THE ELEMENTS OF THE COMPACT CITY ON SUSTAINABLE URBAN DEVELOPMENT IN PETALING JAYA, SELANGOR, MALAYSIA

Urbanization is an ongoing global phenomenon that demands innovative approaches to balance economic growth with environmental sustainability. This study investigates the elements contributing to the development of a compact city and their impact on sustainable urban development in the context of Petaling Jaya, Selangor. The study aims to identify the elements of compact cities that contribute to sustainable urban development in Petaling Jaya and explore the elements that contribute to sustainable urban development in Petaling Jaya. The research employs a qualitative approach, combining interviews with experts and document analysis of compact cities. Through thematic analysis, the study identifies the core elements of compact cities in Petaling Jaya, exploring their influence on sustainability. Preliminary findings reveal that the compact city is shaped by population density, mixed land use, and transportation infrastructure. Stakeholder perspectives shed light on these compact city elements' perceived benefits and challenges. Additionally, the document analysis examines the elements of the compact city that may influence sustainable urban development. This study contributes to the existing body of knowledge by providing a nuanced understanding of the elements contributing to the compact city characteristics and their role in fostering sustainable urban development.

Assessing and Mitigating Dwelling Collapse Risk due to Extreme Precipitation: A Comprehensive Study Using CNN-RF and GeoDetector

Dragon boat rain, the most common extreme precipitation form in South China from May to June with more similar spatial distribution, caused serious loss of people's lives and property. The dwelling collapse is one of the main losses. Previous studies have paid little attention to the dwelling collapse risk caused by dragon boat rain (DCRDBR), the coupling model with CNN and RF applied to its assessment, and the influence of the precipitation process and interaction of natural and social factors on it. To fill these gaps, the CNN-RF was used to calculate the DCRDBR and the DCRDBR map was drawn. The Geodetctor was used to identify the main influencing factors and influencing factor interactions of DCRDBR, due to the spatial stratified heterogeneity of DCRDBR and the ability to obtain the determinant power of single factor and factor interaction. The results show that the F1 score and the AUC value of CNN-RF are 0.96 and 0.81, respectively. The spatial distribution of DCRDBR obtained by CNN-RF is high in the northeast and low in the southwest Guangdong Province. The total precipitation has the strongest determinant power (q=0.54) followed by Slope (q=0.52). The average determinant power of factors describing the precipitation process is 0.25. The combination of total precipitation and GDP/capita has the strongest determinant power of all combinations of natural and socio-economic factors (q=0.72) followed by the total precipitation and ratio of urban population (q=0.71). This study demonstrates the ability of CNN-RF applied to the DCRDBR assessment due to the integration of feature extraction and anti-overfitting ability, and identifies the influence of precipitation processes and the interaction of natural and socio-economic factors on the DCRDBR. It provides a solid scientific basis for crafting strategies to mitigate the impact of dragon boat rain and is conducive to the city's sustainable development.

Surat’s sustainable future: analyzing compact urban development and population density trends

Rapid urbanization is a challenge for the cities of developing countries like India. The share of an urban area is rapidly increasing in dynamically growing cities. Due to this, the land use is altered, causing sprawl and unplanned development. The consumption of resources is greater, and the impact on the surroundings is negative. The compact city concept is always more efficient and cost effective compared to unplanned organic growth. The compact city optimizes available land resources with its maximum possible capacity in accordance with other available natural resources. The primary study objective is to assess the growth trend of Surat city using satellite images, geographic information system techniques, and census data for the last few years. The analysis considers population density for different city wards from 1991 to 2020. Based on the land use land cover change carried out using the maximum likelihood method from the satellite images, the rate of spreading out, its direction, and causes are also found. In this study, population density is a crucial attribute of the compact city concept. The study shows that wardwise density is increasing in a specific direction and making that portion of the city a dense, compact development. This is observed in ward numbers 48, 42, and 35 in the east, north, and southeast directions from Central Business District, respectively. The average population density in persons per sq. km is continuously increasing from 5006 to 20329 at city level which also shows the compact city development for Surat. The governing authorities must incorporate the compact city concept into the planning policy for sustainable urban development. By this, policymakers can understand housing needs to promote affordable housing, invest in infrastructure development and public services, and identify areas where sustainable transportation options, such as public transit, walking, or cycling, need improvement.

