THE PERSONNEL DEVELOPMENT MANAGEMENT MECHANISM IN THE SYSTEM OF HUMAN RESOURCES POTENTIAL FORMING: LESSONS FOR THE MODERN ENTERPRISES ACCORDING TO FOREIGN EXPERIENCE

The elements of the mechanism of personnel development management in the system of personnel potential formation at modern enterprises are structured and grouped. It is determined that an important role in the human resource formation at the business entity is played by the personnel development strategy, which should combine such components as: establishing strategic guidelines for personnel characteristics, choosing directions for personnel development (training, advanced training, mentoring, coaching); forming the individual career trajectories of employees; developing the internal personnel training tools and choosing of external training tools; drawing up a budget for personnel development costs; fixing the measures for retaining talents, motivating them to be loyal to the enterprise goals. It is specified that the mechanism for managing the enterprise's personnel development should combine such elements as: goal, objectives, subjects, objects, tasks, functions, principles, and methods of professional development of employees. It has been established that the employee development mechanism functioning is influenced by the state of resource provision and the level of professionalism of the HR-management of the business entity. Analysis of personnel indicators of Ukrainian enterprises allowed us to conclude about high staff turnover, inability to form a high-quality employer brand, inability to maintain staff loyalty. It is proposed to borrow the foreign experience in forming human resources potential through mechanisms of recruitment, staff development and creation of such working conditions for them that will maintain a stable desire of the employee to remain part of the team and work to achieve the company's goals, conscientiously fulfilling their job duties. Approaches used in foreign practice of personnel development management are identified and the possibilities of their introduction into the activities of Ukrainian enterprises are established. It is substantiated that personnel development management should be one of the areas of strategic management of a modern enterprise.

SUV-pedestrian crash severity modelling considering unobserved heterogeneity in means and variances

SUV-type vehicles (light trucks, minivans, vans, SUVs) pose significant risks to pedestrians due to their size and weight. This study analyzed pedestrian crashes involving SUVs using Louisiana traffic crash data (2017–2021) with a random parameter ordered probit model to account for unobserved heterogeneity. Factors linked to higher pedestrian injury severity include winter conditions, divided roads, midblock crossings, business/residential areas, and drivers aged 25–65. Lower injury severity is associated with state highways, city streets, low-speed roads (<25 mph), undivided two-way roads, and intersections. Stability of parameters was observed over time, particularly for crashes involving single SUVs and pedestrians in normal conditions. Variations in variables like "white dashed line" and "proceeding straight ahead" highlight the influence of daylight and speed limits. At the policy level, integrating these findings into traffic management and urban development practices can support a more effective approach to reducing pedestrian injuries in SUV-related crashes.

Teachers’ Professional Development and School Leadership Management

The study evaluates teachers’ professional development and school leadership management in Basud District Elementary Schools. It explores teachers’ perceptions of professional development opportunities in instructional practices, job satisfaction, and professional growth, and assesses the effectiveness of these opportunities in contributing to positive changes. Additionally, the study examines the relationship between professional development and leadership management, identifies significant differences between provided opportunities and actual development, and suggests measures to address these needs while enhancing leadership management in elementary schools. Using a quantitative and descriptive-correlational design, the study involved 256 teachers and 26 school leaders from Basud District. Data were collected through a Modified Philippine Professional Standards for Teachers and Philippine Professional Standards for School Heads Questionnaire. The study reveals that teachers in Basud District Elementary Schools perceive positive professional development opportunities, particularly in instructional practices and job satisfaction, though areas like training for non-major subjects and work-life balance need improvement. The effectiveness of these opportunities is high, contributing positively to instructional practices, job satisfaction, and professional growth. School leadership management is also rated highly, particularly in developing self and others, and focusing on teaching and learning. However, no significant relationship was found between professional development and school leadership management practices, though significant differences exist between provided opportunities and actual development. To address these gaps, the study proposes the “TEACH LEAD” workshop and the implementation of the “Cultivating Excellence” policy, aiming to enhance both professional development and leadership management. These measures are intended to ensure continuous improvement and better educational outcomes across the district.

