are analyzed. The stages of implementation of e-government in Estonia, starting with the appearance of the «Principles of Estonian Information Policy» (1994), are considered. Studied the Estonian experience in the development of electronic government and the possibility of its application in Russia. Conclusions are made about the existing problems in the development of electronic government in Russia and possible ways to overcome these problems are proposed.

Effectiveness of Using the Meeting Systems in Council Chamber

Abstract In response to the development of electronic government (e-Government), the government and the legislative assembly have made organizational changes to serve the general public. Local councils have adopted full digital audiovisual meeting systems to address councilors’ need for political consultation services. In this study, we explore the actual use of meeting systems based on their main functions. We conducted in-depth interviews with eight councilors using questions designed according to 15 external constructs of the technology acceptance model 3 (TAM 3). The study findings indicated that for councilors who have used the system, their “behavioral intention to use” is mostly correlated with “computer self-efficacy” and “perception of external control” followed by “image.” After using the meeting system, the councilors validated the services. The findings reveal that “computer self-efficacy” and “perception of external control” are the two most important subconstructs that positively affect councilors’ use of the meeting system, followed by “perceived enjoyment” and “subjective norm.” This study provides recommendations based on the interviews on how to accommodate the new technology system, used for reference by manufacturers in marketing and enterprises when implementing the meeting system. “ELECTRONIC GOVERNMENT” IN THE PUBLIC ADMINISTRATION SYSTEM

The aim of the work is to analyze the nuances of the development of e-government in the Republic of Kazakhstan, proposes a periodization of the development of the phenomenon and recommends a set of practical measures aimed at solving the problems of e-government development. The relevance of studying e-government is due to the following factors: acceleration of digital modernization processes in Kazakhstan under the influence of global informatization; increasing the efficiency of the Kazakh government through the introduction of information technology; the need to develop a state policy in the field of applying new technologies in the political sphere in Kazakhstan; the need to accelerate the economic and political modernization of Kazakhstani society through the widespread use of information technology, as well as the theoretical and practical interest in exploring the potential benefits of e-government. An analysis of the current state of informatization in the field of public administration in Kazakhstan shows that, despite the impressive success in the development of electronic government, electronic voting and electronic document management, further development will require solving many problems. In general, the organization of e-government requires large-scale reforms in public administration. Therefore, efforts should be directed both at reforming many administrative mechanisms, primarily bureaucracy, as well as strengthening democratic procedures, since the interactivity of e-government presupposes an active political dialogue and an increase in political culture. A number of political, legal, administrative and technical tasks need to be fulfilled in order to develop new operating principles and the corresponding transformation of government activities. Therefore, the effective use of e-government requires a consistent strategy that allows organizing and coordinating the development of e-government infrastructure, appropriate training of specialists, as well as solving many other issues implemented by all parts: government, business, public associations, scientific institutions and citizens.

Exploring Factors Determining Chinese College Students' Satisfaction With E-Government Services

This study explored the factors determining students' satisfaction with electronic government services. The population of the study was 411 college students in Ganzhou City, Jiangxi Province, China. The technology acceptance model (TAM) was used as the research model and structural equation modeling (SEM) using Smart PLS 3.0 for the statistical analysis. The results showed that perceived usefulness, perceived ease of use, student trust, content quality, and service quality were significant determinants of student satisfaction with e-government services. Both content quality and service quality were significant predictors of the perceived usefulness of e-government services. Importantly, the study revealed that student satisfaction with e-government services was significant in influencing student intention to recommend e-government services adoption. The managerial consequences of these research outcomes on the development and diffusion of electronic government are deliberated.

Open government evaluation in a public sector: a case study of Iran

Genesis of the internet and metadata and development of electronic government have given birth to open government, something inevitable that causes significant socio-economic transformation. Open government, indeed, provides a transparent process by which the public is given the right to access government records that can be used as valuable resources by different governmental, private sections, and institutes. However, the principles related to the implementation of open government need to be explored. To shed light on the concept of open government in Iran, the present research examined the principles of open government including transparency, participation, accountability, collaboration, and innovative methods. The effect of each factor was measured at the Ministry of Sport and Youth in Iran using a questionnaire. Data analysis was performed with SPSS. The results of t-test analysis were indicative of the poor status of open government principles in the present research. The findings, furthermore, revealed very low readiness for open government. Among the investigated principles, the principle of participation factor ranked the highest score and innovation had the lowest mean.