Efficiency of Built-up Land Use on the Socio-Economic Conditions of Cities: Case Study of Bandar Lampung City

Dynamic city development has an impact on land consumption levels, as an effort to increase city capacity, so this is not a sustainable option both socially and economically. As one of the provincial capitals on the island of Sumatra and the city closest to the island of Java, the city of Bandar Lampung certainly experiences the same demands regarding the use of built-up land. In identifying these conditions, this article uses a decoupling analysis method of built-up land area, population and local revenue. This research uses NDBI (Normalized Difference Built-Up Index) to describe built-up land, population and LGR (Local Government Revenue) to describe the social and economic conditions of Bandar Lampung City. The results of the NDBI analysis from 2014 to 2022 show that built-up land in Bandar Lampung City has reached 61.67%. In the same period, the city's population increased by an average of 6.01% and Bandar Lampung City's LGR increased by an average of 13.55% in 2022 amounting to IDR 645 billion. In the decoupling analysis of built-up land to population, Bandar Lampung City has an expansive negative decoupling category, so there are indications that the growth of built-up land is not adjusting to the number of residents to be accommodated. In the decoupling analysis of built-up land against PAD, the decoupling index falls into the Expansive coupling category, which means that built-up land and PAD have increased, but the growth of built-up land is higher than the PAD of Bandar Lampung City. In both conditions, it shows that population growth and local income of Bandar Lampung City is still below the growth of built-up land, so it is indicated that the growth of built-up land in Bandar Lampung City is less efficient.

GIS-based analysis of relationship between building density and capacity of urban streets

Governments adopted the policy of increasing accumulation in cities in order to maximum use of desired lands of city districts and to prevent from city buildings in the environment created subsequent to the horizontal city developments. One of the basic foundations that must be evaluated while the population accumulation of capability increase, is the traction ability of accountability communication network in both public and private transport system to new travels created by any new user introduction. In this paper, we discussed about the relation between accumulation and traffic capacity of city streets with regard to a case study of Imam Khomeini Street in Tabriz city, Iran. This relation has been modeled with Logistic and AHP models. Managing Digital Transformation for Nusantara New Capital City Project Construction

Abstract The Indonesian government targeted a radical change in how to develop the Nusantara New Capital City development through the digital transformation vision. Thus, this article presents a construction transformation framework to achieve the long-term vision. Despite the construction activities still in the same basic roles, the efficient operation, data processing, and entity role involvement are continuously affected by technology adoption. Meanwhile, along with the change it also required some supporting infrastructure for improvement that will be as well as the new investment for authority. The role of regulatory, supervisory, and performing entities will change to achieve effective operation integration. The state-of-the-art literature review and gap identification are used through various studies related to the research objectives. The study found that it requires 3 aspects that need to be widely improved to achieve the transformation vision for construction; the data-based activities, the efficient data management, and the selected integrative approaches used for the ecosystem. A regulation-based delivery is also required to effectively maintain the transformation objective. The study contributes to the framework of digital twin for aerial construction.

Challenges and Future of Sustainable Development in Chinese Cities from the Perspective of Urban Poverty Alleviation

In today's world, facing various global challenges such as climate change, poverty, inequality, and environmental degradation, the United Nations proposed a global action plan in 2015 - the Sustainable Development Goals, with SDG1 aiming to eradicate all forms of poverty. The rapid pace of global urbanization in the 21st century is bringing new challenges. Among them, poverty is a major issue with serious implications for sustainable urban development. In China, poverty has always been a focal point of government and societal attention. By the end of 2020, absolute poverty in rural areas of China had been effectively eliminated, but urban poverty has increasingly become prominent, affecting the sustainable development of Chinese cities. The purpose of this research is to collect information from literature, identify research hotspots and trends in urban poverty alleviation in China, and analyze the challenges faced by sustainable development in Chinese cities and how to address these issues. This study analyzes the research hotspots and trends in urban poverty alleviation in China through the use of CiteSpace software and bibliometrics in order to promote sustainable urban development in China.

Investigation of urban biodiversity and factors influencing it based on modern technologies

In the article, the development of the cities of the Shirvan plain, located in the central part of the Republic of Azerbaijan, and the impact of this development on the loss of biodiversity of the cities were analyzed. Currently, cities, where more than 50% of the world’s population live, are the main reasons for the change of natural landscapes. The development of cities and the intensity of urbanization accelerate these changes. Therefore, our research is dedicated to the current issue. During the research, preference was given to modern methods. Landsat 5, 8 and 9 satellite images of 6 cities located on the Shirvan plain were obtained. As a result of the processing and analysis of these satellite images, the development of the territory and population of the cities was studied, and their effects on the natural landscape, its components, vegetation and water bodies were analyzed. The boundaries of cities in 1975 and 2023 were determined and compared. As a result of the conducted studies, it was determined by the processing of the 1975 topo plans and the 2023 satellite images that the area of the cities has increased by at least 2 times. The high average annual growth of the population has led to the transformation of cities from small towns to medium and large cities in a short period of time. This causes the loss of biodiversity as soon as possible and accelerates this process.