Exploring the Fundamental Principles of Good Management Development Practice as Indices for Sustainable Construction Managers performance in Construction Firms: A Review

Abstract: This review paper evaluated the Construction Firms’ (CFs), Construction Managers’ Performance (CMsP) and Management Development (MD) literature by examining probable associations and correlations between the concepts of MD and construction managers’ performance. Literature review on CFs’, CMs’P, and MD was carried out and the emerging role of MD on CMs was assessed. The paper measured the rational and dynamics of both CMs’P, and MD. The focus of the study was to compare existing descriptive structure through cross-referencing and to conceptual literatures as well integrated both approaches. The study found that there were several aspects of the MD and CMs’P dominions that were mutually inclusive, specifically in the areas of training, development, learning and knowledge, and skills development. The paper concluded that the review concept represent a basis that in turn may enable the pursuit of methodological guidelines for the application and practice of MD in CFs.

The article underscores the importance of contextualizing these global practices to align with Ukraine's unique administrative, cultural, and socio-economic characteristics. Key innovations discussed include e-governance, citizen participation mechanisms, and the application of information technology to streamline administrative processes. Knowledge management and the development of intellectual capital are also emphasized as vital components for enhancing administrative capabilities. Training platforms for local government personnel ensure a skilled workforce capable of implementing innovative solutions. Furthermore, the integration of sustainable infrastructure and green technologies is identified as essential for optimizing resource use and improving urban quality of life, aligning with global sustainability goals. By synthesizing international best practices, this research provides actionable recommendations for adapting these strategies to Ukraine's local governance framework. It advocates for a comprehensive, innovation-driven approach to public administration that integrates efficiency, inclusivity, and sustainability as core principles.

Groundwater Quality of the Lower Rio Bravo Aquifer in the Northern Zone of Tamaulipas

Objective: The main objective is to evaluate the quality of groundwater used by the population of the ejidos of Reynosa, Tamaulipas. These wells are used for domestic consumption in rural households and for irrigation of sorghum crops in rainfed agriculture systems. Theoretical Framework: Water supply sources in the northern region of Tamaulipas are experiencing a progressive depletion due to the scarcity of rainfall and the high temperatures characteristic of the region. This challenge is compounded by population growth, which has increased the demand for water. One possible solution to this problem is the exploitation of groundwater resources. However, monitoring activities on the quality of this resource are sporadic, with records dating back to 2006, and in the municipalities of Reynosa and Río Bravo there is almost no culture within the framework of good management practices for sustainable development in the use of groundwater in the lower Río Bravo basin. Method: The approach for the analysis of water quality is carried out in wells located in the northern region of the municipalities of Reynosa and Río Bravo, Tamaulipas, through the linkage with the president of Rural Development District 156 to take samples in wells that are mostly used to supply water to crops and, in some cases, for cleaning activities in farms. Specifically, a detailed physicochemical analysis of the water resource is carried out with the purpose of issuing an opinion on its quality, which will make it possible to determine its potential uses and establish guidelines for sustainable and adequate management in its exploitation. Results and Discussion: In the northern region of the state of Tamaulipas, the use of land for agriculture and the exploitation of the oil industry has been constantly punished. It is a latent fact that agricultural activity represents a significant risk of salinization and groundwater contamination due to the intensive use of agrochemicals. This risk is exacerbated by urban growth, which contributes to water resource contamination through industrial discharges and bacteriological contamination from inadequate wastewater management in population centers. These activities are the main sources of deterioration of groundwater quality and have worsened over time. In addition, the geological context of the region, characterized by stratigraphic formations with natural salinity, further contributes to the complexity of this problem. Research Implications: The results obtained in the development of the project highlight the need for continuous monitoring of economic activities and population growth in the region, to avoid contamination of the aquifer to such levels that for a possible use, specific techniques would have to be implemented that would increase the cost of the water resource, as well as its disposal. Originality/Value: The study of water quality in the aquifer of Río Bravo in the northern region of Mexico represents a considerable challenge, since it is an area affected by problems of insecurity, which makes sampling difficult. However, safe and reliable access to farms and ranches in the area was possible with the cooperation of their owners. This made it possible to carry out adequate sampling and obtain accurate in situ parameters, guaranteeing the veracity of the data obtained.

