Traditionally, mixed-use buildings in Seoul have served the accommodation needs of richer households and have been located in areas of high land value. However, there is evidence to suggest that this very specific housing role is beginning to broaden out and therefore mixed-use development could be used as part of a broader strategy for alleviating Seoul's housing problems. It appears that amendments to the system of development zoning and to building regulations are making this change possible. Mixed use buildings are being drawn into a strategy of decentralisation thereby promoting a wider housing role for this type of development.