Future pathways for green hydrogen: Analyzing the nexus of renewable energy consumption and hydrogen development in Chinese cities

Hydrogen energy offers a promising pathway for achieving zero-carbon urban energy consumption. This study quantitatively analyzes the patterns of hydrogen energy development and its linked to electricity consumption in China's urban areas. It investigates the spatial relationships between hydrogen energy expansion, the potential for green hydrogen production, and overall energy use. Utilizing a coupling coordination degree (CCD) model and a panel vector autoregressive (PVAR) model, the research explores the dynamic interactions between urban hydrogen energy development and the transition to renewable energy sources. In line with Chinese government policy, the study also conducts a scenario analysis of green hydrogen production by 2030, proposing a consumption strategy that balances environmental sustainability with economic growth. The key conclusions are as follows: (1) There is a spatial mismatch between the locations where hydrogen energy is being developed and where the potential for green hydrogen production is greatest. Cities with higher electricity consumption demonstrate stronger synergies in the coordinated development of hydrogen and renewable energy. (2) The development of hydrogen energy significantly accelerates the transition to renewable energy consumption in urban areas, with this impact being more substantial than that of the utilization capacity alone. (3) Hydrogen production in the Plan Scenario is significantly higher than in the Pessimistic Scenario, underscoring the critical importance of implementing renewable hydrogen projects in provinces with high production potential. Future trends in green hydrogen consumption at the provincial level indicate that addressing the challenges of efficient inter-provincial transportation of hydrogen energy remains essential.

ТЕОРЕТИЧНИЙ АНАЛІЗ ПОНЯТТЯ РЕГУЛЯТОРНА ПОЛІТИКА У ПЛАНУВАННІ ТА ЗАБУДОВІ МІСТА: ОСНОВНІ ПІДХОДИ ТА СУЧАСНІ ТЕНДЕНЦІЇ

Regulatory policy in the field of urban planning and development is a key element of public administration aimed at ensuring economic stability, social welfare and sustainable development. In the conditions of globalization and intensive technological progress, effective regulation of urban planning processes is becoming more and more important for solving modern challenges. The purpose of this study is to carry out a theoretical analysis of the concept of regulatory policy in urban planning and development, to study the main approaches to its implementation, as well as to determine modern trends and opportunities for adapting international experience for Ukraine. In particular, the research aims to identify effective models of regulatory policy that can be integrated into national legislation and practice to improve the management of urban development. The research uses a comprehensive approach, which includes the analysis of scientific publications, comparative analysis of regulatory policies of different countries, methods of critical literature review and data synthesis. Special attention is paid to the experience of countries such as the USA, Germany and Singapore, where various approaches to the regulation of urban planning processes are used. The analysis showed that regulatory policy in urban planning and development is a multifaceted phenomenon, which includes such basic approaches as zoning, strategic spatial planning, energy efficiency, integration of transport infrastructure and active involvement of the public in the decision‒ making process. Modern trends in regulatory policy have been identified, including innovative approaches to planning, the use of digital technologies, an emphasis on sustainable development and environmental safety. A comparative analysis of the regulatory policies of the USA, Germany, and Singapore made it possible to identify effective models that can be adapted to the conditions of Ukraine. The study confirmed that an effective regulatory policy is an important prerequisite for sustainable economic development, social stability and protection of citizens' rights. Further research should focus on the integration of digital technologies into regulatory processes, improvement of control and monitoring mechanisms, which will contribute to the sustainable development of cities in Ukraine.

INVESTMENT AND URBAN TOURISM INDUSTRY IN THE CITY OF CONSTANTINE

Global experiences have proven that tourism is one of the crucial economic sectors contributing significantly to the development process, owing to both material and non-material benefits it offers to host regions. Urban tourism, a contemporary type gaining momentum and support, has become increasingly popular in cities worldwide possessing essential tourism resources and attributes. This trend persists because urban tourism operates year-round, unaffected by seasonal or occasional variations. Tourism has evolved into a cornerstone of urban economies, leveraging local potentials to generate sustainable profits and bolstering economic growth. This strategic approach enables cities to assume multifaceted roles supporting development through the utilization of these capabilities. In this context, the concept of stimulating investment in Constantine's tourism sector, which encompasses all the elements necessary for urban tourism—including religious, heritage, and natural attractions—is pivotal. However, the oversight, lack of foresight, and absence of strategic development plans from local authorities have prevented this sector from fulfilling Constantine's esteemed position and potential. Consequently, this neglect has led to the squandering of a valuable economic asset that could otherwise bolster other sectors and drive the city's development. To what extent and through what means can a sustainable tourism industry be cultivated in Constantine by capitalizing on its tourism potential?