Assessing management factors limiting yield and starch content of cassava in the western Brazilian Cerrado

AbstractCassava (Manihot esculenta Crantz) was declared the “crop of the 21st century” by the Food and Agriculture Organization of the United Nations due to its high starch content and low input requirements. The management factors that govern yields and starch content in cassava in Brazil are still unclear. The aim of this study was to identify the main factors that limit the yield and starch content of cassava fields in Brazilian Cerrado. The data were collected as part of a survey covering 300 cassava fields in two growing seasons (2020–2021 and 2021–2022). Throughout the development cycle, management practices, yield, and percentage starch content in the roots were described. The database was divided into high and low yield tertiles. Mean comparison tests, regression tree analyses, and boundary functions were applied. The importance of genetics, environment, and associated crop constraints on cassava production (yields and starch content) was assessed. The yield gap in cassava was 44.6 Mg ha−1. The most important factors leading to yield and starch losses were variety, planting date, and potassium fertilization. By adapting optimal practices, it is possible to produce an additional 1.5 million tons of cassava on the current cultivation area in the western Brazilian Cerrado, which corresponds to 8.3% of total production in Brazil and could increase the production of cassava starch by more than 400,000 Mg.

Grazing exclusion promotes soil organic carbon accumulation in Tibetan grasslands with lower temperatures

BackgroundGrazing exclusion is a practical approach to restore vegetation in degraded grasslands and enhance soil organic carbon (SOC) sequestration. However, the dynamics and drivers of SOC in grasslands after grazing exclusion have not been well documented, especially in ecosystems with cold climates.MethodsHere, we established 14 paired treatments (grazing exclusion vs. free-grazing) along a 600-km transect in the northeastern zone of the Qinghai-Tibet Plateau. After six years, we analyzed vegetation biomass dynamics and measured the soil physicochemical properties and organic C concentration across three depths (0–10, 10–20, and 20–30 cm).ResultsGrazing exclusion significantly increased above- and belowground biomass (139.85% and 43.30%, respectively), pH (1.38%), total phosphorus (3.29%), nitrate nitrogen (18.03%), and ammonium nitrogen (17.81%), but significantly decreased soil bulk density (2.43%) and clay content (10.49%), particularly in 0–30 cm. Specifically, SOC concentrations positively responded to grazing exclusion (0–10 cm) in 9 of the 14 sites evaluated. The effects of grazing exclusion on SOC concentrations were significantly higher in areas with a mean annual temperature (MAT) below 0 °C compared to those in sites with a high MAT (> 0 °C). The SOC concentrations significantly correlated with the mean annual precipitation (MAP) in both treatments, but these correlations diminished with increasing soil depth. Ridge regression analysis showed that soil chemical properties (e.g., total nitrogen and phosphorus) positively influenced SOC accumulation, while MAT negatively influenced it after grazing exclusion. Path analysis further revealed that MAT indirectly regulated SOC dynamics via soil chemical properties.ConclusionsOur study highlights that grazing exclusion results in an asynchronous SOC and plant biomass accumulation and may be more beneficial for SOC sequestration in Qinghai-Tibet Plateau grasslands with lower temperatures. Also, humid climates promote SOC concentration in alpine grasslands. These results could help develop management practices and policies that promote sustainable grassland management.