STRATEGI PEMERINTAH KOTA TASIKMALAYA DALAM MENERAPKAN TEKNOLOGI INFORMASI PEMERINTAHAN UNTUK MENINGKATKAN TATA KELOLA PEMERINTAHAN

The use of technology of information in the government sector well known as TIP (Technology of Government Information) it was not a new concerning formally, Indonesia just had the regulation on the 2003, refer to ordinance the 2003 number 3 that consist on development of electronic government. The regulation has 6 (six) strategies and phases of TIP development comprehensively. However, Tasikmalaya City Government still faces many problems in it’s implementation.
 Related with this research, it capable of proof that there are several obstacles in the implementation of TIP in Tasikmalaya City Government, such as either regional regulation or Mayor Regulation Governing Regulated the implementation of TIP in a comprehensive manner TIP application have been built are still partial in each Organization of Local Government (OPD), and have not been integrated in an interoperability system. The lack of human resources who have competence in this sector, and it’s implementation does not involve to another such as the people and private parties. Based on the conditions above it will impact on the weakness of government implementation, especially on public service as a good governance indicator should be have.

Comparative analysis of formation and development of electronic government in Ukraine and Estonia

The article reveals the essence of e-government and conducts comparative analysis of the formation and development of e-government in Estonia and Ukraine. The comparative analysis in this study is used to establish logical patterns that influence the formation and development of e-government, as well as to search for advantages, determine the boundaries and possibilities of using the experience of Estonia for the development of e-government in Ukraine. Particular attention is paid to the analysis of ICT infrastructure, since its inconsistency with the current level of development is one of the main problems for the country, and the solution of this issue is important to increase the level of readiness for the introduction of e-government, the development of which, in turn, is one of the main factors for successful reforming and improving the country’s competitiveness. Comparative analysis of the indicators of the ICT-infrastructure of Ukraine and Estonia at the regional and global levels has been conducted. For a holistic study of the environment in which e-government is developing, an ecosystem approach is used that provides the ability to analyze both direct and indirect impacts on the ICT ecosystem and assess the consequences of environmental quality changes (digital, legal, etc.) for the development of the process under study. Based on the analysis of the possibilities of using the Estonian experience in Ukraine, an assessment of the expected effect of the implementation of the proposed measures is carried out. The main directions of the further development of e-government in Ukraine in the legal, administrative, financial, infrastructure and social spheres are identified.

Статистичне прогнозування тенденцій розвитку телекомунікаційної сфери економіки в умовах цифровізації

This article is concerned with the actual problem of statistical forecasting of the development trends in the telecommunications sphere of the economy in the context of digitalization. During the globalization of digital transformation processes, forecasting the development of the telecommunications sphere is one of the effective ways for Ukraine to enter a ranked position in the international market. The article carries out a comprehensive study and allocates the main trends in the development of the telecommunications sphere of the Ukrainian economy according to the following indexes of the international rating: development of electronic government; openness of digital space; innovativeness of technologies and degree of development of human capital. According to the assessment of the state of the telecommunications sphere, the main problems are defined and the directions of digital transformations are allocated. The impact of development of the digital economy on the reformatting of many spheres of economic and social life is proved. For a complex and well-grounded scientific forecasting, methods on the basis of systematization of both the search and the scientific approaches were used. On the basis of extrapolation of data, the forecasting of the ranked place of Ukraine by three indexes is made, namely: EGDI – E-Government Development Index, ICT Development Index – IDI, Global Open Data Index – GODI. For the successful implementation of the Conception of development of the digital economy of Ukraine, increasing the level of development of telecommunications and digitalization, achieving effective management of the telecommunications sphere of the economy in general, the main indicators of forecasting the development of digitalization of the telecommunications industry for the strategic perspective are defined.