The impact of smart city construction on achieving peak carbon neutrality: Evidence from 31 provinces in China

Amidst the intensification of global warming concerns, addressing climate change has become an urgent imperative, with carbon dioxide emissions standing as the primary driver of the greenhouse effect. This study delves into the relationship between smart city development and carbon emissions in China, leveraging panel data spanning 2012–2021 across 31 provincial units for empirical analysis. The study posits a negative correlation between smart city construction and carbon emissions. To comprehensively gauge the level of smart city development, a weighted evaluation index was constructed using the panel entropy weighting-topsis method. Employing fixed effects, random effects, high-dimensional fixed effects, and two-step system GMM models, the study aims to comprehensively assess the impact of smart city construction levels on carbon emissions. Results reveal that heightened smart city construction levels coincide with reduced carbon emissions, thus substantiating the research hypothesis.

Sustainability-oriented monorail transit construction comprehensive evaluation

ABSTRACT Monorail transit is a relatively small form of urban rail transit, having a considerable influence on city infrastructure; however, its quality evaluation needs to be further developed. This study aims to comprehensively evaluate the construction quality of monorail traffic, considering the newly completed Wuhu Monorail Transit Line 1 as an example. First, a comprehensive evaluation system comprising 5 dimensions, namely sustainability, social, economic, city development and technology, and 23 sub-indexes is constructed. Second, for scientific evaluation, the triangular fuzzy analytic hierarchy process is considered to determine the subjective weight of each index; then, the Critic method is used to determine the objective weight of each index. Finally, the game theory equilibrium weight method is used to determine the total weight of each index. Furthermore, considering randomness and fuzziness, the cloud model is used to evaluate the construction quality of the Wuhu monorail Line 1. The evaluation results show that the Wuhu Monorail Transit Line 1 has a high construction grade, with sustainability dimension A1, sub-index of greenhouse gas emission quality B11, and total energy consumption B12 during the construction period. The proposed evaluation method was verified using sensitivity analysis and has a strong practical value.

Landscape Design and Dual-Carbon Technology: Integration and Symbiosis, Creating a Green Future

Under the background of global climate change and low-carbon development, landscape design, as an important part of urban construction, has an increasingly significant trend of low-carbon and ecological development. This paper deeply discusses the feasibility and practice path of combining landscape design and dual-carbon technology, aiming to promote the development of landscape design in the direction of low-carbon, efficient, and sustainable through technological innovation and concept renewal. Firstly, this paper reviews the basic principles and application fields of dual-carbon technology and the current market environment of landscape design and analyzes the potential value of dual-carbon technology in landscape design. Then, based on several concrete cases, the practical application of dual-carbon technology in landscape design is elaborated, including solar energy utilization, green building materials, etc. In addition, this paper also discusses the challenges and solutions in combining landscape design with dual-carbon technology, which provides a useful reference for future research and practice. The research shows that the combination of landscape design and dual-carbon technology can not only enhance the ecological benefits and aesthetic value of the landscape but also effectively reduce carbon emissions and promote the city's sustainable development.

LAND SURFACE TEMPERATURE FORECASTING IN THE CONTEXT OF THE DEVELOPMENT OF SUSTAINABLE CITIES AND COMMUNITIES

The article examines the aspects of land surface temperature forecasting for effective planning and development of sustainable cities and communities. The relevance of the research lies in the need to develop effective approaches to the analysis and forecasting of climate data, for the timely determination of existing problems and ways to solve them, in accordance with civilizational challenges. The trends of changes in the land surface temperature from the middle of the 20th to the beginning of the 21st century were analyzed, using the example of five megacities located in different regions: Tokyo (Japan), Lagos (Nigeria), Berlin (Germany), Singapore (Singapore) and Belo Horizonte (Brazil). The results of the analysis of changes in average monthly and average annual temperatures are presented. The factors affecting the formation of the temperature regime of each of the cities are determined. The role of urbanization as a key factor in the development of the city is described, the main challenges caused by it are considered. An overview of megacities from the point of view of sustainable development was carried out. Prospects for urban development and measures aimed at reducing the urban heat island effect are considered. The role of modern technologies, in particular machine learning for predicting the land surface temperature, is described. The expediency of land surface temperature forecasting, in order to implement strategies for mitigating negative consequences and achieving the goals of sustainable development, is substantiated. The conducted research makes it possible to be convinced of the need for a responsible approach to the design and development of sustainable cities and communities. The temperature of the earth’s surface is one of the key indicators that allows you to monitor the main trends of urban life and can be an indicator of the effectiveness of strategies used to increase comfort and sustainable development.