Apparel Supply Chain Management and Practice under the Perspective of Sustainable Development

Abstract: This study explores the challenges faced by the apparel industry and the means of attaining sustainable development via effective supply chain management amidst the backdrop of global economic integration and the evolving information technology landscape.Firstly, the current situation of the apparel industry is analyzed, including factors such as the increase in consumers' personalized demands, the increasingly fierce competition, the rising costs of labor and raw materials, and the growing consciousness of environmental preservation. The development status and problems of apparel supply chain management are then analyzed, including the excessively long supply chain, the lack of flexibility and adaptability in management, the opacity of information, the lack of a supplier evaluation system, and the neglect of sustainable development by enterprises. It further discusses achieving sustainable development in the apparel industry, including reducing water consumption and pollution, addressing the adverse consequences arising from the rapid turnover of fashion trends, promoting the construction of a circular supply chain, etc. Corresponding solutions are proposed. Finally, this study concludes how supply chain management and sustainable development practices can inject new vitality into apparel enterprises and achieve the industry's sustainable development goals.

중국 중장비 제조기업의 친환경 공급망관리가 기업성과에 미치는 영향에 대한 연구

Purpose: The purpose of this study is to empirically analyze the impact of green supply chain management (Green SCM) on corporate performance in China's heavy machinery manufacturing. Research design, data, and methodology: This study employed a survey to collect data from key Chinese companies in heavy machinery manufacturing. The questionnaire was developed through a pilot study and in-depth interviews, and the survey was conducted from April to June 2024. Data analysis was performed using SPSS 24.0 and AMOS 24.0. Results: Analysis revealed that internal environmental management, eco-design, and investment recovery inf luenced both environmental and operational performance positively. Eco-design had the greatest impact on environmental performance, while internal environmental management and investment recovery significantly contributed to operational performance. The total explained variance was 72.871%, indicating meaningful correlations between variables. Conclusions: This study demonstrates that Green SCM enables companies in the heavy machinery industry to fulfill their environmental responsibilities while improving operational efficiency. The findings highlight the importance of strengthening eco-design and internal environmental management practices for sustainable business development.

Valorization of Grape Pomace: A Review of Phenolic Composition, Bioactivity, and Therapeutic Potential.

Vitis vinifera L., commonly known as grapes, is one of the most widely cultivated crops worldwide, with over 80% used for wine production. However, the winemaking process generates substantial residues, including grape pomace (GP), wine lees, and wastewater, which can pose significant environmental and economic challenges. Among these, GP stands out not only as a waste product but also as a rich source of polyphenols-bioactive compounds with recognized antioxidant and anti-inflammatory properties. Recent advancements have expanded the application of GP-derived extracts, particularly in the health and food industries, due to their potent bioactive properties. This review provides a comprehensive overview of the valorization of GP, focusing on its phenolic composition and therapeutic potential. It evokes innovative, environmentally friendly extraction techniques and integrated methods for the chemical analysis of these valuable compounds. Additionally, the health benefits of GP polyphenols are explored, with recent experimental findings examining their metabolism and highlighting the key role of gut microbiota in these processes. These insights contribute to a deeper understanding of the biological activity of GP extracts and underscore their growing significance as a high-added-value product. By illustrating how winemaking by-products can be transformed into natural therapeutic agents, this review emphasizes the importance of sustainable development and eco-friendly waste management practices, significantly contributing to the advancement of a circular economy.

The effects of a risk-based approach to tax examinations: evidence from a tax pilot programme in Tanzania

AbstractTechnical assistance and increased use of ICT in tax administrations hold promise for greater revenue collection. Yet, the evidence on how these activities work in the real-world circumstances of developing countries is scant. The paper attempts to fill this gap by evaluating an intervention undertaken jointly by the Finnish and Tanzanian revenue administrations. The programme introduced a new risk-based case selection method for enhancing the effectiveness of firm tax examinations in Tanzania complemented by supplementary staff training and developing management practices. Our results, stemming from a difference-in-differences analysis and administrative data from the Tanzanian Revenue Authority, indicate that the intervention increased the corrected amount of taxable income by approximately 20% during the first year of the new approach.

