Abstract

The aim of the work is to analyze the nuances of the development of e-government in the Republic of Kazakhstan, proposes a periodization of the development of the phenomenon and recommends a set of practical measures aimed at solving the problems of e-government development. The relevance of studying e-government is due to the following factors: acceleration of digital modernization processes in Kazakhstan under the influence of global informatization; increasing the efficiency of the Kazakh government through the introduction of information technology; the need to develop a state policy in the field of applying new technologies in the political sphere in Kazakhstan; the need to accelerate the economic and political modernization of Kazakhstani society through the widespread use of information technology, as well as the theoretical and practical interest in exploring the potential benefits of e-government. An analysis of the current state of informatization in the field of public administration in Kazakhstan shows that, despite the impressive success in the development of electronic government, electronic voting and electronic document management, further development will require solving many problems. In general, the organization of e-government requires large-scale reforms in public administration. Therefore, efforts should be directed both at reforming many administrative mechanisms, primarily bureaucracy, as well as strengthening democratic procedures, since the interactivity of e-government presupposes an active political dialogue and an increase in political culture. A number of political, legal, administrative and technical tasks need to be fulfilled in order to develop new operating principles and the corresponding transformation of government activities. Therefore, the effective use of e-government requires a consistent strategy that allows organizing and coordinating the development of e-government infrastructure, appropriate training of specialists, as well as solving many other issues implemented by all parts: government, business, public associations, scientific institutions and citizens.