The Impact of Pilot Policies for Smart Cities on Carbon Emissions in Cities along the Eastern Coast of China

Based on panel data from 111 prefecture level cities in the eastern coastal region of China from 2006 to 2021, this article regards the three batches of smart city pilot policies implemented since 2012 as a "quasi natural experiment", uses the asymptotic difference in differencesAA (DID) method to explore their impact on carbon emissions in the eastern coastal region of China, and verifies the scientific and credibility of the research results through multiple robustness tests. Then, heterogeneity analysis and mechanism analysis are conducted to explore the impact mechanism of smart cities on carbon reduction according to policies. The research results indicate that, firstly, the pilot policy of smart cities is beneficial for reducing carbon emissions in the eastern coastal areas of China, and this result remains robust after robustness tests such as PSM-DID (propensity score matching), placebo test, and exclusion of other policy interferences. Secondly, the pilot policies of smart cities have different carbon emission reduction effects in cities with different characteristics, and have more significant carbon emission reduction effects on small cities, non resource-based cities, and high GDP cities. Thirdly, the pilot policy of smart cities promotes the green and low-carbon development of cities in the eastern coastal areas of China by enhancing technological level and optimizing industrial structure.

Перспективи розвитку транскордонного співробітництва на рівні місцевого самоврядування в Україні

The irreversible course of Ukraine’s accession to the European Union is vividly demonstrated every day in the media by the unwavering support of our country by international partners and organisations, as well as by the top officials of foreign states. The key task is to adapt the acquis communautaire into the national legislation of Ukraine. All reforms are taking place in parallel with the Ukrainian government’s accession negotiations, starting with the ratification of the EU-Ukraine Association Agreement in 2014. An integral attribute of EU accession is the implementation of decentralisation reforms, including the development of cross-border cooperation of territorial communities. This is an important tool for the development of regions, cities and territorial communities, especially those bordering on neighbouring countries or having partnerships with territorial partners in other countries. Since Russia’s full-scale invasion of Ukraine, the EU countries have virtually unanimously expressed political support for our country. The EU candidate status granted to Ukraine allows us to create the best conditions for the development of cross-border cooperation. Regardless of the duration of Ukraine’s accession process, the prospect of Ukraine’s membership in the EU has become a political reality and will sooner or later mean its integration into the EU single market and the Schengen area. Cross-border cooperation of subnational actors should be seen as a tool for territorial development of regions and communities, which ultimately benefits the whole country and should be in the public interest. State support for the development of cross-border cooperation at the regional and local level should be understood as a necessary investment that brings mutual benefits to all its partners. They will be able to use the opportunities offered by EU programmes for cross-border cooperation through various funding projects. In addition, such cooperation is of public interest to every European country. The state is obliged to be interested in this and provide opportunities to develop such cooperation. Therefore, in June 2024, the Law of Ukraine ‘On International Territorial Cooperation of Ukraine’ was recently adopted, which addresses a number of shortcomings and problems of local government functioning within the framework of international cooperation between territorial communities and regions of foreign countries.

Predicting land cover changes and carbon stock fluctuations in Fuzhou, China: A deep learning and InVEST approach

Predicting the spatiotemporal dynamics of land cover and its carbon stock holds significant importance in guiding regional sustainable development, enhancing regional carbon stocks, and addressing global climate change. However, there is insufficient research on the quantitative relationships between various land cover types and carbon stock changes, as well as their future spatial predictions. Focusing on the core area of Fuzhou City, China, this study constructs a streamlined framework by coupling deep learning and the InVEST model to predict urban land cover and carbon stock changes in 2025 and 2035. The results show that: (1) The prediction model for land cover change has high applicability and can produce the simulated images with high accuracy. Impervious surface is expected to increase by 53 km2 in 2025 and 131 km2 in 2035 compared to 2020, resulting in considerable reductions in forest and cropland. (2) Carbon stocks of the study area are expected to decrease by 1.68 × 106t in 2035 compared to 2020 due to large amounts of high-carbon-density forests and croplands being converted into low-carbon-density impervious surfaces. (3) Multiple regression analysis reveals that forests have the largest impact on carbon stocks in the area, with a magnitude 5.25 times greater than impervious surfaces and 11.5 times greater than cropland, whereas impervious surfaces are the second most influential land cover type on carbon stock changes. Therefore, expanding forest areas becomes an essential initiative as forests could offset the carbon stock loss caused by impervious surface growth. This study provides scientific references for optimizing land-use planning and formulating policies for the development of low-carbon cities.