However, the transition is challenged by infrastructural deficits, high costs, limited technical expertise, and outdated regulatory frameworks. This article discusses the current technological advancements, challenges, and opportunities for improvement, emphasizing the need for investments in infrastructure, public-private partnerships, capacity building, and regulatory reforms. Climate Change and Nitrogen Dynamics: Challenges and Strategies for a Sustainable Future

Global warming driven by climate change has profound impacts on nitrogen dynamics in terrestrial and aquatic ecosystems. The increased emissions of greenhouse gases alter the distribution and availability of nitrogen, which is a critical nutrient for all living organisms. This review examines the connections between climate change and nitrogen cycling, highlighting the adverse effects on ecosystem health and productivity. The proliferation of nitrogen pollution due to agricultural runoff, industrial effluents, and urban wastewater aggravates eutrophication, leading to significant environmental and economic consequences. The imbalance in nitrogen availability not only affects plant growth and soil fertility but also disrupts aquatic ecosystems, resulting in harmful algal blooms and hypoxic conditions. Effective mitigation and adaptation strategies are essential to addressing these challenges. Sustainable agricultural practices, such as precision farming and the use of slow-release fertilizers, along with robust policies and innovative technologies, like biochar application and nitrification inhibitors, are essential in managing nitrogen levels. This review underscores the importance of interdisciplinary approaches that involve integrating insights from ecology, agronomy, and the social sciences to develop comprehensive solutions. Future research should focus on long-term studies to assess the cumulative impacts of climatic changes on nitrogen availability and ecosystem health to guide policies and management practices for sustainable development.

Harnessing the Potential of Living Labs in European Research Projects on Agriculture. The Case of Promoting Prudent Use of Antimicrobials in Livestock

SummaryThe urgency to reduce the use of antimicrobials in the livestock sector has become part of the European Farm‐to‐Fork agenda. To develop innovations and pave the way for prudent antimicrobial use (AMU), the H2020 four‐year‐long ROADMAP project implemented the approach of Living Labs (LL). It stands for a process that involves a heterogeneous group of stakeholders in co‐creation, testing and evaluating innovations in real‐world contexts. The use of LLs has gained momentum to accelerate transformation of European agriculture by developing innovations through end‐user (farmer) involvement. However, the LL‐approach is new in the livestock sector. During the project, 11 LLs were established in seven European countries, each with its own settings but linked to the project's overarching goals. Some LLs developed a common understanding of AMU within the sector or between farmers and veterinarians, while others focussed on policy development or better management practices. During the ROADMAP project, we learned about the potential and limitations of the LL approach in the livestock sector. Using the approach of social innovations, we developed recommendations on how to realise the potential of LLs in a research context to meet the goals of the EU Farm‐to‐Fork strategy of prudent AMU.

A Machine Learning-Based Forecast Model for Career Planning in Human Resource Management: A Case Study of the Turkish Post Corporation

In sustainable and competitive business management, it is crucial for organizations to consider organizational change and transformational leadership in human resource (HR) management to adapt to the changes in their environment. This capability enables large-scale enterprises to maintain their presence in an increasingly competitive environment through enhanced management capacity. Enterprises that adopt transformational leadership in HR management must equip leadership candidates with competencies such as creating a shared vision, providing appropriate role models, encouraging the adoption of group goals, meeting high performance expectations, and providing individual support and the development of intellectual stimulation. By identifying potential leadership candidates using a decision support model, the necessary competencies can be developed through in-service training and experiential learning during their careers. Innovative and effective approaches to identifying leadership candidates can be developed by analyzing complex big data using advanced artificial intelligence (AI) techniques. In this article, a forecast model using machine learning (ML) algorithms for a human resource management career planning approach was developed for the Turkish Post Corporation (PTT) and it was tested to predict potential leadership candidates by analyzing the big data of 5000 employees. The Turkish Post Corporation ML algorithms were applied to 100 randomly selected data points using the k-Nearest Neighbor (kNN), Random Forest (RF), Gradient Boosting (GB), and Support Vector Machine (SVM) algorithms to predict the types of titles held by the staff employed at PTT. The kNN, GB, RF, and SVM algorithms achieved accuracy rates of 96%, 91%, 73%, and 41%, respectively. The case study results indicate that promotion decisions in large-scale and rooted enterprises can be effectively modeled using big data and ML algorithms, highlighting significant potential for HR management and leadership development practices in the public sector.
